Leyte firms up rehab master plan The Provincial Government of

Leyte, six months in the aftermath of Yolanda onslaught, is now in the process of firming up all the details in the Leyte Rehabilitation Master Plan. Governor Leopoldo Dominic Petilla was quoted as saying the PLGU hopes to finish the Master Plan by next week, so it could submit the same to the National Government for appropriate action. He said that the Master Plan which is guided by the “build back better” scheme of the National Government, will be the basis for the funding of the rehabilitation program. He expressed hope that “There will be no problem with the reports to be submitted, then we will have the approval of the President and that

eventually be the basis for the funding of our rehabilitation program.” Petilla disclosed that the Office of the Presidential Assistant on Rehabilitation and Recovery is providing the PLGU with the much-needed technical assistance. Villages and towns affected by Typhoon Yolanda have submitted their respective damage reports since December 2013, but the reports have yet to be validated and integrated into the provincial rehabilitation plan. The governor said that more or less P20 billion might be allotted for the rehabilitation program of Leyte, “so it’s now a matter of coming up with a credible and comprehensive report.” The Philippine Information

had a glimpse of the Master Plan and without preempting the PLGU, the plan indeed encapsulates the solutions to recurring problems especially that of disaster risk reduction and management. The Governor said he is happy to not that the provincial local government of Leyte has done a lot since Typhoon Yolanda struck the province. He also took note of the international humanitarian organizations’ report that “we have done a lot compared to the other countries where there are similar disasters or calamities.” (PIA8)

More Tanauan ‘Yolanda’ survivors get new homes in safe locationIt was a happy and memorable

occasion when on May 9, 2014, six months after Yolanda, some 19 displaced families in Tanauan, Leyte received their permanent homes at the permanent relocation site in Pago, Tanauan, Leyte. The occasion was attended by Tanauan Mayor Pelagio Tecson, Jr. and the officials of Tanauan with UNHCR Head Bernard Kerblat, Gov.Mic, Vice Gov Carlo as guests of honor. Dubbed as Primetown Village, the permanent relocation

site, is a housing project of the local government unit (LGU) in partnership with Gawad Kalinga and the National Housing Authority (NHA). Some 1,200 identified beneficiaries will be given their own house and lot here. On April 28, the first batch of 20 recipient families were given their permanent dwelling. The construction of the housing project began in February with the beneficiaries volunteering in the building of their own units. On May 8, the Tanauan LGU

officials joined in the house building activities and led in the lantern lighting ceremonies with 182 lanterns lit to commemorate 182 days from Yolanda. Meanwhile, Mayor Tecson gave the assurance that the site at Barangay Pago as well as Maralbi and Sacme were carefully assessed and declared safe for relocation. He further stressed that the resettlement sites are accessible to livelihood opportunities and transportation facilities. (PIA 8)

Department of Education’s (DepEd) K to 12 Program in two pilot schools in Leyte will be graduating on May 30 of this year. Palo Mayor Remedios L. Petilla said the first batch of K to 12 students from the Palo ! National High School and the Merida Vocational School will graduate on May 30 at the upper floor of the Palo Municipal Hall. This is a very important historical event, Mayor Petilla said as she disclosed that no less than the President of the Philippines and the secretary of Education have been invited to grace the graduation. It was learned that in a recent assessment made by the DepEd and the Provincial Government of Leyte, about 200 students of Grades 11 and 12 took the K to 12 Program Modeling

The students come from Palo National High School and Merida Vocational School and are under the Income Creating Opportunities Thru Technology Projects (ICOT-P) of then Leyte governor now Energy Secretary Carlos Jericho L. Petilla which being continued under the term of Governor Dominic Petilla. Universities and Colleges Eastern Visayas Chapter. Governor Leopoldo Dominico Petilla said DepEd can now assess what are needed to improve the implementation of the program in the Philippines. “With the K to 12 Program, this reinforces our vision to provide alternative learning and skills to our students who would not be able to continue to a college education. As they finish senior high school, they become equipped with skills and competencies that will make them ready to work,” he said. The shift in the country’s education system started in 2012 with the universal kindergarten program. Filipino children aged five years old are now required to spend two years in kindergarten before entering Grade 1. (PIA 8)

Korean stars, soldiers rebuild facilities in Leyte The cast of the Korean reality TV

show “Real Men” were at Barangay Mohon in Tanauan, Leyte this week to help Korean soldiers rebuild facilities damaged by typhoon “Yolanda. Imagine the amazement of the barangay residents when they realized that Super Junior M’s Henry Lau, ZE:A’s Hyungsik, actor Kim Soo Ro, singer K.Will, Park Hyung-sik, Park Gun-hyung, Chung Jung-myung, Seo Kyung-suk and Australian Sam Hammington have joined Korea’s Araw Unit which was dispatched to the Philippines starting last December, in restoring facilities in Leyte. It was learned that the cast and crew arrived in the country last May 5 and immediately flew to Leyte. They will be in the country until

Saturday, May 10. Kelvin Amarille, Barangay Mohon DEvelopment Information Officer, told the Philippine Information Agency that the cast and crew arrived in Barangay Mohon on May 6 where they helped repair the Mohon Elementary School and the covered court in the barangay. It was gathered that this is the first overseas shoot for “Real Men,” a show where celebrities experience Korean military life. The Korean soldiers and the cast of the Real Men were seen rebuilding the Mohon Elementary School. The Araw Unit is part of the humanitarian assistance efforts of the government of South Korea. Since December, the team has restored

16 facilities in Leyte including 10 elementary schools, five public facilities and one hospital. They have provided medical treatment to about 1 million residents. Moreover, Araw Unit has partnered with TESDA for the training on operations of heavy equipment and has conducted Korean language classes. “For the last 100 days, we planted seeds of hope with our efforts and passion while operating the damage recovery mission. We will do our best to make the Philippines remember Korea and the Araw unit within their hearts long after we leave,” said Col. Lee Cheol-won, the commander of the Araw Unit. (PIA 8)

CARD MRI spearheads disaster management forum-caravan “Dugtong Buhay” T o create more awareness and

generate more commitment and action about disaster preparedness and management, CARD Mutually Reinforcing Institutions (MRI), the leading microfinance institution in the Philippines, will be spearheading a Disaster Management Forum-Caravan dubbed as “Dugtong Buhay ” to be held on June 8-12, 2014 in Manila, and the provinces of Leyte and Samar in Region VII I . I t was learned from CARD MRI that on June 9, a Disaster Management Forum will be held at the Land Bank of the Philippines, Manila. Some 50 local and foreign participants are expected to join the activity, and said participants come from financial and rural development institutions,

international development agencies, government agencies and socially responsive corporate entities. On June 10, a disaster management and livelihood training will be conducted at Brgy. Cogon, Palo, Leyte, and this will be followed by a disaster management forum, l ivelihood training, climate change activities, and a community health day which will be organized in Basey, Samar on June 11. I t was bared that the last day of the activities, which will include disaster management forum, l ivelihood training, climate change activities, ‘Mga Likha ni Inay ’ and product shows, will be on June 12, and this will be held at the Leyte Normal University, Tacloban City.

Meanwhile, the “Dugtong Buhay ” forum caravan is a unique 5-day journey of sharing and learning on disaster management and response from preparation to rehabilitation with a regional forum in Manila, after which the participants will make an observation on the result of the recent super-typhoon devastation, and the disaster response of CARD and its partners in Leyte and Samar. During the forum, the participants are expected to share their experiences on disaster management in their respective countries and institutions. Relative to the event, CARD MRI is inviting members of the media to cover the said activities. (PIA8)

permanent houses,” the Mayor said. Earlier, the bunkhouse dwellers along the Caibaan Motocross expressed fear when they read the announcement in front of the site saying the bunkhouses will only be used until June 30 of 2014. “ We have nowhere to go,” was the common observation of the dwellers whose houses were washed out by Typhoon Yolanda which hit Central Phil ippines in November 2013. At f irst, the displaced

families took refuge at public buildings l ike schools¸others in tents until the time when they were transferred to the temporary shelters. The Department of Social Welfare and Development in the Region said, this is already the responsibil ity of the local government unit. (PIA 8)
