Volume 75 Issue 5 M AY P REVIEW May 2013 T HE D OCK L INE A PRIL M EETING H IGHLIGHTS Senator J.B. Jennings, 7th Legislative District Senator is a member of the education, health and environment com- mittee as well as many caucuses related to environment and land issues. He is an environmentalist and also works for a ballistics testing firm. He shared how difficult this past session was and provided insights into several major bills: Repeal of the death penalty ( although he believes that some crimes should warrant it); Gun bill– improving safety through magazine capacity, types of assault weapons, and health issues; Wind energy– we the public are the bond holders on these windmills so that once they turn on we will be responsible for subsidizing these through bonds; Gas tax– beginning next year there will be a tax rate of 23.5 cents and then an increase through the next several years of 5% on top of that– 60% of that will go to subsidize mass transit and 40% will go to roads; Veterans Full Employment Bill-leveled the playing field and reduced red tape to speed up employment for veterans; Medical Marijuana– there will be a dispensary for prescriptions and a list of medical issues for which it can be prescribed; Pit Bull Bill- (did not pass)– came down to attorneys who could not agree on when and where there is liability Md. Highway Safety Act of 2013– a two tiered system for driver’s licenses Reasonable School Discipline Act– school suspension/discipline for weapons, (did not pass but school boards took note and are looking at their codes). Jennings, 7th Legislative District Senator is a member of the education, health and environment com-mittee as well as many caucuses related to environment and land issues. He is an environmentalist and also works for a ballistics testing firm. He shared how difficult this past session was and provided insights into several major bills: • Repeal of the death penalty ( although he believes

Questions were taken from the audience: Was the cell phone and texting bill passed (yes); can off duty police wear guns on school grounds (not yet); is the issue with guns a lack of understanding regarding types of guns and ammo (maybe); why isn’t there some law that funds designated for a certain reason cannot be moved around to another fund; why don’t they try to limit the bills so it is not so overwhelming; why was there legislation that gave the Prince Georges County Ex-ecutive some power over the Superintendent and the Board of Education. Senator Jennings addressed these and many more. We thank him for his time and dedication to his constituents. His cell phone is 410-241-9107. Call him anytime.

Chris Potts– Clear Creeks Project- The goal of the project is to improve the water quality and clarity of our tributaries through education, restoration, and preservation. The name was given by community members who remembered when they could see their feet in our waterways. The project is part of the Gunpowder Valley Conservancy, working on storm water education and landscape management. Clear Creeks makes plans around the Small Watershed Action Plans (SWAP) in different watersheds, assessing pollution sources– point sources which are industrial and non-point which are neighborhoods. It focuses on residential neighborhoods through out-reach programs: Adopt-a-Creek, tree planting, bay-wise certification; rain gardens; bayscapes, and edible gardens/landscapes. The project is working with the Bowleys Quarters, Hawthorne, and Wilson Point communities. A rainbarrel building workshop will be offered here at the BQIA hall on June 29th.

Name Change – Bill Butler, Raven Power Plant (formerly the Crane Power Plant) mgr., introduced himself. The coal burning plant on Seneca Creek runs at about 25% capacity with most of its output in the summer.

Business Meeting • The Treasurer’s Report was read and approved • The minutes from the March meeting were read and approved. • Mike provided an update on the proposed Keeners Rd and Bowleys Gateway projects; and road repairs. • A BGE representative will attend a future meeting regarding the pros and cons of smart meters. • Bob Palmer reported on bootleg marinas in the area. Some private residences are docking more than the legal num-

ber of boats based on their property size. Twenty-three properties in the area are on the list. • Rich Pitz provided information on upcoming events.
