In eccordance with section 2{d) of the Prompt Peyment Act (PL 97-177), Federal funds may not be uaed by the recipient for th• payment of interest penelt iea to contractors when billa are· peid late nor may interest penalties be used to aatilgy coat-sharing requirements.
