The Cameron Parish Pilot May 29, 2008 Vol. 51--No. 34 Cameron, La. 70631 50 ¢ By CYNDI SELLERS The phrase “the few, the proud, the Marines” has a special meaning for a group of Korean War veterans who held their annual reunion in Grand Chenier last week. “Monk's Raiders,” the 1st Marine Division Ammo Company led by Charles “Monk” Arndt, are getting older and fewer as the years go by, but the pride is still there. “We aren't former Marines,” said John Richard, host of this year's reunion, “we are just Marines. Like they say, once a Marine, always a Marine.” The men are also proud of their leader. Monk Arndt is the last survivor of the first U. S. offensive on Guadalcanal in World War II. Of the 24 men who set out on a largely humanitarian mission in August, 1942, only three survived, two of whom have since passed away. Monk is still going strong at 89, however. “He's in better shape than all of us,” says Richard. “He drove his motor home with a car behind it from Columbus, Miss.” Monk, nick-named for his agility in running up a coconut tree in Puerto Rico in 1939, was an intelligence scout in WWII and saw much more action on Guadalcanal. According to an article written by Tom McLeod, his- torian for the 1st Marine Division, he went on 22 solo intelligence gathering mis- sions behind enemy lines. One mission lasted two weeks and covered 25 miles, during which Monk lived off the land, only taking with him one pound of raisins. Being a small man, only 5'4” and 125 pounds, once saved his life, wrote McLeod, as he was able to crawl under a fallen tree to hide from an “entire Japanese company that ran over and past him.” Size meant nothing to the men of the ammo company to which he was attached dur- ing the Korean Conflict. At 31 he was considered an “old man” by the 15-19 year olds assigned to the company from 1950-53. John Richard was one of those young men. Richard says, “If he told us to take a hill, even though we thought we would all die, we went; we all worshiped him so much.” They were called the “Frozen Few,” because they had to endure temperatures as low as minus 53 degrees Fisheries meeting set June 12th The Cameron Office of Planning & Development, on behalf of the West Cameron Port, will host a meeting for the shrimping industry of Cameron Parish at 6 p.m. Thursday, June 12, at the Hackberry Community Center. This briefing is being held to discuss current industry needs, current activities in lower Cameron, and anticipated development opportunities in Hackberry and other locations. Executive Director Ernie Broussard says “The com- mercial fishing industry rep- resents a significant compo- nent of our economic and cul- tural community, and our endeavors are intended to recognize and shore up these linkages.” In attendance will be the staff from the Office of Planning & Development, and the Louisiana Recovery Authority. Attendance has also been requested from the Department of Wildlife and Fisheries, the LSU AgCenter and local elected and appointed officials. Kyle Young in trying to break them up. Dep.Young was struck on the back of the head as he was detaining another indi- vidual. Patrick Thibodeaux, of Hackberry, was then arrested for battery on a police officer, as was Brad Thibodeaux, Sulphur, who allegedly struck Dep. O’Quinn while he was being arrested for remaining after forbidden and disturbing the peace by intoxication. More deputies arrived and Kara Thibodeaux, of Sulphur, was arrested for remaining after forbidden by Dep. Carl Conner. By CYNDI SELLERS An after-graduation party at the Hackberry Commun- ity Center ended in disarray last Friday, May 23, when five people were arrested on charges ranging from disor- derly conduct to battery on a police officer. The trouble started when Deputy Vernon O’Quinn, who was on patrol in the parking lot, saw an unidenti- fied young man leave the building, cursing and threat- ening an older man. Cameron Parish members of the committee are Ernie Broussard, executive direc- tor of planning for Cameron Parish; Tina Horn, Cameron Parish Administrator; and Stephanie Rodrigue, Cameron Parish School Superintendent. Dr. Paul Coreil, LSU AgCenter vice chancellor, also is a member. He is a for- mer Cameron Parish resi- dent. The Louisiana Recovery Authority is reactivating a task force charged with iden- tifying and addressing issues related to the continued recovery from 2005’s Hurricane Rita. Paul Rainwater, the LRA’s executive director, said he hopes the task force will help identify and come up with ways to overcome any obstacles to recovery. The state also wants input from local officials on recovery issues including housing, economic develop- ment and coastal protection. The task force is expected than originally voted is by advertising for a hearing to "roll back up" to a millage allowed by the original tax election. This can only happen if property tax assessments have risen to a point that gives a greater return. The Police Jury has not adver- tised such a hearing, and therefore will likely take the roll-back. The vote will be taken at the regular meeting set for Monday, June 2, at 5:30 p.m. The parishwide road, garbage, health unit, library, courthouse and jail mainte- nance, and general tax, as well as individual fire dis- trict taxes will be set at this time. Also on Monday, bids are expected to be accepted for the first phase of the Jetty Fishing Pier and East Cameron Maintenance Barn repairs. By CYNDI SELLERS The Cameron Parish Police Jury's agenda meet- ing, originally scheduled for Tuesday afternoon, was moved to Wednesday after- noon to accommodate the schedule of a member. At press time, the Jury planned to discuss setting the tax levies for 2008, a temporary fire station for Cameron Fire District, and appropriations for the Creole recreation and fire districts. Tax Assessor-elect Mona Kelley has projected a small increase in taxable property, so the Jury will be consider- ing whether to take the auto- matic roll-back of millages prescribed by law. If they do so, millages will be rolled back in order to collect no more funds than were col- lected last year. The only way a govern- ment entity can collect more Two Cameron Parish high school athletes are among the 12 finalists nominated to be in the Southwest Louisiana Hall of Fame, according to Shady Patton, president of the organiza- tion. They are Rachel Fountain of South Cameron High School and Lakeyn Duhon of Grand Lake High School. They and the ten other final- ists will be honored Thursday, June 5 at Treasures of Marilyn’s in Lake Charles. There will be a social at 6:30 p.m., dinner will begin at 7 p.m. and will be followed by the program at 8 p.m. Tickets are $10 each. Calvin Murphy, Basketball Hall of Famer and host of ESPN Radio’s ‘Calvin Murphy Show’, is the special guest and keynote speaker for this year’s ban- quet. Murphy is a retired American professional bas- ketball player who played as a guard for the NBA’s Houston Rockets from 1970- 1983. Smythe is Coach of the Year (American Press) For leading Grand Lake on yet another long playoff run, head softball coach Lindsay Smythe is again the Class B All-State Coach of the Year as voted by the Louisiana Sports Writers Association. Smythe has led the Hornets to the Fast Pitch 56 state tournament in each of her four years as head coach. She had them there again this season, where they lost 3-1 to Oak Hill in the title game. Smythe was also named Coach of the Year in 2005 when Grand Lake won the Class B state title in her first year as head coach. Smythe had two seniors earn first-team all-state hon- ors--pitcher Lakeyn Duhon and first baseman Tressa Theriot. Duhon (13-7-2) bat- ted .434 with five home runs while Theriot hit .475. Justin Trahan was acci- dentally omitted from the list of All Around Athletes, he did receive an award at the South Cameron High School Athletic Banquet. Meeting set for June 5 Hurricane meeting set The Grand Lake - Sweetlake Action Alliance meeting will be held on Thursday, June 5. The meet- ing will begin at 6 p.m. Julie Burleigh and the AmeriCorps group will be the guests. All members are urged to attend and the general pub- lic is always invited. The meeting will be held at the Grand Lake Fireman Center. Dr. Norris began hiscareer at McNeese StateUniversity in 1956, when hecame to the school as anassistant professor ofEnglish. Following his pro-motion to professor ofEnglish in 1960, he served asthe head of the Departmentof Languages from 1961 to1972. He was appointeddean of the School ofHumanities in 1972 andserved in that role until heretired in 1980.

He is survived by his wife,Hilda G. Norris of LakeCharles; three children,Cindy O’Brien and TerryTravieso of Houston and PatSmith and husband KennyRay Smith of Lafayette; ninegrandchildren; and threegreat-grandsons. He is alsosurvived by his sister, MarieNorris Wise and husbandMaj. Gen. Erbon Wise ofSulphur.

Dr. Norris was a memberof Our Lady of Good CounselCatholic Church.

His funeral was Tuesday,May 27, at Our Lady of GoodCounsel Catholic Church.The Rev. Alan Trouille willofficiate. Burial was inConsolata Cemetery underthe direction of JohnsonFuneral Home.

Dr. Norris was born inNatchitoches on Oct. 14,1919, the first son of John M.Norris Sr. and CrocketteKelly Jones Norris. He waspreceded in death by his par-ents; beloved son, John M.Norris III; brother, CrockettKelly Norris; and son-in-law,Robert Travieso.

Dr. Norris graduatedfrom St. Mary’s Academy inNatchitoches in 1936. Hereceived a B. A. degree fromLouisiana State NormalCollege in 1939 and taughtin Bastrop until he wasdrafted into the Army in1941. He left military servicein 1947 with a rank of lieu-tenant colonel in the infantryafter serving in the U. S. andoverseas in the China the-atre. He received his mas-ter’s degree from theUniversity of Kansas in1948. He pursued doctoralstudies at the University ofTexas from 1948 to 1952,serving as a graduate assis-tant and instructor in theDepartment of English atUT in Austin.

After being recalled toactive duty during theKorean Conflict, he taught atTexas Western College (now,UT-El Paso) from 1954 to1956. Dr. Norris was award-ed his Ph.D. in English bythe University of Texas in1956.

He graduated from theYale University School ofOriental Studies and com-pleted advanced study inMandarin Chinese at theDefense Language Instituteat the Presidio in Monterey,Calif. Dr. Norris received

Monk was just as proud ofhis Marines as they are ofhim. “They could moveammo; they could move amountain if they wereturned loose. They are trulylike brothers.” He saysRichard was the company“procurement specialist,”who acquired necessary sup-plies and equipment. “TheArmy was pretty well sup-plied, but the Marines not sowell. John got what we need-ed, legal or not”

Monk retired from theactive military in 1964, andafter 4 years in the reservesgot his 30 year pin in 1968.He jokes that even thoughthe men of Monk's Raiderscall him the “old man,” theyare catching up quickly.

Marine veterans, some inwheelchairs, came fromCalifornia, Massachusetts,Florida, Michigan, Nevada,Virginia, Arkansas,Kentucky, Texas, Tennessee,and Louisiana to meet withtheir leader and share sto-ries, good food and a goodtime on the bank of theMermentau River.

The veterans, aged 78 to89, have met in places likeVirginia Beach, Biloxi,Kansas City, andWilmington, North Carolina,but this year Richard offeredto host them at ArmandRichard's camp. They grouparrived in Lake Charles onWednesday, May 21, andwere met by CalcasieuParish District AttorneyJohn Derosier, himself aMarine veteran. They pro-ceeded by charter bus toGrand Chenier for a crab,shrimp, and crawfish boil.Cameron Parish Clerk ofCourt Carl Broussard was onhand to greet them.

Music and fun were pro-vided by a group of localscalling themselves the “MayMarine Mardi Gras” crewe,organized by Melba Trahan.Cameron Parish Registrar ofVoters Suzanne Sturlese saidthey wanted to give a taste of

Mardi Gras to visitors fromout of state who have neverexperienced it.

They wore costumes, gaveaway beads, danced and gen-erally clowned around, to thedelight (and amazement) ofthe guests. Veteran J. J. Tefftsaid it was the best reunionthey have ever had. His voicefilled with emotion, he said,“I want the people here toknow how much this meansto us guys, it is incredible,the cap of our lives.”

John and Kitty Richardhad a lot of help in puttingon the reunion. Theythanked Jared LaBove,David Dimas, RonaldDupuis, Doody LaBove,Cindy LaBove, and CarmenDimas for helping with thefood, which also includedbrisket, roast chicken, ricedressing “like Mama used tomake” and all the trim-mings.

June 16 deadline to applyfor funds to raise houses

Louisiana homeownershave until June 16 to returnforms to the state indicatingthey're interested in as muchas $60,000 for raising theirhouses.

The state of Louisianasaid recently that it hasmailed 109,000 survey pack-ets to eligible Road Homeapplicants in the flood plain.The packets contain ques-tionnaires about applicants'plans to raise their homesand forms to sign if they

want to participate in one orboth of the elevation pro-grams offered.

The state has $1 billion torun the first program, a flat$30,000 grant for most appli-cants as part of the largerRoad Home rebuilding effort.Louisiana also got $750 mil-lion from FEMA to run a sec-ond program as a reimburse-ment for as much as $30,000in additional elevation costs.

Returning the forms does-n't guarantee a grant anddoesn't obligate the home-owner to elevate, but thestate said it needed a clear

gauge of applicants' interestin the programs and howmuch money will be needed.

"Elevation is the corner-stone to rebuilding ourhomes safer and stronger,"said Paul Rainwater, theLouisiana RecoveryAuthority executive director.

But the elevation pro-grams haven't always beenthe state's focus -- the RoadHome froze all elevation pay-ments for more than a yearbecause of a budget crunch --and some applicants who saythey're still waiting for themail packets are worriedabout the new deadline.

"I have stopped all workon my home because I can'tgo any further until I get theelevation money to raise myhouse," said Debra Turner, aRoad Home applicant fromLake Charles. "So, what do Ido now? When do I get myletter? The deadline is June16? I can't understand whatis going on with the RoadHome program."

Ghislaine Hegarty, whowants to rebuild herLakeview home of 55 years,also is still waiting. She saidprogram officials told her towait another week for thepacket to arrive in the mail,which would give her abouttwo weeks to respond.

Any Road Home applicant

who thinks he or she is eligi-ble for elevation assistanceand hasn't yet received thedocuments should call thestate's Elevation TechnicalAssistance toll-free hotlineat 1 (877) 234-1513, officialssaid.

The first Road Home ele-vation grant program pays$30,000 for stick-built homesand $20,000 for mobilehomes. Recipients mustagree to use the money toraise their homes above thelevel set in local or base floodelevation standards.

But many applicants inthe flood plain are unlikelyto select the grant if they areselling their home, repairinga home that is already ele-vated or can't afford addi-tional out-of-pocket costs toraise the house.

The second pot of eleva-tion money comes from theFederal EmergencyManagement Agency'sHazard Mitigation GrantProgram, or HMGP. It is areimbursement program,with payments availableafter work is completed.

The state expects 22,000homeowners to select thatoption. Signing the ElevationIncentive Form or theHMGP Award Form to showinterest in landing assis-tance will not compromiseanyone's right to appeal therest of a Road Home grant,said Christina Stephens,spokeswoman for the stateagencies overseeing RoadHome.

Language in another partof the packet had raised con-cerns that participating inelevation programs wouldnullify any pending RoadHome appeals. A portion ofthe agreement that partici-pants eventually must signincludes an acknowledgmentthat all Road Home appeals"have concluded."

The state said that wasonly intended to ensure thatelevation grants are paidafter all appeals are com-plete, to make sure nobodygets more than the maxi-mum $150,000.

Louis LaCour Jr., anappellate lawyer and RoadHome applicant, called thestate's argument for the lan-guage "foolish" and said itmust be changed. But hesaid that shouldn't be animpediment to people sign-ing the preliminary forms tomeet the June 16 deadline.

The Wall currently holdssix bronze plaques withnames of Cameron Parishveterans, but there havebeen at least three conflictssince it was built, and thecommittee wants to updatethe list. Space was allowedfor two more plaques, whichare being designed now.

The existing plaques will

be moved over to make roomfor the new ones, and newplants and flags will beinstalled. It is urgent thatnames be submitted soon sothat the new plaques can becast.

A new year brings newchanges as the CCA LouisianaStatewide Tournament andAnglers Rodeo (STAR) beginsit’s 14th year. This is the sec-ond year that a 2008 STARregistered angler to land atagged redfish, will win a newchevy silverado pickup truckvalued at $30,000.

The STAR tournament cov-ers the entire Louisiana coast,and is one of the largest andrichest saltwater fishing tour-naments in the country with

101 days of competition, May24 through Labor Day, Sept. 1.

There’s a Ladies OnlyDivision as well as a youthdivision; then the men’s divi-sion. The speckle trout divi-sion has two competitive peri-ods; first day - May 24-July 13;second half July 14-Sept 1.There is one winner from eachcoastal zone (west-central-east) per competitive periods.

Other new divisions as theKing Mackerel, paddle craftand largemouth bass. Thepaddlecraft gives fisherman ina non-motorized vessel a placeto compete. There is a lemonfish division, as well as floun-ders.

Boat packages will beawarded to the largest fishdivisions for speckle trout,flounder, lemon fish, paddle-craft and Ladies only division.Tackle package for Doradoand King Mackerel divisions,and four boat packages for theyoungsters. Tagged redfish,besides the chevy trucks, willhave nine rigged Mako boatsfor the other nine places. Fiftyredfish were released with thefirst ten caught as winners.

WHEREAS, LouisianaRevised Statutes 42:263 autho-rizes the retention of specialcounsel by any school board upona statement of reasons why suchcounsel is necessary and upon theapproval by the AttorneyGeneral; and

WHEREAS, the CameronParish School Board hasemployed the law firmHammonds & Sills since 2002 asits special counsel with experi-ence, training, and expertise inschool law issues including, butnot limited to, special education,school personnel matters, publicbid law and general school boardpolicy matters involving compli-ance with the federal and statelaws and regulations, includingdue process hearings, tenurehearings, misconduct investiga-tions and the handling of admin-istrative hearings and litigationin state and federal courts; and

WHEREAS, through its rep-resentation of the CameronParish School Board and variousschool boards throughout theState of Louisiana, the law firmof Hammonds & Sills of BatonRouge and Monroe, Louisiana,has special experience, trainingand expertise in those issues ofschool law.

NOW, THEREFORE, BE ITDULY RESOLVED by theCameron Parish School Board inregular session duly convened:

It was a season of cheersand tears for the Class BSoftball State Runners-Up,Grand Lake Lady Hornets;from an emotionally slowbeginning to an outstandingfinish. The Lady Hornetsdedicated their entire seasonto fallen teammate, LaceyBroussard, and what a sea-son it was.

They earned the title ofDistrict Champions for thefourth year in a row, as wellas Regional Champions.They went through Districtand Bi-District playoffs andthe Quarterfinal andSemifinal rounds with notone team being able to scoreon them. Unfortunately, thetrend ended in the champi-onship game with the LadyHornets losing the state title3-1.

However, the success ofthis team’s members andcoaching staff did not endhere. The Lady Hornets had14 of their players named toAll-District 1st and 2ndTeams, four of their playersnamed to All-State 1st Team

and Honorable Mention, anAll-District MVP, and Coachof the Year.

Grand Lake LadyHornets head softball coach,Lindsay Smythe was namedAll-District 7-B Coach of theYear and Class B All-StateCoach of the Year as voted bythe Louisiana Sports WritersAssociation.
