Crest Nicholson welcomes you to their public exhibition. On display are the emerging reserved matters plans for Highlands Farm, which is allocated in the adopted Joint Henley & Harpsden Neighbourhood Plan (JHHNP).
The reserved matters process is the second stage of planning. Crest Nicholson expects a decision on the outline planning application during July, which covers overarching principles such as site capacity and highways matters.
This reserved matters application now fills in all of the details, such as house design and the mix of house types.
In formulating these plans, Crest Nicholson has analysed the feedback gratefully received over several years of working with Harpsden Parish Council, Henley Town Council and local residents in bringing forward the JHHNP and the outline application.
Members of the project team are on hand to answer any questions you have. We also welcome any further feedback, which will be carefully considered in the finalisation of the plans.

DesignThe following images show some of the bespoke house designs that Crest Nicholson plans to provide on-site.
Crest’s design team have researched local themes and the character of surrounding villages, and used this knowledge to influence their design proposals.
66 of the dwellings (40% of the overall development) will be affordable, including intermediate values and social rent. The proposed mix of the housing is:
• 6 one-bedroom flats• 36 two-bedroom flats• 26 two-bedroom houses
• 37 three-bedroom houses• 41 four-bedroom houses• 20 five-bedroom houses

The housing mix that Crest is applying for follows consultation with the local community, dialogue with South Oxfordshire District Council and local market research.
Landscaping
1 Creation of formal tree lined boulevard - park drive character with existing native hedge.
2 Creation of village square in ‘Hambledenesque’ style with central Oak tree.
3 Signature building as visual end stop. 4 Reinforce planting of mixed native hedge to western
boundary with infill hedge and trees. 5 Creation of large village green with a mixture of amenity
and sports usage. 6 Southern part of village green and the emerging site
green grid will be planted and positively managed to promote bio-diversity in accordance with NPPF and targets set by the Chilterns and Dipslope Conservation Target Area (CTA).
7 Creation of a series of interlinking green corridors to provide a site wide green grid that links to the wider context as a fully ‘plugged-in’ strategic landscape.
8 Planting of mixed native woodland copse to provide robust landscape buffer and screening.

Highlands Farm is unique as a dilapidated brownfield site within the Chilterns Area of Outstanding Natural Beauty (AONB).
The development of the site therefore offers an important opportunity to enhance the AONB. The map below shows the landscaping strategy that Crest intends to implement.

HighwaysA detailed Transport Assessment was submitted with the outline application, which Oxfordshire County Council (the local highways authority) has deemed acceptable.
Extensive archaeological surveying has been undertaken by Crest Nicholson in consultation with Richard Oram, Oxfordshire County Council’s Planning Archaeologist.
Crest is committed to identifying and protecting the archaeological value that the site holds, above and beyond the Scheduled Ancient Monument (SAM) to the north of the site.
A Conservation Management Plan will be implemented to see this SAM protected and managed
as never before.
Archaeology
This means that highways is not a major part of the reserved matters application, as the relevant authorities have already deemed the highways impact and proposed mitigation as acceptable.
As part of the outline application, the following package of transport measures has been agreed
with the relevant authorities and will be provided as part of the development:
Henley Transport Strategy
Crest Nicholson remains committed to supporting the aims and outcomes of the Henley Transport Strategy. This includes in relation to any future plans relevant to the Greys Road junction.
• Footway extension on Greys Road to link Highlands Lane to the existing pedestrian network
• Improvements along the existing Peppard Lane bridleway in the form of resurfacing and installation of way-finding and directional signage
• Improvements along the route to Valley Road Primary School in the form of resurfacing and installation of dropped kerbs
• Traffic calming measures and other enhancements to Highlands Lane in the vicinity of existing houses
• Traffic calming measures on Gillotts Lane in the form of three priority buildouts
• Financial contribution to bus service provision
