1. Introduction
RFF Australia (RFF) are preparing a development application for an extension of time to substantially
commence an existing approval to expand the Kingfisher Stayover Village, a transient workforce
accommodation facility on Lot 326 Madigan Road, Stove Hill, in the City of Karratha (the project area,
Figure 1). The proposed expansion is required to manage the increasing accommodation demand with the
existing accommodation operating at between 50 - 80% capacity. A further Increase in demand is likely
should proposed major infrastructure projects be realised.
The accommodation expansion proposal specifically includes:
introduction of 400 additional rooms (112 units being in a two-storey layout)
introduction of two large parking lots featuring 205 parking bays
a new reception office and bus pick up/drop off area
a new dry and wet mess that can be used as a Cyclone Shelter for emergency management
purposes (designed and constructed to Importance Level 4 under the Building Code of Australia)
three new laundry buildings.
relocation of 10 accommodation buildings and two laundry buildings in existing accommodation.
The master plan for the development is presented in Figure 2.
Due to the current extent of adjacent vegetation, the project area is designated as bushfire prone, as
outlined on the Western Australian Map of Bush Fire Prone Areas (DFES 2016). As a result, Strategen
has prepared this Bushfire Management Plan (BMP) to fulfil the following key objective:
1. Accompany the development application submitted to the City of Karratha in order to meet planning
requirements triggered under State Planning Policy 3.7 Planning in Bushfire-Prone Areas (SPP 3.7;
WAPC 2015a).
The following information is required to accompany the development application as required under
SPP 3.7 Policy Measure 6.5:
a Bushfire Attack Level (BAL) assessment or BAL contour map to determine acceptable BAL
ratings across the project area, in accordance with methodology set out in Guidelines for Planning
in Bushfire Prone Areas (the Guidelines; WAPC 2015b) – refer to Section 2.4 and Figure Figure 5
identification of any bushfire hazard issues arising from the relevant assessments – refer to
Section 2.5
clear demonstration of compliance with the bushfire protection criteria in the Guidelines– refer to
Section 4 and Table 3.
This BMP has been prepared in accordance with the Guidelines and addresses all of the above
information requirements to satisfy SPP 3.7. A BAL assessment has previously been prepared for the
development which has been reviewed as part of the preparation of this BMP. Management measures
identified within this BMP have enabled the reduction of the BAL FZ ratings identified within the BAL
assessment.
This BMP provides a compliant bushfire management response for proposed development based on the
indicative design and the proposed post-development state of the on-site and surrounding fire
environment.

1.1 Purpose and application of the plan
The purpose of this BMP is to provide guidance on how to plan for and manage the bushfire risk to future
life and property assets of the project area through implementation of a range of bushfire management
measures. The BMP outlines how future on-site assets can be protected during the summer months when
the threat from bushfire is at its peak. This is particularly relevant when existing fire appliances in the area
may be unable to offer an immediate emergency suppression response; therefore, development planning
and design should aim to provide mitigation strategies that protect future life and property from bushfire as
a priority.

2. Spatial consideration of bushfire threat
2.1 Existing site characteristics
2.1.1 Location
The project area comprises a Lot 326 Madigan Road, Stove Hill, in the City of Karratha, approximately
9.5 km southwest of Karratha and approximately 0.5 km north of the North West Coastal Highway.
The project area is bound by Madigan Road and vacant land to the west and vacant land to the north,
south and east (Figure 1). The project area is currently accessible at via two driveways connecting in the
to Madigan Road from the northwest and southwest corners of the project area.
2.1.2 Zoning and land use
The existing accommodation facilities are zoned as ‘Tourism’ under the City of Karratha Town Planning
Scheme No. 8 (TPS 8). Land to the north, south and east of the existing accommodation facilities
(including land earmarked for the extension) is zoned as ‘Rural Residential’ under TPS 8. Land on the
opposite side of Madigan Road is zoned as ‘Rural’ under TPS 8.
The western portion of the project area contains the existing Kingfisher Stayover Village, while land
earmarked for the extension is currently vacant, undeveloped land.
2.1.3 Assets
The project area currently contains the existing Kingfisher Stayover Village which comprises 249 existing
rooms, a pool, a reception office, a gym, multiple lockers and 132 parking spaces in the western third of
the project area.
Critical life and property assets of the site will be increased by the proposed development by intensifying
the number of visitors and built assets across the project area.
Limited environmental values are present within the project area, having been subject to past disturbances
associated with the existing infrastructure.
Potential impacts on any environmental assets will be considered as part of standard referral requirements
at the relevant planning and development stages under the Environment Protection and Biodiversity
Conservation Act 1999 and Environmental Protection Act 1984.
2.1.4 Water and power supply
Strategen understands reticulated water and underground power supply provisions are already available to
the existing Kingfisher Stayover Village. Strategen understands existing water and power will be provided
to the accommodation expansion through extension of existing services adjacent to the project area.
