Laos

Lao Farmer Network is a newly established network of farmer organizations (17 organizations) covering 10 provinces in Laos with a total members over 6,600 farmers. The network is formed in order to support poverty eradication and livelihood development of the members through improved access to credits and external supports, technical and information exchanges, market development and shares of available resources.

Since the establishing in January 2014 with supports of the Laos Extension for Agriculture Project, the network was granted as the National Implementing Agency (NIA) of the MTCPII. The NIA is completed farmers which includes 5 representatives of the Lao Farmer Network. ACBPC is assigned by the network to act on behalf as the legal entity for contract signing,, banking and financial management.

Since January 2014, the key progress of the project included Set up and successfully organized the 1st Steering Committee Meeting which included

farmer representatives, government organizations and civil society organizations Participated the SRSC in Manila Adapted and Successfully participated multi-stakeholders national level events such as the Sector

Working Group on Agriculture and Rural Development, Sub-sector Working Group on Agri-business and Farmers, National Conference on Contract Farming. The LFN was able to present their concerns as well as lobby for supports to the network

Laos The network able to completed their by-laws and management regulation The network organized a technical exchange on sustainable agriculture involving more than

60 farmers across the country A formal introduction workshop about the Lao Farmer Network was successfully organized

recently in first week of June. More people and organizations knew about the network and an opportunity for cooperation is increasing. For example: SDC, IFAD, Helvetas and WFP have expressed their commitment to continue support the network

A website for the network is registered: www.laofarmers.net and a logo was finalized


• The Philippine Farmers Forum Steering Committee conducting its Strategic Planning Workshop in Laguna on December 27-30, 2013.

Activities during the first four months of the project focused on setting up the program management system, updating the profiles of participating farmer organizations and the strategic plan of the Philippine Farmers Forum, conducting Steering Committee meetings, and initiating advocacy activities.

Mayor IssueClimate change, together with disaster risk management, has been identified as a major and urgent concern given the successive calamities which affected many areas and farmers last year. Following an initial dialogue with a climate change expert, the Steering Committee agreed to embark on an information drive targeting national media to make farmers aware of the risks from, and adaptation and mitigation strategies for, climate change and at the same time engage policy makers in dialogues on how to properly and effectively assist farmers in addressing climate change.

Vietnam

The Medium Term Cooperation Program of IFAD with farmer organizations (FOs) in Asia and the Pacific including Vietnam Farmer’s Union 2013 – 2017 (MTCP 2) started its activities in December 2013.

The overall goal of the MTCP 2 is to contribute to the poverty alleviation in Asia and the Pacific Region through strengthened capacities of the rural poor and their organizations that leads to improved livelihoods and positive socio-economic impacts in the rural development.

Its objective is to strengthen the farmers’ organizations in Asia and the Pacific Region in their capacities of engaging active policy consultations related to the rural smallholders’ interests at national, sub-regional and regional levels, and to provide improved and inclusive services to the rural poor.

A major program will be conducted under the series of activities, namely: 1)Strengthening FOs and their networks, 2)Farmers and fishers participation in National Policy making Processes, 3)Involvement FOs in IFAD Country Programs, and 4)Management and coordination activities convening the overall program.

Activities .Conducting MTCP 1 National Advisory Committee (NAC) consultation on the NIA of the MTCP 2,

members of MTCP 2 NAC, FOs participating in the MTCP 2.Processing all necessary procedures to start – up of the MTCP 2: discussing, agreeing, signing LOA

with SRIA; setting up NIA; replacing retired members and enrolling new members of NAC.Preparing and finalizing the work plan and budget 2014.Organizing a meeting with IFAD country Director and his staffs to renew the cooperation between

VNFU and IFAD; prepare for the start –up workshop and the meeting between VNFU, IFAD and FAO.Organizing the first MTCP 2 NAC meeting to introduce MTCP 2, pass through the work plan and

IndonesiaThe MTCP phase-2 in Indonesia finally has started its implementation in late december 2013. It has been designated that WAMTI (Indonesian Farmer and Fisher Society Organization) as the National Implementing Agent (NIA) of two years 2014-2015 implementation program in coordination with National Steering Committee members.

A major program will be conducted under the series of activities, namely: 1)Strengthening FOs and their networks, 2)Farmers and fishers participation in National Policy making Processes, 3)Involvement FOs in IFAD Country Programs, and 4)Management and coordination activities convening the overall program.

To support the FOs Institutional Strengthening in Indonesia, Profiling Organization has been started since February week 4th It is conducted to the existing FO’s involved in the National Platform (2010-2012) and the opportunity to extend to a wider organizations considering social inclusiveness in which consist of : 10 farmer organizations, 2 mix farmer and fisher organizations, 3 fisher Organizations, 2 Women Farmer Organizations, 1 Young Farmer Organization. In the context of Indonesia, National Platform is not limited to the National FOs but open the opportunity to the potential local organizations.

The leverage of the 2014 MTCP implementation program shall initiate a scalling up process from the National Farmers Consultation Forum in the past (2010-2012) to become The Indonesia Farmer and Fisher National Forum, in which facilitate the major activities, namely : ( 1) National Farmers and Fishers Consultation Forum; (2) Farmers and Fishers Dialogue with Government’s key actors; (3) Facilitating strategic networking and coordination

The Policy dialogs and trained were Implemented , and covering three aspects:1) Organizational Strengthening ( Leadership, f,ormation cadre) 2) Advocacy - ( The Law of Food, the Law of Preotection and Empowerment of Farmers), climate Change3) Value Chain ( Coffee and rice marketeing)
