ou’ll hear several phrasesused to describe the value ofyour home, especially as youprepare to buy or sell. One

you’ll hear often as you prepare to sellis “appraised value.” This refers to anobjective opinion about the value of theproperty. Appraisal, however, is not anexact science, so different appraisersmay assign different values.

When houses are being bought andsold, the appraisals are usually based

on the market value, what it is believedthe property could probably be sold for.This is a number that is always in flux,especially in an active market likeMaui. Besides appraised value andmarket value, you may also hear of in-surance value, replacement value andassessed value for property taxes.These numbers will not all be the same.

Appraised value is not a constantnumber. Any change in market condi-tions can dramatically change ap-

praised value.A nearby andsimilar homeselling at anunexpectedprice or achange in thenumber of buy-ers looking forhomes in a spe-cific range willchange the ap-praisal.

Appraisedvalue doesn’ttake into considera-tion special circum-stances that will changewhen a home is sold, suchas the owner’s need to sell

rapidly. It is based onconditions that derivefrom the property andthe market, not thebuyer or seller.

Lenders usually usethe appraised value orthe actual selling priceof a property, whichev-er is less, to determinethe amount of themortgage they willoffer.

he storyline is nothing new: ascammer offers something foran eye-catching price, devisesattractive promises, then makes

off with the cash before the victim real-izes they’ve been duped. It’s a classicscheme that have left some Maui resi-dents stunned — not to mention out ofhundreds or thousands of dollars.

This story is all too familiar for TerryTolman, Chief Staff Executive at the Re-altors Association of Maui. His officereceives a steady stream of complaintsrelating to Craigslist real estate scams, inwhich a con artist will scour the Internetfor photos and information of a property,

then use those details to create his or herown fake listing — almost always at alower price to entice would-be renters.Once the deposit or first month’s rent iscollected, the scammer disappears. Insome cases, the scammer will ask forpersonal information to steal a person’sidentity.

“It’s a huge deal,” says Tolman, whoadds that, “It’s usually the people whocan least afford it who are gettingscammed. That’s kind of the way thesethings work.”

Tolman says he has heard reports ofup to five parties showing up at a homeon the first day of the month expectingto move in — with only one person pay-ing the real owner. In another incident, afamily arrived at a home to find that it

ost tips lists are reminders, but this oneprobably includes at least a few ideasyou’ve never heard before. Most contractorsare trustworthy business people who rely on

their reputations, but it is never a mistake to preparefor surprises. Usually, tips lists are pick-and-choose af-fairs, but seriously considering every one of these hintsis wise when you’re thinking of remodeling your home.

≤ Get written estimates from at least three differentcontractors, being sure all three are bidding on all thesame details.

≤ Get references from the contractors and actually callthe customers whose names they give you. Don’t beafraid to ask specific questions about the contractor andcrews. Ask permission to see the finished work.

≤ Check whether there are complaints against the con-tractors you are considering by calling the Maui Cham- ber of Commerce at 871-7711 and the Hawai’i Bet-

ter Business Bureau, toll-free on Oahu at (877) 222-6551.

≤ Be sure there is a contract before work begins,and that it states exactly what work is to be done, andhow change orders are to be handled.

≤ Make the smallest down payment you can negoti-ate to limit your losses in the event that the contractorfails to finish the job.

≤ Be sure that the contractor has the necessary per-mits, licenses and insurance.

≤ Check that the contract clearly states the finishdate and spells out what recourse you have if the jobis not finished as promised. Also, under most condi-tions, a contract signed at your home in Hawaii canbe canceled within three days. done by his or her own crew, what will be subcon-tracted and how he will supervise and manage all theworkers.

≤ See that the materials to be used are specified.Then follow through by checking that those materialsare used on the job.

frequently reported Internet crimes inthe nation, according to the InternetCrime Complaint Center. Its 2012 Inter-net Crime Report showed that last yearalone, real estate scams in the UnitedStates were reported 14,432 times, withmore than $15.4 million in losses.

Judi Pasco, Executive Assistant andProfessional Standards Administrator atthe Realtors Association of Maui, esti-mates her office receives about one calla week related to this kind of scam,mostly from real estate agents worriedthat their property for sale is also listedon Craigslist for rent. When this hap-pens, she will send that person an emailwith information on how to report theincident to authorities.

“Someone desperate to find a home isgoing to believe because they want tobelieve,” she says. “The hardest part iswhen you find out that someone has ac-tually sent the money.”

Pasco adds that while people are stillbeing duped, she is hopeful that peopleare learning from other’s mistakes.

“A couple years back it was wayworse,” she remembers. “I think theword gets around, which is why it’s notas frequent, but we’re still getting peo-ple calling us about this.”

In an age when people are becomingincreasingly comfortable with onlinetransactions, that convenience can comeat a high price, warns Chris Duque, Cy-berCrimes Investigator with the Depart-ment of the Prosecuting Attorney inHonolulu. One red flag, he says, is deal-

ing with a person exclusively online.“Whenever you post something on the

Internet, and even in traditional newspa-per advertisements, it’s always buyersbeware,” says Duque. “If you don’t seethis person, you’re relying on a trust fac-tor, and the scammers know that, sothey can easily create or manipulate afacade.”

With more than 2 billion people usingthe Internet, the chances that one ofthem is going to fall for a scheme is

pretty good, adds Duque. He has heardcountless stories of people being fooledwith rental scams, and says that when itcomes to protecting yourself from beingvictimized, one familiar saying stillstands.

“It’s human nature that people arelooking for that free ride, but if it’s toogood to be true, it is,” he says.

� Suspicious looking email address.If the person’s email address appears as amish-mash of numbers and letters, be-ware. These are often automatically gen-erated by a computer in order to be un-traceable.

� They accept bad credit. Often-times, scammers will say things like “badcredit okay” to entice those with lousycredit, thus targeting on those who aredesperate to find a place to live becausethey’ve been turned down elsewhere.

� Person is out of the country. Manyscammers claim to be out of the country,

oftentimes for a job or on missionarywork. For the latter, the emails may in-clude words like “God bless you” andother religious sentiments in order to ap-pear trustworthy.

� Money transfers. The person asksyou to send money via money transfer. Ifyou’re sending money through a servicelike Western Union, it’s almost always ascam.

� Rent is below the market. If therent is far cheaper than what is typical forthat area, proceed with caution. Thingsthat are too good to be true usually are.

If you feel you’ re being targeted orhave fallen victim to a scam, here’ s whatto do:

� Report suspicious activity to the In-ternet Crime Complaint Center atwww.ic3.gov.

� Contact Craigslist and flag the mes-sage for deletion. Another option is tocreate your own Craigslist post advertis-ing the same property at an even lowerprice to ensure it appears at the top of thesearch list. Make it clear in your listingthat the property is “NOT FOR RENT”or “THIS IS A SCAM.”

U.S. sales of previously occupied homes slipped in Juneto a seasonally adjusted annual rate of 5.08 million but re-main near a 3.5-year high.

The National Association of Realtors said last week thatsales fell 1.2 percent last month from an annual rate of5.14 million in May. The NAR revised down May’s sales,but they were still the highest since November 2009.

Despite last month’s dip, home sales have surged 15.2percent from a year ago. Sales have recovered since earlylast year, buoyed by job gains and low mortgage rates.

Still, mortgage rates have surged in recent weeks overconcern that the Federal Reserve could slow its bond-buy-ing programs later this year. The Fed’s bond purchaseshave helped keep long-term mortgage and other rates low.

Higher mortgage rates slowed sales last month of high-er-priced homes in states such as California and NewYork, the Realtors group said.

The average rate on a 30-year fixed mortgage leapt to4.46 percent by the end of June from 3.81 percent at theend of May. The rate was 4.37 percent last week.

That rate increase could hamper sales in comingmonths, economists said. But most expect housing to con-tinue to recover, though at a slower pace.

“There’s little doubt the housing market slowed in thesummer as mortgage rates rose,” Dan Greenhaus, chiefglobal strategist at BTIG LLC, an institutional brokerage,said in a note to clients. “Housing is still expected to grow

and contribute to economic output. It just may not be at thepace we’ve seen of late.”

Sales of previously occupied homes in June reflect con-tracts that were mostly signed in April and May, whenmortgage rates were lower. Rising rates can cause somesigned contracts to fall through if buyers no longer qualifyfor mortgages at higher rates.

The one factor that’s most likely holding back sales is alimited supply of homes available. Though more sellersput their homes on the market in June, the supply remainedunusually low — nearly 8 percent less than a year ago.

At the current sales pace, the number of homes for salewould be exhausted in 5.2 months. That’s below the sixmonths’ supply that’s consistent with a healthy housingmarket.

Another concern is that first-time buyers, who usuallydrive healthy markets, aren’t participating as much in thecurrent recovery. They made up only 29 percent of buyersin June, below the 40 percent that is typical. Since thehousing bubble burst more than six years ago, banks haveimposed tighter credit conditions and required larger downpayments. That’s made it harder for first-time buyers toqualify for mortgages.

Still, mortgage rates remain relatively low and homeprices remain affordable despite rising in the past year.And higher mortgage rates could encourage some potentialbuyers to come off the sidelines and purchase homes be-fore rates rise further.

The strength in housing this year has offset weaknesseselsewhere in the economy, like manufacturing and busi-ness investment. Rising home sales tend to lead to morespending at furniture and home supply stores.

Homebuilders have also stepped up construction in thepast year, creating more construction jobs. In June, theyapplied for permits to build single-family homes at thefastest pace in five years.

tures, ask for manuals,warranties and repairhistories.

Finally, be surethat all per-sonal items ofthe sellers –including

trash and debris – are al-ready removed. If theyare not, the property isnot completely ready fora final walk-through.

ou want to own a home of your own. Thatmakes sense. You’d be wise to know whathome you can afford and what home own-ership really means. Here are a 10 things

to check, know or work out.1. The general rule is that you can afford to buy a

home that is valued at two to three times your annualincome. If that seems impossibly restrictive in Maui’ssoaring market, don’t give up. Talk to a lending pro-fessional about creative options that may be right foryou.

2. Make a list of what you want your new home tohave. Then, put the items in order—most importantfirst. You may not get everything in your first home.Maybe you’ll have to build or develop some of thethings that are lower on the list after you buy. Thatmeans checking that those things are actually possibleon the property, of course.

3. Think about schools, beaches, parks and thecommunity plans of various areas, and choose two orthree areas of the island that you’d be willing to livein.

4. Save up the money you’ll need for a down pay-ment and the closing costs. Generally, the closingcosts will be between 2 and 7 percent of the total sell-ing price of the home. So, a home selling for$200,000 will have closing costs of $4,000 to$14,000, in addition to the down payment.

5. Get your credit information in order. Check yourcredit reports on the three major reporting services(Equifax, TransUnion and Experian) and correct anyinaccurate information.

6. Using available online resources or publishedcharts or, better yet, in discussion with a lending pro-fessional, determine how much of a mortgage you canqualify for. As with tip No. 1 above, it may be that

you should consider non-standard loan options or cre-ative financing.

7. Be sure to have all the documents a lender mightask for ready to go. Granted, you may not know whatdocuments are useful. Guess. When in doubt, add itin. Then call the lender you’re planning to talk to seeif they can suggest anything else.

8. Look into special circumstances that may quali-fy you for any kind of special mortgage or down pay-ment assistance. Veteran? First-time buyer? Also, askyour lender to tell you about other possibilities forspecial consideration.

9. Calculate the cost of home ownership in ad-vance to avoid surprises. The mortgage is the mainexpense, but there are also property taxes, insurance,property maintenance and, in many cases, associationfees for the building or neighborhood.

10. Find a Realtor you’re comfortable with, onewith Maui experience and an attitude that you feelyou can work with. Your Realtor will be with you,representing you, through the entire home-buyingprocess.

ften, when things don’t workout as planned, someone willsay, “When at first you don’tsucceed, try, try again.” Other

times, the correct reaction to things goingall wrong is a roundof congratulatory ap-plause. This is one ofthose cases, and thisone has now been go-ing strong for eightyears. Maybe you’venoticed.

In August 2005, ashe was preparing forhis installation as thepresident of the Real-

tors Association of Maui, Keone Ball toldeveryone he was on a mission.

“My goal is to get everybody in the as-

sociation to commit to do one hour amonth of volunteer work. If we can get1,500-plus Realtors to donate that onehour a month, that’s 1,500 hours to startwith, and it could be much more.”

Ball named his volunteer program“Kahiau,” and defined the rarely heardHawaiian word as, “to give generously orlavishly with the heart and not with expec-tation of return.”

Ball’s plan involved a special networkof websites, a registration system, andmuch more. The idea was to match Real-tors and affiliates—members who arelenders, inspectors, title company people,appraisers, photographers, and such—withneeds expressed by nonprofits serving thecommunities of Maui County. Also, therewas meant to be some promotion, maybe aframed ad in The Maui News if RAMcould afford it. The Association hired aconsultant-writer to work on that. That’sme, and task No. 1 of the contract was tomeet with Special Sections Editor at thetime, Rich Van Scoy, to work somethingout with the newspaper.

Nerve-wracking? You bet, but no need.Van Scoy liked the idea, worked it outwith his bosses, and even arranged to de-sign the space and create a logo for thecolumn. The paper would donate thespace, too. The Maui News was on board.

“The Maui News has always been agreat partner with Realtors and affiliatesand with the Realtors Association of Mauithrough thick and thin,” said RAM ChiefStaff Executive Terry Tolman. “Their sup-

port of our community outreach efforts,Presidential Scholarships, and the RealtorsWishing Well . . . for Maui Students pro-gram has made it all possible. By publish-ing the Kahiau column each Saturday, TheMaui News supports Maui’s nonprofit or-ganizations and the individuals who volun-teer for them. Mahalo, Maui News!”

What was that up earlier about thingsnot working out? Well, none of thefolderol Ball imagined was needed. Noneof it.

“When I started this,” Ball said, “I want-ed to ask everyone to volunteer, to get in-volved. I didn’t realize a lot of them—of-ficers, directors, Realtors, and affiliates—were already doing it. The public may nothave known it, and I didn’t know, but realestate people really were already very en-gaged with the community and doing a lotof good things.”

At a kickoff meeting held at Starbucksin Kihei, the Public Relations Committeewas able to suggest four start-up subjects.Everyone thought that would keep thingsgoing till the whole system—unnecessaryas you already know—got going. In fact,by the time the first Kahiau column waspublished on Sept. 17, 2005, there weremore than a dozen other real estate peoplelined up waiting to tell their communityservice stories and promote the causes theybelieve in.

That wasn’t the plan. This train wassupposed to need help getting out of thestation.

“I’m happy it went this way,” Ball said,

“very much so. People were already vol-unteering and serving the community. Thenext goal was letting the community knowthat Realtors are out there, and then usingthat news as a way of encouraging moreinvolvement and action from everyone.”

No one knew until Kahiau provided away to say it, but now every Saturday inThe Maui News, everyone can find outthat the real estate community really lovesMaui.

In the first eight years, the first 416Kahiau columns, the stories of nearly 220beneficiaries—nonprofits and needy indi-viduals in Maui—have been told, andthat’s not counting the 30-plus schoolsthat have been supported so richly bymany individuals within and beyond theRealtors Wishing Well . . . for Maui Stu-dents program.

Did you even know there are that manyorganizations reaching out to Mauians inneed? Admit it, you didn’t, but here are acouple of even more surprising facts. Withthe support of The Maui News, more than425 real estate industry people have beenfeatured with hundreds of others playingsupporting roles in their service stories,and these people have been representativesof more than 150 real estate-related com-panies.

“With the Kahiau column, people seethat Realtors are not different,” said Ball.“We’re just like you, and we’re part of thisMaui community.”

He didn’t know. You didn’t know. Noweveryone knows.

your home, but you also want to think

whether that money will be enough toget you into the kind of home you nowneed or want.

6. Besides the money you may get foryour home and the price you may

have to pay for a new home, include theinterest rate of your current mortgageand the rate you’ll have to pay on a newone. Lower rates will help you find abuyer for your home as much as theywill help you get into a new home.
