Post&Matric Scholarships in Andhra Pradesh are ein, ,ranted to st'dentsonl5 after each st'dent has een verified 5 the 6olle,e and a,ain verifiedindependentl5 5 the +erification /fficer appointed 5 the District 6ollector videinstr'ctions ,iven in the references !st and 2nd  cited. An anal5sis of the verificationprocess d'rin, the last three academic 5ears 2#!#&!! to 2#!2&!$ has revealed that theprocess of scholarships is consideral5 dela5ed d'e to the man'al verification process5 +erification /fficers *hich are partl5 d'e to administrative reasons and partl5delierate. -n some instances1 the verification process has ecome perf'nctor5 and hasalso lead to 'ndesirale practices.

Government of -ndia have provided the facilit5 of a 7ni8'e identificationof individ'als thro',h the Aadhaar card. 7nder the scheme each individ'al in the6o'ntr5 can sec're an Aadhaar card1 *hich has a 7ni8'e -D and iometrics. With avie* to enale timel5 and a'tomated dis'rsal of scholarships1 the facilit5 of theAadhaar card is proposed to e 'sed for dis'rsal thro',h the Aadhaar Pa5ment 9rid,eand the Aadhaar Enaled Pa5ment S5stem. 7nder the ne* proced're1 each st'dentm'st have an Aadhaar card. -f the5 do not have1 the5 m'st sec're an Aadhaar card atthe earliest. St'dents *ith an Aadhaar card *ill e ,iven scholarships 'pon onlinea'thentication. St'dents *itho't a card can e dis'rsed scholarships onl5 after

ph5sical verification. With a vie* to avoid errors in entr5 of Aadhaar cards1 Welfare/fficers have een ,iven a detailed proced're for verification of Aadhaar card thro',hthe AS: *esite vide reference third cited. Welfare /fficers have also een as;ed toconfirm the 9an; Acco'nt n'mers online and ;eep the list read5 to e p'shed to the6olle,e mana,ement<s for the p'rpose of verification and a'thentication.

As the re,istrations for the 5ear 2#!$&!4 has een ased on the Aadhaarn'mer iss'ed 5 7-DA-1 it is proposed to 'tili=e the online Aadhaar a'thentications5stem in lie' of ph5sical verification of st'dents. Aadhaar is a 'ni8'e n'mer ,iven toan individ'al 5 the 7-DA-. An online a'thentication 5 the st'dent from the colle,e*ill e s'fficient to ;no* if he is st'd5in, in the colle,e. >ater1 iometric attendanceon a random asis or for each pa5ment release can also e directed to the colle,e

mana,ements.

?he follo*in, detailed ,'idelines for verification shall e applicale inrespect of dis'rsements for 2#!$&!4. :or earlier dis'rsements 'p to 2#!2&!$1 theearlier ,'idelines ,iven shall e applicale. ?he detailed ,'idelines for the onlineverification thro',h Aadhaar a'thentications are iss'ed as follo*s.

1. Preliminary Verification of the data by the Welfare Officers:

a.   Soon after the completion of the re,istrations1 the *elfare officersconcerned shall 'nderta;e t*o ma@or tas;s efore p'shin, the data to the6olle,es for verification of doc'ments%

i. +erif5 the Aadhaar n'mer on the AS: portalii. +erif5 the 9an; Acco'nt n'mer

For the above two activities, detailed instructions have already been issued vide reference third cited.

b. +erification of st'dents shall e done 'sin, the Aadhaar a'thentications5stem as far as possile1 no ph5sical verification *ill e done ecept incertain etraordinar5 cases *here connectivit5 impedes the process of online verification.

c. Soon after the Welfare /fficer completes verification of Aadhaar n'mersand an; acco'nts1 the applications shall e read5 for a'thentication at thecolle,e level.

2. Verification process through online authentication by the College:

a. Each 6olle,e shall desi,nate the Principal or the a'thori=ed officer forcarr5in, o't the a'thentication process. ?he5 shall have an Aadhaarn'mer1 *hich the5 shall f'rnish for re,istration of the a'thenticationprocess. Persons other than those *ho have een a'thori=ed *ill e 'naleto carr5 o't the process of a'thentication.  All Principals or authorized officers of the college shall have an Aadhaar number.

b. ?he Principal or a'thori=ed representative shall also re,ister online and'pload his photo,raph and 7-DA- certificate.

c. ?he Principal or the a'thori=ed representative *ill have to a'thenticate'sin, his Aadhaar card n'mer to lo,in to the ePASS server each time heplans to 'nderta;e online a'thentication of st'dents 'sin, the Aadhar card.

d. Each st'dent shall e verified and a'thentication done for each st'dentonline 'sin, fin,er a'thentication on a iometric device. ?he 6olle,emana,ements shall verif5 all aspects of the application form s'ch as Date of 9irth1 SS6 -D N'mer1 -ncome 6ertificate1 6aste 6ertificate and AadhaarN'mer and 'pdate the details on the ePASS *esite. If they do notupdate, the student cannot do the authentication online.

e. ?he Principal or a'thori=ed officers shall chec; that the an; acco'ntn'mer entered is correct after verif5in, the hard cop5. /nl5 if it is correctsho'ld he permit the st'dent to do a'thentication online.

3. Biometric Authentication using the Aadhaar number:

a. ?o 'nderta;e a'thentication1 each 6olle,e *ill have to proc're a iometricdevice1 *hich shall have a GPS and connected to the internet and *hichmeets the 7-DA- specifications.

b. Details of the 7-DA- specifications can e vie*ed athttp://www.stc.go!.in/sites/upload"files/stc/files/#$%"Auth"Certlist"&'()*+..pdf. 

c.   9iometric devices co'ld e *ith a point of sale device or a fin,era'thentication device. Mana,ements sho'ld ens're that the device to eproc'red is already integrated with the ePASS system. Mana,ements areadvised not to proc're iometric devices *hich have not een inte,rated*ith the ePASS.

d. ?o enale the a'thentication process1 the Social Welfare department hasdeveloped an app for ePASS application. ?he mana,ements can do*nloadthis app availale on the ePASS *esite at http://epass.cgg.go!.in.  /nceloaded on the iometric device1 the s5stem is read5 to 'nderta;e iometrica'thentication.

e. Each st'dent *ill e first as;ed to enter his ePASS id1 the iometric devicea'tomaticall5 p'lls the Aadhaar n'mer *hich has alread5 een verified andconfirmed. ?he st'dent is prompted to place his fin,er on the iometricreader for online a'thentication.

 f. ?o ens're that fin,er a'thentication is done acc'ratel51 each st'dent is

advised to 'nder,o the est fin,er detection as ,iven elo*%?he 9est :in,er Detection is 'nderta;en onl5 once to ;no* the estfin,er that is s'ited for a'thentication on the iometric device. 9:D isdone1 5 ta;in, iometric impressions of all the fin,ers in a hand todecide the est fin,er that ,ives the most acc'rate res'lts. ?his is onetime eercise and need not e repeated a,ain and a,ain.

g. ?he st'dent shall affi the 9est :in,er Detected on the 9io&Metric Deviceand a'thenticate his identit5. ?he a'thentication is done on the 7-DA-server.

h. /nl5 after the st'dent completes the a'thentication1 the Principal ora'thori=ed representative can print the application form. ?ill the aoveprocess is completed no application form can e printed from the s5stem.

i. Each application form shall have a ar code1 *hich is 'sed 5 the Welfare

/fficer for retrievin, the applications from the ePASS server for sanctionin,a scholarship.

4. ,orwarding of applications to the Welfare %epartments:

a. ?he 6olle,e Principal or his a'thori=ed representative shall have there8'ired certificates s'ch as income certificate1 the caste certificate andmar;s memo as re8'ired.

b. After the a'thentication of application has een completed the Principalshall ma;e oo;lets and application forms for each department and s'mitit to the Welfare Department for sanction of scholarship.

5. Procedure by the Welfare Officers for sanctioning of scholarship for allapplications from the year &(*+-*: 

a. All Welfare /fficers m'st proc're a ar code scanner. A one dimension arcode scanner *ill s'ffice.

b. No application *ill e vie*ed on the screen unless retrie!ed using the barcode of an application hard copy0. ?he Welfare /fficers shall scan theapplication forms of st'dents as s'mitted 5 the colle,e1 to retrieve anapplication for dis'rsin, scholarships on the ePASS server. ?he earlierpractice of selectin, st'dents at random *ill no lon,er e availale for

c. After scannin, of all the application forms the Welfare /fficers can proceedto sanction the scholarships. ?he defa'lt sanction for an application is set tosanction the M?: first. /nl5 after s'mittin, the M?: ills to the treas'r5and otainin, the ?9 n'mer" to;en n'mer can *elfare officers sanction?:.

d. Welfare /fficers can sanction ?: onl5 for candidates *hose M?: has eensanctioned. ?his is *ith a vie* that lar,e st'dents are enefited 5 thetimel5 release of f'nds for their monthl5 maintenance.

All Welfare /fficers are re8'ested to ,ive ade8'ate p'licit5 in the district *ithall colle,e mana,ements. ?he5 are directed to strictl5 adhere to the aove ,'idelinesin respect of dis'rsements for 2#!$&!4 and thereafter in f't're. Dis'rsements 'p to2#!2&!$ *ill ho*ever contin'e 'nder the old proced're. An5 deviations to the aove,'idelines *ill e severel5 vie*ed and entail disciplinar5 action on the concerned.
