The Louisiana State Nurses Association (LSNA) hosted its Annual Nurse Day Event on April 13, 2015 at the Baton Rouge Crowne Plaza . With over two hundred and fifty registered nurses and nursing students from across the state in attendance, presentations focused on issues impacting nursing and healthcare at the national and state level .

Janet Haebler, associate director, state government affairs of the American Nurses Association was the key note speaker . Ms . Haebler’s presentation Healthcare Trends beyond the Bayou State addressed legislative issues affecting nurses at the national level . Dr . Carol Tingle and Ms . Norlyn Hyde gave an overview of the current LSNA organizational structure and discussed

the proposed bylaws and structural changes the delegates would be voting on during the 2015 LSNA House of Delegates that would immediately follow the conclusion of the Nurse Day events . Dr . Tingle stated the proposed changes would align LSNA more closely with the structure of ANA .

Ms . President’s MessagePresident’s MessageNorlyn Hyde

It was my pleasure and honor to serve as your Representative to the 2015 American Nurses Association Membership Assembly held in Washington, DC July 22nd -25th . Your President-Elect, Keeley Dupuy served as the other Representative from the Louisiana State Nurses Association . Our Executive Director, Rita Finn was able to participate as a non-voting guest . It was a productive and informative meeting with lots of information and inspiration . Please read carefully the article in this issue that gives details on elections, dialogue forums, and other business that came before the body .

As has been discussed previously, ANA has designated this year as the Year of Ethics . There was a great deal of emphasis on ethics throughout the entire meeting . The Membership Assembly voted to approve a resolution that would recommend that ANA promote knowledge and application of the Code of Ethics for Nurses with Interpretive Statements in a systematic and comprehensive way within nursing education programs and professional development . If you have not read this revised code, I encourage you to do so very soon .

In keeping with the focus on ethics, attendees enjoyed a Keynote Address by Leah Curtin, ScD (h), RN, FAAN, Mother of Nursing Ethics, entitled “Ethics for

Nurses in Everyday Practice .” As always, Dr . Curtin was engaging, entertaining, and enlightening . She presented an interesting synopsis of the development of ethics through history . She explained that “Ethics is an ancient discipline in which one attempts to organize, analyze and justify human acts (choices) by applying certain principles to determine what is the right thing to do in a given situation .” Dr . Curtin described how ethical issues were solved in ancient times at the city gates . As long as there has been humankind, there have been ethical issues . In further emphasizing the importance of ethics in nursing, Dr . Curtin purported that “At its most basic, the concept of Ethics was designed to protect the vulnerable from the powerful…or to preserve the unwary from the unscrupulous .” All nurses can agree that the concept of Ethics is at the core of what nurses do each day . In challenging the audience to be aware of Ethics in nursing, she stated, “Professional codes are duty-based, and defined by the profession because the body of professionals know what should be done and how it should be done .” To this end, the body of the Membership Assembly thanked the group that worked so hard to accomplish the work of revising our Code of Ethics .

Another inspiring event that related to the ethical theme was the recognition of the Navy nurse who refused to force feed a detainee at Guantanamo Bay because it violated the Code of Ethics of Nurses . He was caught in a dilemma between following orders from superior officers and following his professional Code of Ethics . As you know, he did not violate the Code of Ethics . It took a lot of courage to make this stand and it came with a price . However, he has returned to duty and will be allowed to finish out his military career . This nurse does not want his identity made public, therefore his attorney accepted The Year of Ethics Award on his behalf .

Please read details of the Dialogue Forums that took place at Membership Assembly on the ANA website (nursingworld .org) . There were three Dialogue Forums each resulting in a resolution on the part of the Membership Assembly that will seek to advance nursing in that particular area . Space does not permit discussing all three of them here . However, the third Forum was entitled Public Reporting: Advancing Patient Safety and Quality Care. The speaker to introduce this topic and promote the dialogue was Lillie Gelinas, MSN, RN, FAAN . Lillie was inspiring and informative . As a result of this Forum a resolution was developed asking ANA to advance quality measures and data policy to include steps that capture nursing care in national reporting efforts .

Lillie is a Louisiana native who graduated from University of Southwestern Louisiana (now ULL – Lafayette) . She is serving as the Editor-in-Chief of American Nurse Today . She sought out the Louisiana representatives and we established an immediate bond . Lillie has generously offered to come to Louisiana and share her knowledge and expertise with the members of LSNA . We would be honored to have her speak, and will seek to make that a reality in the near future . She is a frequent visitor to her home state in her role as System Vice President and Chief Nursing Officer for CHRISTUS Health . She makes her home in Irving, Texas .

In closing, let me emphasize the need to grow the membership of our organization . If each member would resolve to recruit at least one new member, we could DOUBLE our membership . This would make a significant difference in the Association’s ability to provide programs and services to our members . So get inspired and reach out to your coworkers and encourage them to join their professional organization . We would love to have their voices and talents on Team LSNA . Finally, thank to each of you for your continued support and dedication to LSNA . I look forward to meeting and spending time sharing the Mission and Vision of our association with as many LSNA members, and Louisiana nurses, as possible over the next two years .

Before the Membership Assembly came to a close, nurse leaders took action on key issues centering on fostering an ethical environment, infection prevention and control, and advancing and public reporting of quality measures that capture nursing care . They also elected three members to the ANA Board of Directors and four to an ANA committee, and voted on bylaws focused on association governance .

Elected to the ANA Board of Directors as vice president is Ernest James Grant, PhD, MSN, RN, FAAN, from the North Carolina Nurses Association; as treasurer, Gingy Harshey-Meade, MSN, RN, CAE, NEA-BC, from the Indiana State Nurses Association; and Jesse M . L . Kennedy, BSN, RN, from the Oregon Nurses Association as director-at-large, recent graduate . The board members’ terms will commence Jan . 1, 2016 .

Members also voted to approve a measure in which the Membership Assembly will continue its business meeting in its current structure through 2017, and another measure that creates a Leadership Council . That advisory body—composed of presidents, chief staff officers or their designees from each constituent/state nurses association and the Individual Member Division—consult and collaborate with the ANA board on issues affecting the C/SNAs and the IMD .

In other action, assembly members voted to approve three practice and health care resolutions . One, in part, recommends that ANA promote knowledge and application of the Code of Ethics for Nurses with Interpretive Statements in a systematic and comprehensive way within nursing education programs and professional development . Another resolution focuses on ANA working to identify and disseminate innovative strategies to engage nurses in broad infection protection and disaster preparedness activities, among other efforts . The third resolution includes asking ANA to advance quality measures and data policy to include measures that capture nursing care in national public reporting efforts .

In an additional activity, more than 320 nurse leaders in attendance, including observers, participated in a strategic discussion on engaging members and developing leaders locally in the digital age . Serving as facilitator was Jamie Notter, an organizational consultant and founding partner at Culture That Works LLC .

“When it comes to engaging members and developing leaders, times are changing,” he said . “I want you to use the creative energy in this room to solve this issue .”

Members subsequently met in small groups and then offered their ideas to reach new members and create new leaders, particularly among the largest generation, the millennials . Among their suggestions were “to change the language to change thinking,” such as

renaming “mentors” as “partners” to better reflect two-way communication and learning; advance a greater use of social media before, during and after meetings and conferences to increase engagement; create a virtual idea room and have short videos on hand-washing and other relevant topics; schedule social events, including in areas where nurses, who might not otherwise be able to attend, can bring their young children; and provide opportunities for members to “micro-volunteer,” in which members can take on very short-term projects that match their passions .

In closing, ANA President Pamela F . Cipriano, PhD, RN, NEA-BC, FAAN, noted themes of gratitude, optimism and an ongoing willingness to address adaptive challenges .

“We want to be strategic thinkers, not functional doers,” she said . “Taking risks is not simple, and being leaders is not easy .”

She thanked the members for the risks they were willing to take in the past to move ANA forward, and the work they will continue to do .

The members of the 2015 LSNA House of Delegates (HOD) recognized the volunteerism of Karen Loden, LSNA member and delegate from the Baton Rouge District Nurses by formal Resolution at the biennial meeting on April 14, 2015 . The resolution submitted by Clara Earl from the Baton Rouge District and Patricia LaBrosse from the Lafayette District detailed Karen’s on-going donations of time and talents to provide services that ensure the continuing viability and visibility of LSNA . The resolution notes Karen’s mentoring of numerous district members through their transition to become district officers . It acknowledges Karen’s work to create a level of data integrity that has improved LSNA’s ability to process and interfacing with the ANA systems . The resolution goes on to make known her contributions to the maintenance of LSNA’s membership database . The resolution also calls attention to Karen’s diligent and conscientious commitment to communicate with members via mail, email, and Constant Contact .

The 2013-2015 LSNA Board of Directors and staff, and the 2015 House of Delegates resolved to express great appreciation to Karen Loden for her presence and leadership; and for her efficiency, planning, supporting, and coordination of the endless details essential to maintenance of the membership database . The resolution was incorporated in the minutes of the 2015 Biennial House of Delegates on April 14, 2015 in Baton Rouge, Louisiana .

Ms . Patricia La Brosse, MS, PMHCNS-BC, current Health Policy Chair for LSNA, has been appointed to serve on a task force to evaluate Louisiana’s statewide system of healthcare delivery . During the 2015 Regular Legislative Session, Representative Patricia Haynes Smith authored House Concurrent Resolution 170 to study and make recommendations regarding Louisiana’s healthcare system . Representative Smith cited the significant changes in healthcare delivery and financing that have occurred rapidly in the state over the past several years as the impetus for the resolution .

The changes Representative Smith noted include the implementation of the 2010 federally established reforms that are altering the way Americans access and fund their healthcare, as well as the rapid growth of managed care services within the state’s medical assistance program . These shifts, along with the privatization of nine of the

ten hospitals comprising Louisiana safety net hospital system, have given rise to the need for an objective evaluation on the impact of the ongoing health care system transformation the state is experiencing .

The findings of this study would allow for the legislature to shape policies that support access to quality health care for the citizens of Louisiana . The resolution was approved by the House and Senate and the study committee was created . Ms . La Brosse states, “This is an exciting opportunity to have our profession represented at a state level, and to be involved in the work that can result in policy-making outcomes .”

The task force will submit to the legislature a report of its progress and preliminary findings by February, 2016 . A final evaluation will be submitted by August, 2016, and will contain recommendations to assist with the improvement of the state’s healthcare system to better meet the needs of Louisiana citizens .

In addition to serving as Health Policy Chair, Ms . La Brosse is president of the District IV Nurses Association, and for 10 years served in various LSNA Board of Director positions, including president . She is Chair of the Acadiana Area Human Services District, is a practicing psychiatric-mental health APRN in Lafayette, and volunteers weekly at the local behavioral health clinic .

Louisiana 2014 Report and SnapshotReleased by the Louisiana center for Nursing

Baton Rouge, LA, May 12, 2015 – The U .S . is projected to experience a shortage of Registered Nurses (RNs) that is expected to intensify as Baby Boomers age and the need for health care grows . Nursing schools across the country are struggling to expand capacity to meet the rising demand for healthcare, and at the same time, function within an infrastructure bombarded by budget cuts, limited numbers of qualified faculty, and the lack of available clinical placement sites (American Association of Colleges of Nursing, 2014) . A report recently released

by the Louisiana Center for Nursing (LCN), a division of Louisiana State Board of Nursing (LSBN), entitled Nursing Education Capacity and Nursing Supply in Louisiana 2014 addresses current information on the pipeline for nursing, the production of new RNs and advanced practice registered nurses (APRNs), along with an overview and analysis of recent trends in Louisiana’s RN nurse supply .

According to the report there were over 62,000 RNs licensed to practice in Louisiana in 2014 . Approximately

eighty-six percent of the licensed RNs actually lived in Louisiana, whereas over eight thousand lived outside of Louisiana . There were over 1,300 qualified nursing students that applied to Louisiana’s pre-RN licensure programs but were denied admission in 2014 . The information gained from this report is essential to LSBN board members, nurse employers, nurse faculty, workforce planners, policy makers, and other stakeholders that have a vested interest in making sure that there is an adequate nursing workforce to meet the demand for healthcare in Louisiana .

The Nursing Education Capacity data are presented on the growth of newly licensed nurses by degree type, admission, enrollment, demographics, passage on the National Council Licensure Examination for RNs (NCLEX-RN), and trends in post-licensure education . The data used in this section were obtained from annual reports submitted to LSBN from undergraduate and graduate nursing programs in Louisiana .

The Nursing Supply Report addresses characteristics of the RN and APRN nurse workforce which includes trends in educational attainment, employment, demographics of the nursing workforce such as age, race/ethnicity and gender . The source for the information presented in this section of the report comes from the licensure renewal application and reflects any RN or APRN that held a license to practice in Louisiana within the current report year .

According to Dr . Cynthia Bienemy, Director of the LSBN Center for Nursing, “It is because of findings from the Nursing Education Capacity and Nursing Supply Report, as well as other reports produced by the Center for Nursing, that Louisiana is able to monitor trends related to the state’s progression toward meeting national recommendations such as those from the Institute of Medicine Report on the Future of Nursing: Leading Change, Advancing Health .”

Nightingale Awards and Gala Individual Award Criteria:

All Louisiana registered nurses or retired registered nurses who practiced in Louisiana are eligible to be nominated for a 2016 Nightingale Award . In addition, individual RN’s are eligible to be nominated for induction into the Louisiana Hall of Fame, the most prestigious award of recognition for life long contributions . A major goal for the Baton Rouge District Nurses Association (BRDNA) was to participate in the April Louisiana State Nurses Association (LSNA) convention, which included the House of Delegates . Because there were 331 members, BRDNA was allotted 33 delegates, according to the by-laws . The following individuals were delegates to this year’s conference: Officers and Board Members: Sharon Bator, Carol Gordon, Clara Earl, Karen Moody, Mary Dudley, Clara Earl, Latricia Greggs, and Trudy Williams . Other delegates attending were: Amanda Bolton, Glenda Carlisle, Carol Cairo, Joe Ann Clark, Leah Cullins, Keeley Dupuy, Rita Finn, Jacqueline Hill, Cathy Holland, Erica Joseph, Karen Loden, Benita Nwokolo Chatmon, Dahab Ghebreg, Cynthia Prestholdt, Susan Steele-Moses, Cheryl Taylor, Antionella “Shelley” Upshaw, and Cynthia York . At this event, a resolution honoring the volunteer work of Karen Loden was one of the outcomes of the convention . This is the first time there has been such a resolution for anyone .

One of the primary accomplishments of the Baton Rouge District Nurses Association over the past 26 years has been the annual “Celebrate Nursing Banquet .” It is held during National Nurses Week . The Baton Rouge District Nurses Association held the 26th annual Celebrate Nursing Banquet Monday May 4, 2015 at Boudreaux’s Reception Hall . Over 160 registered nurses, their families, and friends were present to honor the achievements and excellence in nursing practice, nursing education and nursing administration . A meaningful aesthetic highlight was when the very talented nurse, Serena Sanford sang “You Lift Me Up” which brought tears to many and admiration for her vocal talent to all .

Dr . Carla Harmon, Our Lady of the Lake College, was the recipient of the Helen Johnson Cremeens Excellence in Teaching Award . The award was established in 1998, by the late Carlton Cremeens to honor his wife, who was a nursing educator in the Baton Rouge community . Since 1999, 15 educators have been honored .

Erica Joseph was the recipient of the Edith Lobue Memorial Scholarship . Ms . Joseph is a graduate student at Southern University A&M College School of Nursing . This competitive scholarship award was established in 2001 in honor of Edith LoBue, a longtime member of the Baton Rouge District Nurses Association, who was a staunch supporter of RNs continuing their formal education . It is made annually to a member of the Baton Rouge District Nurses Association at the Celebrate Nursing Banquet .

The 2015 Honorees are: Aimee Badeaux, Lenore Barnes, Rebekah Bergeron, Carol Cairo, Rochelle Campbell-Howard, Theresa Chauncy, Cherie Falgoust, Tram Fruge, Angela Hammett, Tabitha Jones-Thomas, Tammie Lejeune, Michele Lemoine, Evelyn Lenox, Karrie McCoy, Tacy Nicolosi, Tammy O’Conner, Christina Rochester, Danica Russell, Janie Spencer, Annalee Starks, Michele Willey and Cynthia York . Dr . Sharon Bator, president of the Baton Rouge District, presented each honoree with a long stemmed red rose and a certificate marking the occasion .

It is with sadness that we note that Kimberly Vincent- McCoy, who was former Chairperson of the Nominating Committee, passed away this June . She blessed many with her presence and will be greatly missed by professionals and families throughout the state, including Our Lady of the Lake Regional Medical Center, Delta Sigma Theta Sorority, Southern University School of Nursing family and friends . As she said “I refuse to let cancer beat me . Our thoughts and prayers are with her family .

In the Spring, BRDNA honored new seniors with bookmarks and a letter explaining the importance and value of joining BRDNA . One particular bookmark resonates with Kym McCoy’s sentiment . One of the 26 different bookmarks, prepared by Dr . Valerie Schluter, Cindy Schneider, Serena Sanford, Wenona Bell (and other OLOLRMC nursing educators) stated:

“As we express our gratitude, we must never forget that the highest appreciation is not to utter words, but to live by them .”

Another bookmark that was distributed had “Don’t judge each day by the harvest you reap but by the seeds that you plant .” This quote is in concert with the Leaders Training this year that was Co-Sponsored by BRDNA and American Organization of Nurse Executives (AONE) with LSNA for the Louisiana Action Coalition (LAC), which is part of the Future of Nursing Campaign for Action and was funded by the Robert Wood Foundation for the Nursing Campaign for Action .The Nursing Campaign for Action is a national initiative

to guide implementation of the recommendations in The Future of Nursing: Leading Change, Advancing Health, a landmark Institute of Medicine report . The report, released in October 2010, includes recommendations for a variety of system improvements including proven, solution-oriented ways to address the nursing and nurse faculty shortage in the US . The campaign includes 51 state Action Coalitions and a wide range of health care providers, consumer advocates, policy-makers, and business, academic and philanthropic leaders . Louisiana’s Action Coalition (LAC) is spearheaded by the Louisiana Center for Nursing (Dr . Cynthia Bienemy, Director: http://lcn .lsbn .state .la .us/FutureofNursing .aspx) and the AARP Louisiana . With guidance from a diverse group of stakeholders and professionals from both nursing and non-nursing fields, LAC is working to: 1) Strengthen nurse education and training; 2) Enables nurses to practice to the full extent of their education and training; 3) Expand leadership ranks to ensure nurses have a voice on management teams, in boardrooms and during policy debates; 4) Advance interprofessional collaboration to ensure coordination and improved patient care; and 6) Improve health care workforce data collection to better assess and project workforce requirements . The ultimate goal of the Action Coalition is to ensure that all Louisianans have access to high-quality, patient-centered care in a health care system where all members of the health care team contribute as essential partners . NDNA had a very successful House of Delegates with 100% attendance both days . In addition, NDNA President, Georgia Johnson was elected as Secretary of LSNA .

N D N A m e m b e r s h i p continues to grow and attendance at meetings is improving . Our May 19th meeting included 4 new members and a RN guest . NDNA has gained 20 members this year . Door prize winner in May was Jill Breazeale, RN .

Newly elected officers were inducted at the May 19th meeting . Those newly elected to the Board were Marilyn Cooksey and Kirsten Rattray .Re-elected were Lisa Sharp-VP, MaryBeth Burkard-Treasurer, Sue DeLaune-Board . Continuing on the Board are Georgia Johnson-Pres ., Allison Maestri-Secretary, Terry Joseph-Parliamentarian/Historian, Willa Stewart, Janice Augustine, and Liz McHugh-Board of Directors .

In June, a special meeting of the Board was called to work on strategic planningfor the organization . Plans included new committees, membership initiatives, fund

raising, programming, public relations and community service .NDNA Annual Award Program will be held in Slidell at 6:30PM, Sept . 19th .

Slidell Memorial Hospital will host the event this year . Each year the Northshore District Nurses Association recognizes local Registered Nurses that are nominated for outstanding nursing care . Nominations may be submitted by a:

Dr . Iris Malone, FNP-BC, Coordinator of Congregational Health Services at Our Lady of Lourdes in Lafayette, presented a CNE entitled “Parish Nursing: Past, Present & Future” to those in attendance at a regular District IV meeting . The objectives of the program included: the initiation and history of Parish Nursing; a description of the Parish Nurse role; and exploring opportunities for Parish Nurses as a viable means of increasing access to health care . She presented results of a community needs survey describing the top five health issues in the Lafayette area: cardiovascular disease; cancer; obesity; diabetes; and mental illness, and pertinent data associated with each . She also included information from the Health People 2020 Report and community impact .

Essentials of Legal Nurse Consulting – Online

Essentials of Legal Nursing, Theory & Practice is structured to educate nurses who are exploring entry into the exciting and growing field of legal nurse consulting as well as LNCs who are already in practice and want to increase the level of excellence in their work product. The fully online course is authored by an LSU nurse faculty member with extensive legal nursing experience working with nationally and internationally recognized attorneys. This course focuses on the perspective of the nurse in legal settings and delves into why nurses are unique and key members of the litigation team. Upon completion of the course, RNs will receive a certificate of completion from LSUHSC, School of Nursing.

Course description: A series of ten modules to be completed by students in a self-paced online format. Each Module provides an estimated 10.0 CNE hours, with CNEs awarded following completion and submission of each module evaluation. Modules must be completed in 12 months.

Faculty will provide individualized written feedback for module evaluation assignments.

Objectives: The role of the registered nurse in a legal setting will be examined; topics will address theory and practice of legal nurse consulting. The course as a whole will allow students to synthesize aspects of LNC practice by creating attorney client work product and developing a business plan.

Dr . Malone reviewed the history of Parish Nursing, and introduced the group to key concepts that form its foundation: body, mind and spirit, as well as the relationship of church and health which operationalizes as Faith Community Nursing (FCN) . “FCN is the specialized practice of professional nursing that focuses on the intentional care of the spirit as a part of the process of promoting holistic health and preventing or minimizing illness as a faith community” (ANA-HMA, 2005) . She identified and defined the six roles of a parish nurse: health counselor; trainer of volunteers; developer of support groups; integrator of mind, body, spirit; health advocate; and health educator .

Various models of Parish Nursing were presented as well as challenges inherent in the development of programs of this type . In closing, Dr . Malone discussed future prospects for new models, and their potential impact on local communities . The program was well-received and generated thought-provoking discussions through the entire hour .
