FROM THE DESK OF THE PRESIDENTSince the last Masterlink Abate has been very busy. We’ve had Bike Week, April State Meeting and the

run to the Capitol. I want to thank everyone who participated in these events. I know it takes time out of your lives to support your rights but it’s worth it. If you have been reading or listening to the news lately you know that now not only Bikers but our Veterans are under fire. It is a sad case when the government you have fought and shed blood for decides you are a right wing extremist because you don’t agree with their policies.

The run to the Capitol was an absolute success despite being on Easter weekend. Our members saw legislators and their aides in a show of support that will go a long way in getting some new laws passed and old ones either removed or revamped. I want to let everyone know that we do not put anyone’s name on bills that we do. So many people have died by being struck by driver’s not paying attention that we do not martyr one; we fight for all we have lost. When we go to the Capitol we are fighting for everyone’s rights no matter how pathetic another group may be. To see our people have information and know what they are talking about goes a long way in getting things done. Abate has learned the system and how it works, but you will still have the ill informed and hear them make ridiculous statements in the Capitol. The lawmakers know us and we have their ear so we will still fight for everyone in the state of Florida no matter what. We still have bills alive in the legislature and with time running out we think some of them will still get heard. I want to thank “Mudder” and Sharon for their donation of the bell to ring for our departed members. It is nice to see someone really care about the ceremony and not about them selves. This is the devotion of two real members and Bikers; they are true Americans and Floridians at heart and understand the American way.

This summer will be long and hot and everyone must keep on their toes and watch out for people driving irresponsibly. You do not want to become a statistic. With Abate of Florida, Inc.’s Safety program in full force we can say we have had at least some small part in the deaths not increasing in this state. You have all worked hard to help bring these death and accident statistics down and the legislature knows it. We need more people to take positions of Assistant Safety Director, people who believe in saving the lives of motorcyclists. The concept is to save lives not have a position for the title, you must care about the people that is what the program is all about.

The next state meeting will be in June hosted by Lake County and I hope you can all attend. Until then ...

ABATE OF FLORIDA, INC.DELEGATES MEETING April 12, 2009, State Office hosting at Tallahassee

Meeting called to order at 2:20pm, followed by the Pledge of Allegiance and a moment of silence to remember our service personnel who are currently in harms way, by President James “Doc” Reichenbach. Board members present were: Danny “Doc” Fish Vice President, Secretary Bob Alexander, Sgt. at Arms Dennis “Mudder” Rudoi, Membership Trustee Val Loper, Public Relations Officer BG Lyman, Masterlink Editor Bob von Bulow, Legal Council Larry Crow, and Products Trustee Steve “Caretaker” Knee. Also present were Assistant Sgt at Arms TJ Painter, and Assistant Sgt at Arms Mike Johnson. Also present was safety director Tom Nugent.

Absent excused were Treasurer Patti Nasrallah, and Assistant Sgt at Arms Dan Daniel Legislative Trustee Mike Price.

New Legislative Trustee Darrin “Scribe” Brooks was present.

President James “Doc” Reichenbach: Introduces guest Jesse McDougal, brought us license plat from his submarine USS Florida SSGN-728. He is the former president of Palm Beach Chapter, state coordinator of Tennessee.

Due to a family tragedy, Doc was gone for a few weeks, thanks the board for carrying on in his absence. Mike Price has resigned; Darrin Brooks from Gator Alley is taking his place. His information is in packets, a vote of confidence was taken, passes.

Vice President Danny “Doc” Fish: thanks to everyone in attendance, this is an important weekend. Hopes everyone has talked to their legislators, they will be there if you have asked.

Teach the people in your chapter what we do, communicate. We have a serious job to do this weekend.

Secretary Bob Alexander: No changes or corrections to the minutes were submitted. Moved by Southwest, second by Forest, accept minutes as written, passes. Regarding chapters cancelling events and rolling over their insurance for the new date: Danny – secretary needs to be notified via email, with time and date requesting cancellation or fees. Doc – 24 hours notice necessary to cancel or roll over the event.

Treasurer Patti Nasrallah: Patti is in hospital, absent excused. Financial report in packets. Boots has also gone back in for treatment, last few days have been rough, but will be back, says she misses us, but will be back. Gulf Coast moved, second by Palm Beach to accept treasurer report as given. MOTION PASSED.

SGA “Mudder: Thanks to the volunteers that fixed the security trailer at bike week. Also thanks to the volunteers that worked bike week. Special thanks to Grumpy from independence chapter for help on tear down day.

State Office Manager: BG – regarding chapter officer updates, she knows they will change in June, but she needs especially the webmasters from the chapters, forward that information to her email. She will send out a letter to all presidents requesting this be done. Date the update form so we know which the last one is. Also a form was passed around to collect the webmaster information.

Membership Val Loper: Membership is 7,689 down 122, Voters are 5,868 down 92. January most new-Treasure Coast, highest % Treasure Coast. February most new-Seminole tied with Treasure Coast, highest % First Coast. Passed out life cards.

Masterlink Editor Bob von Bulow: Glad to see everyone in Tallahassee. Apologizes for the error on the front of the Masterlink this month. Please, those that take pictures of Tallahassee run, send them to Bob, he will publish some in Masterlink.

Wanda: when we submit change for meeting location change, how soon can the changes be expected to appear in Masterlink. Bob: make sure you date the officer change form. Wanda: can she email the change? Bob: yes, but you must make sure state office has the information.

Strongbow: When is the deadline for the next issue? Bob: deadline is state meeting (today). In actuality, there are a couple of days slack on this, but make sure everything is approved before submission.

PR/Communications BG Lyman: Will be out of town a great deal until November, but will be available thru email or cell phone.

Everyone was given advertising guidelines at the Leadership Seminars in Deland last year. She will email the advertising guidelines now to make sure everyone has them. Four months is the deadline for major magazines. If you want maximum exposure, we need flyers and insurance approvals at least 120 days out. Changes are being made to the website, will get event information posted. For any questions on website, email her and she will help.

Safety month proclamations have always been state only, but thanks to the chapters who have participated by getting proclamations in for their local areas. These will be helpful in Tallahassee.

When a safety event is done, please make sure you turn into Tom Nugent the log sheets. Tallahassee asks us to prove to them what we do with the safety money they give us.

If we get safety money this year, how would your chapter like to see us use this money? Email her with suggestions.

Also, send any changes in the location of your meeting to her so she can change the website.

Also, anyone interested in serving on the marketing team, email her.

Southeast: asks the status of press releases. BG: we have not posted press releases, one reason is we are changing things, there are some new ones available, email her, she will send them, there are four current ones available. If you want to release something else, you must contact the president or vice-president first.

Jimmy Les: can he be put on a contact list to receive these? BG says she will go ahead and send them to all chapter presidents.

Safety Director Tom Nugent: Instructor patches handed out. Ron “Big Bird” Cran; Trudy Rabell; Theresa “Malibu Barbi” Webster; Earl “Smokey” Clark. From February Steve Fritze; Terry Ryals; Gary Dubnicek.

In packets, please find presentation reports. Also changes to classroom reports. Use full names in who does what. Also, please make sure reports are typed, or at least legible.

If you do five presentations in one day at a school, that counts as five presentations, not one.

Try to keep enough material on hand so you don’t run into an emergency situation, we will have materials at state meeting, but you also need to make requests through your regional director. Try to think two to three months in advance for your safety material needs.

Course will be different depending on your audience (class). There is an outline of what should be covered, and when the tapes should be played, but the instructor gives his/her own color to the presentations. Lobbyist – Doc: First, Bills 1161 and 968 were heard in committees, both passed. Final hearing on Tuesday should pass. BG came up with an outstanding press release.

First Responder Bill: A fee for police coming to an accident is being billed to the victim. Counties are charging a surcharge or tax if the police or fire department comes out. Bill in legislature HB# 1043 SB# 2282 first responder bill says these fees are to be paid by taxes, they cannot charge you extra. Should we support this bill? Gulf Coast moved to instruct our lobbyist to support those bills, second by Putnam, to support this bill. Motion carried.

Regarding stiffer penalties, we had one senator against it. We had wordage in place to get this done by amendment. RC showed up with four of his people. The bill was called, they got to speak first. The amendment was offered, they immediately spoke against it. The bill was tp’d (temporarily postponed) because of this. All the work we did went down the drain. Apologies were made to the sponsors, they know it wasn’t us. They agreed to rehear it Monday. Doc had talked to all seven members, had an appointment with the Speaker of the House at 5pm. Bill passed at deadline, but the senate is now upset. Doc apologized to chairman, who says she knows Doc didn’t do this. Regarding vertical license plate, Evers amended 1479 to correct the vertical tag wordage. There was already a law requiring plates to be horizontal, but this new bill raised the fine. We will do an amendment to wipe out the old law too so you can use a vertical tag. They might even make a vertical reading tag for your bike.

Regarding Drivers Ed, wants to do this bill next year.

Legal Council Larry Crow: Hart lawsuit drags on, we have no intentions of settling this.

Make a point to go by the governors office tomorrow, let them know we are there. Having the support of the executive branch is our ace in the hole.

NCOM: Will be in Reno, some board members are going; BG will speak at one of the seminars. We are doing the convention in Orlando next year at the Orlando Airport Marriott. We need help from chapters.

Jimmy Les: what is status of NCOM lawsuit on Myrtle Beach? Doc - NCOM isn’t doing a lawsuit, other factions are, NCOM is a small part of it. No update yet. MRF / AMA: The bill passed house that says insurance companies must notify you if they are to deny coverage. This is on the MRF update. Senate does not have companion bill. AMA is dealing with mostly dirt bikes and off road riding.

FLASHBACK 2009: Danny – Will be Labor Day weekend. Contract signed, two bands lined up. Sending vendors applications, would like some input from chapters a month before as to how many are planning to attend.

BIKE WEEK 2009: we had over a thousand tickets left from the bike last year. We have almost 8,000 members, we make 7,500 tickets. Old Business: Life membership bylaw change. We on the state board have decided to do a moratorium on annual dues, but would like to increase life memberships to $350 with chapters retaining $150, to become effective 10/1/09 Roll call vote. Motion fails 53 against, 5 for.

Sponsor memberships bylaw change – BG – in packets, article number 4 regarding supporting member. Business member dues $100 annually. Roll Call vote. Motion failed. 41 for, 21 against, 6 abstain.

I am in the position to help you achieve your goals. The only way this can be accomplished is through team work.

Sometimes we won’t all agree but this is a group effort to make it a better opportunity for all to see what ABATE is about.

As a PR and Communications person we must realize that we are there to get the word out to all, your members can help you in many ways too. Praise them for their help, for we appreciate you.

Set aside a set time each week at your residence that you can keep your ABATE business working for your chapter. Review your calendar of upcoming events and deadlines that are important. If you do this then it will be easier for you to stay on track. If you have a event coming up it will take a little more time during the weeks leading up to it to make sure that all is going smoothly.

Please remember you are applying to the State for Insurance, you must get this done ahead of time. That means your flyer must be done correctly ahead of time too. If it is a big event

this should be done at least 3 months out to get to the proper advertising. I put my events out 6 months ahead of time in many publications. Then it is done and more people see it. That is one way to build your attendance and simplify your time. All flyers must be approved by the State Office Manager along with approval from the President. If you do this early it is easier for all involved. (when I finish an event I sit down and make notes and then go over them with my board. We put down what to do next time and at that point make a registration form and have our media person do our flyers for the next event. Then I am prepared for next year and do not panic when the time gets close.)

See the SOP (Standard Operating Procedures) for Flyers. If you follow this you will not have to redo it.

PR and Communications is very important. You want to keep us informed for there is always that chance for negative feedback. You want to be prepared. If you do not know something, be honest and tell them. That is a great question with a smile and I will get an answer for you. It will stop them in their tracks. Then immediately let the State PR, and State office know. We will help you.

Well by the time you read this Tallahassee will be over and I Know we had a great showing. It is almost time for your chapter elections for those chapter that vote every year. So remember to make sure all Chapter Officers make it to the Leadership Seminars, they are very important even if you have been a Chapter Officer before, there may be changes to the paper work and you may learn something new. For those that are not taking an office this year but are thinking about it, I recommend you attend if you can. t will give you an oversite of what the position you are thinking about is all about.

Please make sure you send in your Chapter Officer update after your elections. Those are very important to the State Board of Directors, they tell us who we need to contact if we need to go over anything about your position or your chapter. I want to tell everyone to keep up the good work and our work is not over, everyone needs to get out there and get new members and get your current members to renew.

I want to say thanks to all of our members that took the time to plan and make the time to be in Tally this past week. I know it was Easter and some of you spend that holiday with family and you should.

Together in the future lets make sure this doesn’t happen

again. For the ones that showed up I hope that you enjoyed the rabbit show, it was fun to entertain you guys. Now, take the time to plan for next years visit to the capital.

It is that time for some chapters to start with elections and nominations for offices at your chapters. As a member, get to know the people running for office and find out if they are doing it for the right reasons. It’s not about fame or money, it is about ABATE’s mission in Florida, it’s about them representing you not them commanding you, but they need to be a leader that you can count on to make the right choices for your chapter.

I also know that these times can also cause problems in a chapter, don’t let this happen to your chapter, get involved and make things work right, remember it’s YOUR CHAPTER!

I want to let you know that at the last state meeting we voted on to bi-laws that where voted down, these can not be voted on

for two years. But with times like they have been with funding, I felt like these bi-laws would help everybody, chapter and state. After the meeting was over delegates still had questions about the bi-laws, folks that is not the time to ask questions, we had 2 months from the last meeting and not once did I get a call about these bi-laws. IF YOU HAVE QUESTIONS CALL!
