MID-DAY MEAL SCHEME
**************
Minutesof the Programme Approval Board for Mid-Day Meal (PAB-MDM) meeting held
on 7th
February, 2014 to consider the Annual Work Plan & Budget-2014-15 of Goa.
The meeting of the Programme Approval Board for Mid-Day Meal Scheme was held in
New Delhi on 7thFebruary, 2014 under the Chairmanship of Shri Rajarshi Bhattacharya,
Secretary, Department of School Education and Literacy (SE&L), Government of India. The
agenda before the PAB-MDM was:
a) to review the status and progress of the implementation of Mid-Day Meal (MDM)
Scheme for the State of Goa
b) to consider the Annual Work Plan and Budget (AWP&B) 2014-15 proposal of Goa for
MDM Scheme.
2. Secretary (SE&L), Government of India welcomed the members of PAB-MDM and
other participants. The list of participants of the meeting is enclosed at Annexure-I. The
representatives of the State Government were asked to highlight the achievements in the
implementation of the scheme during 2013-14, best practices followed in the State, problems
faced, constraints if any, in the implementation of the programme and their proposals for 2014-
15.
3. Shri D.P. Dwivedi, Secretary, Education, State Government of Goa briefed the PAB
members on the highlights of the scheme and made a presentation on the performance of Mid
Day Meal Scheme in the State and the initiatives taken by the State Government to improve its
effectiveness. He informed that the cook-cum-helpers have been trained for better
implementation of the scheme in the State. Shri Gaya Prasad, Director(MDM), Government of
India presented an analysis of the performance of the State in the implementation of Mid Day
Meal Scheme during the first three quarters of the year 2013-14 i.e. April to December, 2013.

4. The highlights of the discussion and approval are as under:-
a) Issues
The State representative stated that following are the main issues under Mid Day Meal
Scheme:
i) Only one SSMC Meeting held.
ii) Nil MME Utilisation.
iii) Meal served by SHG was not served hot in all the 34 sample schools visited by
the Monitoring Institution.
iv) The children were given fixed one pao which is not as per the quantity of the
meal to be served under MDM in the schools as per the grains allotted per child.
b) Best Practices
The State representative stated that the following best practices are being followed in
the State for effective implementation of the scheme:-
i) Involvement of women Self Help Groups. Increase in number of Self Help
Groups from 81 to 127 during 2013-14.
ii) Lesser involvement of teachers in Mid Day Meal scheme.
iii) Training of cook-cum-helpers.
iv) Fire Extinguishers are provided to schools.
v) Display of phone number of Primary Health Centre, Fire Services, Police Station,
A.D.E.I., Director of Education and Zonal Office in every school.
c) Difficulties reported by State
i) Quality and Quantity of MDM served
Additional Secretary (EE.I), Govt. of India stated that the Monitoring Institute has
reported that meal served under the menu ‘Paobhaji’ was inadequate as only one pao
was served to the children. At the same time meal was not served hot in all the 34
visited schools. Secretary, Govt. of Goa informed that a committee has been formed
for revision of the menu and this problem of less serving of meal will be resolved.
Secretary (SE&L) observed that Roti/puri can be served in the MDM and also advised
the State officials to add more vegetables in the menu. Secretary, Government of Goa
assured to improve the quality & quantity of the meals and also to involve home
science colleges in the committee for revision of menu. Director (MDM) informed that

the State Govt. has also assured for revision of menu in the PAB meeting of 2013-14.
AS (EE.I) advised the State officials for speedy action on this issue and submit the
action taken note to this department.
Secretary (SE&L) enquired why hot meals are not served in schools and what is the
role of the School Management Committees in the implementation of MDM. The State
representative informed that SMCs are not involved in the implementation of MDM
and meal is served by the Self Help Groups from their centralised kitchens. Secretary
(SE&L) advised the State officials to involve SMCs in the implementation of MDM and
explore the feasibility of serving MDM through school based kitchens instead of
Centralised kitchens.
ii) Utilization of MME
The State of Goa is among the smaller States/UTs, for which MME grants are
released @ of Rs. 30 lakh per district. The State has not at all utilized the MME grant,
out of the allocated Rs. 60 Lakh in 2013-14. AS (EE.I) expressed serious concern
over non utilisation of MME funds. Secretary, Govt. of Goa informed that the State
finance department did not release the MME funds and thus there was no utilization.
He assured PAB for proper utilization of MME funds. Director (MDM) observed that
the State had made the same commitment during the PAB meeting of 2013-14, but
the MME funds could not be utilized during 2013-14 and the same trend has repeated
this year also. Secretary (SE&L) advised the State officials to look into the matter in
detail and utilize MME funds as per the MDM Guidelines.
iii) Mismatch in data of Annual Work Plan & Budget and MDM-MIS
Although the State had made 100% Annual and Monthly data entries in the MDM-MIS
Portal, there are variations in the information submitted by the State Government
through Annual Work Plan & Budget-2014-15 and the information in the MDM-MIS.
The State was advised to look into the mismatch in the information in the AWP&B-
2014-15 and MDM-MIS and reconcile the data within a month and enter correct data
into the portal. Secretary, Government of Goa assured to do the needful.

5. Strategies to carry out the scheme effectively
i) Adoption of Green Channel Scheme
The Secretary, Department of School Education & Literacy, Government of India
advised the State to adopt the “Green Channel Scheme” during 2014-15. This would
enable the State to provide funds to the cooking agencies in advance through e-transfer
directly to cooking agencies.
ii) Payment of honorarium to cooks through e-transfer
The State Government was requested to open the bank account for each cook-cum-
helper and make the payment of honorarium to their bank account through e-transfer.
iii) Payment of cost of foodgrains to FCI through e-transfer
The payment of cost of foodgrains to FCI has to be made by the State Government
within 20 days after receipt of the bills from FCI. The payment should be made within
the stipulated time through RTGS/e-transfer to FCI without fail. The State Government
assured to make the payment directly to FCI account as per the guidelines of the
Scheme.
iv) Training of Cook-cum-helpers
Additional Secretary (EE.I) informed that on the request of this Department some
reputed hotels such as ITDC Hotels, Institute of Hotel Management, Food & Nutrition
Department of the Agriculture Universities, Food & Nutrition Board Unit of Ministry of
Women and Child Development imparted training to the cook-cum-helpers during 2013-
14. Secretary, Govt. of Goa informed that training has been imparted to one batch of 30
cook-cum-helpers by the Institute of Hotel Management, Goa.
v) Tasting of meals by Teachers and Community members
Additional Secretary (EE.I) informed that meals have to be tasted by the teachers,
community members etc. before serving it to the children. The States are requested to
ensure that meals are tasted regularly on daily basis by the teachers, community

members on rotational basis. Secretary, Govt. of Goa informed that the food supplied
by the Self Help Groups is checked and tasted before serving, by the head of the
school/teacher and a member of the PTA. On a daily basis the Adult Education
Supervisors visit 5 schools and also check the taste and quality of the food.
vi) Constitution of State Review Mission
The setting up of State Review Mission on the lines of Joint Review Mission at State
level by the State Government is one of the important recommendations of the report of
the Joint Review Missions. Additional Secretary (EE.I) suggested that the State
Government may constitute State Review Mission similar to the Joint Review Mission of
the Government of India for monitoring the performance of the scheme in the poorly
performing districts and taking corrective action on the recommendations of the State
Review Mission. The reports of the State Review Mission and action taken note on the
recommendations must be shared with the Central Government.
vii) Convening of District Vigilance and Monitoring Committee meeting in each
quarter
The District Vigilance and Monitoring Committee meeting must be convened under the
chairpersonship of senior most MP of the district on regular basis as per the guidelines.
The State representative informed that the District vigilance and monitoring committee
has been constituted and two meetings of the committee already held. He further
informed that the issues related to MDM were discussed in the meetings.
viii) Involvement of SCERTs, DIETs and BIETs in monitoring of the Scheme.
The services of the Government Institutes available locally in the State viz. State
Council of Education Research & Training, District Institute of Education & Training and
Block Institute of Education & Training may be utilized for monitoring and carrying out
the research studies for the Mid Day Meal Scheme. The funds available under MME
component may be utilized for the same. The Secretary, Department of Education, Goa
assured to do the needful.

6. Analysis of the performance
The overall analysis of the performance of scheme during first three quarters has been
done. The score card based on performance of the indicators of the scheme is as
under:-
The above score card indicates that no utilization of MME funds, less utilization of funds
under honorarium to cooks and few more components. Secretary (SE&L) requested the
State Government to take corrective measures on the poorly performing indicators for
improving the performance of the scheme.
7. PAB-MDM approval for the year 2014-15
Based on the achievement during 2013-14, the PAB-MDM 2014-15 approved the

* During 2013-14, 3252 cook-cum-helpers were approved but only 2067 cook-cum-helpers have been engaged. As per the request of State Government to reduce number of cook-cum-helper from 3252 to 2777, the PAB-MDM 2014-15 approved reduction of 475 cook-cum-helpers. Thus, the approved number of cook-cum-helpers for 2014-15 is 2777.
8. Submission of proposals for additional requirement of funds for covering
children over and above PAB-MDM approval for 2014-15
It was clarified that the above quantification is only an estimate for release of Central
Assistance during 2014-15 under MDM Scheme. The MDMS provides that every child
attending the eligible institution, is to be covered under the Scheme and shall be served mid
day meal on all school days. In case the State Govt. finds that the average number of children
availing mid day meal and the working days are more than the above approved numbers, they
may approach the GOI at any time with justification for additional Central Assistance. The
State is also requested to clarify it to all the field functionaries in the State, so as to enable all
the eligible institutions to ensure that every child attending the eligible school must be fed on

all school working days irrespective of the above approvals. They should submit their proposal
for enhancing the resources, for MDMS if needed, to their higher authority for onward
transmission to Ministry of HRD.
9. Any other proposals
The additional proposals for drought affected districts, if any, construction of Kitchen-cum-
Store, procurement of Kitchen devices,additional funds for LPG cylinders, etc. should also be
submitted to Ministry of HRD with full justification for grant of Central Assistance as per
guidelines.
10. Admissible Allocation of resources
The Central Assistance for Government of Goa for Financial Year 2014-15 has been worked
out on the basis of number of children & number of working days approved by the PAB-MDM
and as per the existing norms for the financial year 2013-14. The quantification of Central
Assistance is given at Annexure-II.
