May 2018 From The Director- Ben Walsh As we continue working our way through the IS-BAO Programme improvements, the feedback I have received has been very positive. Change can be challenging but the professionalism and dedication that I see every day in our sector of aviation keeps me very optimistic about the path we are on to make the IS-BAO Programme the best it can be. One thing to keep in mind regarding the improvements that are being beta tested in the 2018 Standard and Protocols, is that these changes will require some effort on your part. The original Standard was revised in a fragmentary fashion for 15 years; therefore, the IS-BAO team had to decide the best way to move forward. After consulting with the Standards Board and the operator focus group, it was determined that “ripping off the band-aid” was the best approach. This approach required another significant revision but will deliver the best results in the long run. The 2018 Standard has been revised from beginning to end, including consolidating topics, simplifying and shortening the language, and more. This realignment will take some time and effort for operators to become accustomed to it, but we will work together to make the transition as smooth as possible. The extension of the 2017 and 2018 transition period will allow operators to decide how and when to proceed. There may be many reasons an operator may choose to stick with the 2017 standard, and it is just fine to use 2017 until July 2019. Conversely, an operator may decide to use the improved 2018 now through July 2020. Now that many of the core programme improvements are being implemented, we are turning to the Stage 2/3 quality improvement initiative. We are requesting volunteers from established Stage 3 operators for an Established Operator focus group to help us evaluate topics, including continuous monitoring, mentoring, and info-sharing within the IS-BAO Programme. As a reminder, EASA continues to issue Third Country Operators(TCO) authorizations for commercial operators that reference acurrent IS-BAO SMS in the Basic Operator Data self-declarationapplication website. The IS-BAO standard is well understood byEASA authorities when they do risk assessments for theseauthorizations, and they have issued scores of TCO authorizationsto IS-BAO registered operators worldwide. The TCO authorization is a risk assessment process for non-E.U.based commercial operators that plan to fly into Europe Learnmore HERE.

Have you had a chance to experience logging into your ownorganization or auditor portal yet? If not, please take theopportunity and log in today! You will find all the IS-BAO or IS-BAHdocuments that you need are in one convenient location for yourdownload. Do you want to give others in your organization accessto the portals? No problem, the latest enhancement allows the IS-BAO or IS-BAH representative from each organization to createadditional logins to their company’s portals.

The portals right now have other key functions, such asmessaging from IBAC as well as displaying current informationabout your organization’s registration or auditor accreditation. Weare planning to add many more features in the near future, somake sure you log in to see the exciting things beingimplemented. Also, one last new feature we just added is the“New Feature” functionality. On the portal login page, if you looktowards the bottom, you will see the link “Portal EnhancementUpdates.” All enhancements will be listed here so you can keeptrack of all the good things coming.

improvement, including items related to basic auditing principles,as well as some related to specific items in the Standard thatfrequently result in delayed audit acceptance and processing byIBAC. These items have been identified through trends noted inthe Audit Review and the Audit Monitoring processes, andsituations resulting in the assembly of the Auditor ReviewBoard. These meetings will allow auditors to ask questions andparticipate in a discussion about these problem areas in theinterest of continuous improvement to the IS-BAO programme.

LESSONS LEARNED - 9.1.4K & 13.3 - WORKING ALONEYvonne Marinus, Accreditation Manager

During a session of the Auditor Standardization Meetings held thisweek, IBAC learned that there is a common misunderstanding ofthe item 9.1.4k in the IS-BAO protocols. Protocol item 9.1.4k asksif the organization has “procedures to manage the risks associatedwith maintenance personnel working alone.” Some of our meetingparticipants indicated that they had thought this item was askingabout quality assurance issues related to the lack of a second setof eyes to provide an inspection of work performed when amaintenance person is working alone. We at IBAC had no ideathat some of our auditors were interpreting the standard in thisway. (See, these meetings are paying off already!)
