RESOLUTIONHONORING AND COMMENDING THE OUTSTANDING PmLIPPINE SOLDIERS(TOPS) OF 2013 AWARDED BY THE METROBANK FOUNDATION, INC. ANDTHE ROTARY CLUB OF.MAKATI METRO

Whereas, the annual search for The Outstanding Philippine Soldiers (TOPS) is a jointendeavor by the Metrobank Foundation, Inc. (MBFI) and Rotary Club of Makati Metro(RCCM), in consonance with the conviction of both organizations to honor our men inuniform in the military;

Whereas. this undertaking is an expression of gratitude to the heroism, dedication,commitment and great sacrifices of the gallant men and women of the Armed Forces of thePhilippines (AFP);

Whereas. the TOPS awards a maximum often (10) winners chosen from among allofficers with a rank of Captain up to Colonel and all enlisted personnel of the major services;and from among all officers with the rank of Captain up to Colonel of the Technical Servicesand Corps ofEngineers ofthe AFP;

Whereas. the competition gives recognition to the achievements and professionalismof our soldiers in performing their constitutionally mandated task of defending our countryand its people and that the winners of the search should be emulated by their fellow men inuniform in order to promote and preserve the integrity of the military institution;

Whereas, the House of Representatives joins the Metrobank Foundation, Inc. andRotary Club ofMakati in honoring and commending the gallant men and women of the AFPfor the faithful performance of their duties and responsibilities beyond reproach, and forbeing model citizens in their respective communities; Now, Therefor. RESOLUTION HONORING AND COMMENDINGTHE OUTSTANDING TEACHERS OF 2013 AWARDED

BY THE METROBANK FOUNDATION, INC.

WHEREAS, next to our parents, the teachers have the most impact on our lives,instilling in us good moral values and making profound difference in the paths thatwe have chosen;

WHEREAS, one of the greatest roles of a teacher is empowering the mind of thestudents and training them to help reach their fullest potential;

WHEREAS, we should recognize the essential role of the teachers in educationaladvancement, their important contributions in the development of humanity andmodern society and their rights as members of a highly regarded professions;

WHEREAS, amidst the difficulties our teachers are facing, they remain reliable anddedicated in their duty of educating the youth;

WHEREAS, the House of Representatives recognizes that the Filipino teachers'heroic dedication to their vocation has earned the nation's highest respect forteaching as among the noblest of all professions;

WHEREAS, for the last twenty nine (29) years since 1984, the Metrobi:tnkFoundation, Inc. has honored 316 outstanding teachers of the Philippines as shiningexamples of unstinting dedication and commitment to the teaching profession, andas SUCh, the pride and joy not only of their respective schools and communities, butalso of the nation as well;

WHEREAS, out of the 316 awardees; the House of Representatives has recognizeda total of ninety (90) of them from 2004 to 2012;

WHEREAS, the search is an expression of the civilian sector's appreciation and gratitudefor the efforts of the PNP in maintaining peace and order in the country;

WHEREAS, COPS serves as the social contract of the Metrobank Foundation Inc.,Rotary Club ofNew Manila East and PSBank with the police force that will advance the welfareof the PNP and contribute to the realization of the Integrated Transformation Program's objectiveof transforming the institution into a highly capable, effective and credible police serviceworking in partnership with a responsive community;

WHEREAS, the search seeks to honor the gallant men and women in the police torce fortheir consistent outstanding contributions in preventing and solving crime through communitywork and mobilization;

WHEREAS, the search emphasizes the need to situate the punitive aspect of lawenforcement with the task of community relations and promotes police work as a sharedresponsibility between the police officers and the community;

WHEREAS, the competition awards a maximum of ten (10) winners which shall bechosen trom among all the Police Commissioned Officers with a rank of Police Inspector toPolice Superintendent and Police Non-Commissioned Otlicers with a rank of Police Officer 1 toSenior Police Otftcer 4;

Payuyo,died in a mishap after the vehicle she and her group were riding in figured in ahead-on collision With a passenger bus operated by a roll-on roll-off (Ro-ro) ,busline in Barangay Sta. Lucia, Puerto Princesa, Palawan on August 26, 2013;

WHEREAS, the unexpected and ghoulish demise of Cathlyn is atremendous blow to her family, relatives, friends and acquaintances and wouldsurely leave an immeasurable void in their hearts;
