7.05.10  ACTPLA rolls out the first changes from review of 

Territory Plan

As part of its on-going implementation of the Government's ACTPLAn  initiative,the ACT Planning and Land Authority today released the first of a series ofproposed changes to the Territory's key planning document.

ACTPLA Chief Planning Executive, Neil Savery, said the changes are a result ofa review, begun last year, aimed at ensuring the Territory Plan remains acontemporary best practice document and follows through on incrementallyreviewing the policy content of the plan following its redesign in 2008. 

“The documents we use to plan and to decide development applications needsto be reviewed from time to time to ensure that we are providing the most simpleand effective planning system possible,” Mr Savery said. 

“One of the first tasks under the review was an examination of the communityfacility zone and associated development table and code. 

“Draft variation number 302 recommends a number of changes, most of whichare aimed at simplifying and clarifying the planning rules for community facility

zones, which is where we locate services like child care centres, churches etc.

“For example the variation proposes amending the existing height limits for allbuildings including the types of residential uses that are permitted in this zone.This was one of the issues raised following the release by ACTPLA of acommunity facility zone discussion paper in September last year.

“Residential uses in this zone can include facilities like aged care or supportivehousing. The new rule proposes to specify building height and provides anoverall limit of four storeys. However, there are still provisions to protectresidential amenity, for example if a development is within 30 metres of

residential blocks its height will be dictated by the height limits of adjacentresidential zones.” 

Mr Savery said this draft variation was one of three coming up in the next coupleof months with the other proposed variations focused on estate developmentand residential codes.

“These variations will incorporate some of the outcomes from ACTPLA'sSustainable Futures program and its solar efficient housing discussion paper,and will help ensure future development better responds to climate change.
