Food Enterprise ZoneMelton Borough is one of the fi rst places
in the country to pioneer a Food Enterprise
Zone, a fl agship Government initiative
for economic growth to boost food and
farming businesses. It begins with a
Local Development Order that makes
the planning process simpler for food
and farming businesses that want to
invest and expand and leads to full Food
Enterprise Zone status. This opens up new
opportunities for investment and funding
through the national Food and Farming
Productivity Scheme and the Rural
Growth Fund.
The scheme supports farmers who want
to diversify and entrepreneurs setting up
new businesses, as well as established
food sector businesses. It establishes
incentives to improve skills and training
opportunities, provide apprenticeships and
create new jobs.

Case study: Scalford Hall Hotel Scalford Hall Hotel has benefi ted
considerably from the support of the
Regional Growth Fund, providing for
both investment in infrastructures
and operational methods and the
development of new facilities
and offerings.
“When I took over the hotel in
March 2014, I had little experience
in hotels. With the help of Regional
Growth Fund we have been able to
bring in an experienced hotelier to
help myself and the staff understand
hotel operations and guide the team
with new methodology.
The support of the Fund has helped safeguard the future of the hotel - general running costs have been signifi cantly reduced and services are expanding into the leisure market.
Our new, state-of-the-art marquee will
enhance our profi le on both a regional
and national level, while improving our
facilities for our own business and our
clients. We hope that this large space
will help local businesses network
and work closer together, while of
course offering a wider range of
leisure activities for local residents
such as pantomimes, Christmas
markets, party nights and craft fayres.
Our marketing strategies will also
encourage companies further afi eld
to make use of the venue, bringing
even more business to the town.

Building RegulationsBuildings regulations approval is not
the same thing as planning permission
and in many cases you will need both.
They ensure the health and safety of
building work and fi re safety, regulate
access and ease of use of buildings and
the energy conservation of buildings.
Any new buildings, extensions or
alterations to existing buildings, or
the provision of new services or fi ttings
within buildings are subject to building
regulations. It is also important to bear
in mind that some premises may need
to comply with additional building

Fire SafetyThe Regulatory Reform (Fire Safety)
Order 2005 covers virtually every type
of building, structure and open space
with the exception of private homes
and individual fl ats in a block or house.
Responsibility for fi re safety lies with
employers, self-employed building
owners, those responsible for buildings
with public access and any contractor
who exercises a degree of control over
any premises. These responsible persons
have a legal duty to ensure the safety
of those using their premises or in the
immediate vicinity who may be at
risk, should a fi re occur.
Food Safety Food safety is normally regulated by
your local authority, although in some
cases this is done by the Food Standards
Agency. If you are planning to produce,
