Also participating were Paul Yellen, Town of Plainfield Fire Department; Mohamed Deria, CTDEP; Mark Parker, CTDEP; and John Polanski, Inter Royal Corporation caretaker for the building. A previous Site Inspection Report generated by CTDEP in February, 1995 included an extensive site inventory and description of waste containing areas; this report was used as the baseline for the current inspection. Notes and comments on changes to the site conditions and chemical inventory were marked on an extra copy of the CTDEP inspection report, and is included in the site file. Additions to the chemical inventory include: 16 x 55 gallon fiber drums of chemicals left in the south end of the facility (B-105 area) by a recent occupant, Mario Antimone. Drum labels indicated Cd, Cr, Zn, and Pb salts as well as Vinyl chloride. Baths in the plating area were found to contain several hundred gallons of acidic (pH=0) liquids and over one hundred smaller containers of proicess chemicals such as sulfuric acid, hydrochloric acid, and nickel solutions. In the Waste Water Treatment area of the basement, a four-foot tall cylider of sulfur dioxide gas was found. Mr Polanski stated that the gas was used in the treatment process and that the cylider was presumed to be empty. In the zinc plating area, approximately 25 lab-pack size chemical bottles were found in a locker. Also, 7 x 55 gallons drums of alkali "Strypp" solution, 2 x 55 gallon drums of NaOH, and 1 x 55 gallon fiber drum labeled "Oakite" were found. In the Maintenance Paint Crib, Mr Polanski reported that many cans of paint and other commercial products have been given away to other local businesses, as he was encouraged to do by the CTDEP. In the boiler room and several other basement areas, pipe insulation may contain asbestos.

A previous Site Inspection Report generated by CTDEP in February,1995 included an extensive site inventory and description of wastecontaining areas; this report was used as the baseline for thecurrent inspection. Additions to the chemical inventory include:

16 x 55 gallon fiber drums of chemicals left in the south end ofthe facility (B-105 area) by a recent occupant, Mario Antimone.Drum labels indicated Cd, Cr, Zn, and Pb salts as well as Vinylchloride.

On the outside (east) loading dock area of the building, 15 x 20 gallon plastic carboys of sulfuric acid, 1 x 20 gallon carboy of phosphoric acid were sitting on the loading dock, exposed to the elements and clearly visible to the senior citizens that were walking on an exercise track within 150 feet of the loading dock. Teh carboys were also reported in the same location in the CTDEP February 1991 inspection report.

Per a request from Mohamed Deria (Engr. Ill) and Betsy Vingfield (Env. Analyst, Site Remediation & Closure), myself and Mark Jepson (Field Insp. II) conducted a site inspection of the Infer Royal facility in Plainfield, Conn. Ve met vith plant manager John Polanski vho accompanied us on the walk through.

1) Background/Review

a) Company shut down operation in 1985

b) According to Mr. Polanski, use of the Toluene tanks vas discontinued in the early 1950* s. A flood in January /February 1978 moved the tanks off their supports. In 1979 the tanks were moved to their present locations.

c) A reviev of the shipping records shoved the last manifested shipments of vaste to have been made on March 23 & 29 and July 29 of 1988.

d) Contact stated that cleanup operations vere stopped in 1988/1989 pending final agreement vith the State of Conn.

2) . Exterior facility and grounds. V*

a) Along the north central section of the manufacturing building is a narrov courtyard area between two sections of the building. Near the south end of this area ve observed black petroleum stained surface soil. Mr. Polanski stated this Condition vas a result of boiler blovdovn. Along the vest vail of this courtyard area at the second floor level ve observed 3 disconnected transformers (old vintage). Near the north end of the courtyard along the same vest vail vere tvo more transformers which appeared also to be not in use. These transformers had a black cily film on them but ve did not observe any staining on the vail or ground below them. Transformer size appeared to be approx. 10 /->, gals. each.

b) Vest side of the building. - '

Ve observed a 1,000 gal and 2,500 gal. above ground tanks which were used for fuel oil. They presently appear empty and not in use. Ve observed an approximately 300'x 10' area betveen the paved sidewalk and the vest vail of the manufacturing building of red and gray substrate mixed vith gravel. Mr. Folanski stated this vas the area where paint sludges were dumped out the vindoys onto the ground during the 1940's and 1950's production era. This area had 3 small trenches where samples had been taken for analysis. Along the southwesterly wall, outside the gas fired boiler room is one of the removed Toluene tanks. It appears empty with open ports and no labelling. , At the most southerly end of the vest wall is a. 1,000 gal. degreaser tank. This appears to be empty and Mr. Polanski stated it was never used.

c) East side of the buildings.

< Observed above ground propane storage tanks of 30,000 gal. capacity. Stored outside on the loading dock boardwalk were 52 five gal. paint cans (empty w/dried residue), thirteen 20 gal. black (plastic) drums with sulfuric acid (virgin), one 20 gal. black (plastic) drum with phosphoric acid (virgin), and two 55 gal drums on their side on rollers (one with unknown oil and one labelled 10w-40w oil. Two fire ponds along the east fence vith no observable contamination.

J) E. 6 D Building. - Interior

a) First floor contained the drilling/machining, prototype assembly and office rooms. No chemicals vere observed.

b) The basement housed the product testing equipment (mechanical) and furniture storage rooms. A paint/chemical storage room was discovered and contained the following: . rf

- six 1 gal. cans of hydraulic oil - seven 1 gal. cans of flammable paint - one 1 gal. can of ceramic tile adhesive - one 1 gal. can of rust inhibitive paint (combustible)

- tvo, 1 gal. cans of Armstrong Expandofoam (prepolymer/unreacted TDI)

- tvo, 1 gal. cans of thinner (acrylic lacquer) - approximately 40 one quart cans and glass jars of paints, coatings, pigments, lacquer thinners, oils, and hardener (ADRUB-RTV)

- tvo 5 gal. pails of unknown liquid vith flammable label. - one 5 gal. pail of Latex compound - one 5 gal. pail of Contact Cement (non-flammable)

4) Interior Facility

a) Three story section (North and north central)

i) The basement of this section had a dirt floor vith pools of vater and vet dirt vith a film of vhat appears to be white mold or mildew. Ve observed, on the north vail, a single transformer (approx. 10 gal capacity) vith a. black oily film on the outside casing. This transformer appears inactive and there vere no observable stains on the dirt belov.

ii) The first floor housed the voodvorking dept. This area contained unfinished furniture pieces, slabs of vood carpentry equipment, fifty 1 gal. plastic bottles of Lacquer and 10 (1 pt.) spray cans of "Mohawk Tone Finish" (extremely flammable). The shipping area on the east side of the voodvorking dept. contained one 55 gal. drum open top vith vhat appeared to be vater from a leak above (the floor shoved clear signs of water damage), one 5 gai. pail of hydraulic oil, and one 5 gal. pail of "Additive 12" (approx. 3" in the bottom).

iii) The Second floor housed the Upholstery dept. In the northeast corner of the floor was observed a 20 gai. can Nbf "Gulflex Holy* grease (abour. 1/2 full), a one gai. can of "5501 Thinner", and two small safety cans of unknown contents.

iv) The third floor housed the general storage arrea. This area contained beds, chairs, furniture parts, cartons, and boxes

No observable chemicaLs.

b) One story section. - First floor

i) The boiler room is located on the northeast side of this section. The boilers (2) and associated piping are lined with what appears to be asbestos insulation. There are four - 55 gal. drums for waste oil storage which is blended into the fuel oil tank for use in the boilers.

ii) The machine shop tool room is located in the north central part of this section. It contains several grinding and tooling machines and drill presses. The following products were stored here:

- one 55-gal. drum of quenching oil - two 55 gal. drum of "Polychem 401" (polymer oil) - one 55 gal. drum of "ST-21 Ploy Spray Jet", a machinery degreaser concentrate, which had severe external rusting

- one 5 gal. pain of quenching oil - one 1 gal. can of oil.

iii) Outside the machine shop area near an entrance to the east side offices was observed the following:

- one 55 gal. dr. of Electrolytic Nickel - fourteen 20 gal. drums of a Nickel iron comp'd.

iv) The Casegood Assembly area

The following containers were observed in this area.

- one 5 gal can of unknown material with a flammable label - twelve 1 qt. cans of unknown paints and lacquers - three 1/2 pints of unknown material - two 1 pint cans of unknown material - one 1 qt. can of putty - eleven 1 qt. glass jars of paint

v) The Painting dept. .1

Along the west wall of this area next to a spray booth was a 55 gal drum about half full of a solvent 'based lacquer and the lid was not sealed. One spray booth is still used infrequently about 4 tices a year according to Mr. Folanski. A paint room located between post 128 and 130 in section £ contains the following:

- five 55 gal drums with mixers on top with residual paint in bottom

- five 55 gal drums with unsealed open top lids with approx. 12* of paint and lacquer in the bottoms.

The paint booths around the interior,perimeter of this room are lined vith sheet metal and have a heavy build up of dried paints. The floor also has a build up of paint in the mixing area.

vi) The Plating Dept. - South central and southwest side.

The plating line consists of a series of 27 tanks ranging in size from 50 gals, to 4,000 gals, located on a raised platform area along the vest wall. The raised platform is constructed of vood and sheet metal contained within, a bermed containment area. The platform structure is visibly contaminated vith dried plating salts and corroded sheet metal. To the left of the plating line is a chemical storage area vith the following chemicals:

ITO-two 5555 galgal.. drums of corrosive solid (clepo) &oneone 0220 galgal.. drum, of Muriatic acid - tvo 5 gal. pails of "Robright AZ-5800" - tvo 20 gal. drums of Nickel iron "Stabiliser C" - tventy-three 5 gal. pails of Nickel/iron additive - four 5 gal. pails of Nickel additive - one 20 gal. carby (blue) of unknown material (no label) - one 5 gal. pail of unknown material, leaking - one 55 gal. fiber drum of Nickel carbonate - two 35 gal. fiber drums of Sodium flouroborate

^- one 55 gal. drum of Barium Carbonate

.r vii) Press area

This area contains approximately 25 to 30 punch presses and drilling, tapping, machining machines. All machines have an oil film on the working parts of them and the floor has oil staining. In this area were the following containers:

- three 55 gal. drums of hydraulic cutting oil - three 55 gal. drums of cutting oil

viii} Paint storage 'room (Flamnables)

This room is located on the east side of the one story building adjacent to the press area in the southerly part of the building . When we entered the room there was a strong solvent odor noticed. Doors were opened and the room was allowed to ventilate before we began our inventory. The room contained thei following:

- 170 fifty-five gal. drums of paints, lacquers baking enamels, and thinners

- 147 five gal. pails of paints, enamels, resins and lacquers - 2 five gal. pails of polymeric oil - 3 five gal. pails of unknown material - 22 five gal. pails of clear glaze, woodstaining. - 1 five gal. pail of gas flux - 11 one gal. jugs of MEK peroxide plasticizer - 6 one gal. cans of Gloss enamel

The floor appeared dry, doorways were bermed and "Flammable* and "No Smoking' signs were posted outside the entrances. Mr. Polanski said the fate of these products is still undecided.

ix) Paint mixing room

Located adjacent to the Paint storage room. This room contained mixers and the following materials.

- twenty 55 gal. drums of thinners paints and lacquers - one cardboard box of coffee cans, plastic gallon jugs, a safety can, and a glass jar labelled "perchlor".

- one cardboard box with 1 quart and gallon cans of unknown material

- seven 5 gal. pails of paint/lacquer - one 5 gal. pail of Rohn & Eaas ExperinentsI Adhesive - one box of KEK peroxide

The Concrete floor had a dried paint buildup.

c) One story building - Basement

tlear the south end of the basement is an area of machines equipment and several containers of used oil.

- two 55 gal. drums of hydraulic oil - four 55 gal. drums of cutting oil - two 20 gal. open top drums with oil - two 55 gal. drums of—unknown oil . x

- two 5 gal. pails with oil and sludge

Concrete floor with cemented over water canal underneath.

Drag out line

Going north adjacent to the above mentioned area is the discontinued Drag out line which used an oil' and phosphate coating. Along this line between post /19 and /23 is a trench filled with crushed stone where the drippings form the dragout line collected. The cement floor beside this trench had an oily dirt build up.

ierizer

concrete lined sump under the two bonderizer lines has liquid in it with an oily film on the surface. Mr. Polanski stated the water level in the sump fluctuates at different times of the year. This must mean there is a leak or breach

the concrete lining of the sump. On the west side of the bonderizer area is a bermed floor where plating dust and debris have fallen through the* floor from the plating line on the first floor above. This area may need to be addressed in remediation.

Vaste Vater Treatment area

Just to the left (south) of the /ffl£Snear post #28 is a two compartment concrete tank gnpfty*,* andone concrete tank (600 gal) half full of boiler blow down (according to Mr. Polanski). The waste vater treatment system (VVTS) is along the west wall of the basement. The floor is concrete and beraed around all associated VVTS tanks and equipment. One tank which extends up to/the first floor is full and a mixer is running to keep so/iids and lime from settling on the bottom of the tank. v/Two concrete tanks vith dried sludge (approx. 1") en bottom and one empty metal tank in the cyanide treatoent area _was ^observe^d.^ The System appears to

Zinc Plating area , •>

To the north of the VVTS along the west wall is the zinc plating area. The following was observed in this area:

20 gal. carboy of muriatic acid.

one rinse tank, empty with white crystals inside. one cold water 'rinse tank, empty one hot water rinse tank, empty one nitric acid tank, empty two 55 gal drums of 'zinc sol." w/corrosive label one caustic alkali tank with a small amount of liquid.

Along the wall behind the rinse' tanks and alkali tank is a trench which appears empty.

V/fne wood floor in this area appears to have heavy corrosion and white salts on the floor.

vi) Degreasing area *

Near post #49 along the west wall are two degreasing units. One is empty and not in use and the other is still periodically use. The used one is approximately 4'x3'x3' and uses a solvent called MP-10. Adjacent to this area is stored the following:

55 gal. drums of MP-10, partially full. -/tvQ 55 gal. drums of Creosote, full. one 55 gal. drum of unknown material, half full.

Maintenance Paint crib

This is located in the north central part of the basement. Ve observed the following on shelves:

1 gal. cans of various waterbased paints and resins gal, cans of adhesives

two 5 gal. cans of weed killer four 5 gal. pails of plastic mortar two 5 gal. pails of unknown material cvo 5 gal. pails of glyceriqe. one 5 gal. pail of "asbestos fibre aluminum .coating one 1 gal. can of linseed oil

viii) Hazardous Materials Storage room

This small 6'xlO'xlO' room is located on the southeast cornerofof-- the building on the first floor. It is kept locked and contains two 35 gal drums of virgin sodium cyanide. It is a/̂con brick room vith concrete flooring
