    Dear Cath,

    I am indeed very sorry to hear of this news after we had invested so much time and money in some instances.I can appreciate that those at the far end near the Duke of Kent School would only see a marginal benefit butthe three properties near the junction of Moon Hall Road without any connection would, I believe, almostcertainly obtain broadband connections and the other 5 or 6 with very poor connections would also benefitsignificantly.

    There are three further (and final) points I would be most grateful if you would ask BT O for me:-

    1. Could Ewhurst be put very high on the list for further trials of FTTC technology as that would remove the

    significant line distance problems for all the Ewhurst residents and would increase the revenue prospects for allISPs including BT W and Retail. I again re-iterate that we would be happy to raise money locally to assist BT Owith their investment. (I see no real prospect of obtaining funding from Government or any other agency orcompany even in the medium term; every year without even reasonable last generation broadband bringssignificant business and domestic deprivation to this rural community.)

    2. We have a number of civil engineering contractors with local plant available. One is in Isemongers Farm witha failed broadband connection. If we were to undertake the civil works with no charge to BT and lay ducting toBT specifications, would that alter the equation sufficiently to make the shorter cable a practical viability ?

    3. Would BT O be prepared to connect a temporary cable running along the inside of the hedgerow again if weundertook the cable laying operation?

    Finally I would like to thank you and your department for the significant time and effort this has cost BT W. Ihope in the future the structure of BT O could be altered to become more responsive to genuine localorganisations seriously committed to self help as a means of circumventing the very difficult circumstances ofthe existing arrangements.

    Following extensive research and investigations by Openreach we are unfortunately unable to offer the peopleof Peaslake and Moon Hall Rd a viable solution to their Broadband requirements.

    As you are aware the majority of the recently ordered Broadband circuits have encountered problems due toline length and line loss limitations. Different options to improve the cabling in the area have beeninvestigated but the available options have been somewhat restricted due to it being an area of outstandingnatural beauty and as a result the predicted costings for this work are in excess of 85,000.

    Openreach has looked into the viability of this and unfortunately do not believe that the cabling work wouldhave any real impact on the quality of the Broadband in the area, as the distance from the exchange wouldremain in excess of 6 kilometres.

    It would therefore not be appropriate to request contributions from the residents when there is little chance ofany significant improvement.

    As Broadband is a non-USO (Universal Service Obligation) product I must reiterate that Openreach are notobliged to guarantee availability, stability or performance of the product. They will however endeavour toprovide a stable and efficient Broadband service within the constraints of the individual line characteristics.

    I am sorry but this does appear to be the end of the road as far as improvements to Broadband service in thenear future are concerned. Obviously Broadband technology is continually advancing but it would be incorrectto provide the residents with any further false hope.

    I am sure that the residents of Ewhurst are grateful to you for championing their cause and I must also thankyou for your correspondence. We appreciate the opportunity to investigate issues such as this and regret thatin this instance we were unable to reach a satisfactory resolution.
