The proposal to reinstate the Swan Avenue light with a 45 degree rotations had been circulated to all the bungalows prior to the meeting. Representation was made by Mr & Mrs Payne as to what they thought to be an issue with this. The chair outlined the background to the reason for this proposal, after general discussion it was agreed to leave the light off, (this could be reviewed at a later date). The luminary will be left in position.

221.009 Pocket Park. Parish Council still hold the lease, there is no intention at present to change the use of the site.

221.010 Multipurpose Gym.

There had been a site meeting with Wicksteed’s, who had supplied a 3D image of the proposal with a quotation for £35K subject to ground works being undertaken. A second quotation was received which was similar in price. Grant aid should be available for this type of project Concern was expressed regarding anti-social behaviour, the facility will not be illuminated and only available during daylight hours. Clerk to consult land owner with proposal. ACTION

221.011 Newsletter funding

No change to current arrangements 221.012 Street Lighting (permanent agenda Item)

The damaged light outside 6 Sudborough Road to be replaced (successful insurance claim) Three new lights to be installed as a result of resident’s feedback Three lights in the original program which should have been switched off but have remain on, these to be switched off. As per presented report. Proposed TT seconded MS unanimous ACTION

221.013 CCTV Clerk consulted police regarding any protocols regarding the installation

of CCTV on the exit roads of the village. The dialogue was not constructive and we were advised to contact the commissioner’s office.

221.014 Bulb Planting

A wholesale bulb catalogue had been received. In previous years there had been a program of bulb planting, we currently have £65 in the budget for this purpose. SW will make a recommendation. ACTION

221.015 Litter picking Prize

There had been an award from CPRE litter heroes campaign of £250:00. Sally Wilks will represent the parish council and Steph Beckett the WI. There were several suggestions as to what the monies could be used for but those present were going to give it some thought and report back at the October meeting. ACTION

221.016 Risk Assessment Bus Shelter Bus shelter risk assessment was tabled for the Sudborough Road Bus

Shelter. This was reviewed and authorised. Proposed CJ seconded JL unanimous.

221.017 Insurance Church Yard Concern expressed as to the insurance liability due to the closed status

of the church yard. Advice taken from NALC, waiting opinion regarding the vault. Insurance company advice sought. Diocese contacted for the documentation relating to the Privy Council order closing the Church cemetery.

221.018 Audit Sign Off Clerk tabled the external audit report for 2016-17 which was approved

and signed off. Proposed CJ seconded JL unanimous. 221.019 Budget It is the time of year to start the budgeting process those present were

asked to give their thoughts to the clerk before the October meeting. ACTION Budget to include the cost of hedge in Sudborough Road cemetery

221.020 Grafton Road Garage Site SPIRE hones have at last done some tidying up on the site. Clerk

enquired as to the transfer of the non-concrete area to the parish council so it can be maintained. Waiting answers to some questions. ACTION

221.021 Committee members for Christmas and Firework Events The clerk informed the chair that for insurance reasons the Firework

and Christmas tree committees must be formally created as subcommittees of the parish council and meeting notes taken. ACTION

221.022 Neighbourhood Plan Update The draft plan is out for consultation which end on the 22nd September.

All responses will be scanned and uploaded to the restricted area of the website before being consolidated and put into the public domain.

221.024 AOB • SW to attend a Nene Park meeting regarding flooding using Harpers

Brook as a model. SW will report back to the parish council. • Concern expressed as to the speed of vehicles and cyclists

approaching the Grafton/Sudborough Road junction and the appalling condition of the white lines. ACTION

• Sandlands Avenue light. One of the switched off lights will be reinstated ACTION

• Hedge on corner of Barnards Way Sudborough Road has encroached on the path making it an obstruction. ACTION

• Potholes in Benefield Road clerk to report ACTION • It has been reported that residents of Sudborough Road are

dumping rubbish in the ditch across the road. Clerk to write a letter and deliver to all Sudborough Road households ACTION

• SW informed meeting she had sent condolence card for the late Robert Spencer.

• ES informed meeting that all WIs had been asked to sow poppy seeds next year for 100 years end of WW1. Concern was expressed.
