1 INTRODUCTION 1.1 Background

Within the next five years, the TTC will need a new bus garage to accommodate its growing ridership and expanding bus fleet. The facility being proposed at Kennedy Road and McNicoll Avenue in Scarborough will store and maintain TTC’s new articulated buses along with some of the current fleet. The proposed site was purchased approximately 10 years ago for use as a transit facility. The site is zoned by the City of Toronto as “Heavy Industrial”- a zoning which allows for the construction of a bus maintenance and storage facility. The following report summarizes the second preliminary consultation, which was held with the community to answer questions and identify concerns, prior to the Transit Project Assessment (TPA) study. The TPA will identify potential community impacts resulting from the project as well as mitigation measures where required. The public will be able to view the full report on-line. A hard copy will also be available at a public facility in the community. Construction is expected to begin in 2016 and be completed by 2019.

1.2 Consultation Process On May 14, 2014, the TTC held its second Public Open House for the construction of the new McNicoll Bus Garage. The event was widely advertised through distribution of flyers in English and Chinese. Details of this distribution are included in section 1.4 of this report. Local elected officials were informed of the meeting and encouraged to promote the event through their own networks. Additional meetings with local stakeholders and adjacent property owners were held following the Open House. This provided an opportunity for the project team to identify and address property-specific concerns. TTC presented panels showing the preliminary plans for the facility (see Appendix 3), including details on location, layout, operations and schedule. Comments and suggestions collected through evening have been channeled through the Senior Community Liaison Officer (CLO) to the project team for review and action. Comments that relate to community or environmental impacts have been documented in this report and will also be included in the, more formal, Environmental Project Report (EPR). A Senior Community Liaison Officer has been assigned to this project and will be the single point of contact for the community. This will ensure a timely response to queries related to this project.

1.3 First Nations Consultation As with the first public open house, TTC extended an invitation to First Nations identified by the Ministry of Aboriginal Affair and Indian and Native Affairs Canada, as potentially interested in projects within Toronto.

1.4 Event Details- Public Open House Venue: Kennedy Public School 20 Elmfield Ave Date: May 14, 2014 Time: 6:30 pm - 8:30 pm Attendees: 55

The event was promoted as follows:

• Over 3300 invitations/notices distributed via Canada Post to an area bound by

Passmore Ave, Midland Ave, Finch Ave E and Morebank Ave. • Consultation Notice posted on the TTC project website - projects.ttc.ca • Chinese and English Event Notices were prepared and sent to key stakeholders in

the community, including Scarborough Community Baptist Church for distribution to its congregation, Mon Sheong Foundation for the Long Term Care Facility, Mon Sheong Condominium Complex (adjacent to project site) and the Bamburgh Gate Condominium.

• Notice was sent via e-mail blast and regular mail to all those on the project list. This includes individuals who attended previous meetings or have asked to be kept abreast of the project.

• Paid advertising in the Scarborough Mirror –May 8, 2014

2 SUMMARY OF QUESTIONS AND COMMENTS The following is a high-level summary of the discussion and feedback from the meeting. Comments were recorded by TTC staff and the project team who were available throughout the evening to answer questions from participants.

2.1 Selection of Site

• Participants asked if TTC could rezone the site to residential to better reflect the

surrounding area. • Can the site be relocated further east, closer to Markham and away from the

residential area - TTC confirmed that the site is properly zoned “Heavy Industrial” which permits

the use of a transit facility. It is appropriately sized, and situated in an area serviced by buses. These strategic location helps reduce deadhead time which will result in cost savings that can be channeled back into improving service, including north east Scarborough.

- City Planning staff advised that Mon Sheong management was fully informed of the zoning in this area prior to construction of their facility and that the “heavy-industrial” zoning should not come as a surprise.

• Would the upcoming election affect plans for this site ? TTC staff take direction from its Board which includes members of Council.

2.2 Communication and Consultation • Event Notices were made available to adjacent stakeholders in English and Chinese

(Mon Sheong and Scarborough Community Baptist Church) for their use and distribution.

• Public Meeting signs were placed outside and inside the event venue, displaying which room the open house was taking place.

• A Mandarin and Cantonese speaking interpreter was available throughout the evening. Attendees appreciated TTC’s efforts to reach out to non-English speaking residents.

• A map of the facility and study area, was included on the Event Notice. • Attendees signed in and provided contact information and how they would like to

receive future correspondence (email or regular mail). • Participants were also asked for permission to share their contact information with

the local councillor. • The event was structured as an open house however throughout the meeting, TTC

staff and City Planning staff were on hand to respond to questions related to the facility and zoning.

2.3 Impacts to Community

Residents raised concerns about: • Increased emissions from diesel buses • Added traffic, aggravating an already congested intersection at Kennedy and

McNicoll, particularly during rush hour and on weekends • Seniors at Mon Sheong who may be disrupted by noise during early morning and

late evening bus traffic • The number of seniors in the area and their safety given the increased bus activity • Repair and maintenance work should be contained inside the buildings and only

take place during the day. • The garage will hinder the employment growth in this part of the city. The

potential to partner with and accommodate the overspill of Markham’s success would be hindered by the garage and its 250 buses.

2.4 Design

Q: Any plans for bicycle lanes on Redlea Ave? A: TTC is unaware of plans of bike lanes. Q: Are there any plans to incorporate traffic lanes on Redlea Ave.? A: TTC is working closely with the City of Toronto and sharing the results of the

Traffic Impact Study.

Q: Will there be a Milliken GO Station connection? A: TTC is not aware of a future Go Station at this location. Q: Will there be a cross walk or light signal on Redlea Ave. A: This will be determined by the City. They will not be able to investigate

pedestrian movement in this area before Redlea Avenue is fully operational. Only when warranted, will City Council approve a new crossing.

2.5 Operations

Q: Will the facility include employee parking? A: Yes approximately 400 spots are planned, however this is subject to change as

the design advances. Q: Will there be a new traffic count after the Redlea built? A: Traffic counts are undertaken by the City of Toronto Transportation Division on

an as-required basis. Should there be a need for a study, one will be undertaken. Q: Will there be any hazardous materials transported on the CN/G0 line? A: This line is currently used a passenger rail line for GO Transit. TTC is unaware of

CN`s future plans to use it for freight transportation.

2.6 Additional Comments

• One resident commented that the facility does not comply with the Ontario Places to Grow Act nor the City of Toronto’s Offical Plan which encourages intensification…adjacent to rapid transit stations.

• Reduce the engine noise by properly maintaining engines • TTC should provide a 3D model of the building at the next meeting. • Employee traffic should be included in traffic volume graph • Provide a landscape plan when at next meeting

3 NEXT STEPS

TTC will incorporate comments received at the meeting into their preliminary planning and future, Environmental Project Report. Comments will be reviewed and addressed by the project team.
