The Martin Luther King, Jr. ▪ César Chávez ▪ Rosa Parks Initiative (KCP)

The Michigan legislature established the Martin Luther King, Jr. ▪ César Chávez ▪ Rosa Parks Initiative in 1986 after a statewide analysis of participation and graduation rates of Michigan's most educationally disadvantaged students. 

Targets the needs of academically and economically disadvantaged students.

The KCP Pipeline Funded annually through the Michigan Higher Education

Appropriations Act

Implemented by Michigan's Public and Independent Universities.

The six strategic components of the KCP Initiative:

KCP K-12 Programs

College Day (CD) Program, State funded

Gaining Early Awareness and Readiness for Undergraduate Programs (GEAR UP) funded by USDOE

MI GEAR UP: Michigan’s largest college access program Serves over 10,000 students statewide Operates in partnership with all of Michigan’s public

universities.

The KCP Pipeline MI GEAR UP schools:

50% or more of students are Free and Reduced Lunch eligible.

2017 cohort, currently in 10th grade.

MI GEAR UP Services Include: Financial Literacy Parental Involvement Scholarships

KCP Undergraduate Programs

KCP Competitive Grants-- (4-S, MICUP, and MHEDP) college retention, success, and graduation for academically and economically disadvantaged college students.

4-S. The Select Student Support Services (4-S) Competitive Grants promote systemic institutional change through creating programs for academically and economically disadvantaged college students.

MICUP. The Michigan College and University Partnership (MICUP) Competitive Grants are intended to create programs that increase the number of academically and economically disadvantaged students who transfer from community colleges into baccalaureate programs.

MHED. The Morris Hood Jr. Educator Development (MHED) Program Competitive Grants are intended to increase the number of academically and economically disadvantaged students who enroll in and complete K-12 teacher education programs at the baccalaureate level.

KCP Graduate Programs

Future Faculty Fellowship (FFF) Program provides financial support for traditionally underrepresented candidates pursuing faculty teaching careers in postsecondary education. 

Visiting Professors (VP) Program provides financial support to Michigan's public universities to increase the number of traditionally underrepresented instructors in the classroom available as role models for students.

Alignment of Program GoalsStrengthening Programs through Alignment of Program Goals

Coordination among KCP Competitive Grant Programs. Programs can coordinate services by jointly designing and implementing strategies that include shared goals, objectives, and resources.

Coordination between KCP Competitive Grant Programs and MI GEAR UP. Opportunities for cross program collaboration include guidance, mentoring and academic support, summer visitation programs, on-campus math and science academies, and financial aid and postsecondary application workshops.

Coordination between KCP Programs and College Access Organization. Collaborate with other college access organizations such as TRIO or other educational opportunity programs (EOP) to facilitate enrollment and coordination of services across the range of program services.
