1. INTRODUCTION

DEMOGRAPHIC PROFILE OF THE STATE.

ikkim – a small Himalayan State became the 22nd state of India in the

year 1975. Situated in-between latitudes 270-280 N and longitudes

880-890 S, in the North Eastern part of India, the State shares its

borders with China in the north, Bhutan in the East, Nepal in the west and

Darjeeling District in the south.

The capital of the State is Gangtok. According to the Census 2001,

the population of Sikkim is 5.40 lakhs of which 2.52 lakhs are female.

Sikkim’s population density per square kilometers comes to 76.

As maybe seen at Table I: East district has the highest population whereas North

District is the least populated.

Table II: shows the Gender-wise population of SC/ST in the State. The SC

population is highest in the East District. The highest concentration of ST

(53.81%) is seen in the North District. There are four districts of Sikkim viz.

North District- with 55.56% of the total area of Sikkim which is 7096

square kilometers. 13.44% falls under the East District, 10.57% in the

South District and 16.43% in the West District. Most of the 7096 sq km of

Sikkim consists of Himalayan glaciers, mountainous terrain that is

interspersed with ravines and green valleys.

The State is blessed with rich natural resources like dense forest, variety of

flora and fauna, lakes, glaciers and rivers such as Teesta and Rangit which

originating from the serene glaciers of the Himalayas meander through

before their confluence at Darjeeling District, West Bengal. Over 4000

species of different plants and shrubs, around 700 species of rare Orchids

and rhododendrons have transformed Sikkim into a nature’s paradise. The

three main communities in Sikkim viz. Lepchas, Bhutias and Nepalis live

harmoniously, with Agriculture being their mainstay of livelihood and thus

the backbone of the State’s economy. The unparallel beauty of the State

and very friendly and hospitable people are its competitive and comparative

advantages.

LITERACY:

Sikkim has higher level of literacy than the national average. The literacy

rate as per the 2001 Census is 69.68%, which is higher than all India

average (65.38%). The female literacy rate is 61.46%, which is also higher

than all India figure(54.38%)

1.1 BRIEF HISTORY, OBJECTIVES AND RATIONALE OF THE MID DAY

MEAL PROGRAMME

National Programme for Nutritional support to Primary Education

Mid-Day Meal Scheme was launched as a Centrally Sponsored Scheme on

15th August, 1995 in a phased manner all over India. Its objective was to

boost “Universalisation of Primary Education by increasing enrolment,

retention, attendance and simultaneously impacting on nutrition of

students in primary classes”. The programme originally covered children of

primary level (classes I to V) in government, local body and government

aided schools. In October 2002, the programme was extended to cover

children studying in Education Guarantee Scheme (EGS) & AIE centers and

from the same year the hot cooked meal was started in the State of Sikkim.

Prior to the year 2001-02 the food grain (Rice) provided by the Government

of India @3kgs per child per month for 10 academic months in a year, was

distributed as dry rations to the children. However, the Supreme Court in

its order dated: 28.11.2001 in WP(C) NO. 196 of 2001- People’s Union for

Civil Liberties versus Union of India and other, directed all the state

governments to provide cooked Mid-Day-Meal containing 300 calories and 8

to 10 grams of protein per serving.

Cooked Mid-Day-Meal Scheme was implemented in Sikkim from

2002.

1.2. Management Structure:

State Project Office, MDM headed by Secretary, HRDD, SPD, Addl. Director [MDM], APO [MDM]

Joint Director at the district level is the overall incharge with Dy. Director as Incharge MDM and Asst. Dir, AEO at every block level to monitor the MDM at the school level. District Collector is the

Chairman of the District MDM.

1.3. Process of Plan Formulation.

Keeping in view of the experiences gained during previous years for

implementation of MDM in the schools, basically the short comings of the

procedures, mechanisms hitherto adopted are kept in mind in terms of

transportation, cooking, preparation of quality meal and hygienic and

quality preparation cooked in the schools. These issues have been made as

base line of preparation of plan. On top of this, the coverage of school

children including all schools under SSA, Monastic Schools and Sanskrit

Pathshalas have been thought off and included in the plan for well being of

the school children who are being served hot mid day meal. Secondly,

procedures of systematic percolation of information to the lowest level of

field functionaries and ensuring transparency, quality and accountability

by all individual departmental personnel involved in the mid day meal

scheme was also the base line of our plan. Further, the new Guidelines of

MDM issued by the MHRD, New Delhi for cooking assistances,

transportation etc. are kept in mind while preparing the Plan Formulation

for making the implementation MDM more effective and worth replicating

by others.

2. DESCRIPTION AND ASSESSMENT OF THE PROGRAMME IMPLEMENTED IN THE

CURRENT YEAR (2012-13) AND PROPOSAL FOR NEXT YEAR [2013-14] WITH

2.1. REGULARITY AND WHOLESOMENESS OF MID DAY MEALS SERVED TO CHILDREN;

REASONS FOR PROGRAMME INTERRUPTION, IF ANY AND PLANNING TO MINIMIZE

THEM.

Cooked Mid-Day-Meal served to school children of Sikkim up-to

Primary level (class I-V) from 2002 and from class (VI-VIII) are being

provided from the academic session 2008, Though, GOI norms don’t cover

the children of Pre-Primary classes for hot cooked meal but Sikkim had

unique system of such pre-primary classes in all the Schools, these

children were given hot cooked meal till the end of academic session of

2009. However, the Pre-Primary classes are now attached to Aaganwadi

centers under Social Welfare Department from the academic session

2010.academic session.

Sikkim state has not come across with any major interruption except a few

cases of slightly delay in reaching the food grains during monsoon sessions

because of blockade of roads, however, with a view mitigate such problems

the Heads of Schools are advised to keep buffer stock of food grains during

such period.

2.2. COVERAGE OF CHILDREN OF NCLP SCHOOLS AS PER UPPER PRIMARY NORM.

NCLP SCHOOLS ARE PRIMARY SCHOOLS BUT ELIGIBLE FOR BENEFIT AS PER

UPPER PRIMARY NORM.

There is no NCLP schools in Sikkim.

2.3. FOOD GRAINS MANAGEMENT, INCLUDING ADEQUACY OF ALLOCATION, TIMELY

LIFTING, TRANSPORTATION AND DISTRIBUTION, AND SUITABILITY OF STORAGE

AT DIFFERENT LEVELS. CHALLENGES FACED AND PLAN TO OVERCOME THEM.

As per the directives of the Govt. of India, the payment of cost of food-grains

to Food Corporation of India has been decentralized to the district level

from 2010-11 and complied accordingly. Although, the cost of food-grains

are being borne by the Govt. of India.

With regard to food grains management, after having received the

Release Order from FCI (HQ). The District Collector authorizes an

officer/Incharge Mid-Day-Meal of the district to lift food-grains from the FCI

Godown. The District In-charge shall lift the food grains from FCI Jorethang

and Rangpo (Sikkim). The food grain is lifted and restored to certain

Principal Distribution Centers or Godown earmarked by the Human

Resource Development Department. FCI Jorethang center caters for South

& West districts whereas, Rangpo center caters East & North districts.

From the academic session 2010 the transportation of food grain

have been assigned to private transporter and food grain shall be reached

to all complex organizers without delay.

The district has not prepared any calendar for the lifting of food-

grains from the FCI go-down. Because, the lifting so far is done as and

when the FCI releases Release Order. No any such complaint about the

inadequacy of food-grains at the school level have raise so far. Due to non

availability of suitable storage of balance food-grains at the school at

the end of academic session has become the problem. To overcome

these problems the district authority instructed the school heads to

distribute raw rice to the children to avoid rice to be get rotten.

2.4: SYSTEM OF PAYMENT OF COST OF FOOD-GRAINS TO FCI. STATUS OF PENDING

BILLS OF FCI OF THE PREVIOUS YEAR.

As soon as the central assistance receives from GOI, the state project office,

MDM Cell, HRDD immediately transfers the fund to the respective districts.

But, It may be noted for your kind information that each district have their

own pay and account office and its procedure, as a result payment to FCI

cannot be made in one go by all district, but there is no pending bills of

previous year.

2.5: SYSTEM OF RELEASE OF FUNDS PROVIDED UNDER MDM (CENTRAL AND STATE).

PLEASE INDICATE THE DATES WHEN THE FUND WAS RELEASED TO

DIRECTORATE/STATE AUTHORITY, DISTRICT/BLOCK/GRAM PANCHAYAT AND

FINALLY TO THE COOKING AGENCY/SCHOOL.

Government of India transfers the fund in two installments to the State

Government against the budget provision provided in the Annual Plan.

Separate heads of accounts are maintained for the Central and the State

funds. The MDM Cell, HRDD had decentralized the system to the district to

block level and initiated enbloc sanctioned of funds as per the PAB

approved to facilitate the early payment to districts, Though the obtaining

the enbloc sanction take quite sometime becoz as per the financial

procedure/norms the file have to processed through Planning Deptt,

Finance Deptt and after that to government for cabinet approval. As soon

as the approval and sanctioned accorded the Account Section, HRDD

transferred the funds to the districts as per the PAB approved.

At district level: The District Collector of the respective district is

the Chairman, Joint Director as Vice Chairman, CDPO as member and Dy.

Director as member secretary/nodal officer. Schools heads/SMC submit

their bills in a form of statement which is duly certified by the heads of the

Institution, cooking agencies, area Panchayat and SMCs supported by the

bills of [vegetables, condiments, pulses, dal, gas etc]. On the basis of the

bills submitted by School heads to concern Block Administrative Centres,

the district officials / in-charges concerned shall compile the bills in a

statement certified by the district authority and submit to the MDM

division, HRDD (HQ). The procedure being followed for release is same for

both the central and state fund. Once the cheques are issued they get

disbursed to the SMDC/NGO/SHG/PTA who is the agencies.

2.6: Submission of Information in Mandatory Table [AT-24] 2.7: SYSTEM OF MODE OF PAYMENT OF HONORARIUM TO COOK-CUM-HELPERS AND

IMPLEMENTATION AGENCIES VIZ: NGO/SHG/TRUST/CENTRALIZED KITCHEN SHEDS

ETC. Earlier honorarium to cook-cum-helpers were being paid within the

cooking cost. But from 2010-11 GOI had introduced Rs.1000/- per cook-

cum-helpers with prescribed guidelines. Accordingly, stake holders viz:

NGOs/SHGs/PTA/SMDC had been sensitize to take the responsibility in

providing hot cooked mid-day meal in schools through local papers and

media. And today, almost in all the government schools different stake

holders are working in schools in providing hot cooked mid-day meal. Like

wise, many stake holders of the local area had constructed kitchen cum

store under MDM Scheme.

Bills for honorarium to cook-cum helpers are prepared at schools

duly endorse by the head of the institutions and submit to the respective

Block Administrative Centre [BAC] along with the cooking cost bill for

compilation & scrutiny. Payment to cook-cum-helpers is very simple, as

soon as the fund transfer from the MDM, HQ the district releases the fund

to the schools after the bills passed by the respective Pay & Account Office

and same procedure are being maintain in regard to payment of

construction of kitchen cum store.

2.8: SYSTEM FOR PROCURING COOKING INGREDIENTS ( PULSES, VEGETABLES

INCLUDING LEAFY ONES, SALT, CONDIMENTS, OIL AND FUEL ETC), COMMODITIES,

WHICH ARE CENTRALLY PURCHASED AND SUPPLIED TO SCHOOLS OR LOCALLY

PURCHASED AT SCHOOL LEVEL.

The responsibility of procurement of ingredients viz: pulses, vegetables,

leafy ones, salt condiments, oil and fuel etc along with the engagement of

cook-cum-helpers are given to SMDC. The SMDC procures all cooking

ingredients at their school level in due consultation with the school head. As

such the district transfer the total cooking cost and honorarium to cook-cum

helpers to SMDC or any stake holder been assigned.

No doubt that GOI is enhancing 7.5% of cooking cost every year. The

cost may be excess if the meal is prepared in a centralized kitchen of more

than 800 children. But the schools having less than 100 children cannot

afford to provide the same quality and quantity of nutrition to the children.

As such, it suggested that if there is separate cooking cost for schools having

less than 100 children opting mid-day meal. As of fact there are lots of such

primary schools having low enrolment and located in difficult and remote

area.

2.9: SYSTEM FOR COOKING, SERVING AND SUPERVISING MID DAY MEALS IN THE

SCHOOL AND MEASURES TO PREVENT ANY UNTOWARD HAPPENING.

The School Managing Development Committee (SMDC)/Self Help

Groups/NGO engages a cook (local person- most preferably a women of

financially weak condition or from a backward class). Mid-Day-Meal cooking

and serving is supervised by the members of SMC, Head of the Institutions,

Teachers, Guardians (mother) in turn to check whether the meals are

hygienic, properly cooked or not. The Officers from the respective BAC and

MDM, HQ also visit the schools to monitor the mid-day meal. The cooking

agencies express their inability to provide eggs and fruits on regular basis as

they are very expensive [egg cost Rs.5/-] and cannot be met from the existing

rate of conversion cost. The problems are seen more in the schools having

lesser enrolment.

2.10: PROCEDURE AND STATUS OF CONSTRUCTION OF KITCHEN CUM STORE.

Kitchen shed are constructed from funds released from the centre

under MDM Programme. Fund for kitchen shed for 245 schools amounting to

Rs. 147.00 lakhs has been released during 2006-07 and utilized, Against the

sanctioned amount of Rs. 333.00 lakhs for 555 schools during 2007-08 by

the GOI, 518 kitchen shed had been constructed with the amount of

Rs.310.80 lakh. GCI and the roof truss and its peripherals are being

supplied to schools through SIMFED [Sikkim Marketing Federation Deptt],

Govt. of Sikkim and 50% of the rest amount are made as advance payment

to SMCs to execute the work and the final payment are made on the basis of

the Completion Report by the Head of the institution, Panchayat, Asst.

Director of the concerned BAC (Block Administrative Centre), report is

compulsorily supported by the Photograph and other relevant documents

while submitting the bills. GOI sanctioned Rs.60000/- per unit of kitchen

shed but in the hilly terrain like Sikkim, lands are very slope, ups and down

and it is very difficult to construct kitchen shed. As such, state government

sanctioned Rs.145.04 lakh for 518 kitchen sheds in addition to Rs.333.00

lakh released by the GOI. GOI release Rs.35.40 during 2008-09 for

construction of 59 kitchen cum store @ Rs.60000/- per unit. The

construction work of 96 kitchen cum store is under progress in addition to

provided state share @28000/- per unit.

2.11: PROCEDURE OF PROCUREMENT OF KITCHEN DEVICES FROM (I) FUNDS

RELEASED UNDER THE MID-DAY MEAL PROGRAMME (II) OTHER SOURCES.

Kitchen Devices are being procured from the funds provided under the

MDM programme till date. GOI, sanctioned 22.32 lakh during 2006-07 for

kitchen devices, out of which Rs.21.18 lakhs had been utilized to procure

LPG gas to 447 govt. schools through STCS (State Trading Corporation of

Sikkim), Due to the shortage of LPG gas it took few years to procure the

Gas. In addition to Rs.22.32 lakhs released by the GOI, the state

government have sanctioned Rs.10 lakh for 447 sets of LPG connection

from state budget. During 2009-10, 336 govt. upper primary stage had

been provided utensils through SIMFED [Sikkim Marketing Federation

Deptt], Govt. of Sikkim with the amount of fund of Rs.16.80 lakh provided

by the GOI during the fag end of 2008-09.

2.12: CAPACITY BUILDING AND TRAINING CONDUCTED FOR DIFFERENT CATEGORIES

OF PERSONS INVOLVED IN THE MID DAY MEAL PROGRAMME.

The MDM Cell, HRDD had conducted training and awareness

programme of mid-day meal scheme at the four district during 2010. All the

heads of the institutions and SMDC of had attended the training cum

awareness programme of MDM held at various district level in presence of

district officials, MDM incharge, Assistant Director and Asst. Education

Officers of the Block Administrative Centre BAC. Lots of interaction

between SMDC, Heads of schools. Apart from this Schools heads are being

sensitize by the officers at the BAC level on monthly coordination meeting.

2.13: MANAGEMENT INFORMATION SYSTEM AT SCHOOL, VILLAGE/GRAM PANCHAYAT, BLOCK, DISTRICT AND STATE LEVEL.

All orders, instructions, directives received from the GOI. are forthwith

passed on to Joint Directors of the District Offices who are the district head

for implementation of all Centrally Sponsored Programme of Human

Resource Development Department. This office further communicates to

Complex Organizers to individual school and SMC through Asst. Directors

who are the In-charge of respective Block Administrative Centre. The similar

upward flow of information from the school level follows the similar pattern.

All the information are being received from the single point [Single Window

System] existing in the H.R.D. Deptt.

2.14: SYSTEMS TO ENSURE TRANSPARENCY AND OPENNESS IN ALL ASPECTS OF

PROGRAMME IMPLEMENTATION, INCLUDING INTER ALIA, FOODGRAINS MANAGEMENT,

INGREDIENTS PROCUREMENT, COOKING SERVING, APPOINTMENT OF COOKING

STAFF, CONSTRUCTION OF KITCHEN SHEDS AND PROCUREMENT OF COOKING

DEVICES...

1. IN ISSUE OF FOOD GRAINS:

Food grains are issued as per the PAB approved quota allotted to the

concerned district authority. The quantity is ensured by weighing on the

spot. The school receives their quota as per the enrolment of classes from I-V

@ 100 gms/child/day and 150 gms./child/day for upper primary stage [VI-

VIII]. While delivering the food grains to the schools the supplier shall have to

obtain the seal and signature of the Head of the institution on the Challan in

triplicate issued by the MDM cell, HRDD to ensure the delivery of food

grains, as well as one separate register for food grains and Cash book

Register are issued to every schools by MDM cell to keep the detailed

accounts of food grains and cooking cost.

2. QUALITY OF COOKED MEAL PARTICULARLY ADDITION OF VEGETABLES AND

SUPPLY OF FRUITS, EGGS ETC.

Quality of cooked meal is checked by the school authority. The

concerned teacher, some times the member of PRIs, SMC or a guardian test

the meal and ensure its taste, hygiene and quality. They also check whether

vegetable and other ingredients are added to the meal. Eggs and fruits are

given sometimes as the items cannot be supplied on regular basis due to

expensive and cannot be met from the existing rate of conversion cost.

3. APPOINTMENT OF COOKING STAFF:

Cooks are being appointed by the heads of the institution in consultation

with the SMC member keeping view on priority to women as per the GOI

guidelines.

4. EXPENDITURE OF COOKING AT SMC LEVEL:-

Separate Register of MDM pertaining to actual enrolment, opted MDM

and actual availed mid-day meal is maintained in every school provided by

the MDM cell, HRDD. The schools which implement cooked Mid-Day-Meal

keep vouchers of expenditure on ingredients and condiments for records etc.

The expenditure on cooking cost should be within prescribed/existing rate

per child/day. The circulars are issued for strict compliance to district

implementing in-charges to submit the cooking cost bill within the specified

date i.e. 10th of every next month.

5. CONSTRUCTION OF KITCHEN SHEDS :

The list of kitchen sheds allocated to schools are provided to district

authority and concerned officers of the Block Administrative Centre and Asst.

Directors and Asst. Education Officers at the block level monitor the

construction of kitchen cum store under MDM at the school level proper.

6. PROCUREMENT OF KITCHEN DEVICES :

As above, list of any items earmarked for the schools are being sent

through the district nodal officer and officers posted at block level to ensure

transparency and accountability.

2.15: MEASURES TAKEN TO RECTIFY:

a) INTER-DISTRICT LOW AND UNEVEN UTILIZATION OF FOOD GRAINS AND

COOKING COST.

Food grains are distributed to the schools as per School wise

allocation and schools are directed not to distribute the balanced food

grains during winter vacation so that the same balanced stock can be used

as buffer stock, which helps during the monsoon season, when roads are

blocked due to landslide.

b) INTRA-DISTRICT MISMATCH IN UTILIZATION OF FOOD GRAINS AND COOKING

COST.

Food grains are distributed to the schools as per the allocation, Due

to many primary schools being located at the far flung areas cannot provide

the list of stock of every month due to so many reasons like non availability

of vehicles to office in time, some time due to blockade of roads during

monsoon. They even do not submit their monthly MDM bills to

district/Block at the specified time as a result mismatch of food-grain and

cooking cost arise as well as delay in payment. The balance of foodgrains

available in the schools are some time distributed to the students during

winter vacation of avoid rotten also keeps balance foodgrains as buffer

stock to provide uninterrupted cooked mid-day meal even foodgrains do not

reach schools in time due to certain reason. The strict instructions were

circulated to district authorities to disseminate the same information to

schools HM / SMCs to keep the buffer stock of rice and avoid misuse.

c) DELAY IN DELIVERING COOKING COST AT SCHOOL LEVEL.

State Project Office, MDM Cell, HRDD had obtaining enbloc sanction

of the whole project amount at one time and try to transfer the funds to

district as soon as districts submit their requisition of fund and also

decentralized the payment from block to school level.

Despite early action from the SPO, MDM, delay in payment has

become bottleneck of the scheme, because, the procedure at the respective

districts Pay & Account Office is so lengthy to pass the bills in time.

2.16: DETAILS OF EVALUATION STUDIES CONDUCTED AND SUMMARY OF ITS

FINDINGS.

The state of Sikkim, MDM Cell has been putting relentless effort to

implement MDM with utmost satisfaction of the government. Accordingly,

the state level committees have been constituted for detail evaluation and

study of implementation. The State Level Steering cum Monitoring

Committee was held on Nov, 2010 under the chairmanship of Shri. T.T.

Dorji, IAS, Chief Secretary, Govt. of Sikkim with many heads of the

department including Area Manager of FCI, Gangtok. The findings of the

said committees are being recorded and accordingly the short- comings are

noted for corrective measures in the subsequent years. Nevertheless, the

state of Sikkim has not so far come across with major difficulties and

failures in implementing MDM, there are some negligible weaknesses which

are seriously taken care of by the concerned cell for smooth

implementation.

2.17: BRIEF WRITE UP ON BEST PRACTICES FOLLOWED IN THE STATE.

Our state being declared organic state. Every School going child is

served with fresh and locally available organic vegetables like potatoes,

black dal, cabbage, green saag, cauliflower, Brocauli, reddish, carrot,

beans, peas in Mid-Day Meal Programme from where adequate nutrients

and proteins are expected for the children. This would enable to realize the

dreams and expectations of the GOI through implementing the Scheme of

MDM. Besides that 81 Monastic Schools and 12 Sanskrit Pathshalas are

being covered under MDM Programme and also facilitated with utensils and

kitchen sheds. Children of every community caste, creed, gender would mix

up, sit together and enjoy MDM, there is no distinction of any class/ creed.

2.18: INSTANCES OF UNHYGIENIC FOOD SERVED, CHILDREN FALLING ILL, SUB-

STANDARD SUPPLIES, DIVERSION/MISUSE OF RESOURCES, SOCIAL DISCRIMINATION

AND SAFETY MEASURES ADOPTED TO AVOID RECURRENCE OF SUCH INCIDENTS.

The State Level Executive Committee, MDM cell has been time and

again issuing specific instructions to all heads of institutions for ensuring

hygienic and quality food. The school heads are well acquainted with the

Guidelines issued by the Govt. of India and State as well, which has been a

distinct yardstick to control instances of unhygienic food. Accordingly, the

school heads and members of SMCs have been implementing the cooked

meal without any complaints till date. No such cases of unhygienic and

unfavorable report have been received so far in the case of Sikkim.

2.19: EXTENT OF INVOLVEMENT OF NGOS AND CIVIC BODY ORGANIZATIONS

(CBOS) / PRIS IN THE IMPLEMENTATION AND MONITORING OF THE SCHEME.

Public awareness and involvement of NGOs, SHGs and Civil Body

Organization and PRI are regularly publicized through local media and

leading papers to come forward in case of any complaint and grievances.

The involvement of said NGOS/Civil Organisation/PRIs so far is praise

worthy and commendable.

2.20: STATUS OF SCHOOL HEALTH PROGRAMME WITH SPECIAL FOCUS ON

PROVISION OF MICRONUTRIENTS, VITAMIN-A, DE-WORMING MEDICINE, IRON AND

FOLIC ACID, ZINC, DISTRIBUTION OF SPECTACLES TO CHILDREN WITH REFRACTIVE

ERROR AND RECORDING OF HEIGHT, WEIGHT ETC.

To ensure special focus on provision of micronutrients, vitamins A,

De-worming medicines, iron and folic acid etc. the nutrition cell of Health

and Family Welfare Deptt. And Food and Nutrition Deptt of govt. of Sikkim

are annually consulted and their expertise is utilized for educating the

stake holders of schools. The importance of nutrition and the impact

thereof is usually informed to all field officials and personnel engaged in the

implementation of MDM in the Schools.

The MDM Cell, HRDD had constituted State Level Steering cum

Monitoring Committee and District Level Monitoring Committee and hold

the meeting thereof during the year at both state and the district level. The

MDM Cell, HRDD is ahead to strengthen the monitoring of MDM by

constitution of MDM Monitoring Committee at Block and Cluster Level and

establishment of MIS cell in convergence with SSA (BRCs) at the block level.

2.22: STEPS TAKEN TO STRENGTHEN THE MONITORING MECHANISM IN THE BLOCK,

DISTRICT AND STATE LEVEL AND STATUS OF CONSTITUTION OF SMCS AT THESE

LEVELS. STATUS OF FORMATION ON STANDING MANAGEMENT COMMITTEE AT

VILLAGE/SCHOOL./COOKING AGENCY LEVEL IN THE LIGHT OF RIGHT TO EDUCATION

ACT, 2009.

As per the GOI Guidelines, State Level Monitoring Committee and

District Level Committee were formed and notified. Each one of the

committee are provided with the copy of GOI, Guidelines of MDM and Hand

Book of MDM developed by the MDM Division, HRDD to ensure

transparency, responsibility and importance of MDM Scheme in the state.

To ensure awareness among common public and all stake holders

publicity campaign is held in various places of district, sub-division and

Secondly, for effective, community participation all stake holder like

SMC/VEC/PTA/SHG/NGO are regularly informed about the importance of

nutrition and cooked mid-day meal for school going children. Written

instruction/Circulars are also being issued to all concerned stake holder.

There are 23 Block Administrative Centre in our state wherein one

Assistant Director and Asst. Education Officer along with the staff are

deputed from HRDD to every BAC to monitor the MDM scheme in their

respective block centers. The officers at the block level visit schools twice or

thrice in a month to ensure effective functioning of the schools activities.

2.24: FEEDBACK/COMMENTS IN RESPECT OF REPORT OF MONITORING

INSTITUTIONS DESIGNATED FOR YOUR STATE/UT TO MONITOR IMPLEMENTATION OF

MDM AND ACTION TAKEN THEREON.

The external monitoring institutions designated for our state are

beneficial and advantages in various aspects. Firstly, such institutions keep

the state level implementing agencies alert and vigilant and on top of this

the outside monitoring institutions give better input for smooth functioning

of the scheme. Therefore, the state level MDM Cell indeed welcomes such

provisions of external monitoring institutions for effective implementation of

the schemes.

2.25: GRIEVANCE REDRESSAL MECHANISM IF ANY, USED BY THE STATE:

The Grievance Redressal Committee had been constituted in the four

district vide Notification No . 244/MDM/HRDD, dt: 29.1.2011and also

introduced the email id: [email protected] that any complaints

and suggestion in regard to mid-day meal in Sikkim can be sent.

2.27: OVERALL ASSESSMENT OF THE MANNER IN WHICH IMPLEMENTATION OF THE

PROGRAMME IS CONTRIBUTING TO THE PROGRAMME OBJECTIVES AND AN ANALYSIS

OF STRENGTHS AND WEAKNESSES OF THE PROGRAMME IMPLEMENTATION.

The objective behind the launching MDM Scheme was to enroll 100%

school going children, retention and ensuring nutrition to all socio-

economically under-privileged elementary school children. In the context of

Sikkim, the contribution of scheme has been a quite commendable as the

schools have been able to enroll cent percent school children in the primary

level. This has also ensured to mitigate hunger, retention and regular

attendance in elementary level in comparison to previous year when the

MDM scheme was not implemented.
