Mainstreaming vs measurement ?

• The problems– Sector data are still lacking– If available, they will only give part of the

picture (digital divide/applications)– The push towards ‘mainstreaming’ will make

measurement more difficult

Mainstreaming vs measurement ?

• Possible steps to be taken– Strengthen local statistical capacity (data

collection)– Foster agencies’ abilities (andf interest) to

collect application-related data– Encourage development sectors (e.g. health,

education) to identify common IT indicators linked to performance and development impact.
