The Sikat Pinoy National Arts and Crafts Fair (NACF) is an annual gathering of micro, small and medium-scale entrepreneurs (MSMEs) to showcase Filipino ingenuity and craftsmanship through their various products.

NACF is organized by the Department of Trade and Industry (DTI) - Bureau of Domestic Trade Promotion (BDTP) in coordination with the DTI’s Regional and Provincial Offices. Strongly supporting the event is Senator Loren Legarda.

This four-day retail and order-taking activity features at least 180 MSMEs from all over the country engaged in the manufacture of heritage crafts. These include woven textile products, home furnishings, fashion accessories and local food.

Among the special features of this year’s edition of NACF are side events such as lectures, workshops and demonstrations mounted in collaboration with other government agencies, experts, and known personalities supportive of local arts and crafts. Included among the roster of activities are a fashion show featuring indigenous clothing directed by Floy Quintos on June 16 and the launching of the Linanging ang Likhang Bayan book of Professor Felipe M. De Leon, Jr. on June 17.

In keeping with the tradition of Sikat Pinoy fairs, an area has been designatedto ensconce Kapetirya, a Philippine Coffee Pavilion, offering choice coffee andlocal blends from all over the country for guests to savor.

Meanwhile, we hope that this Show Directory will serve as useful reference material on the MSMEs participating in the Fair and their products. We have also included information on the locations, contact numbers and e-mail addresses of DTI Regional and Provincial Offices which can be reached for assistance regarding business development needs.

My sincerest and warmest appreciation to the entrepreneurs and participants of the 2018 Sikat Pinoy National Arts & Crafts Fair, organized by the Department of Trade and Industry - Bureau of Domestic Trade Promotion, in coordination with the Department’s regional and provincial offices, with the support of my Senate Office. The Sikat Pinoy National Arts and Crafts Fair is a fitting venue to highlight the rich and vibrant culture and living traditions of our indigenous people as well as promote micro, small and medium enterprises (MSMEs) of local entrepreneurs. This event will showcase Filipino’s homemade products as well as individual artistry and indigenous talents materialized through heritage crafts, such as intricately woven textiles, mats and baskets, and elegantly designed accessories. I am glad that the Department of Trade and Industry (DTI) has never faltered in implementing the MSME Law and has also incorporated my advocacies into the preservation and promotion of culture and the arts. MSMEs are vital components in augmenting the country’s economic development and are the future of our country’s business and investment.

This annual event emphasizes the importance of culture and the arts in nation building and the strengthening of Filipino identity, while promoting the creativity and artistry of our entrepreneurs. As we move forward as a nation and pursue the path towards progress and development, we should not forget to bring with us our distinct national identity and the culture passed on to us by our ancestors.

I would like to express my admiration and appreciation for all our indigenous craftsmen who have participated in this event. Your craftsmanship will always be acknowledged because we know that these works of art were not just made by the hands; rather, you have invested your heart and soul into to each of these pieces to prove that in the midst of modernity and technological innovations, the Filipino heritage and tradition live on.

Again, thank you for your participation in this year’s event, and I hope that you will continue to have more events like NACF, where we highlight our rich cultural heritage and promote cultural enterprises and creative industries ofthe Filipino people.

SUCCESS STORYCORDILLERAADMINISTRATIVE REGION (CAR)

Hilda Licyag of the Banaue Federation of Women’s Organization believes in turning women weavers into entrepreneurs to empower them.

This was what led to her creation of the Banaue Textile Weavers Association. This was to become her legacy before passing away prior to the association’s launching.

The group was registered with the Department of Labor and Employment (DOLE) and received meaningful support from the local government, Peace Corp volunteers, and Department of Science and Technology (DOST).

Their persistence and resolve to make the association thrive did not pass unnoticed. The Provincial Government provided them with loom machines to upgrade their technical skills.

Moved by the potential of the women weavers, the association also received support from the Department of Trade

and Industry (DTI), the Philippine Textile Research Institution (PTRI), the Office of Senator Loren B. Legarda, the National Commission for Culture and the Arts (NCCA) and non-government organizations such as the Non-Timber Forest Products.

Senator Legarda also initiated a consultative meeting with the association members to explore other development support they need.

The association has since received additional weaving equipment, raisingtheir productivity further. They are also able to market their products in various local outlets.

Thus, through the convergence of multi-sectoral initiatives, the Banaue Textile Weavers Association is able not just to improve their living, but also to preserve their long-held weaving traditions for the future generation.

Magdalena Gamayo of Lumbaan Bicbica in Northern Luzon is a Gawad ng Manlilikha awardee (National Living Treasures) for the technical and artistic skills she renders in her craft.

It was after receiving the award in 2012 when Gamayo helped form the Manlilikha ng Bayan Weaving Center where weavers in her barangay worked with six looms producing 200 yards of weaves every month.

Gamayo’s unique designs of the Abel Iloko, an indigenous woven textile in Ilocos, arts and textile enthusiasts from the US and Canada began visiting Lumbaan.

When orders began increasing, the weavers of the center mentored other women and formed the Manlilikha ng Bayan Loomweavers Association in 2015. Their production has risen to as much as 500 yards every month since. When they acquired 20 looms, production even rose to 700 yards every month.

With help from the local government and the Department of Trade and Industry (DTI), the association’s products were proudly showcased in different trade fairs in the country.

Since cotton is an important component of the Inabel fabric, the weavers’ husbands began growing cotton in 2017. These cotton were processed to thread with help from the Philippine Fiber Industry Development Authority (PhilFIDA).

Around this time, the association changed their name to Lumbaan Weavers and Cotton Producers Cooperative composed of 30 members.

Through Inabel weaving, the lives of many families in Lumbaan have changed for the better, with additional income and continuity of their weaving traditions. Weaving was not just a skill handed throughout generations, rather, it became the thread that unify the communities of Lumbaan, while making the rest of the world bask in the beauty of their handmade crafts.

Entrepreneur Victor Emmanuel G. Callangan from Quirino, Isabela started his business by manufacturing school tables and chairs for the Department of Education.

In 2007, through the Department of Trade and Industry (DTI) and Design Center of the Philippines, his company VGC Wooden Artickles received product development assistance using a wall art or décor prototype. Afterwards, they began creating wood art in Cagayan Valley rendered intricately as puzzle pieces, and other unique forms of furniture, figurines, and miniature wooden artworks. The company also customizes depending on the client’s needs.

At the National Trade Fair under DTI, Callangan met buyers who sought his wall art and décor. In 2014, his sales rose by 200% and his workers grew in numbers. The company’s designer also introduced innovative ways to use mixed media materials such as wood and metal, and the products were later featured in different exhibits. They also have outlets not just in Quirino, Isabela but also in retail shop Tiendesitas in Pasig City.

The fact that they are sough-after in trade show and retail markets shows that their relationships with their buyers and constant innovation of their products have marked their business success.

Sometime in December 2002, my husband Glenn and I filed an application for a business name at the DTI, an act which started the ball rolling for the establishment of a then non-descript company which we called Woodinspirations. 

We started out small-- armed with a minimal capital,  a few hand-held tools and one (1) worker set in a makeshift tent at our backyard.  But we were further equipped with Glenn's carpentry hobby (he's a Mapua graduate and a licensed civil engineer), my knack for crafts and designing (although I majored in Economics & Poli Sci at UP Manila), and a strong determination and conviction to make what we had work out.  These proved to be a sufficient combination which at first produced recycled wood-based gifts, home decors, and accessories with the American country-folk art theme.  After attendance in a series of DTI-sponsored seminars, our new-born company virtually took off after participation in the Likha ng Central Luzon regional trade fair in October 2003, where the market reponse was

favorable.  Our next exposure was the SME Expo in July 2004 which featured various products from all over the Philippines and this paved the way for us to use indigenous Filipino materials as accessories/ trimmings like abaca, fossilized leaves, coconut beads, and handmade paper for our products.  From these combinations, we reaped a more favorable response in the market.

The next big step which our company undertook was finding a readily available and abundant material in the locality which can either be used as accessory/trimming or even as a wood substitute (in the event that recycled wood i.e., palochina crates, will no longer be available);  hence, our discovery of the lowly bamboo.  The company's CITEM-sponsored National Trade Fair participation in March 2005 and 2006 initially featured bamboo as accessory and/or trimming to our products.  The birth of OTOP (One Town, One Product) and the LGU's full support paved another way for our company's use of bamboo not only as accessory/trimming but as one of our main product lines.  This way, we can continue undertaking a more

pro-environment endeavor --an achievement which is now attested by a 2010 National OTOP Congress and Awards Citation under President Arroyo's administration for being an Environment Friendly OTOP MSME (Micro Small and Medium and Enterprise).After a slow but progressive climb, our bamboo product lines are now making a name within the province and within the Central Luzon region.  During the past Regional and National Fairs, a number of these products were nominees for Most Innovative, aside from our bagging the Best Dressed Booth Award in the Gifts and Home Decors Category at last year's Likha ng Central Luzon.  Our "kauaian" by woodinspirations items are finding a niche in the local and foreign markets and these product lines are carried by specialty stores in the Manila area like Tesoro's and now go as far as Anilao and Boracay to cater to local and foreign tourists.  Our wooden trophies and plaques, along with our wooden product lines of gifts and souvenirs, make their way to various parts of the country--from the north (Baguio) to the south (Bohol).

Economically speaking,  we are now able to help some of our marginally-privileged townmates in our own small way. Much of the bamboo supply comes from within our locality and processing of these materials opens job opportunities for idle farmers, housewives and the out-of-school youth.  Aside from them, we are now able to employ as much as 25 people at our workshop during our peak season from September to May.  Our company also involves our children- Gia, Maiko, and Gino - who with their Fine Arts and Computer background are now a big help to us. Truly, it has been a steep yet steady climb for us.  Thanks to the people and agencies who have always been behind us all the way:  the LGU, the DTI, the Provincial Government, the DOST and the rest.  Hand in hand with all of them, we know Woodinspirations can achieve its company mission--to establish Santa Ignacia as an enterprising municipality through the manufacture of products made from our indigenous materials,  as well as provide and generate employment for the constituents of the municipality by harnessing their skills.  In short, a better life for Santa Ignacia and its people”.

Personal hobbies may turn out to be one’s source of paycheck tomorrow. That was how the Afable family stumbled upon their now thriving business of art works from handmade paper.

When their garment factory succumbed to the economic crisis, the handmade paper hobby became their alternative source of income.

Committed to their hobby, the Afable siblings soon discovered the cogon and abaca fibers abundant in their hometown, Tuy in Batangas.

In 1996, the siblings registered their business Tuy Arts and Crafts (previously known as Papelandia Arts and Crafts) and eventually

formed it into corporation Paper and Arts, Inc. in 2002.

Their opportunity to further grow their business came when they got invited to the National Trade Fair of the Department of Trade and Industry (DTI) in 1999. Their participation in the said fair played a very important role in promoting their products in the local and foreign markets. The Product Development and Design Center of the Philippines also assisted the company in improving its designs. They also participated in the National Trade Fair where they met many of theirvalued clients.

In Mindoro Island, a group of Indigenous People (IP) called the Mangyans is known for their exquisite, dreamy weaves.

Two sub-groups of the IPs in Mindoro, the Buhid and Hanunuo Mangyans (together with the Tagbanua of Palawan) have kept alive their traditional backstrap loom weaving that forms into ramit, a traditional indigo-dyed homespun cotton fabric. They have also preserved their pre-Spanish syllabic writing system, a National Cultural Treasure, and inscribed in the Memory of World Registers of the UNESCO (United Nations Educational, Scientific, and Cultural Organisation).

The ramit, often with gorgeous intricate geometric patterns, is worn as tubular skirts, or blankets to carry children. Today, the ramit is developed into different colors using commercial threads and crafted into table runners, wall décor, bags, place mats, and shawls.

The Hanunuo Mangyans also embroider their hand-sewn blouses called balukas (for men) and linggon (for women), and produce finely woven baskets made out of buri (palm leaf ) and nito (black vines). Their handicrafts and textiles are often designed with different variations of the pakudos, a symbol once believed to drive the evil spirits away.

Meanwhile, the Iraya and Alangan Mangyans are skillful in weaving big and small baskets, plates, and cups with striking patterns using nito and rattan. Likewise, the Alangans weave their traditional skirt called yakis, made out of strips of forest vines. Although these tribes produce different handicrafts, they all use beads to make bracelets, necklaces, and other pieces of accessories. While in the past, these handicrafts were only personally worn but eventually have become products sold as source of income for the Mangyans.

With the design influence of Mangyan weaves and its market potential, the Mangyan Heritage Center (MHC) and other support groups help them promote and market their handicrafts and textiles. Through MHC’s use of online marketing through the website and social media, more people have become interested in buying Mangyan crafts and fabrics.

A non-stock, non-profit organization, the MHC not only ensures that the Mangyans’ cultural traditions are preserved, but that their indigenous weaving culture is promoted and marveled at in the modern world.

Rosie M. Franco learned the skills in weaving in high school and even back then, success was already in the bag.

When she lived with her aunt who worked at the National Cottage Industries Development Authority (NACIDA), she developed her weaving hobby. Her interest in the handicrafts grew when the bags she designed became saleable.

It was this time when she realized that if she would engaged in handicrafts business she could create alternative source of livelihood for several families in her hometown, Bulusan Sorsogon.

So, in July 2010, Franco formally started her woven bag business Rosie’s Native Crafts with two in-house workers and 10 weavers from her town.

Rosie’s Native Crafts breakthrough happened in November 2010 when the Department of Trade and Industry (DTI)

offered the company to join the One Town One Product (OTOP) Luzon, Island Fair, where her products were exposed to a wider market. The same were also showcased during the MaArte Artisan Fair in Rockwell, Makati City, OK Bikol Trade Fair and other similar events. Other than these, Rosie’s Native Crafts actively participated in several capability building training and seminars as well as product development program by DTI which developed the company into what it is now.

To date, Rosie’s Native Crafts has seven in-house workers, two seamstresses, two part time students and 120 weavers from different barangays in Bulusan.

Franco has found her market niche for her woven bags and she is clearly conquering that market to success.

When the Aklan Piña and Indigenous Fibers Manufacturers & Traders Association, Inc. was formed in 1998 with help from Department of Trade and Industry (DTI) Aklan, they found themselves embarking in activities promoting local fibers and the weavers behind them.

The Aklan Fiber Festival, as one of the activities was named, provided the momentum in 1999 for more people to witness local weavers, fiber processors, and entrepreneurs in their own wardrobe made of piña and abaca local fibers.

Since then, the festival has received support from local governments, Fiber Industry Development Authority (FIDA), Department of Science and Technology (DOST), DTI, and other non-government groups.

The countless effort of the DTI to assist the loomweaving sector in Aklan also facilitated the formulation of standards for piña and abaca cloth in 2004, carefully considering fiber count per inch and dent per inch. The sector also built their brand by registering the Aklan Quality Seal with the Intellectual Property Office (IPO) in 2006.

The artistry of the association members coupled with resurgence of local craftsmanship helped create a broader impact, not only to the weavers, but also to the local economy.

With their efforts to make local fibers part of everyday wearable, the association becomes responsible not just to the member weavers, but also to the whole community.

In communities where handloom weaving exists, varied traditions surrounding the craft are embodied in every hand-woven product, representing a heritage and a way of life.

In Argao in Southern Cebu, handloom weaving was a major economic activity back when machine made fabrics were not yet popular. But just like all other communities who depended on the industry, Argao’s own craft suffered a major decline with the advent of machine-produced products and the waning interest in the very laborious and intricate process involved in production.

Argao’s hand-woven products are called “hinablon,” from the word “habol” which in Cebuano-Visayan language refers to blankets. “Hablon” refers to the process of hand-weaving for blankets, towels, mosquito net materials, sarong, towels and kiriw, a material for costumes or dresses.

In 2013, a research by the Cebu Technological University-Argao Campus graduate students showed that the impending challenge in the industry is the lack of young Argaonon’s willingness to continue the weaving tradition. This started the efforts to revive the industry under the Cebu Provincial Government, and designer Dexter Alazas and Clothes for Life

Foundation. That same year, a major project dubbed as “Dalagang Argaoanon “ served as the staging of a major comeback for “HABLON” where beauty pagent candidates became advocates of the industry.

The same team also received grant from the Department of Trade and Industry (DTI) for their grant proposal of a Shared Service Facility (SSF) and equipment for the fabric, now being positioned as fabric museum.

Under the Extension Services Program of the campus, and with the strong support of the Local Government Unit of Argao, Hablon was also seen in exhibitions such as Manila FAME and in the Binibining Cebu pageant.

The company, meanwhile, also established partnerships with other private enterprises. They also produce a variety of products aside from household items including fashion accessories such as scarves, shawls, bags, footwear, and other wearable. There are also skills trainings being held for out of school youth, single mothers, persons with disabilities, and reformed drug users.

As the Hablon tradition continues, and as brighter prospects await a once-dying industry, relentless efforts of its advocates remain for Hablon’s rightful niche in the fabric industry.

In just seven months, a cooperative in the coastal city of Baybay, Leyte has earned nearly a million from a capital of only P25,000.

The capital was raised through Church-supported fundraising activities and member contributions from Barangay Plaridel. Since then, the cooperative now operates a lending business, a consumer goods store, a catering service and a woven bag manufacturing enterprise.

The cooperative has grown exponentially from their humble beginnings in 2002 when the parish priest felt the need to develop livelihood sources in their poor town. “Initially, two members and I worked for it (cooperative) without receiving any salary,” said Merlina Lumakin, the manager ofthe cooperative.

Nonetheless, their lack of funds was more than compensated by their weaving skills and the abundance of pandan leaves (a natural fiber) in the area. The men harvest the pandan leaves and make twines for bag handles, while the women weave and sew the fiber into bags.

The venture became successful that the cooperative later on founded a catering

business. To enrich their business know-how, Lumakin went to Cebu and serendipitously met people from the Department of Trade and Industry (DTI).

The DTI provided the cooperative seminars on manufacturing and marketing and had designers from Manila train and coach the weavers. The DTI also supported them with a Shared Service Facility (SSF) composed of machinery, equipment, and tools for the weaving business.

The business brought more economic stability to the cooperative members as they began making souvenir items from pandan strips and other waste materials, making their production almost a zero waste process. The weavers can also make new items using their own designs for high-volume orders.

The cooperative soon participated in trade fairs under the DTI and received orders from the local and international markets. They also diversified into making garments and embroidered items. They also now support 560 members.

“We owe our success to our own sacrifices, hard work and the unwavering support of the DTI,” Lumakin said.

Angelita P. Ilul, or Angie, learned how to weave the traditional Yakan fabric of Basilan from her mother-in-law and, with two other weavers, started to produce placemats. However, without sufficient capital, Angie left to work overseas in Jeddah, Saudi Arabia. After two-and-a-half years, she had saved up enough to return home and continue her business in Zamboanga City. By 1996, Angie’s Yakan Handloom Weaving was registered and she started joining trade fairs.

Although the Yakan are indigenous to the island of Basilan, many have gone to the nearby Zamboanga City for better market opportunities. Their handwoven textiles, such as the pis seputangan, carry intricate and geometric designs made with the tapestry weaving technique. Traditionally, like most weavers in the Philippines, cotton or plant fibers were dyed using extracts from

leaves, roots and bark, and woven into fabric using backstrap looms.

Now, while Angie uses commercial cotton blend threads and synthetic dyes, her group of about 20 weavers continue to work at home using traditional backstrap looms to create products like table runners, placemats, throw pillow cases, sling bags, glass coasters, and wall décor.

Angie notes how the government has helped her enterprise: “We owe DTI a lot. DTI has given us free participation in seminars, product development and travel expenses so that we can participate in trade fairs.”

In joining the 2018 Sikat Pinoy National Arts and Crafts Fair, Angie hopes to promote her newly-developed designs, and for the market from Manila to further appreciate the intricate and vibrant Yakan textile tradition.

While abaca, a fiber indigenous to the Philippines, made its way into mainstream markets, an entrepreneur Ms Perla Rubio found a way to count on this popular fiber to help the indigenous people (IP)) abaca weavers in Malaybalay, Bukidnon.

Rubio was then a member of the Board of Directors of Bukidnon Second Electric Cooperative (BUSECO) and this brought her to meet people from remote areas, including the IPs. She became receptive to the products offered by the IPs – baskets, handwoven abaca (Hinabol), and other crafts – in exchange for rice or food that they can bring back home to their families.

Rubio offered to help the group add value to their handicrafts, transforming the weaves into bags and house ware items like place mats and bread trays.

Initially, Rubio sold the items to her friends or given as souvenirs until she began joining the Kaamulan Trade Fair in 2003, a part of Bukidnon’s cultural event for its tribes people. The success of their participation inspired her to expand the business.

Rubio then opened a store Malaybalay Choice Handicrafts and joined local and regional trade fairs organized by the Department of Trade and Industry (DTI) and Department of Tourism (DOT). In 2006,

the business joined the National Trade Fair, a showcase of outstanding products from the country’s small enterprises.

From only 5 IP weavers and a capital of eight thousand pesos in 2003, Malaybalay Choice Handicrafts has now grown its assets into over one million pesos. The enterprise has also joined the Department of Science and Technology’s (DOST) Small Enterprise Technology Upgrading Program (SETUP) that helps address technological requirements of micro enterprises. The company received heavy-duty sewing machines under the program.

Today, the enterprise is a ‘must-visit’ souvenir shop in Malaybalay. Indeed, one of the most important elements of business success, according to Rubio, is resilience. In times of crisis, one can adjust to varying business conditions while keeping in mind the feedback of customers and government agencies supporting them.

Rubio continues to partner with the city government of Malaybalay and participates in trade fairs. Throughout her business success, Rubio remains inspired to helping not just her family, but also the families of IP weavers in her community. With this, she believes she is not only making a living but also improving the lives of others.

Established in 1987, Great Gifts & Souvenirs Intl. (GGSI) has been engaged in the manufacture and retail of gifts, souvenirs, and houseware utilizing materials that are indigenous and endemic to Davao.

The story began with hand-crafter slippers made from T’nalak. Soon enough, the product lines grew to include fashion items such as bags and purses. Lately GGSI has been focusing mainly on gift items, such as small souvenir items, tokens, and corporate giveaways.

GGSI supplies institutional buyers such as souvenir shops, hotels and department

A group of indigenous women makes a living by selling their embroidered products in a cooperative, a project of Sta. Cruz Mission-Tribal Women Health Project of St. Paul of Chartres.

They have initially set up a store at the Mission’s Training Institute Building and sold indigenous handicrafts. In 2007, the store moved to Princess House, called such because of the skills of the cooperative’s women members. This was supported by a Japanese non-government organization Health Assistance Neighborhood Development Support (HANDS).

In 2012, with help from the International Labour Organization (ILO), the group’s Traditional Handicraft Production and Skills Development Center was created where traditional T’nalak weaving and embroidery skills were further honed and handed down to the next generation.

Their artistry received further support from the Department of Trade and Industry (DTI) through a Shared Services Facility (SSF) composed of weaving equipment in 2015.

The Office of Senator Loren Legarda also provided them with raw materials under a program Non-Timber Forest Products – Exchange Programme advocating for sustainable forest resources management.

Apart from these, the cooperative also launched their micro financing under the ILO for the women of Lake Sebu to have additional capital in handicraft making and weaving. A local organization Punla sa Tao Foundation also extended them entrepreneurship trainings.

The cooperative’s health program, meanwhile, focused on wastewater management supported by the provincial government, and maternal and child health nutrition.

With their fine portfolio, the cooperative received accolades and awards from local institutions including the National Commission for Culture and the Arts (NCCA) Gawad Parangal for their T’boli handicrafts.

With their culturally significant crafts and unity as a cooperative, the weavers of Lake Sebu are models of creative entrepreneurs that stayed true to their heritage despite the odds.

The Maguindanao women are exploring all opportunities to nurture their traditional weaving legacy. In 2015, different women’s groups from Maguindanao registered as one association Maguindanao Women for Peace and Development Organization, Inc. in the Securities and Exchange Commission (SEC).

After the registration and with the leadership of Ms Bai Jennah M. Lumawan, the association introduced the Maguindanao Inaul weaving where they gained recognition for their artistry.

Inaul refers to Maguindanao’s woven textiles that are usually transformed into malong (traditional skirt), shawl, tubao (handkerchiefs), and table runners. Their hues and design motifs reflect the rich culture of Maguindanao Province.

Handed down from generations to generations, inaul weaving has brought economic stability to the members of the Maguindanao Women for Peace and Development Organization, Inc.

In 2016, the association implemented a livelihood assistance program under Governor Esmael G. Mangudadatu through skills training and workshop.

The project taught women techniques on Inaul weaving, and made them create woven products, like shawls and handkerchiefs to name a few.

About 100 weavers graduated from the training, giving them hope to improve their lives and shape their future. Looming machines and threads and materials were also given to six municipalities in Maguindanao.

As part of their efforts to empower women and preserve Maguindanao’s unique weaving tradition, the Maguindanao Women for Peace and Development Organization, Inc. was a partner organization in the Inaul Festival, an event that aims to promote Inaul weaving culture and tradition. The project has boosted the status of women in Maguindanao that a pageant featuring the elegance and artistry of Inaul weaving is in the pipeline.

Indeed, the organization and their traditional weaving heritage are giving women more opportunities to have freedom, respect, and power to shape their own future.

Since indigenous people (IP) and micro entrepreneurs in remote areas do not have access yet to Negosyo Centers, a government initiative for small, micro, and medium enterprises to access business services, a project Strike Team for IPs and micro entrepreneurs handled by the Office of Assistant Secretary Ameenah A. Fajardo of DTI-Regional Operations Group was formed in 2017 as starting point.

The project helps these aspiring entrepreneurs in product development and design and market promotions.

The undertaking envisions that these entrepreneurs from the informal sector would eventually join the formal sector.

In 2017, 6271 IPs and MEs had the chance to join the project and ease their way into the market through trade fairs and financial access.

Some of the IP tribes assisted already were Subanen, Nitibo, Tausog, Higaonon, Manobo, Lumad, T’boli among others,

offering products such as coffee, corn, vegetables, sugarcane, bags, accessories, traditional attires, and baskets.

The project aims to expand in 10 more provinces with high poverty incidence, including Northern Samar, Mt. Province, Western Samar, Leyte, Negros Oriental, Eastern Samar, Sorsogon, Occidental Mindoro, Camarines Norte, and Abra.

Participants are given training kits and are encouraged to join the One Town One Product Program of the Philippines to receive support in brand development and packaging. The project also equally serves as a venue for the IPs to get their foot into a bigger market through Shared Service Facilities (SSF) of the Department of Trade and Industry (DTI).

A response to the ever growing need for development assistance, the project opens a wellspring of opportunities for IPs and micro enterprises to become successful entrepreneurs.

The School of Living Traditions (SLT)was initiated in 1995 as a flagship project of

the National Commission for Culture and the Arts (NCCA).

An SLT is a community-managed and non-formal learning centerwhere cultural masters transmit their knowledge of certain arts, crafts,

and practices to the young members of their community.By the end of a program, it is expected that an SLT

has not only helped in the preservation and appreciation ofthe community’s cultural practices; it should also have become

self-sustaining and economically reliable.

MANDATEUnder the DTI Rationalization Plan dated October 17, 2013, the BDTP performs thefollowing mandated functions:

• Promote the efficient marketing of local products and services through the conduct of marketing events, such as trade fairs, in-store displays, showcases, and local trade missions

• Expand and strengthen linkages among MSMEs through information exchange and other market matching-related activities

• Create awareness of domestic marketing opportunities for new projects, technologies and investments

• Develop and maintain domestic market databases, such as local raw materials suppliers, local semi-processed products suppliers, local finished products suppliers, and buyers (institutional and big buyers)

VISIONBy 2020, BDTP targets that 1,000 MSMEs will be mainstreamed in the local consumer market, with 100 nationally-recognized retail brands.

MISSIONThe BDTP is committed to provide its stakeholders with a variety of domesticmarketing platforms, carry out meaningful advocacy activities, maintain up-to-dateand comprehensive databases in support of domestic trade, and fosterprofessionalism, integrity and continuous learning amongst its staff.
