CALL TO ORDER/ROLL CALL

Meeting called to order at 5:00 p.m. by President Carey

SPECIAL PRESENTATION

Rettler Corporation presented the final CORS plan for review/comments by the Town of Grand Chute.

APPROVAL OF REGULAR PARK COMMISSION MEETING MINUTES – AUGUST 13, 2018

Motion (Schmidt/Hagen) to approve the minutes. Motion carried (6/0).

REPORTS

Park Maintenance Report

Park Foreman Mike Arft provided a written park maintenance report and verbally reported the following items:

The park staff has been performing general maintenance at the parks. A section of the tongue and groove ceiling at Arrowhead Park came apart. He is not sure if this was caused by the weight of the lights or strong winds. There was also a section of boardwalk (from Arrowhead to Spencer) that failed and needed to be repaired. The Park Staff is looking into pricing to extend the fence along the 1st and 3rd base lines at Carter Woods Park. Due to the heavy rains this year a large section of boardwalk trail at Carter Woods was washed out. The Park Staff completed the necessary repairs last week. Trash/recycling receptacles have been installed at Patriot Park. The Town received a complaint regarding the amount of trash that is accumulating in the pond at Prairie Hill Park. The staff is researching ways to gain access to the area in the pond affected. The Town Center park playground installation has started as well as the fall fitness classes.

The park staff will be planting the trees in the Orion subdivision later this month and the removals will take place in late fall or over the winter months. The Town of Grand Chute will be holding a chainsaw safety training class at Lecker Park/Town Center Park.

The park department is looking to switch to RecDesk for program registration and park reservations. This is due to the current program (Rec 1) not being user friendly for residents and staff.

Director’s Memo

Deputy Director Heyrman provided the following information in the Park Commission packet and reviewed

verbally that the park rentals are at 116% of the budgeted amount for 2018. Page 1 of 3

The IT staff has started to schedule the installation of the Point-to-Point wireless equipment on top of the Misty Lane Water Tower and is working on the security designs for Carter Woods Park. Mobilite is in the process of having the poles installed at three locations for the Town’s cameras.

The pond outlet pipe for Arrowhead Park is complete and the parking lot paving was done the week of October 1st. Restoration and painting should be complete the week of October 8th.

The Staff was notified on September 25, 2018 by the WDNR that the wetlands at Prairie Hill Park meet the exemption requirements.

Deputy Director Heyrman went through the budget items that cannot be completed in 2018 for various reasons. The staff has requested that these funds be carried over in the 2019 budget.

Update from Outagamie County Greenways - Verbal

There was no Greenways report.

Outagamie County is looking at a couple areas (Casaloma by the Timber Rattlers Stadium or behind Brewster Village) in the Town of Grand Chute for a dog park.

Update from Town Board Liaison – Verbal

The following items were approved by the Town Board on 10/8/18:

• Agreement with City of Appleton for the urbanization of E. Evergreen Dr. in 2019.• Revised Outagamie County Highway Dept. agreement for the urbanization of CTH CA from CTH CB to

Casaloma Dr. in 2020.• The storm sewer easement release on lot 4 along with the drainage easement on Lot 2 of the Plats of

Forest View Estates.• The drainage maintenance easement release on a parcel of land along N. French Rd.• Professional Services Agreement with McMahon for design services in the urbanization of N. Gillett

Street from Elsner Rd to CTH JJ.

President’s Report – Verbal

President Carey provided the Park Commission with a brief report on his rental experience at the Town Center Park Community Building. He was pleasantly surprised. He did state that the floor coating is sticky and is very hard to clean. He stated it is a beautiful facility and once the sound deadening panels are up it will be a first class rental facility.

Correspondence Report – Verbal

Deputy Director Heyrman provided email correspondence regarding the following:

Received an email from National Fitness Campaign with a couple of options for funding the outdoor fitness course.

The Commission discussed whether or not this is something that would be feasible for the Town. A decision was made to table this until the construction of the new sports complex is complete as they may be installing one of these outdoor fitness courses.

Bike and Pedestrian Trail Update – Verbal

Deputy Director Heyrman provided plans for the proposed bike and pedestrian plans for the McCarthy Road corridor project.

NEW BUSINESS

1. Approval of CORS Plan

Motion (Buelow Fischer/Hagen) to open up CORS Plan for discussion/approval.

Deputy Directory Heyrman went through each park explaining what items of the CORS Plan the staff isrecommending be revised.

The Park Commission discussed each of the items and is in agreement with the staff’s recommendations. The Park Commission would also like clarification on what the site lighting allowance pertains to in the CORS Plan.

Vote to Approve the Town Comprehensive Outdoor Recreation Strategy (CORS) taken. Approved 6/0.

2. Discuss Special Use Park on Wisconsin Avenue

The developer of the WG&R property is interested in including a Special Use Park with apavilion/shelter that could be used to host music, arts, and other community events. A multi-use trailhas also been proposed around the development. The development team is looking for partnershipfrom the Town on this concept.

There was much discussion on the pros and cons regarding the concept of this mini park. The ParkCommission would like the staff to pursue the idea with the developer.

FUTURE AGENDA ITEMS

Town Center Park Recognition Design. A meeting has been scheduled for 4:00 p.m. on Monday, November 12, 2018 to make the final decision on the design.

RE: Park and Recreation Report

Park and Rec

The guys have been out doing the fall cleanup and mulching leaves. The parks were

winterized and closed for the season on October 15.

Last week myself, Trevor and Brooke attended the Wisconsin Park and Recreation

Convention in Green Bay. I attended sessions on playground replacements, retaining

seasonal people and trail maintenance while Trevor and Brooke attended sessions on

strategic and sustainable social media, creative programming for young adults and a

playground and one day programming roundtable.

Carter Woods

We are working with IT to mount the equipment tower and the wall board for the

upcoming installation of the new security system. We are hoping to have it installed yet

this year.

During our work with the contractor for the playground at Town Center Park it was

determined that we couldn’t fit the rocks in the poured in place surface anymore. We

wanted to remove them from our parking lot before winter so we decided we would use

them at Carter Woods Park. We have had an ongoing problem with people driving on

the soccer field so we lined the parking lot in the back to try to keep people off of it.

We also have a problem area in the front where people drive on the grass so we placed

some there also.

Lecker Park

We will be out staking the ski / bike trails within the next couple weeks. We haven’t

been able to get through the northern and southern trails that are in the wetlands all

year. It those areas freeze before we get a lot of snow we will try to get through them to

clean them up so they can be groomed. I talked to the groomer last week so we will be

good to go when the snow comes.

Lions Park

We received the new ice rink liner last week, we will be setting up the border in the

next couple of weeks.

Patriot Park

The new trash and recycling containers

have all been installed.

Prairie Hill Park

While we were at Carter Woods placing the rocks Mike Schmidt stopped out and

talked about cleaning up of the pond. The weather was not good at that point so it

probably have to wait until spring. Karen also talked with Mike about the possibility of

working on removing some invasive phragmites from Prairie Hill Park next year.

Town Center Park

We received an update on the acoustical panels for Town Center Park and it looks

like December 13th is when they should be here.

We had the election at Town Center Park on November 13 and everything seemed to

work well, I haven’t heard of any complaints or problems.

Forestry

We had our tree planting out in the Orion subdivision completed last week. Lakeshore

cleaners was our contractor and planted 55 trees.

We hosted a chainsaw safety class at Town Center Park and Lecker Park. The training

was well received by all the participants. We ended up cutting down a lot of dead or

problem trees. We are going to try to get the fallen trees out when the ground freezes.

We will need equipment to do it so we will have to try to do it without disturbing the

ski trails when possible.

Recreation

We will be meeting with representatives from the YMCA on November 13 to discuss

future programing.

We have also started the process of setting up all the facilities list in the new Rec Desk

software. We are looking at switching over to the new software January 1st.
