BFAR Director General Asis Perez happily made the announcement during the distribution of 1,000 boats, engines, freezers, fishing gears and P1,500 cash assistance to fisherfolks from all over Eastern Visayas on May 2 at the Balyuan Park¸Tacloban City overlooking Cancabato Bay. DG Perez said that to date, the total number of fishing boats constructed and or being repaired in the Yolanda affected regions has reached P24,017 covering more than 100 municipalities in the affected areas. With the latest turnover of boats, BFAR has achieved 75% of the targeted 32,222 boats under the rehabilitation initiatives. “This might be the last batch of wooden boats that we will be turning over to Region 8 as we have already started the construction of boats made of fiberglass,” Director Perez said. Director Juan Albaladejo added that under the Phase II of the Ahon Initiative, BFAR aims to distribute fiberglass boats in areas near the Pacific- side for fisherfolk who completely lost their fishing boats. Meanwhile, Director Perez said, “Our work here is not yet over. Other livelihood interventions such as the establishment of seaweeds nurseries, distribution of fingerlings and re- establishment of damaged fish cages, are already underway,” as he assured the Region of continuous support and assistance from the National Government. The event on May 2 was a happy occasion for the fisherfolk beneficiaries from Basey, Marabut and Santa Rita in the province of Samar; and from Tacloban, Palo, Tanauan, Tolosa, Dulag, Mayorga and Ormoc City in the province of Leyte. BFAR Director General Asis Perez happily made the announcement during the distribution of 1,000 boats, engines, freezers, fishing gears and P1,500 cash assistance to fisherfolks from all over Eastern Visayas on May 2 at the Balyuan Park¸Tacloban City overlooking Cancabato Bay. DILG to assist in rehabilitation of damaged public buildings in Yolanda-hit barangays T he Nat ional Government

through the Depar tment of I nter ior and Local Government, i s now focusing i ts attent ion to helping barangays regain their abi l i t y to del iver bas ic ser v ices. DILG Region 8 Direc tor Pedro A. Noval J r. sa id this development fo l lows af ter the re lease of nat ional government ass istance recent ly to provinces, c i t ies and munic ipal i t ies which were hardly-hit Super Typhoon Yolanda. Direc tor Noval sa id that as announced by DILG Secretar y Mar Roxas dur ing the turnover of checks to local government units (LGUs) last Apr i l 10 and 11, the barangays wi l l a lso receive ass istance for the repair of damaged barangay hal ls , day care centers, and c iv ic centers or gymnasiums or auditor iums. I n this connec t ion, Direc tor Noval ca l led on c i t y and munic ipal mayors to help their barangays to prepare and to submit the suppor t ing documents to the DILG Regional O ff ice in Tacloban Cit y by May 7 so that they can benef i t f rom the nat ional government a id under the Reconstruc t ion Ass istance on Yolanda (RAY ) . Direc tor Noval d isc losed that of the 61 af fec ted local government units in Eastern Visayas, only the munic ipal i t y of Albuera , Leyte has yet to c la im i ts check for P7.75M, due to the repor ted fa i lure of i ts Sangguniang Bayan to issue a resolut ion author iz ing i ts M ayor to enter into a Memorandum of Agreement (MOA) with DILG. The amount re leased by DILG direc t ly to the af fec ted

munic ipal i t ies, c i t ies and provinces in Eastern Visayas this Apr i l tota led more than P900 mi l l ion. The f i rst batch of checks were personal ly handed over by Secretar y Mar Roxas to the provincia l government of Leyte, the c i t ies of Tacloban, Ormoc and Baybay, and 35 towns af fec ted in Leyte. O ther badly hi t LGUs in Eastern Visayas received the RAY funds through Dir. Noval who was instruc ted by Sec. Roxas to distr ibute the checks so that LGUs could a l ready star t their much-needed projec ts. The mayors or local t reasurers of s ix munic ipal i t ies and the provincia l government in B i l i ran, and of t wo towns in Samar c la imed their checks at the DILG Regional O ff ice on Apr i l 24 . The nex t day, Dir. Noval v is i ted t wo (2) more towns in Samar and 11 towns in Eastern Samar to hand over the checks to their munic ipal mayors. I n order to be able to avai l of the nat ional government a id for repair of barangay publ ic bui ld ings, Barangays must submit to DILG-8 Regional O ff ice, p ic tor ia ls taken f rom al l angles of the af fec ted bui ldings and programs of work prepared by the Cit y/Munic ipal Engineer and approved by the Punong Barangay. T h e s e shal l l ikewise be val idated by the C/MPDC and attested by the Cit y/Munic ipal Mayor and the Munic ipal DILG off icer. Al l documents submitted must be subscr ibed and sworn to by a notar y publ ic . This wi l l help DILG hasten

projec t evaluat ion and fund re lease s ince the agenc y cannot feas ibly do onsite val idat ion of each damaged bui lding in the est imated 2 ,000 barangays af fec ted by Yolanda in the region s ince i t only has three (3) engineers at i ts regional of f ice and a few at the f ie ld, Direc tor Noval sa id. Dir. Noval echoed Sec. Roxas’ p lea for LGUs to be prudent in the use of the money, and as much as poss ible, tap local labor and mater ia ls to help st i r up i ts economy. DILG is ask ing non- government organizat ions (NGOs) , media and the publ ic to help the agenc y monitor LGU spending of RAY funds. The depar tment expec ts a l l repair and rehabi l i tat ion projec ts by LGUs to be completed by the end of the year. To recal l , of the 1 .79 Bi l l ion (P1,791,400,000) a l located for rehabi l i tat ion of LGU bui ld ings under RAY, Tacloban Cit y received the biggest chunk at P230,687,979.22 for the repair of the c i t y hal l , publ ic market , and c iv ic center. For the provinces, Leyte LGUs received the biggest funding with a l locat ion amounting to P801,804,911.17, or about 45 percent of the total rehabi l i tat ion fund. Al locat ion for other provinces in Region 8 include P19,917,634.41 for B i l i ran; P100,219,564.57 for Eastern Samar ; and P16,528,192.25 for Samar. (P IA 8)

A retiring soldier tear fully exhorted his colleagues to be

good soldiers and public servants. “I have reached the peak of the military service and have hurdled various obstacles. You can also surpass the same challenges if you, my fellow soldiers exercise the legacy of being good followers and public servants,” Master Sergeant Benjamin Javier Estafia told his fellow soldiers. The Soldiers of the 19th Infantry Battalion during its regular f lag raising ceremony on Monday, April 28, recognized the senior non-commissioned officer who is retir ing after 31 years and seven days of struggle in the military service. Master Sergeant Estafia who hails from St. Bernard, Southern Leyte was given certif icate of recognition by Lt. Col. Nedy Espulgar for his invaluable and dedicated services to 19IB where

he has been assigned months after his enlistment in the regular force of the Philippine Army on April 1, 1982. His wife, Nida Estafia also received a certif icate of appreciation. As Estafia bid farewell from the military service, his colleagues, not just by his subordinates but also the officers in 19IB commended and thanked him, for they learned much from him in all aspects of the military. In his parting message, Estafia tear fully recalled the hardships and sacrifices he had experienced and the various positions which he held while with 19IB. He gained positions such as team leader, squad leader and company first sergeant because of his dedication in his assigned tasks and duties. He is both a combatant and a community relations specialist.

In his early years, Estafia also had survived two (2) NPA-initiated ambushes, one of which was on January 5, 1987 in Brgy. Rawis, Laoang, Northern Samar, where he was wounded. Lt. Col. Espulgar said the service rendered by Master Sergeant Estafia is one of the longest in the history of 19IB and the hardest to achieve by any soldier. “I hope we can all retire l ike Master Sergeant Benjamin Estafia, whose service cannot be equaled if we deviate from the true traditions and mandate of the Philippine Army. Let us all remain steadfast to the Internal Peace and Security Plan Bayanihan and the Army Transformation Roadmap as our guides in serving the people, securing the land”, Lt. Col. Espulgar said. Construction of road opening, a welcome development for some residents in covered areas

T he construction of road opening at the San Miguel-Babatngon-

Tacloban City Road along the Bagahupi-Babatngon-Sta. Cruz-Caraycaray Section, San Miguel, Leyte is a welcome development in the covered areas. I t was learned from the Department of Public Works and Highways (DPWH) – Leyte First Engineering District (1st LED) that a number of residents in the covered areas were hired as laborers by the contractor of the project, which is the B.M. Marketing. District Engineer Angel

A. Sia, Jr. informed that the road opening project along Tulaan-Bagacay Section involves the application of bio-engineering solution and the construction of rubble concrete, and once completed it is expected to preserve the existing pavement. According to him, the project which has a P45,565,322.17 budget allocation is now 60% completed. Another road project currently being worked-on by the DPWH-1st LED is the concreting of the Kil ing-Tanauan-Tabontabon-Julita Road in the municipality

of Tanauan, which is part of the re -blocking and widening of the newly converted provincial road previously damaged by calamities. Engr. Sia informed that the project is funded under the General Appropriations Act of 2014, and is under contract with the CNE Construction with a project cost of P9,229,143.69. He added that to date, the concreting project is already 85% accomplished. (PIA-8)
