MCEA conducts a thorough and comprehensive screening process before making its candidate recommendations.

The process begins with public advertisements of our screening process to notify potential candidates. This year ads were placed in the Gazette and the announcement was publicized through social media. All incumbents, all candidates who had filed for office and all candidates who request to be considered are sent detailed questionnaires about their views on public education, their experience and their priorities. All the candidate responses to our questionnaire are posted publicly on the MCEA website (see below).

More than a dozen member volunteers serve on MCEA's Political Action and Legislative Support Committee (PALS) and lead the review and recommendation process. Teams of teachers conduct structured interviews

with candidates. The Committee reviews the voting record of incumbents. They put in untold hours reviewing questionnaires, conducting interviews, and deciding upon recommendations.

It takes a 58% vote of the Committee to recommend a candidate to the MCEA Board of Directors. The Board reviews the Committee's work, and then makes recommendations to the Representative Assembly.

More than 120 building reps from schools throughout the county regularly participate in the Rep Assembly. The RA discusses and debates the candidate recommendations. As with the PALS Committee and the Board of Directors, it takes a 58% vote of the Representative Assembly to affirm a candidate recommendation.

The Rep Assembly has the final say over which candidates receive MCEA's support.

Board of Education At-Large Shebra EvansShebra Evans is a professional financial analyst who would bring valuable skills to the Board’s work on the MCPS budget. She has already served on the Superintendent’s Budget Advisory Committee. A former Vice-President of MCCPTA, Shebra also served as the Wheaton Cluster Coordinator and PTA President at Harmony Hills ES. As a facilitator of the MCPS African American Student Achievement Group, Shebra has been engaged in working to close the achievement gap. Shebra is also recommended by SEIU Local 500, CASA in Action, the Coalition of Asian Pacific American Democrats, the African-American Democratic Club and by outgoing Board member Shirley Brandman and several other incumbent Board members. www.shebraevans.com

Board of Education District 1 Judy DoccaJudy Docca is a retired principal, completing her second term on the Board of Education. She began her career as a foreign language teacher, later led the MCPS Department of Human Relations, and ultimately served as principal of Argyle Middle School. She was a volunteer with the MC Alliance of Black School Educators, the Hispanic and Asian-American Employee Associations, and served as Education Chairperson and Vice President of the NAACP. She is a graduate of Leadership Montgomery, and serves as chair of the Black and Hispanic Caucus of the Maryland Association of Boards of Education.

Board of Education District 3 Patricia O’NeillPat O’Neill is completing her fourth term as a school board member. She is the current Vice-President of the Board and has served numerous times as President. During the recent recession Pat showed particularly strong leadership in working to minimize cuts to the school system’s budget and avoid furloughs. She has a long history of service as a PTA leader in the Walt Whitman cluster, and graduated from Walter Johnson High School in Bethesda. She is currently chair of the Board’s Policy Management Committee and is an active member of the American Association of University Women. www.patoneill.org

Board of Education District 5 Michael DursoMichael Durso is completing his first full term on the Board. He is currently an Adjunct Professor at McDaniel College, following a 40 year career in public education. Mike served as principal of Springbrook High School for 13 years. He understands the work that goes on in schools and classrooms, and brings that important perspective to the Board’s discussions. Mike currently serves as Chair of the Board’s Fiscal Management Committee.

Only one Board of Education race is on the ballot in the primary. The two top vote getters will go on

to the general election in November. The Board of Education is a non-partisan race, and all voters

(Democratic, Republican and Independent) can vote for Board of Education candidates in the primary:

County Executive Ike LeggettIke Leggett has served for eight years as county executive, shepherding the county through very difficult economic times. Previously Ike served for 16 years on the County Council, and was elected Council President three times by his colleagues. Throughout his career – and especially during the recent severe recession – Ike has made it a priority to protect the schools and other county services that support our children. Ike has also served as Chair of the Montgomery County Human Relations Commission, as a law school professor at Howard University, and as a Captain in the U.S. Army. www.ikeleggett.org

County Council District 5 No Recommendation

County Council District 3 Ryan SpiegelRyan Spiegel is a member of the Gaithersburg City Council and has been active on the Council’s Education Committee. In Gaithersburg, he has helped expand afterschool programs and youth centers. Ryan first ran for office in Gaithersburg to help ensure that his city remained a welcoming and tolerant community for an increasingly diverse and international population. He has been a model for the kind of inclusive leadership our entire county needs, as we move forward to build on the strengths that our diversity offers. www.ryanspiegel.com

County Council District 4 Nancy NavarroNancy Navarro has been a member of the Council since winning a special election in 2009. With MCEA’s support, she served on the Board of Education from 2004 to 2009, where she was twice elected as President by her colleagues. She was a co-founder of Centro Familia, a nonprofit community-based organization in Silver Spring whose mission is to assist the economic and educational development of Latino and other immigrant communities. Nancy has also served as co-president of the White Oak Middle School PTSA and co-chair of the Long Branch Revitalization Task Force. She was an active bilingual classroom parent volunteer at Rock Creek Forest Elementary School. www.nancynavarro.org

County Council At-Large Marc Elrich, Hans RiemerMarc Elrich is completing his second term on the Council. He previously worked as a teacher at Rolling Terrace Elementary School and was an active MCEA Representative. Marc has served as a member of the Takoma Park City Council. He has also served on the Silver Spring Redevelopment Citizens Advisory Board and the County’s Transportation Policy Review Task Force. As a former teacher, he has a first-hand appreciation for the needs of both educators and students. Marc was the lead sponsor of the recent successful effort to increase the minimum wage in Montgomery County. www.marcelrich.com

Hans Riemer is completing his first term on the Council. Previously he worked as a senior advisor at AARP, as National Political Director of the Rock the Vote campaign, and National Youth Vote Director for Barack Obama’s 2008 campaign. Hans has been a member of both the Silver Spring Advisory Board Neighborhoods Committee and the Long Branch Advisory Committee. He also served as Vice President of Montgomery County’s Action Committee for Transit. www.hansriemer.com

County Council District 1 Roger BerlinerRoger Berliner is completing his third term on the Council, following upon his prior experience as an energy lawyer, as a Legislative Director for U.S. Senator Howard Metzenbaum and as a Policy Analyst for Congressman Henry Waxman. Roger is known for his pro-environmental advocacy, and demonstrates his commitment to helping our schools be successful. www.rogerberliner.com

County Council District 2 Craig RiceCraig Rice is completing his second term on the Council after having served as a State Delegate representing the 15th Legislative District. This year he served as President of the Council and is most responsible for crafting a budget plan that fully funds the Board of Education’s request for next year. Craig has worked hard to improve the relationship between the County Council and the MCPS community. www.craigrice.org

District 14 Senate Karen MontgomeryKaren Montgomery was a public school teacher for over twenty years, teaching regular and special education, in addition to teaching at George Washington University. She has raised three children in public schools.  During her first term in the state legislature, Karen was an early and strong supporter of the improved pension system for teachers as well as an advocate of public schools. Karen has fought against efforts to divert public money to fund tuition for private schools. She is particularly committed to ensuring that schools have the construction funding they need. www.karensmontgomery.org

District 14 House Anne Kaiser, Eric Luedtke, Craig ZuckerAnne Kaiser is a member of the Ways and Means Committee Education Subcommittee where she was the lead sponsor in the state’s effort to fix the Maintenance of Effort law in 2012. She also chairs the Montgomery County House Delegation in Annapolis. She has served as a Legislative Assistant on Capitol Hill, a Teaching Assistant in the Education Department of the University of Michigan, and a Policy Analyst for the Department of Education. www.annekaiser.com

Eric Luedtke is a teacher at Loiederman Middle School, has served as a member of MCEA’s Board of Directors and is completing his first term in the House of Delegates. He has been active in his community as a leader of the Sierra Club in Montgomery County as well as a member of the East County Citizens Advisory Board. He is also an MCPS alum, having graduated from Wootton High School. He knows our school system inside and out and brings the perspective of a public school teacher to the House of Delegates in Annapolis. www.ericformaryland.com

Craig Zucker works on staff for Maryland Comptroller Peter Franchot. He also previously worked as Director of Maryland Home Care for the Service Employees International Union (SEIU). District 15 Senate Brian FeldmanBrian Feldman is running to serve in the Senate seat he was appointed to after the resignation of Rob Garagiola. He is both an attorney and CPA and the father of two children in MCPS. Brian co-sponsored the 2006 legislation to improve teacher pensions, and has opposed the use of public funds for private schools. During his three terms in the House of Delegates, Brian developed a reputation as a substantive legislator. www.brianjfeldman.com

District 15 House Kathleen Dumais, Aruna Miller, Bennett RushkoffKathleen Dumais is a former high school teacher, the daughter of a former MCPS principal, and the sister of an MCPS third grade teacher. Kathleen understands the importance of reducing class size, improving school facilities, retaining quality teachers and principals, and other issues related to maintaining excellence in our schools. A graduate of the University of Maryland School of Law, she specializes in family law with a firm in Bethesda. Washingtonian magazine has named her one of the top 50 lawyers in her field, and she was the recipient of the Legislative Award from the Maryland Network Against Domestic Violence. www.kathleendumais.com

Aruna Miller is completing her first term, and is a transportation engineer. She is a member of the House Ways and Means Committee, where she serves as a member of the important Education Subcommittee. Aruna also serves on the board of the MCPS Educational Foundation, where she helps raise scholarship funding for students. She is a graduate of Leadership Montgomery and serves on the Board of the Black Rock Center for the Arts. Aruna has three children in MCPS. www.arunamiller.com

Bennett Rushkoff has spent his career enforcing federal, state and local laws that protect consumers from fraud. He has fought to preserve competition in the marketplace, expose public corruption and to safeguard nonprofit funds. He currently leads the Public Advocacy Section in the DC Office of the Attorney General where he has directed successful prosecution of numerous companies for fraud, deceptive practices and failure to pay sales tax. Prior to this Bennett worked as a Special Assistant to the Maryland Attorney General. Bennett’s top campaign issues are education, health care and the environment.  He and his wife have lived in Montgomery County since 1997 and their two children attend MCPS. www.bennettrushkoff.com

District 16 Senate Susan LeeSusan Lee is an MCPS graduate and has served three terms in the House of Delegates. She strongly supported full funding of the Thornton education funding plan, teachers’ pensions, school construction and other bills to improve our schools. She has also sponsored and helped pass legislation to fight child and senior abuse, domestic violence and to protect victims of sexual assault and violent crimes. In recognition of her outstanding service to the community, Susan has received the Progressive Leader Award from Progressive Maryland as well as the Out for Justice Award from Equality Maryland. www.susanleeforsenate.com

District 16 House Bill Frick, Ariana Kelly, Hrant Jamgochian Bill Frick was appointed to the House of Delegates in 2007. He earned the respect of his colleagues and communicated frequently with MCEA. He has a strong pro-schools voting record and has made school construction funding a priority. Bill is also an MCPS alum, having graduated from Bethesda-Chevy Chase High School. www.billfrick.com

Ariana Kelly is finishing her first term, and previously served as Executive Director of NARAL Pro-Choice Maryland. She has a long track record of working on behalf of Maryland families, recently focusing on consumer protection. She is committed to advocating for needed education funding in Annapolis. Hrant Jamgochian has spent his career working to improve patient access to high quality healthcare.  Currently he is the Executive Director of Dialysis Patient Citizens. He has served as a policy advocate for the American Psychological Assn. and the American Pharmacists Assn. Hrant is on the Board of Nourish Now, working to address food insecurity in Montgomery County and serves on the Advisory Council for So What Else Can We Do to help reach at risk youth. He has been active in the Armenian Assembly of America and previously served on the Executive Committee for the Montgomery County Sierra Club. District 17 Senate No Recommendation

District 17 House Kumar Barve, Jim Gilchrist, Andrew Platt Kumar Barve was first elected in 1990 and serves as Majority Leader of the Maryland House of Delegates.  Kumar has been a leader in improving health insurance regulation. He was the prime sponsor of Maryland’s law that allows HMO patients to use physicians outside of their HMO network.  He is the first person of Indian origin to serve as a state legislator in United States history. www.kumarbarve.com

Jim Gilchrist is completing his second term in the House of Delegates. He served several years on the Joint Committee on Children, Youth, and Families and has been a reliable pro-public education supporter. He has served as Chair of the Alliance of Rockville Neighborhood Associations, and previously worked as a community development officer and a policy analyst. Andrew Platt is a proud graduate of Quince Orchard High School and is the first in his family to graduate from college.  He understands that access to a good public education from pre-K through college is essential to provide opportunity for all students.  Andrew has worked for the Democratic National Committee on voter registration; and on Capitol Hill for the House Democratic Caucus where he helped advance legislation to create jobs and strengthen the middle class.  His top priorities in Annapolis will be universal pre-kindergarten; economic growth for Montgomery County’s middle class and securing accessible and affordable healthcare and prescriptions for senior citizens.  www.andrewplatt.org

District 18 Senate Rich MadalenoRich Madaleno, an MCPS graduate, was originally elected to the House of Delegates in 2002, and in 2006, to the Maryland State Senate. He currently serves on the Senate Budget and Tax Committee and chairs the Education Subcommittee. Veteran Annapolis watchers recognize Rich as one of the most effective legislators in Maryland, where he is widely regarded as an expert on the state’s budget and fiscal policy. District 18 House Al Carr, Ana Sol Gutierrez, Jeff WaldstreicherAl Carr is completing his second term. Previously, he was elected three times to the Kensington Town Council and served as Mayor Pro Tem. In the state legislature, Al has been recognized by the Maryland Municipal League for his work on affordable housing and homeowner protection. He is the lead sponsor on a tax reform bill supported by MCEA that would authorize counties to increase funding for education by raising commercial property tax rates without increasing residential rates. www.alcarr.org

Ana Sol Gutiérrez is the first Latina to be elected to the House of Delegates, She previously served on the Montgomery County Board of Education for two terms with MCEA’s support. She has twice been recognized among the “100 Most Influential Hispanics in the USA” by Hispanic Magazine. Her passion for educational equity and her hands-on experience with public policy at the local, state, and national levels, have made her a progressive and vocal advocate in Annapolis. Ana continues to work to close the educational achievement gaps for Latino and African American students and protect immigrant, civil, and women’s rights in Maryland. www.anasolgutierrez.com

Jeff Waldstreicher is a graduate of MCPS, an attorney, and an active volunteer and community leader. He is finishing his second term, and previously served as Chairman of NARAL Pro-Choice Maryland, Chairman of the NAACP Legal Redress Committee, and Pro Bono Counsel to the Sierra Club. Jeff graduated Phi Beta Kappa from Emory University and earned his law degree from the University of California at Berkeley, where he was an editor of the Law Review. www.jeffwaldstreicher.com

District 19 Senate Roger MannoRoger Manno is completing his first term in the State Senate, having previously served in the House of Delegates. A former congressional attorney, as well as a former public school paraeducator who worked with special-needs students, Roger is the son of a public school teacher and principal. He has served as Senior Counsel to the Chair of the Congressional Children’s Caucus, during which time he drafted legislation expanding funding and educational opportunities. During his tenure in the State legislature, he was a strong opponent of the proposed BOAST legislation. www.rogermanno.com

District 19 House Bonnie Cullison, Ben KramerBonnie Cullison is a retired special educator and the former President of MCEA. She is completing her first term in the House of Delegates. She has also served as Chair of the Committee for Montgomery, a coalition of labor, business, and non-profit leaders in the county. She is a member of the Maryland Chapter of the National Organization for Women, the Montgomery County NAACP, and the Human Rights Campaign. Ben Kramer is completing his second term, where he has focused on making sure Montgomery County gets its fair share from the state. He is a small business owner who has a track record of community involvement, including serving as President of the Derwood Civic Association and a member of the Wheaton Redevelopment Steering Committee and the Wheaton/Glenmont Police Citizens Advisory Board. Ben is also an MCPS graduate. www.benkramer.org

District 20 Senate Jamie RaskinJamie Raskin is a two term State Senator, and a constitutional law professor. He teaches at American University in the Washington College of Law, where he also serves as Director of the Marshall-Brennan Constitutional Literacy Project. He has been incredibly effective as a legislator, with close to fifty of his bills becoming law in the past four years. He sponsored the Fairness-in-Negotiation Act, which successfully created an independent and fair labor relations board to resolve disputes between educators and school system administrators. Jamie was a leader in the recent successful effort to increase the minimum wage in Maryland. www.jamieraskin.com

District 20 House Sheila Hixson, Will Smith, Jr., David MoonSheila Hixson has been a member of House of Delegates since 1976, where she currently serves as Chair of the powerful Ways and Means Committee. She wields important influence over state tax policy and has consistently worked to ensure adequate funding and good policy for our public schools. She has sponsored bills to provide relief from the “tsunami of education reform,” support special education and ESOL services, as well as to prevent domestic violence and discrimination. Sheila also helped lead the effort to pass an Earned Income Tax Credit in Maryland. A graduate of Northern State Teachers College, Sheila was a Head Start teacher in Detroit, Michigan. www.sheilahixson.org

Will Smith is a civil rights attorney, born and raised in Silver Spring. As an AmeriCorps volunteer he worked for IMPACT Silver Spring before joining the ACLU. Will signed up with the U.S. Navy Reserve following 9/11 and went on to serve in the Obama administration at the Dept. of Homeland Security. Currently, he serves on several local boards including: IMPACT Silver Spring, GapBuster Learning Center, The Gandhi Brigade, and the NAACP Montgomery County Chapter. He is a also member of the Montgomery County’s Nighttime Economy Task Force, Montgomery County’s Victim Services Advisory Board and the Community Development Block Grant Board. David Moon is a grassroots organizer, policy attorney, political consultant and Maryland Politics blogger. District 39 Senate Nancy KingNancy King is finishing her second term in the State Senate, having served earlier in the House of Delegates. Previously, she served on the Montgomery County School Board (1994-2002) with MCEA’s support.  In Annapolis, Nancy remains an active advocate for education issues, and was a leader in the recent successful effort to close loopholes in the state’s school funding law.  She currently serves on the Education Subcommittee of the Senate’s Budget and Taxation Committeee. Governor Anthony G. Brown Anthony Brown is the current Lieutenant Governor and has been a leading advocate for education. Attorney General Brian FroshBrian Frosh chairs the Senate’s Judicial Proceedings Committee, having previously chaired the Senate’s Environment Subcommittee and served two terms in the Maryland House of Delegates.  Brian, himself a graduate of MCPS and the parent of two students, has been a strong advocate for children and education. Comptroller Peter FranchotPeter Franchot has closed corporate tax loopholes, launched a program to ensure that federal contractors are paying their fair share in state taxes, and sought statewide compliance with Maryland’s minority business enterprise participation goals.
