    Mobile network operators (MNOs) spendapproximately US$15 billion on their annualenergy use. Therefore, it is no surprise that energyefficiency is becoming a strategic priority forthem globally. As mobile use continues to grow,so does the demand for energy, particularlyby the network infrastructure.

    To help MNOs reduce their energy costs and

    greenhouse gas emissions, the GSMA runs twokey Mobile Energy Efficiency (MEE) services:

    Introduced in 2010, the MEE Benchmarkingservice measures the relative efficiency ofan MNOs radio access network. It identiesunder-performing networks and quanties anypotential efficiency gains, which are typicallyaround 10-25 per cent across a portfolio.

    There are currently 35 MNOs participating inthe service, including Airtel, Deutsche Telekom,SingTel, Telefnica, Telstra and Vodafone,accounting for more than 200 networksacross 145 countries and over half of globalmobile subscribers.

    1) A detailed analysis of the operators relative networkperformance against a large dataset, compared anonymouslyto maintain condentiality. This is done by comparing networksagainst four main performance indicators:

    Energy consumption:I) per mobile connectionII) per unit of mobile trafficIII) per cell site or per number of technologiesIV) per unit of mobile revenue.

    2) A unique normalisation approach which enables a like-for-likecomparison using multi-variable regression techniques.

    3) Annual participation to track improvements over timeand quantify the success of cost reduction initiatives.

    4) Insights to improve energy efficiency, including accessto case studies from top performing networks.

    5) The option to participate in MEE Optimisation, whichimplements energy reduction projects.

    6) Demonstration of positive action on energy and emissionsreduction to stakeholders.

    The GSMA is currently collaborating with the European Commission,the International Telecommunication Union and the EuropeanTelecommunications Standards Institute on standardisation, includingmethodologies to assess environmental impact. Additionally, the GSMAis contributing to the Global eSustainability Initiative Energy EfficiencyInter-Operator Collaboration Group which is developing commonICT industry standards for energy efficiency.

    MEE Optimisation commenced in 2011 and is afollow-on service from MEE Benchmarking. Theservice undertakes site audits and equipment trials,analyses the costs and benets of specic actionsto reduce energy and emissions, and then rolls outthe most attractive solutions. Examples of thesemeasures include:

    upgrading to high e ciency recti ers

    implementing free air cooling in cell sites installing energy saving software features

    installing smart meters

    reducing diesel consumption(e.g. using generator-battery hybrids)

    MEE Optimisation

    The projects are run in partnership with a third party provider, and theGSMA has recently formed a Technology Partner Group to deliver theservice globally.

    The rst MEE Optimisation project was completed in 2012 with TelefnicaGermany and Nokia Siemens Networks Energy Solutions. The projectidentied annual savings of 1.8 million in energy costs with paybacks

    considerably less than three years, and four thousand tonnes of carbondioxide emissions. A second project was successfully completed in Asiain July 2013.
