Professional Construction Estimators Association of Orlando Chuck Sauls National Estimator of the Year A t the First PCEA National Conven- tion, May 17, 1975, Dale Gillis, Vice President of G.G. Ray Co. of Char- lotte, presented to the As- sociation two handsome trophies as a memorial award in memory of Rudolph John Barnes, Past President of G.G. Ray Company. Mr. Barnes was a strong supporter in the ef- forts made to make the PCEA a National Association. Since that time, the Rudolph John Barnes Award has been presented an- nually by National PCEA to recognize ex- ceptional service at the National level by an outstanding individual in the Association. It is of no surprise to anyone in the PCEA Orlando Chapter that this years recipient is Chuck Sauls, Chief Estima- tor of Hardin Construction, two time President of our local chapter, former National President of the Professional Construction Estimators Association. In 2002 Tray Shaw gathered together a group of 30 construction estimators and as- sociates to form the first Florida chapter of the PCEA. Chuck Sauls was among the original 30 charter members. When in 2003 our chapter found itself without a President with true spirit and passion he stepped in to fill the void. Setting membership goals that increased out chapter by twice its size. Un- der Chucks direction PCEA developed its first scholarship golf tournament, formed a strong board with committees and be- gan regular involvement with the National PCEA organization. With his guidance and involvement our chapter has enjoyed out- standing growth and achievement. Including growing from one of the smallest chapters to one of the largest chapters in the Na- tional PCEA organization and taking home the chapter of the year award in 2006. In 2008 Chuck Sauls was awarded the PCEA Orlando Chapter Estimator of the Year. On the National Level Chuck has served on various committees as well as filling the roll of National President Elect, convention chair and National President. Chuck has spear headed major efforts to help the National Association grow and gain a more recogniz- able image in the construction community. His recent development of the new National PCEA web site has brought each chapter the opportunity to have a web presence and given the group as a whole a stronger col- lective image. Chuck Sauls has taken his roll in the PCEA organization to heart and with his typical dedication made an impact like no other. As the life blood of our lo- cal organization we are incredibly proud that he has been recognized among his na- tional peers as well. Congratu- lation Chuck Sauls. In This Issue... National Convention Report 2010-2011 – Rob Bauer – Orlando Chapter National Director As many of you know I have just returned (sur-vived) from another National Convention – As the sole Orlando Chapter attendee me and the other 35 National Association Members and 20 some odd guests cruised from Charleston South Caro-lina to Freeport, Nassau and back to Charleston for a short 7 hour car drive back to Orlando – I know what you might say why spend 12 to 14 hours in the car to take a cruise to a couple of islands 2 hours off the coast of Florida well OK that one stumped me too – but understanding that most of the other chapters from Virginia to North Carolina had equivalent drives I guess it is mostly central as a starting point and as I learned you can drink a lot of beer on a boat, sorry ship – All in all I was pleasantly surprised and had a good time as I always do at the Convention As a representative of a sponsor I was hon-ored for sponsoring the awards presentation (Orlando Chapter Sponsored the convention $500) on our last night on the boat as well as presented the Order of Isosceles Award (one of the rewards for being Orlando Estimator of the Year 2010-2011) – Another big award presenta-tion was the Rudy Barnes Award that was given to me, to carry for Chuck Sauls as the National Estimator of The Year (that trophy was not only big but also heavy, especially after a 3 hour de-

barking process – Congratulations Mr. Sauls) High lights of the National Member meeting where as follows: National offi ce lost money last year but due to investments from prior years we were able to cover the losses and still maintain over $70K worth of investments- Due to diligent planning and some reduced scope the Convention actually turned a small profi t this year, income to help off-set the national budget- The new National Budget was reduced by almost $10K due to a reduced work week for our one employee (the national of-fi ce manager she will not be working Fridays) as an organization and reductions to the printing costs associated with the national directory (we will re-ceive this as a pdf fi le this year as well as this is accessible to all members at the national website), with these cuts and the modest goal of an addi-tional 65 new member throughout the year across all chapters we hope to turn the corner next year and start growing as a national organization again Orlando one of the youngest active chapters and now the largest was praised for the efforts that we have put forth to raise the bar for the other chapters and was used as an example on more than one occasion as a reference to what other chapters should be doing (keep up the good work) – The Hampton Road Virginia Chapter which celebrated its 25th year of existence this year was also commended for its growth and ac-tivity – The Hampton Roads Chapter also won

the Bill Helms Award just edging out Catawaba Valley(NC) and Orlando Chapters as the best rated chapter in the organization based on membership retention, chapter procedures, national involve-ment, education/scholarships, and Technology.Amidst all the drinking (did I mention there may have been a drink or two consumed) and presen-tations we also squeezed in a couple of seminars ranging from a discussion of issues associated with Wild Apricot issues (the web site software provider) to a rousing conversation about how to grow membership chaired by Cebert White our in-coming National President and an interesting pre-sentation on how to protect your assets and avoid lawsuits by Todd Telford from the American Soci-ety for Asset Protection (surprisingly informative)All in all a pretty good experience, next year we are at Myrtle Beach and look forward to an increased turn out and encourage more Orlando participation – What can be worse, a couple days at the beach, some drinks, meeting some new folks and even learning a thing or two – Happy May

NEW YORK, May 18 (Reuters) - A leading indi-cator of U.S. construction activity fell in April, hurt by tight fi nancing for projects, suggesting a hoped-for construction recovery may be delayed, an architects’ trade group said on Wednesday. The architecture billings index fell almost 3 points last month to 47.6, a level that indicates declin-ing demand for architecture services, according to the American Institute of Architects (AIA). The AIA’s index is considered a pre-dictor of nonresidential construction trends nine to 12 months in the future. A separate index of inquiries for new projects fell 3.7 points to 55.0, but remains above the 50 mark that indicates expansion. This measure is typically higher

than the billings index because construction clients contact multiple architects about future projects. The declines may not indicate a wide reversal in demand since April included unusual factors, like the threat of a U.S. government shutdown and de-structive storms, the trade group said. However, funding for construction projects remains an ob-stacle as large lenders are reluctant to fund projects. “The majority of fi rms are reporting at least one stalled project in-house because of the continued diffi culty in obtaining fi nancing,” said AIA Chief Economist Kermit Baker. “That issue continues to be the main roadblock to recovery, and is un-likely to be resolved in the immediate future.” A depressed construction market has been a

headwind for manufacturers, though analysts have forecast a rebound as soon as later this year. Most diversifi ed industrial companies get rev-enue from nonresidential construction, selling ma-chinery used for erecting buildings or components such as elevators or electrical and cooling systems. These include Honeywell International Inc (HON.N), Tyco International Ltd (TYC.N), Inger-soll Rand Plc (IR.N), Johnson Controls Inc (JCI.N), Eaton Corp (ETN.N), Caterpillar Inc (CAT.N), Deere & Co (DE.N) and Terex Corp (TEX.N). European companies such as Philips (PHG.AS), Siemens AG (SIEGn.DE), Schneider Elec-tric SA (SCHN.PA) and lock maker Assa Abloy (ASSAb.ST) are also big players in the sector.
