    Energy Management Systems – Requirements with guidance for use

    1 Introduction:

    The purpose of this Intentional Standard (IS) is to enable organizations to establish the

    systems and processes necessary to improve energy performance, including energy efficiency,

    use and consumption. Implementation of this IS is intended to lead to reductions in

    greenhouse gas emissions and other related environmental impacts and energy cost through

    systematic management of energy. This IS is applicable to all types and sizes of

    organizations, irrespective of geographical, cultural or social conditions. Successful

    implementation depends on commitment from all level and functions of the organization and

    especially from top management.

    This IS specifies EnMS reuirements , upon !ith an organization can develop and implement

    an energy policy, and establish ob"ectives, targets and action plans !hich ta#e into account

    legal reuirements and information related to significant energy use. $n EnMS enables an

    organization to achieve its policy commitments, ta#e action as needed to improve its energy

     performance and demonstrate the conformity of the system to the reuirements of this IS.

    This IS applies to the activities under the control of the organisation and application of this IS

    can be tailored to fit the specific reuirements of the organizations including the comple%ity

    of the system degree of documentation and resources.

    This IS is based on P!" # $% # &'E&( # !&) *P$&!+ continual improvement

    frame!or# and incorporates energy management into everyday organization practises as in

    6orld!ide application of this IS contributes to more efficient use of available energy sources

    to enhance competiveness and to reduce greenhouse gas emissions and other related

    environmental impacts. This IS is applicable irrespective of the types of energy used.

    This IS can be used for certification, registration and self7determination of an organization8s

    EnMS. It does not establish absolute reuirements for energy performance beyond the

    commitments in the energy policy of the organizations and its obligation to comply !ith

    applicable legal reuirements and other reuirements. Thus t!o organisations carry outsimilar operations, but many different energy performance, can both conform to its

    reuirements.

    This IS is based on the common elements of IS% Management System Standards, ensuring

    a high level of compatibility notably !ith IS% .001 and IS% 1/001 $n organization can

    choose to integrate this IS !ith other management system, including those related to uality,

    the environment and occupational health and safety.

    2 Scoe

    This IS specifies reuirements for establishing , implementing , maintaining and improving

    an energy management system, !hose purpose is to enable an organization to follo! a

    systematic approach in achieving continual improvement of energy performance, including

    energy efficiency , energy use and consumptions.

    This IS specifies reuirements applicable to energy use and consumption, including

    measurement , documentation and reporting , design and procurement practises for

    euipment , systems , processes and personnel that contribute to energy performance.

    This IS applies to all variables affecting energy performance that can be monitored and

    influenced by the organizations. This IS does not prescribe specific performance criteria !ith

    respect to energy. This IS has been designed to be used independently but it can be aligned or

    integrated !ith other management system.

    This IS is applicable to any organization !ishing to ensure that it conforms to its stated

    energy policy and !ishing to demonstrate this to others, such conformity being confirmed

    either by means of self7evaluation and self7declaration of conformity or by certification of the

    EnMS by e%ternal organizations.

    This IS also provides in !nne ! informative guidance or its use.

    ") The size and nature of the organization and available resources !ill determine the size of

    • $ppointing a management representative and approving the formation of an

    energy management team.

    • roviding the resources needed to establish, implement, maintain and improve

    the EnMS and the resulting energy performance.

    • Identifying the scope and boundaries to be addressed by the EnMS.

    • Ensuring that EnIs are appropriate to the organization.

    improvements .Top management shall define the energy policy and ensure that it

    The organization shall develop, record and maintain an energy revie!. The methodology and

    criteria used to develop the E0 shall be documented. To develop the E0 the organization shall

    - Evaluate past and present energy use and consumptions.

    • :ased on the analysis of energy used and consumption, identify the areas of

    significant energy use i.e.

    - Identify the factors, euipment, systems or processes that significantly affect

    energy user and consumption.

    - Identify other relevant variable affecting significant energy user.

    - +etermine the current energy performance of factory, euipment, systems and

     processes related to identification significant energy use

    - Identify and record opportunities for improving energy performance

    The organization shall establish an energy baseline using the information in the initial energy

    revie! considering a date period suitable to the organization energy use and consumptions.

    The organization shall establish, implement and maintain action plans for achieving itsob"ectives and targets. The action plan shall include

    • The statement of actions !hich are important in energy performance shall be verified.

    The organization shall use the action plans and other outputs resulting from the planning

     process for implementation and operations.

    /52 &ometence )raining and !wareness

    The organization shall ensure that every person !or#ing for or on its behalf, related to

    significant energy users are competent or the basics of appropriate education, training, lac# or 

    e%perience. The organization shall identified training needs associated !ith the content of itssignificant energy users and the operations of its EnMS. The organization shall provide

    training or ta#e actions to meet these needs. $ppropriate records shall be maintained.

    The organization shall ensure that any person !or#ing for or on its behalf are a!are of

    '. The importance of conformity !ith the energy policy, procedures and the

    reuirements of the EnMS.

    The organization shall decide !hether to communicate e%ternally about its energy policy,

    EnMS and energy performance and shall document its decisions. If the decisions is to

    communicate e%ternally, the organization shall establish and implement a method for this

    e%ternal communication.

    /5/ $ocumentation

    4.5.4.1 $ocumentation Requirements

    The organization shall establish, implement, and maintain information in paper,

    electronic or any other medium to describe the core elements of the EnMS and their

    interactions.

    The EnMS document shall include

    • The scope and boundary of the EnMS.

    The energy policy.

    • The energy ob"ectives, targets and actions plans.

    • The document, including records, reuired by this IS.

    • ther documents determined by the organizations to be necessary.

    ") The degree of documentations can vary from different organization for the follo!ing

    reasons

    - The scale of the organization.

    - The comple%ity of the process and their importance.

    - The competence of personals.

    4.5.4.2 &ontro- of $ocuments

    *ontrol of documents reuired by this IS and EnMS shall be controlled. This includes

    technical documents !here appropriate.

    The organization shall establish, implement and monitor procedure to

    • $pprove documents for adeuacy prior to issue.

    • eriodically revie! and update documents as necessary.

    • Ensure that relevant region of applicable documents are available.

    • Ensure that documents are legible and readily identifiable.

    • Ensure documents of e%ternal organization determine by the organization to be

    necessary for the planning and operation of the EnMS are identified.

    The organization shall identify and plan the operation and maintain activity !hich are related

    to its significant energy uses and that are consisted !ith its energy policy, ob"ectives, targets

    and action plans in order to ensure that they are carried out under specified condition by

    means of the follo!ing

    • Establish and setting criteria of the effective operation and maintenance of significant

    energy uses, !here their absence could lead to a significant elevation from effective

    energy performance

    • perating and maintain facilities, processes, system and euipment in accordance !ith

    operational criteria.

    of the organization.

    /54 $esign

    The organization shall consider energy performance improvement opportunities and

    operational control in the design of ne!, modified and renovated facility, euipment, system

    and processes that can have a significant impact on its energy performance.

    The results of the energy performance evaluation shall be incorporated !here appropriate into

    the specification, design and improvement activities of the relevant pro"ects.

    The results of the design action shall be recorded.

    4.5.7 Procurement of energy ser7ices roducts equiment and energy

    6hen procuring energy services, products and euipment that have or can have an impact on

    significant energy use the organization shall inform suppliers that procurement is partly

    evaluated on the basis of energy performance.

    The organization shall establish and implement the criteria for assessing energy use ,

    consumption and efficiency over the planned or e%pected operating lifetime !here procuring

    energy using products, euipment and services !hich are e%pected to have a significant

    impact on the organization energy performance.

    The organization shall define ne! document energy producing specification as applicable for

    efficient energy use.

    /41 Monitoring measurement and ana-ysis

    The organization shall ensure the #ey characteristic of its operations that determine

    energy policy are monitored, measured and analysed and planned intervals. 4ey

    characteristics shall include at a minimum

    • Significant energy use and other outputs of the energy revie!.

    •The relevant variables related to significant energy uses.

    • EnIs

    • The effectiveness of the action plans in achieving ob"ectives and targets.

    • Evaluation of actual versus e%pected energy consumption.

    The results from monitoring any measurement of the #ey characteristic of the organization

    and its monitoring and measurement euipment shall be defined and implemented.

    ") Measurement range from only utility meters for small organizations up to comple%

    monitoring systems connected to a soft!are application capable of consolidating data and

    delivery automatic analysis. It is up to the organization to determine the measure and methods

    of the measurement.

    The organization shall define and periodically revie! its measurement needs. The

    organization shall ensure that the euipment used in monitoring and measurement of the #ey

    characteristic provide data !hich are accurate and repeatable.

    /42 E7a-uation of com-iance with -ega- requirements and other requirements

    $t planned intervals, the organization shall evaluate compliance !ith legal reuirements and

    other reuirements to !hich it is subscribes related to its energy use and consumption

    0ecords of the result of the evaluations of compliance shall be maintained.

    /43 Interna- audit of the EnMS

    The organization shall conduct internal audits at planned intervals to ensure that

    the EnMS

    reuirements of this IS.

     performance.

    The organization shall address actual and potential nonconformities by ma#ing corrections

    and by ta#ing correction action and prevent action, including the follo!ing

    The implementation of an energy management system specified by this IS is intended to

    result in improved energy performance. Therefore this IS is based that the organization !ill

     periodically revie! and evaluate its energy management system in order to identify

    opportunities for improvement and their implementation. The organization is given fle%ibility

    on ho! it improves the EnMS e.g. the rate, e%tent and timescale of the continual

    improvement process are determine by the organization.

    The organization can ta#e into account economic and other consideration !hen determining

    the rate, e%tent and timescale of their continual improvement process.

    The concept of scope and boundaries allo! fle%ibility of the organization to define !hat is

    included !ith the EnMS.

    The concept of energy performance includes energy use, energy efficiency and energy

    consumption. Thus the organization can chose a !ide range of energy performance

    constituents. &or e%ample the organization could reduce pea# demand, utilise surplus or

    !aste energy or improve the operations of its systems, process or euipment.

    responsibility of the management representative may represent all or part of the "ob function,

    The energy management team ensure delivery of energy performance improvements. The size

    of the team is determined by the comple%ity of the organization

    &or small organization, it can be one person, such as the management representative

    &or larger organization, a cross functional team provides an effective mechanisms to engage

    different parts of the organization in the planning and implement of the EnMS.

    !3 Energy Po-icy: 

    Energy policy is the driver for implementing and improving an organization EnMS andenergy performance !ithin its scope and boundaries. The policy may be a brief statement that

    members of the organization can understand and apply to the !or# activity. The energy

     policy dissemination can be used as a driver to manage organization behaviour

    organization. It is typically based on appropriate measures observation of actual energy

     performance.

    they can be accompanied by a series of ran#ed recommendations for improvements in terms

    of energy performance.

    Energy audits are planned and conducted as part of the identification and prioritization of

    opportunity to improve energy performance.

    that affect the energy use and consumption. 1ariables can include !eather, seasons, business

    activities and other conditions.

    The energy baseline is maintained and recorded as means for the organization to determine

    the records maintenance period. The ad"ustments to the baseline are also considered

    maintenance and the reuirements are defined in this IS.

    !/5 Energy Performance Indicators

    EnIs can be a simple parameter, a simple ration or a comple% model. E%ample of EnIs can

    include energy consumption per time, energy consumption per unit of production and multi

    variable models.

    The organization can choose EnIs that inform the energy performance of their operation and

    can update the EnIs is !hen business activities or baselines change that affect the relevance

    of the EnIs is applicable.

    !/4 Energy o69ecti7es Energy targets and Energy management action -an

    In addition to action plans focused on achieving specific improvements in energy

     performance, an organization may have action plans that focus on achieving improvements in

    overall energy management or improvements in the processes of the EnMS itself. $ction

     plans for these types of improvements can also state ho! the organization !ill verify the

    results achieved by the action plan for e%ample the organization may have an action plan

    designed to achieve increase employee and contractor a!areness of energy management

     purpose of highlighting good practices !ithin the organization to e%ternal benchmar#ing in

    order to establish the best in industry ; sector performance of an installation ; facility or a

    specific product ; service in the same field or sector. The benchmar#ing process can be

    applied to any or all of these element. rovided relevant and accurate data, benchmar#ing is a

    valuable input to an ob"ective energy revie! and conseuent setting of energy ob"ectives and

    energy targets.

    The only procedures that have to be documented are ones that are specified as a documented

    The organization can develop any documents that it seem necessary to effectively

    demonstrate energy performance and support EnMS.

    $n organization should evaluate those of its operations that are associated !ithin identifiedsignificant energy use and ensure that they are correlated in a !ay that !ill control or reduce

    the adverse impacts associated !ith them, in order to fulfil the reuirements of the energy

    The applicability of energy purchasing specifications may vary from mar#et to mar#et.

    Energy purchasing specification elements could include energy uality, availability, cost,structure, environmental impact and rene!able source.

    The organization may use the specification proposed by an energy supplier as appropriate.

    Internal audit of the EnMS, can be performed by the organization or by e%ternal personsselected by the organization, !or#ing on its behalf. In either case, the person conducting the

    audit should be competent and in a position to do impartially and ob"ectively. In smaller

    organization, auditors independent can be demonstrated by an auditor being free from

    responsibility for the actions being audited. If an organization !ishes to combine audits of its

    energy management systems !ith other internal audits, the intent and scope of each should be

    clearly defined.

    $n energy audit or assessment is not the same concept as an internal audit of an EnMS or an

    internal audit of the energy performance of the EnMS.
