A new Mayor and a referendum to come #better in
The last month has inevitably been dominated by the election for
the new Mayor of London and I was delight-
ed to have been able to play a part in the team working for
Sadiq Khan. I’m looking forward to working withhim in the interests
of Westminster North on i ssues like housing, planning, transport
and policing. Thank you
to everyone who turned out to vote last week, but even for those
who did not vote for him, Sadiq is sayingabsolutely clearly that he
will act as a ‘Mayor for all Londoners’, reaching out to all
communities and serving
in the best interests of this wonderful city.

We also elected a new councillor for Church Street, Aicha Less,
who is already out and about taking up local
issues and helping constituents.
However, we are now immediately thrown into the next campaign
with the referendum on whether Britainshould remain in the European
Union just 6 weeks away. I’ll be doing what I can for a ‘Yes’ vote,
confident
that, on issues from trade to worker’s rights, from
environmental protection to security, we are ‘better in’. Ifyou

In Parliament
Housing and Planning Bill
The Government’s Housing and Planning Bill has now completed its
passage through Parliament despite
strong opposition.
I spoke against it, drawing heavily on work done by Westminster
Council. You can read my speech here.
The Act will require councils to sell high value homes to pay
for the ‘Right to Buy' of Housing Association
properties, reducing still further the supply of genuinely
affordable homes for people in housing need.
It introduces higher rents for tenants with household incomes
over £40,000 under ‘Pay to Stay’ arrangements.
And it requires developers to offer ‘starter homes’ for sale at
up to £450,000 instead of other affordable op-tions, including
rent. As a £50,000 ‘starter home’ offers a discount to people with
incomes of £77,000 a year,
such schemes are clearly not going to be of assistance to most
people needing housing in London - like thelocal health care
assistant I met last month, who on her income of less than £15,000
cannot either buy or rent
privately via one of the government’s so called
‘affordable rent’ homes.
Funding for schools - London faces more cuts
Schools are already under pressure as spending cuts
bite.
However, London schools now face a further squeeze as the
Government plans to go ahead with a new fund-
ing formula which will move funds away from the
capital.
Parliament debated this issue last week, and I raised the impact
this is expected to have on a number of West-
minster schools, which stand, in some cases, to lose up to 14%
of their budgets. You can read the debate here.
Lots of you wrote to me about the Government’s (now at least
partially dropped) plans to force all schools to
become academies, regardless of local wishes or
circumstances.
Here’s what I was writing in reply.
Select Committee work
Much of my time in Parliament is currently spent working on two
specialist Select Committees.
The Work and Pensions Committee is now doing an inquiry into the
working of the Pension Protection Fund.
We have also produced two recent reports on funeral payments and
on how the new Universal Credit is ex-
pected to work for people ‘in’ work.
Support for the bereaved
Universal Credit
The Joint Committee on Human Rights is now looking at the
Investigatory Powers Bill and new measures we
expect the Government to announce on
Counter-extremism.
We have also just produced a report recommending that the
Government clarify the legal case for the use of
drones outside areas of armed conflict.

From bad housing to debt - please seek help early!
This month I’ve picked up more dreadful housing and debt cases
cases, from severe damp to over -crowding.
Please don’t suffer in silence, We can’t solve every problem
(either alone or in partnership with local advice
agencies) but we will try.
Meanwhile, this shows how quickly a modest (in this case Council
Tax) debt can build up once it is sent to a bailiff...

Fly-tipping
I’m continuing to press Westminster over dumping and fly
-tipping. There are problems all over, but some sites
in NW8 and W9 are particularly dreadful, If you see anything,
please do report it…

West End Green scheme approved despite objections
West End Green (650 flats, a 30 storey-tower block and just 19%
affordable homes), was given the go-ahead by Westminster
Council last month, despite strong objections from amenity
societies and others (including
me!). Coming soon after approval for the redevelopment of
Whiteleys, these approvals show the urgent needfor a new ‘tall
buildings’ policy in Westminster and a much tougher approach to
providing genuinely afforda-
ble homes to buy and to rent. London has been flooded with
luxury developments in recent years, while hous-
ing need grows and people on ordinary incomes are increasingly
priced out.

St John's Wood Barracks
A number of concerned residents from St John’s Wood
have been in touch with me to raise their concernsabout this
development and about the proposed access route to the development
site.
I am speaking with the Westminster Planning department to gain
clarification regarding this issue. The devel-opers have stated
that no firm decision has been made and that all the opposition
received so far from local
residents will be given due consideration before any submissions
are made to the Council.
I will let you know when I know more.
Halfway there for a bench and shelter at Circus Road bus
stop
Following nearly a year-long campaign from local resident Dr
Kopelowitz and many a back-and-forth between WCC, TFLand myself,
Westminster Council have installed a bench at the Circus Road bus
stop at the junction with Cavendish Ave-
nue. Definitely a step in the right direction but now they need
to erect a shelter!
Carlton Tavern – on the eve of the planning
inquiry, campaigners gather
A year on from the illegal demolition of the Carlton Tavern pub,
I joined campaigners. The Planning Inquiry is
about to start...
Cycle Superhighway
Given the huge concern about the proposed Cycle SuperHighway
(CS11) through St John’s Wood, I broughtthe St John’s Wood Society,
TFL, Westminster Council, Mayor’s team, Royal Parks and others
together to
consider the impact and options for a revised scheme that
continues the important work of making London a
great city for cyclists without creating rat -running and other
problems for residents. TFL agreed to share datawith the Council to
help reach a better understanding of their proposals. I will be
following this up over the
next few weeks.
‘Star’ Pub, St John’s Wood
I’ve had lots of requests for an update on this pub, also c
losed last year just before ‘Asset of Community Vale’status was
awarded. Here’s the latest from Westminster Council:

I am aware that the Property has recently re-opened with
the same estate agents occupying the ground floor. An
enforcement notice in respect of the use of the site has not been
served because the unauthorised use
ceased and it became a vacant public house, which is not a
breach of planning control. A planning enforce-ment inspection has
recently been carried out, which confirmed that it is no longer a
vacant public house and
is being used in breach of planning
control – although this is disputed by the
owner.
A Public Inquiry is due to be held at the City Council’s
offices on 7 June in respect of the appeal the ownerhas lodged
against the City Council’s refusal of their Certificate of
Lawfulness application from last
year. The Planning Inspector’s decision on this appeal
will clarify whether an estate agent use of the Property
is lawful or not. It is therefore likely that the formal service
of an enforcement notice will be held in abeyance
pending the formal determination of that appeal, which
should be shortly after the Public Inquiry.

All change as Westminster Council pulls all funding from
after-school service
In the same month a major new report found that such activities
are hugely helpful to children’s education
development the after-school ‘play’ service has lost all Council
funding!
As many parents have complained to me about the lack of
information, I asked a number of questions about
the new private service. Here’s Westminster Council’s reply:
• Will there be a May half-term programme at any/all of
the centres (school and community)?
FitforSport (FFS) are planning to offer a May half-term
programme from both community sites and at 2-3 school sites;
school detail will be confirmed during April once schools have
confirmed availability of the
space.
• What have parents been told, given that the service
changeover happens in just a few weeks?
Letters and flyers were issued to parents by each school
providing confirmation on the new service arrange-
ments before the Easter break, and parent information events are
planned during April in each location.
• Are the ‘Fit for Work’ charges the same as those
for the Westminster service for a) after schools b)
holiday schemes? (It appears not from their website).
Fit For Sport charges are as follows and as long as a
parent books and the discount is valid if a parent books
in for a minimum of 1 session per week for the whole term.
Holiday fees will remain the same at £24 per day.
• What commitment if any has been made by Fit for Sport to
maintaining their charges as between
those advertised for Hallfield and Essendine and the much higher
charges which seem to apply elsewhere?
Fit For Sport have a wide range of prices for their
services dependent on demographic, rental partner-
ship and school requirements. All schools have proposed a
no rental agreement initially to ensure parents
aren’t charged additional revenue.
• Are the two community centres (Sussex Gardens and
Bayswater) included in the Fit for Sport ar-
rangement and how will this be organised?
Both Community sites are included in Fit For Sports
arrangements with schools; FFS have also approached a
local church to Sussex Street to ensure they have a suitable
alternative indoor area conducive to children’s
activities given the Sussex Street site is going to require some
improvement works to make it fit for use. Fit For Sport are
liaising with Headteachers who utilise the sites through a walking
bus provision to confirm thenew arrangements and how the service
will be organised and managed from the May half term. FFS will
be
aligning the offer at the two community sites to that being
offered at the host school sites.
• What is happening to the playmaker/detached team service
and the residential schemes that WCC
were operating?
Fit for Sport are experienced in delivering summer camps
and would be able to respond to service users andheadteachers
requests to deliver a summer camp where a sufficient demand has
been identified. Play Makers
were not part of the Market Position Statement and so this
service will not continue.
• Have Fit for Sport indicated whether they will
take on any of the existing staff and if so, are their
rates of pay equivalent?
WCC Play staff will have the opportunity to apply for roles with
Fit For Sport but as the new delivery model is
fundamentally different from the WCC Play Service TUPE
will not apply to WCC in-house Play staff.
• What financial provision has been made for spot-booking
for any children in need?
This will be considered on a case by case basis. Comments are
very welcome.
