II) OPERATION & MAINTAINANCE CELL :-

1. Under JICA (Japan International Cooperation Agency) assisted Amritsar

Sewerage Project amounting to Rs. 600.60 Cr., the work for the construction

of Interceptor/Trunk and lateral sewer in South & North Zone is in progress.

In South zone area against the scope of work for laying lateral sewer 95.36

Km., Trunk sewer 25.00 Km., CIS/RCC HDPE 6.40 Km & house connection

17500 nos. Approx. 93.07 Km. lateral sewer, 23.87 Km. Trunk sewer,

CIS/RCC HDPE 6.24 Km. sewer has been laid and 2690 nos. houses are

connected with the sewer. Similarly in North zone area against the scope of

work for laying lateral sewer 270.02 Km., Trunk sewer 22.53 Km., Cast in

situ 16.66 Km. and house connection 27500 nos. Approx. 115.80 Km. lateral

sewer, 20.40 Km. Trunk sewer, 5.22 Km. Cast in situ sewer has been laid and

3300 nos. houses are connected with the sewer. The remaining work shall be

completed upto Feb,2016.

2. Under JICA (Japan International Cooperation Agency) assisted Amritsar

Sewerage Project, the work for the construction of 2 Nos. STPs & MPS of 95

MLD each (Sewage Treatment Plant, Main Pumping Station) at Basarke

Bhaini near Khapper Kheri in South zone amounting to Rs. 80.30 Cr. and at

Wadala Bhittewad near Village Gausabad in North amounting to Rs. 84.70 Cr.

has been allotted and the work is in progress. In the South Zone, 95%

boundary wall completed, Layout Plan approved Hydraulic and Process


Calculation approved, PCC & RCC foundation of Aeration Tank, 2 Nos. MPS

completed. RCC walls of aeration tank & MPS is in progress. PCC & RCC for

raft for secondary & primary clarifier is completed. Walls of primary &

secondary tanks is in progress. For staff quarter A1,A2 & A3 civil work is in

progress. For digester PCC & RCC of raft is completed & walls is in

progress. For sludge thickener PCC is completed & RCC is in progress.

At present in North zone 95% boundary wall completed, layout plan,

Hydraulic and process Calculation approved. PCC & RCC foundation of

Aeration Tank & MPS is completed. RCC walls of aeration tank & MPS is in

progress. PCC & RCC for raft for secondary & primary clarifier is completed.

Walls of primary & secondary clarifier is in progress. For staff quarter A1,A2

& A3 civil work is in progress. For digester PCC & RCC of raft is completed

& walls is in progress. For sludge thickener PCC is completed & RCC is in

progress.. The work for the construction of STPs & MPS shall be completed

upto April,2016.

3. Rehabilitation of existing Water Scheme in walled city area at Amritsar

(Under JNNURM) with a Project cost of Rs. 12.98 Cr. has been approved by

the GoI. As per the scope of work 65.12 Km. of Water Supply line (G.I./D.I.

pipe lines) is to be laid, 9 No’s. OHSRs (Over Head Service Reservoir) are to

be repaired, 39 Nos. Chlorinator & Flow Meter including 17500 nos. house

connections. At present 64.30 Km. Water Supply line G.I./D.I. pipe lines laid

and 17000 nos. house connected with the water supply line and work almost

completed.


4. Rehabilitation of existing Sewerage system in walled city area at Amritsar

(Under JNNURM) with a Project cost of Rs. 9.98 Cr. has been approved by

the GoI. As per the scope of work 17.52 Km. lateral sewer,0.42 Km. RCC

Pipe Sewer and 5844 nos. house connections are to be made. At present

16.00 Km. lateral sewer, 0.42 Km. RCC pipe sewer laid and 5750 nos. house

connected with the sewerage and the remaining work shall be completed upto

28/02/2016.

5. A project amounting to Rs. 202.34 Cr. in South-East zone of Amritsar

Sewerage Project with a scope for providing Water Supply, Sewerage,

Sewage Treatment Plants, Roads, Street Light, O&M for 10 years has been

approved and the funding agency of this project is JNNURM/GoP/ULBs. The

work has been allotted to the M/s. Shapoorji Pallonji & Co. Pvt. Ltd, SP

Centre,41/44,Minoo Desai Marg,Colaba,Mumbai agency for Rs. 183.59 Cr.

and the scope of work includes 47 Km. Water Supply line, 4 Nos. T/wells, 4

Nos. OHSRs, 7500 nos. house connection, 107.30 Km. Lateral sewer,17.50

Km. main sewer,20000 nos. house connection,1 No. MPS (90 MLD), 1 No.

IPS (15 MLD),1 No. STPs (27.50 MLD), 173970 Sq.mtr CC. road, 218750

Sq. mtr metalled road and 3520 nos. street light points with O&M for 10

years. Presently, 4.00 Km. lateral sewer, 0.40 Km. main sewer laid and 55

Km Sewer cleaned and further in progress.

6. To transform service delivery of potable water supply system based on

Surface Water in Amritsar City, the Govt. of Punjab requested the World

Bank for providing Non-Lending Technical Assistance (NLTA). The World

Bank awarded this feasibility study to consultancy agency M/s. Royal

Haskoning DHV Company Pvt. Ltd. The Consulting agency finalized the

feasibility report with an estimated cost Rs.1358 Cr. which is submitted to the

Govt. of Punjab of its final decision and approval.

III) Health Department

On 13.11.2015, a pre-bid meeting for mechanical sweeping of the roads

leading to Shri Golden Temple, Shri Durgiana Mandir and other major roads of the

city conducted by the Ld. Commissioner under the Chairmanship of Mayor,

Municipal Corporation, Amritsar was held at Panorama situated at Ram Bagh

Gardens in which queries raised by different bidders who participated in the pre-bid

meeting were answered.

On 18.11.2015, a meeting of the Finance & Contract Committee of

Municipal Corporation, Amritsar to discuss the allotment of work for collection

and transportation and processing and disposal of garbage at Bhagtanwala dumping

site was held under the Chairmanship of Shri Bakshi Ram Arora, Mayor, Municipal

Corporation, Amritsar at Panorma situated at Ram Bagh Gardens, Amritsar. In this

meeting, Sh. Pardeep Kumar Sabharwal, IAS, Commissioner, Municipal

Corporation, Amritsar, Shri Surinder Singh, PCS, Joint Commissioner-cum-

Regional Deputy Director, Urban Local Bodies, Amritsar, Shri Avtar Singh, Senior

Deputy Mayor, Shri Avinash Chander Jolly, Deputy Mayor, Shri Amandeep Aery,

Councilor, Ward No. 8, Smt. Rama Mahajan, Councilor, Ward No. 26, Shri

A.S.Dhaliwal, Chief Engineer (O&M), PMIDC, Local Government Department,

Chandigarh, Shri Manmohan Singh, E.O. Municipal Council, Patti & Khemkaran,

Shri Rajesh Kumar Kokhar, E.O. Nagar Panchayat, Rayya, Shri Yashwant Singh

Chauhan, Project Manager, Shri Rajneesh Porwal of M/s. IIDC Ltd. Chandigarh,

Shri P.K. Goyal, S.E. (Civil), Shri Parduman Singh, S.E.(O&M), Dr. Raju Chohan,

Health Officer, Sh. Mukesh Chander Jaswal, Legal Advisor, Sh Manu Sharma,

DCFA, Sh. Vishal Wadhawan, Supdt. Property Tax, Sh. Anil Arora, Estate Officer,

Municipal Corporation, Amritsar participated in the meeting of Finance & Contract

Committee of Municipal Corporation, Amritsar.


Shri P.K. Singh, Head Business Development and Shri V.S.Thind,

Advisor M/s. Essel Infraprojects Ltd. Mumbai were also present in the meeting.

After lengthy discussion, it was unanimously decided by the Finance &

Contract Committee of Municipal Corporation, Amritsar vide item no. 590 dated

18.11.2015 that work regarding collection and transportation of garbage @

Rs.1350/- per metric tonne and at Rs.375/- per metric tonne for processing and

disposal of garbage be allotted to M/s. Essel Infra Projects Ltd. Mumbai. The

representatives of the Company M/s. Essel Infraprojects Ltd. Mumbai present in

the meeting of F&CC agreed to perform the work at the above rates of Integrated

Municipal Solid Waste Management Project for Amritsar Cluster.

It was also decided that no tipping fee be paid to M/s. Essel

Infraprojects Ltd. Mumbai for collection and lifting of green waste and Malba from

the roads and streets of Municipal Corporation, Amritsar. The representatives of the

company present in the meeting agreed to perform the said work. A letter of intent

has been issued to the consortium of M/s. Essel Infraprojects ltd. (Lead member)

and M/s. Hitachi Zosan India Pvt. Ltd., Mumbai vide letter no. C/H/1512 dated

04.12.2015.

A meeting regarding Swachh Bharat Mission was held under the

Chairmanship of Commissioner, Municipal Corporation, Amritsar on 19.11.2015 at

12.00noon at Town Hall, Amritsar in which activities of Swachh Bharat Mission

were discussed.

A meeting to review the work of IHHL beneficiaries regarding the

verifications done by Chief Sanitary Inspectors and Sanitary Inspectors and for

construction of IHHL was held on 26.11.2015, 27.11.2015 & 30.11.2015 at

5.00p.m. under the Chairmanship of Joint Commissioner, Municipal Corporation,

Amritsar at Town Hall, under Swachh Bharat Mission in which SDOs/JEs of Civil

Engineering and O&M Cell of Municipal Corporation, Amritsar participated.

V) LAND DEPARTMENT:-

The Land department of Municipal Corporation, Amritsar has constituted

two teams under the supervision of inspectors for the removal of temporary

encroachments from foot paths and roads. Other than dealing with the complaints

received in the department, these teams remove temporary encroachments in the

different parts of the city. Removal of encroachments is an ongoing process and is

being under taken on daily basis.

Other then this Enforcement Monitoring Committees have been constituted

which conduct weekly meetings and are regularly removing permanent

encroachments in different parts of the city at regular intervals. A meeting of

Enforcement Monitoring Committee was held on 27-11-15.


Also, shopkeepers in the markets are being regularly requested through

public address systems to keep their merchandise/goods within their shops/

premises and not to display them on roads/footpaths. Recently shopkeepers of

Brahm Buta market and around Golden Temple were again warned through public

address system for removing encroachments from in front of their shops.

Also anti encroachments drives were carried out in Chamrang Road

and area around Golden Temple, Tahli Sahib Bazaar and O/s Shaheedan Sahib

Gurudwara, Ghee Mandi and Ward No. 18,22,28. Also Land Department collected

around Rs. 17.55 Lacs against Rent of shops and Rs. 7.60 Lacs against Tehbazari

during the month.
