13.30 – 14.30 Official Opening Ceremony of the OECD Network on Open and Innovative Government
in Latin America and the Caribbean
Venue: Instituto Serzedello Corrêa (all meetings will take place in the same venue)
Description: The opening session of the meeting of the OECD Network on Open and
Innovative Government will set the scene for the discussions that will take place over the
upcoming three days. It will allow handing over the co-chairmanship from Mexico and Costa
Rica to the incoming co-chairs, which will be Brazil and Colombia.

14.30 – 16.00 Setting the scene: The OECD Recommendation of the Council on Open Government
Description: Open government strategies and initiatives are needed more than ever to regain
citizens’ trust in governments. Countries are increasingly acknowledging the role of Open
Government as a catalyst for good governance, democracy and inclusive growth. Open
government principles – i.e. transparency, integrity, accountability and stakeholders’
participation - are progressively changing the relationship between public officials and
citizens in many countries. A scan of existing initiatives, however, reveals that there is a
diversity of definitions, objectives, and implementation methodologies that characterize open
government strategies. The 2017 OECD Recommendation of the Council on Open
Government is the first internationally recognised legal instrument in the area of Open
Government. The Recommendation, developed through a participatory process that included
an online consultation, defines a set of criteria that will help adhering countries to design and
implement successful open government agendas. This session will introduce this new
instrument. It will also include a discussion of the OECD Open Government Review of
Argentina, the first OECD Policy Review to assess a country against the 10 provisions of the
Recommendation.

Fostering the implementation of open government strategies and initiatives in all
branches and at all levels of government: Moving towards an Open State in the
Americas
Description: For many years, the global open government movement has focused mainly on
strategies and initiatives developed and implemented by the executive branch of the state.
These days, however, countries across the world have acknowledged that open government
initiatives should not be seen as an endeavor that the executive branch pursues in isolation.
Reflecting this trend, the OECD Recommendation advices countries to move progressively
from the concept of Open Government toward that of Open State. The session will include a
discussion of OECD work on Open Government at subnational level in Colombia.

outcome and eventually the impact of open government reforms.

14.30 – 16.00 Towards a Digital Transformation of the Public Sector: Recent developments of the
OECD work on Open Data and Digital Government
Description: The work of the OECD on digital government and open data aims to support
governments in designing policies that leverage the use of technologies (including emerging
technologies) and government as key enablers of more efficient, innovative and open
governments. The session aims to discuss key lessons and trends around the world building
on recent OECD work in these areas. This includes the Digital Government Reviews and Scans
of Brazil, Argentina, Chile, Colombia, Mexico, Peru and Panama and the 2018 OECD Open
Government Data Report.

16.00 – 17.30 Exploring the public sector innovation system in the civil service: observations and
findings from OECD work to date and Network Lab workshop
Description: The OECD Observatory of Public Sector Innovation is assisting countries in their
efforts towards innovating their public sector by conducting reviews of innovation system of
cob untry’s national/ federal public service. The review looks at what a public sector innovation
system – i.e. its structures, actors and their relations - looks like in the context of a
national/federal government, and what affects its performance. The session will discuss the
analytical framework and emerging lessons from the examination of the Innovation systems
of Canada (completed) and Brazil (ongoing).
Objective: The workshop will aim at a full immersion on how to think and act to support
innovation from a central government perspective. It will focus on exploring each of the
elements of the OECD Innovation model, to identify what how it resonates to the experience
of each participants, and in different country contexts.

Description: Effective leadership and skills are needed to guide innovation efforts in the
public sector. The OECD has been conducting exploratory work on the skills and competencies
needed by civil servants and public managers to drive more innovation, and has conducted
reviews to assess their availability and identify gaps in Chile and Brazil. This session will
examine the emerging results of that analysis.
