Bishop Phillip O. Thomas

Bishop Phillip O. Thomas is a native son ofBaltimore, Maryland. He relocated toFairfax County, Virginia in 1979 and hasserved as senior pastor of the HighviewChristian Fellowship Church since October1997. On April 10, 2005 he wasconsecrated as Bishop of the state ofVirginia in the Praise CovenantInterdenominational Fellowship (PCIF) of

churches. In this capacity, Bishop Thomas is responsible forbuilding a support network of Christian congregations andmentoring pastors within the jurisdiction of the fellowship. Hisoutreach efforts since 2006, in the same manner, have extendedinternationally to include Nakuru, Kenya, Hyderabad, India andSanto Domingo in the Dominican Republic.

Bishop Thomas has studied at Washington Bible College inLanham, MD., completing a degree in Biblical Studies and hasearned a Bachelors degree in Biblical Counseling and Mastersof Divinity from The Christian College and Seminary inIndependence, Missouri. He received a Doctorate in Ministryfrom Floridas Jacksonville Theological Seminary in 2008.

In 2001, Bishop Thomas launched the Mark of ExcellenceCommunity Outreach Center. This 501(c) 3 non-profit communityservice organization in Northern Virginia offers charitable, social,and economic empowerment services. In 2005 and 2006, hecollaborated with an international financial institution (HSBC) anda major social service organization (Center for NeighborhoodEnterprise) to offer financial literacy workshops to residents in thestate of Virginia and he continues to provide those servicesthroughout the community at large. Bishop Thomas is pastpresident of PTM Resources, Inc., a consulting service createdto help build strong congregations and communities. BishopThomas currently serves as President and CEO of CovenantDevelopment Corporation, a for-profit commercial constructiondevelopment company and Certified Business Enterprise (CBE)in Washington, D.C., geared towards hiring ex-felons.

Bishop Thomas and his wife, Cindy, are the proud parents ofthree adult children including their son, Phillip and twindaughters, Brittany and Brooke.
