During the incident Dep. Armendariz enters the homeof one of the subjects and demands that the child be produced and threatens toarrest the subject if she is not turned over to him. Dep. Moreno is present during

    the incident and can be seen on Dep. Armendariz’s camera assisting Armendarizwith deciphering the court documents and the facilitation of turning over the childto the other party.

    to directly link items of evidence to Charley Armendariz in the course of hisduties. After further review it was determined that Deputy Williams or DeputyMarie Trombi may or may not have possessed the following item: a Chase debitcard for Catherine Worley.

    1. After further review it was determined Deputy Williams authored IR11-118250, which is associated with Catherine Worley. CatherineWorley was arrested in regards to this incident report. It is unknownif Deputy Williams ever had possession of this debit card at thattime, but since he had contact with the individual, the investigation

    has been initiated.

    2. It was also found Deputy Marie Trombi authored IR 09-106931,which is associated with Catherine Worley. Catherine Worley wascited and released in regards to this incident report. It is unknown ifDeputy Trombi ever had possession of this debit card at that time,but since she had contact with the individual, the investigation hasbeen initiated.

    1. This administrative investigation was initiated after detectives wereunable to directly link a Mexican Identification card in the name of

    Jesus Manuel Basoco-Vega, which was located at the home ofCharley Armendariz, to Charley Armendariz in the course of hisduties. After further review it was determined Deputy Ross authoredIR 08-011053, which is associated with Jesus Manuel Basoco-Vega.Jesus Manuel Basoco-Vega was cited in regards to this incidentreport. It is unknown if Deputy Ross ever had possession of thisMexican Identification card at that time, but since he had contactwith the individual, the investigation has been initiated.

    2. This administrative investigation was initiated after detectives were

    unable to directly link a Washington State Driver’s License for PedroVilla-Nila, which was located at the home of Charley Armendariz, toCharley Armendariz in the course of his duties. After further reviewit was determined Deputy Ross authored IR 07-00177654, which isassociated with of Pedro Villa-Nila. Pedro Villa-Nila was arrested inregards to this incident report. It is unknown if Deputy Ross everhad possession of this Washington State Driver’s License at thattime, but since he had contact with the individual, the investigationhas been initiated.

    Matricula Consular Identification for Misael Garcia-Aragon.

It is unknown ifDeputy Lopez ever had possession of this Mexican voter card at thattime, but since he had contact with the individual, the investigationhas been initiated.

    3. This administrative investigation was initiated after detectives wereunable to directly link a Mexican Matricula Consular Identification forMisael Garcia-Aragon, which was located at the home of Charley

     Armendariz, to Charley Armendariz in the course of his duties. Afterfurther review it was determined Deputy Komoroski authored IR 09-068806, which is associated with of Misael Garcia-Aragon. MisaelGarcia-Aragon was arrested in regards to this incident report. It isunknown if Deputy Komoroski ever had possession of this MexicanMatricula Consular Identification at that time, but since he hadcontact with the individual, the investigation has been initiated.

This administrative investigation was initiated after detectives wereunable to directly link a Mexican Voter card for Hermino CasimiroFlores, a Mexico Driver’s License for Hermino Casimiro Flores, anda Mexican Voter card for Jesus Mota-Mesa, which was located atthe home of Charley Armendariz, to Charley Armendariz in thecourse of his duties. After further review it was determined DeputyOrtega authored IR 10-042666, which is associated with the listednames. Hermino Casimiro Flores was arrested in regards to thisincident and Jesus Mota-Mesa was listed as being a passenger in a

    3. This administrative investigation was initiated after detectives wereunable to directly link packet number 915, a Mexico Driver’s License

    for Andres Fragoso-Perez, which was located at the home ofCharley Armendariz, to Charley Armendariz in the course of hisduties. After further review it was determined that Deputy Rangelwas the case agent in IR 10-091977, which is associated withFragoso-Perez. Fragoso-Perez was booked into MCSO jail inreference to this incident report. It is unknown if Deputy Rangel everhad possession of this Mexican Voter Registration Identification cardat that time, but since he had contact with the individual, theinvestigation has been initiated. Item 915 was not listed among theitems put into inmate property for Fragoso-Perez.

    4. This administrative investigation was initiated after detectives wereunable to directly link internal tracking number 77, a Mexican ID cardfor Omar Sandoval-Arellano, which was located at the home ofCharley Armendariz, to Charley Armendariz in the course of hisduties. After further review it was determined that Deputy Rangelwas the case agent in IR 10-075516, which is associated withSandoval-Arellano. Sandoval-Arellano was turned over to ICE inregards to this incident report. It is unknown if Deputy Rangel everhad possession of this Mexican Identification card at that time, but

    since he had contact with the individual, the investigation has beeninitiated.

    5. This administrative investigation was initiated after detectives wereunable to directly link item number 887, a Mexican Federal Electoralcard in the name Rene Hernandez De Jesus DOB: and aMetricula Consular Identification in the name Rene Hernandez-Dejesus DOB: , both located at the home of Charley

     Armendariz, to Charley Armendariz in the course of his duties. Afterfurther review it was determined that Deputy Rangel was the caseagent in IR 11-044315, which is associated with Sandoval-Arellano.Sandoval-Arellano was arrested in regards to this incident report. Itis unknown if Deputy Rangel ever had possession of this MexicanIdentification card at that time, but since he had contact with theindividual, the investigation has been initiated.

    Sanchez Alejandro, which was located at the home of Charley Armendariz, to Charley Armendariz in the course of his duties. Afterfurther review it was determined that Deputy Rangel was the caseagent in IR 10-060510, which is associated with Juan ManuelSanchez Alejandro. Juan Manuel Sanchez Alejandro was arrested

    in regards to this incident report. It is unknown if Deputy Rangelever had possession of this driver license at that time, but since hehad contact with the individual, the investigation has been initiated.

    7. This administrative investigation was initiated after detectives wereunable to directly link an ID card for Miguel Vargas-Lucas, whichwas located at the home of Charley Armendariz, to Charley

     Armendariz in the course of his duties. After further review it wasdetermined that Deputy Rangel was the case agent in IR 11-032421,which is associated with Miguel Vargas-Lucas. Miguel Vargas-Lucas

    was arrested in regards to this incident report. It is unknown ifDeputy Rangel ever had possession of this ID card at that time, butsince he had contact with the individual, the investigation has beeninitiated.

    to directly link items of evidence to Charley Armendariz in the course of hisduties. After further review it was determined that Deputy Joya may or may nothave possessed the following items; 1) an Arizona Identification Card for LuisJesus Hernandez DOB ; 2) Identification card for Gregorio RodriguezJr.; 3) Mexico Driver’s License for Juan Gutierrez-Fajardo; 4) Identification cardfor Jose Luis Martinez-Michaca; 5) Driver’s license for Elizabeth Bishop

    ; 6) a Mexican voter card for Jose Mendoza-Mendoza DOB .

    1. This administrative investigation was initiated after detectives wereunable to directly link an Arizona ID card for Luis Jesus Hernandez,which was located at the home of Charley Armendariz, to Charley

     Armendariz in the course of his duties. After further review it wasdetermined that Deputy Joya was the case agent in IR 11-053759,which is associated with Luis Jesus Hernandez. Luis JesusHernandez was arrested in regards to this incident report. It isunknown if Deputy Joya ever had possession of this ID card at thattime, but since he had contact with the individual, the investigationhas been initiated.

    which is associated with Gregorio Rodriguez Jr. Gregorio RodriguezJr. was arrested in regards to this incident report. It is unknown ifDeputy Joya ever had possession of this ID card at that time, butsince he had contact with the individual, the investigation has beeninitiated.

    3. This administrative investigation was initiated after detectives wereunable to directly link a Mexican Driver License for Juan Gutierrez-Fajardo, which was located at the home of Charley Armendariz, toCharley Armendariz in the course of his duties. After further review it

    was determined that Deputy Joya was the case agent in IR 11-032749, which is associated with Juan Gutierrez-Fajardo. JuanGutierrez-Fajardo was arrested in regards to this incident report. Itis unknown if Deputy Joya ever had possession of this driver licenseat that time, but since he had contact with the individual, theinvestigation has been initiated.

    4. This administrative investigation was initiated after detectives wereunable to directly link an identification card for Jose Luis Martinez-Michaca, which was located at the home of Charley Armendariz, to

    Charley Armendariz in the course of his duties. After further reviewit was determined that Deputy Joya was the case agent in IR 11-008715, which is associated with Jose Luis Martinez-Michaca. JoseLuis Martinez-Michaca was arrested in regards to this incidentreport. It is unknown if Deputy Joya ever had possession of thisdriver license at that time, but since he had contact with theindividual, the investigation has been initiated.

    5. This administrative investigation was initiated after detectives wereunable to directly link a license for Elizabeth Bishop, which was

    located at the home of Charley Armendariz, to Charley Armendarizin the course of his duties. After further review it was determinedthat Deputy Joya was the case agent in IR 09-106931, which isassociated with Elizabeth Bishop. Elizabeth Bishop was arrested inregards to this incident report. It is unknown if Deputy Joya ever hadpossession of this driver license at that time, but since he hadcontact with the individual, the investigation has been initiated.

This administrative investigation was initiated after detectives wereunable to directly link a Mexican Voter card for Jose Mendoza-Mendoza, which was located at the home of Charley Armendariz, toCharley Armendariz in the course of his duties. After further review itwas determined that Deputy Joya was the case agent in IR 09-

    106931, which is associated with Jose Mendoza-Mendoza. JoseMendoza-Mendoza was arrested in regards to this incident report. Itis unknown if Deputy Joya ever had possession of this Mexico Votercard at that time, but since he had contact with the individual, theinvestigation has been initiated.

    1. This administrative investigation was initiated after detectives wereunable to directly link a Mexican Voter Registration card forHumberto Morales-Caballero, which was located at the home of

    Charley Armendariz, to Charley Armendariz in the course of hisduties. After further review it was determined Humberto Morales-Caballero is listed in report IR 11-035404. Documentation showsHumberto Morales-Caballero was arrested by Deputy Jesus Cosme.It is unknown if Deputy Jesus Cosme ever had possession of theMexican Voter Registration card at that time, but since he hadcontact with the individual, the investigation has been initiated.

    2. This administrative investigation was initiated after detectives wereunable to directly link a Mexican Matricula Consular identification forMarco Antonio Ojeda-Sotelo, which was located at the home ofCharley Armendariz, to Charley Armendariz in the course of hisduties. After further review it was determined Marco Antonio Ojeda-Sotelo is listed in MCSO reports 2010-044136 and 2010-043845.Deputy R. Armendariz S1764 and Deputy Jesus Cosme were thearresting deputies and Case Agents for both incidents. It isunknown if Deputy Jesus Cosme ever had possession of the

    which was located at the home of Charley Armendariz, to Charley Armendariz in the course of his duties. After further review it wasdetermined Elias Dionicio-Garduna is listed in MCSO report 2011-030758 authored by Deputy Ernest Quintero. It is unknown ifDeputy Ernest Quintero ever had possession of the Mexican Votercard at that time, but since he had contact with the individual, theinvestigation has been initiated.

Afterfurther review it was determined Juan Carlos Balboa-Balboa is listedin MCSO report 2011-005621 authored by Deputy Daniel Gandara.Per the report Juan Carlos Balboa-Balboa was arrested during thisincident. It is unknown if Deputy Daniel Gandara ever hadpossession of the Mexico Voter Registration card at that time, but

This administrative investigation was initiated after detectives wereunable to directly link a Mexican Voter card for Antonia Bobatilla-Franco, which was located at the home of Charley Armendariz, toCharley Armendariz in the course of his duties. After further reviewit was determined Antonia Bobatilla-Franco is listed in MCSO report2010-033310 authored by Deputy Cisco Perez. Per the report

     Antonia Babatilla-Franco was arrested during this incident. It isunknown if Deputy Cisco Perez ever had possession of the Mexico

    Voter card at that time, but since he had contact with the individual,the investigation has been initiated.

    2. This administrative investigation was initiated after detectives wereunable to directly link a Mexico Driver’s License for GuadalupeDelgado Perez, which was located at the home of Charley

     Armendariz, to Charley Armendariz in the course of his duties. Afterfurther review it was determined Guadalupe Delgado Perez is listedin MCSO report 2010-187229 authored by Deputy Cisco Perez. Perthe report Guadalupe Delgado Perez was arrested during thisincident. It is unknown if Deputy Cisco Perez ever had possession ofthe Mexico Driver’s License at that time, but since he had contactwith the individual, the investigation has been initiated.

    This administrative investigation was initiated after detectives were unableto directly link items of evidence to Charley Armendariz in the course of hisduties. After further review it was determined that Deputy Amie Duong may ormay not have possessed the following item: 1) Arizona license plate 693GYJ.

    This administrative investigation was initiated after detectives contactedManuela Ruiz Hernandez who is listed as being registered to Arizona licenseplate 693GYJ. Hernandez reported approximately two years ago she had beenstopped by MCSO deputies. During that stop deputies took the plate stating theplate was not valid due to “no insurance”.

    Hernandez further reported an unknown female deputy asked her if shewas “. . . a citizen, a Mexican, are you illegal, and are you a wetback?” CADrecords show the stop in question was conducted by Deputy Amie Duong.

    *PSB investigated this case before the Court’s Order. PSB finished itsinvestigation before the October filing that listed all of the investigations.

    This internal complaint involves the investigation and completion of anadministrative investigation, IA#14-0142 (a division level investigation on Charley

     Armendariz). That complaint, IA#2014-0142, was investigated by Sgt. JeremyBlain S1361 of District II. The complainant, Amy Rogers, reported that Deputy

     Armendariz S1764 used excessive force and was unprofessional in his conductduring a traffic stop. She had also retained a lawyer and was suing the Sheriff’sOffice for her treatment and damages to her motorcycle. The incident occurredon March 12, 2014 and the completed investigation was not received by theProfessional Standards Bureau until August 1, 2014. None of the required formswere completed, none of the interviews were recorded and there was no

    documentation of the injuries or damages. Concerns of various policy violationswere identified and were subsequently investigated by the ProfessionalStandards Bureau.
