AWSC Annual Meeting March 25, 2017 Milwaukee Wisconsin Meeting called to order by President Dave Newman. Pledge of Allegiance Recited Moment of silence for Past President Ralph Culver. Recognition of military personnel and veterans Introduction of head table, recognition of Directors and Representatives, and Past Presidents Approval of Agenda - motion by Scott Makowski, Paula Ziegler, motion carries. Approval of Minutes from March 19, 2016 - motion by Steve Moran, second by Leon Wolfe, motion carries. Election of AWSC Officers for 2017-2018 and AWSC By-Law Updates - Tim Werner Nominations committee searched for interested officers, current officers are all that came forward. Nomination for Secretary - Nominated by Jon Schoepke, second by Bill Hicks. Nominations from floor called 3 times. Motion to close nominations and cast unanimous ballot - motion by Arlyn Baumgarten, second by Dan Reinhardt, motion carries. The Business/Office Manager shall manage the AWSC Office at the direction of the President, the Executive Board, and the Board of Directors. The Association Coordinator shall administer the affairs of the organization at the direction of the President, the Executive Board, and the Board of Directors." Introduction of Guest Speaker - Cathy Stepp had a conflict in scheduling and is unable to make it, so in her place is DNR SE Wisconsin Director Joe Libeau. He was happy to see on our website that we focus on safety and law enforcement, as well as support non-profits such as the MS Ride and others. He is a long-time snowmobiler and happy to be invited to speak to us. Safety and respect for others were a major focus in his family with regard to snowmobiling. Working with the snowmobilers, he has learned there's no judgment - can have an old sled and old clothing, and still the feeling of camaraderie exists. Preparation and planning for the trip was almost as good as the trip. Thanks all for what we do to make snowmobiling possible for residents and visitors. A few things going on in the DNR with regard to snowmobiling - volunteers are vital to the program/system. Helps with tourism, which is so important to our economy. 2200 miles of trail in DNR parks in Wisconsin. DNR work with AWSC, local clubs, there are approximately 25,000 miles of trail in Wisconsin. Looking to increase the amount of money that goes into the trails system, by raising grooming rates, find ways to fund club trails, and eliminate the sunset clause on our legislation. Use of the online reporting tool will make the process more efficiently. Wisconsin River crossing near Sauk City is in process now. Comment from audience that DNR law enforcement seems to focus on one thing at a time - for example, excessive noise - why don't they enforce that? Brigit Brown, DNR Trails Coordinator, responds that it's hard to measure, not every officer has the detectors required to have it hold up in court. Pointed out that if we can tell a sled is too loud, can't they get a warning and bring it in for testing, to at least let them know they're being watched. Brigit responds that's a great idea, the county rec officers work on this - perhaps clubs can do some education of people. Pointed out that the safety instructors really stress the sound issue, but the rec wardens rarely mention it to the students. Brigit will ask Gary Eddy to get that word out to the rec wardens and safety folks to stress this more. Question from the audience - request to extend hunting season until January 31, we will lose trails - please attend the spring hearings and let them know we don't want our snowmobile season shortened. Complaints that it's taking over 2 months to get registration on new sleds - people are being stopped, the DNR isn't getting them out in a timely fashion. Brigit Brown responds that there are still a few hitches in the DNR Go Wild system - they are working on that. Dave Newman and others have a meeting with the DNR Licensing folks to see how we can improve this. Another comment about the deer hunting - announcing that in Green Lake County there will not be a holiday hunt. There are conditions - attended the county deer management meetings, they are passionate about hunting, as we are about snowmobiling. HE stressed the safety aspect - can't have snowmobilers out on public hunting grounds. In addition, we visit the landowners annually, could we stress to them to use the antlerless tags when they get them. The people on that council don't have access/time to talk with all those people. Also offered groomer sheds for testing areas for CWB. Dave Newman stresses the importance of working with these committees and meetings. Comment about fat bikes - why does the DNR refuse to acknowledge the safety issues with putting these on the trails - some of them are going 80 mph. Brigit Brown says the department position is that the state linear trails are there for everyone, people need to share - they will not be shut down for walkers, hikers, bikers, or snowmobilers - there have been no accidents reported. They expect that all users will follow safety protocols - stay to the right, pass only when safe, slow down when encountering others on the trails. They are open to suggestions in Oneida County on the specific trail in question.

Another comment about GoWild - worked well for this individual. Much of the problem comes from the dealer not knowing what to do. Better to register the sled yourself, rather than let the dealer do it - get your registration number, then go to the AWSC site for your trail pass - entire process took about 40-45 minutes, had everything he needed to ride his sled. Another comment on biking, hiking, etc - people not wearing reflective clothing or any lighting on the trails. Fat tire bikes need lights and reflective stickers. Walkers should have a flashlight and reflective clothing. Brigit responded that those suggestions are in the next round of changes. They are working with the bike federation - it IS law to have a headlight and taillight at night - same laws as bicycles on roadways. Wardens are being educated. Another individual commented on earbuds - people don't hear others coming - they should have at least one earbud out. A local club member mentions they have 0 funded trails, 140 member club - in danger of losing a bridge over the Milwaukee River which will push a lot of riders onto their unfunded trails. Dave Newman indicates that the Governors Council is working on this - hopefully within a couple of years we can start funding some additional trails. Dave mentions that Cathy Burrow was unable to attend this weekend - she is great to work with for the AWSC and the Governor's Council. Executive Officer Reports President Dave Newman- 586 in attendance this weekend. Always amazed by the resilience of the club members, never knowing what snow conditions are coming, still getting the work done - thanks to all volunteers. Even with poor snow conditions, we 65,590 trail passes were sold at the discounted rate, more than last year. $2.5 million in additional revenue due to the trail pass. Encourages all to read the articles in the Wisconsin Snowmobile News - current article about funding. We did have some busy times in the office - trail passes and memberships all came in at the same time - Lori Pohl and the office staff do an incredible job. SNARS will be mandated for next year - does not change how or what clubs are reimbursed for, just changes the reporting system. Recreational Opportunities Assessment group - Dave is part of this, setting recreation goals - go to ROA page on the DNR webpage to sign up for notifications to learn about public meetings around the state - encourages all to get involved. Holliday hunt - landowners are going to be the main issues - up to each individual county. April hearings - April 10 in every county. Question #2 is option to extend season and also have a holiday hunt. Would extend season through January 31 - attend your county meetings, let your membership know. Question - can they fill out the survey questions online for April 10 hearings - no, must be in person. Ray Vibral thanks all for being here, directors and our guests.. Number not mentioned in report is # of registered snowmobiles in Wisconsin for the last 3-4 years. Dave replies he doesn't have them. Ray does - 2013-2014 - 236,248 2014-2015 - 202,429 We don't have the numbers for this year - we have lost 34,000 registered snowmobiles in the State of Wisconsin. There are 2 reasons in his opinion - because of the two step trail pass system. Increase in membership doesn't put money into the trail system. Feels number of registered sleds will go down further. Dave replies that we haven't seen anything to show that the trail pass has anything to do with that. Andy Malecki says Minnesota is considering raising registration and going to a trail pass, as they have 81,000 less machines registered - it's not just Wisconsin.

Bill Pfaff - in 1972 registration was at the peak - a lot of the older snowmobilers are fading away, younger people are into technical stuff - boating, hunting, fishing all declining some. We aren't in dire straits, the DNR is working with us, doesn't see this as a danger point, just something to keep our eye on it - we have good leadership. Sam Landes agrees, have been issues and declines for years, we are still very active, he's proud of everyone. Sam remembers working with Morris Nelson on this program before it started - Morris said if 50,000 buy the $10 trail pass, and 50,000 buy the $30 trail pass, we swell 20,000 out of state trail passes, we'd add about $2.5 million to the program. Last year, we put about $2.5 million into the trail program. Our membership increased greatly - as Morris predicted. We have more clubs, more active members in many areas. A KAOS member points out that the cost of a new sled is very high, many can't afford that - costs are rising. Dave points out that the sleds are lasting longer, too. Pointed out that it's our job to keep the youth active, not just doing "techy" stuff. Jeff Schwaller - when you look at the numbers of registered sleds and trail passes, there are still a lot of sleds without trail passes. Remember 5000 of those are antiques and don't need a trail pass. Vice President - Lori Heideman - her club went from 90 to 150 members, many of the new members are very active in attendance at meetings and working on trails - keep them involved, make it fun. Lori thanks all for signing petitions, contacting legislators when we ask you to - Bluemound State Park, and the current legislation - each and every one of you need to reach out to your senator and assemblyman and let them know we need their support. Next month, she and Dave will attend the ACSA DC fly-in; will meet with our legislators to discuss important snowmobiling issues at the national level. In June, several will go to Winnipeg to attend the International Snowmobile Congress - our KAOS group will do a presentation on getting youth involved. They make Wisconsin look good to an international audience. Joe Libeau touched on this - 16 fatalities this year, 2 were AWSC members. They are brothers, sisters, moms, dads - one involved a groomer, all but one were wearing helmets, most were as a result of speed and alcohol and hitting a fixed object. Please slow down. We need to keep this sport viable, want to see you all here year after year. Fatality report is on the website. Of-the year awards - application deadline date is April 28; nominate your volunteers, dealers, youth, snowmobiler of the year. Treasurer Andy Malecki Jr - thanks everyone for support for his re-election as treasurer. Reports that the AWSC is in very good financial condition, especially compared to neighboring states. Thanks our office personnel, Lori, Holly and our part time workers - they do a great job. ACSA - we are trailing Michigan by 100 calendars in sales. Still some available, he has some here. Let's try to win this! Secretary Sue Smedegard – Asks who is here for the first time, be sure to be familiar with your Director and Rep. Wisconsin is a top 10 snowmobiling destination – tell your story, people want to know they’ll have fun in your area. Sue cautions about posts on club sites in social media – avoid alcohol, speed, riding off trail, groomers stuck, focus on positives – community involvement. Include photos and images they create a 120% increase in engagement. Wisconsin Snowmobile News is looking for news article suggestions, contact Lindsey Fontaine. Also, use the AWSC webpage – clubs can advertise events, equipment for sale, etc.

Executive Director Sam Landes - thanks all in attendance for making snowmobiling in Wisconsin what it is today. Thanks to the Directors, works with them, appreciates them. Thanks to all who acknowledged the loss of his mom. Natural Resources Board reapproved putting the trail back in Bluemound State Park, was again hit with a lawsuit, should have the decision soon. Joe and Brigit talked about the Wisconsin River crossing at Sauk City - Tim Lins and Sam have been attending meetings regarding this broken bridge crossing. Hope to use Rails to Trails to get across the river. Has some fun facts to share - Wisconsin bicycle Federation has 7,000 members; Sierra Club boasts over 15,000 members/supporters. We ended last year with approximately 41,900 family members Lori talked about the responses to our requests for contacting legislators - thanks for that. Friends Group in Bluemound were able to get 800 signatures on their petition (Dane County, Madison) - our last petition online had just under 1800 signatures. Sam feels we have addressed our biggest issues - we are known in the capitol, what our economic impact is. Our fund now has some money to deal with our program. In 2014, there were 0 dollars to do new projects, $2.5 million last year. Please stress to your clubs that it's important to make the contacts when we send something out. Much of our program is legislated; we have to keep this in mind. LRB2237 Taking our $250 per mile to $300 per mile, also, rather than $150 in grooming goes to $200 in grooming to qualify for supplemental funds, and eliminate the sunset clause. Sam introduces our new AWSC Lobbyist, Wes Webendorfer, comes from DeWitt, Ross and Stevens, which is the firm our attorney, Timm Speerschneider is a part of. Wes is an attorney and lobbyist - discusses LRB2237, bill number should be coming soon - we will get it out to you as soon as we have it. Awaiting introduction at this time, has been circulated for co-sponsors, we have 35 assembly and 11 senate co-sponsors - that's a very good number for any bill. In both houses, we have bi-partisan support, which is very useful. Introduction and referral to a committee, hoping it goes to Tourism, Rep Tranel is the chair. Senate side, likely tourism or sporting and heritage committee. If you are able to attend the hearing, have a good show of support, that's great. Identical bills will need to pass both houses before going to the Governor for signature. Please contact your legislators prior to the public hearing to ask for their support - use the public hearing to burn in the message that we need this to pass.

Effective advocacy in the legislator - when you contact your legislators, make your communication concise, ask right up front. "Please support LRB2237 and please pass it." Explain why it will help your club, your community. Be respectful; always end with a thank you. Comment from audience - AWSC website has not been updated regarding legislation, Bluemound State Park, LRB2237. We will get that updated. Comment from audience - impressed with the legislative process thus far, appreciates being kept informed. Question asked about process for amendments to a bill - can be done until the 3rd hearing, up until it's on the floor. Wes feels our legislation is good, won't be need for amendments. Another asked if we can mention to our legislators that we haven't had a rate increase in about 20 years, and that we have the money in our trail program, in our fund. Question - if everything goes smoothly in the hearings, what do we anticipate for implementation? Sam hopes it will be done by August, implementation this fall. We will notify everyone as soon as we have the information. Important to share that information with your clubs and members. Another comment - don't add your own ideas when you contact your legislators, don't muddy it up with amendments, will only slow it down. 2016-2017 Miss Snowflake, Erica Keehn - thanks all for coming to convention. She's been very busy. Attended many parades, anniversary celebrations, fundraisers, directors meetings, Eagle River Derby (presented many trophies), Kay Johnson Memorial Ride, KAOS ride, breakfasts, chili fundraisers, AWSC Celebrate Snowmobiling Event, Eagle River Ride with Pride, raffles. Wants summer to be busy - go back to your area, let her know what events you want her to attend. Encourages all young ladies to try out for Miss Snowflake. Snowmobile Rec Council Infrastructure Committee - Gary Hilgendorf -reviews agenda issues involved with program component dealing with equipment rates, grooming rates, etc. Explains grooming rates, which include labor, then the equipment rates with labor rate added. DOT rates are used as a guideline. SNARS - too many items in the drop-down box was complaint, too many pieces do the same things - rates committee combined a lot of the rates to keep frustration down. Chain saw, pole saw, brush saw - all the same, combined them. Most rates went up for next year, a very few went down. Everything on the equipment rate should be available on SNARS - if not, there's a "request equipment" - name, DOT #, and comments - why, what make, model) Look in SNARS first for equipment rates. Combining snowmobile/ATV/UTV next year to simplify. Drop down box is only one page long now. Grooming classes are based on pulling unit and the drag - 3 classes, A, B, C Class A has 4 drag sizes. Gary went over the various classes of grooming units When changes occur, club managers will have to contact your coordinators to change your grooming class. Bridge weights will go to 25,000 pounds, language will change Comment on SNARS - if 4 workers, have to submit 4 pages. This isn't really a change, always had to list workers individually.

Question about unique situation - 90 HP on new UTV with tracks adapted specifically for grooming snow 6' wide, 12' long - is there a way to give a better rate than $17/hour on a UTV? Would fall in Class C, won't fall anywhere else. Can't pay the same rate for a $30,000 unit you'd pay for a $90,000 tractor. In SNARS, when you put in a date for trail work, the date defaults back to the current date every time. User level - important to get all the names in there. PRESIDENT– Dave Newman I am announcing that I will again be a candidate for president of the AWSC. I have proudly served as president for the past four years. I preceded that with four years as vice president and the Clark County Director before that. On top of my duties as president, I am very active in my club and on the county level as well as serving on the Governor’s Snowmobile Recreation Council.

I will continue to work with the rest of the Executive Board and the Directors along with the AWSC Office Staff as we take on the challenges that came with the trail pass and the increase in membership we have seen over the past couple of years.

I hope I have proven myself to be the professional and ethical leader that the AWSC needs. Thank you for your past support and I hope I can count on your vote again at this year’s annual meeting. VICE PRESIDENT - Lori Heideman, Incumbent

My name is Lori Heideman and I am the current Vice President of the Association of Wisconsin Snowmobile Clubs. I have decided to run for a fourth term as Vice President. I have learned so much in the past three years. The knowledge that I am gaining by working with our current executive board is amazing. We have tackled many issues with the trail pass and continue to work on what is best for the Association. I sit in on the publicity committee meetings and am a member of the KAOS committee. I continue to go to the KAOS leadership weekends to mentor our youth. I have also traveled to International snowmobile congress with our KAOS members to show support for the workshops that they present there.

I have attended all of AWSC’s VIP rides, and this past spring I attended the WATVA VIP ride. I feel that I have been making progress on getting to know all the personnel within the DNR that we work with as well as our other partners. I feel that the more we work with these partners the better off we are.

I have represented the Association at the DC fly in as well as the International Snowmobile Congress the past three years. I also was on the planning committee for the International snowmobile congress held here in Wisconsin. I feel that I am making connections at the national level as well as with many of our state directors. The more familiar I become with the issues that face the AWSC, the better I can represent the snowmobilers. I appreciate all the support I have received these past three years and ask that you support me once again as the Vice President of the Association.

VICE PRESIDENT – Jim Blouin I would like to be your next Vice President. Most directors would recognize me by face, as since the 80s I have attended lots of workshops, conventions, directors’ meetings and lobbying efforts in Madison when needed. I started riding in 1965 at the age of 11 on a Fox Trac 6HP that got stuck when it saw exposed gravel. Back then there was no AWSC, no trails, and no rules. A handshake with the farmer or land owner got us from A to B. Since getting involved I have served snowmobiling as: the President of the Dane County Council of Snowmobile Clubs, the Vice President of the Dane County Council of Snowmobile Clubs, the Secretary of

the Vikings Snowdrifters and the President of the Lake Beulah Drift Skippers.

Areas where I have spent my snowmobile life include: 1. Walworth county’s first groomer operator team and purchase 2. Speaking at Gar Hall on AV407 and years ago on the gas tax 3. Secured land owner permissions and Dane County park systems and City of Stoughton easements when there had

been none for the past 23 years 4. Cutting new trails where once there were none 5. Helping six clubs in Dane County substantially improve their funding, grooming and land owner relationships 6. Groomer operator for the Viking Snowdrifters in the Stoughton area.

For recreation I raced in 1975 at the Eagle River Derby, five times, almost winning once. I did long-distance trail riding back in the early 80s with Dennis Sorensen, Pete Wren and Jim Wendt. I still advertise, sell and promote the sport of snowmobiling by assisting those who would like to take a shot at an officer position within their clubs. A little encouragement is priceless. I have had the privilege to have had Dennis Sorensen and Sam Landes for directors. Both have had the positions since dinosaurs ruled roamed the earth; no need for me to challenge that. Over the years when we were all so busy making families, we also made time for snowmobile legislation, county meetings and local city events. I have recently retired, am still going strong on snowmobiling, and would like to improve upon all the great things that the generations before me got going. TREASURER – Andy Malecki, Jr. I am submitting my name for re-election to the office of the AWSC Treasurer for 2018-2019. I am the current Secretary/Treasurer of Bear Point Sno-Cruisers Snowmobile Club and the Sno-Cruisers representative on the Marinette County Snowmobile Alliance. I was appointed to the Governor’s Snowmobile Recreation Council in 2003 and continue to serve on the Infrastructure Committee and the

Project Audit Committee of the Snowmobile Council. I have been a snowmobiler since 1973 and have assisted with numerous club activities and held positions with various clubs for over 26 years. I am a retired Captain of the Green Bay Fire Department and served as a director and treasurer of the Fire Department Credit Union and Sunrise Credit Union for 40 years. I am a director for the Friends of Governor Thompson State Park and serve as treasurer of that organization. As Treasurer of the AWSC for the past seven years, I have been a member of the AWSC Executive Board. I have worked to monitor the association’s monthly financial reports and provide financial reports to the executive board and directors. I have served as the AWSC’s contact person for ACSA calendar raffles for the past four years. I would like to thank all the directors, representatives, and office staff for the assistance and support during this past year. I look forward to working with everyone as AWSC Treasurer and would appreciate your support.

SECRETARY - Sue Smedegard

I have been the AWSC Secretary since March 2011, and produced the minutes for the year prior to that also. I serve as the liaison between the executive board and the Wisconsin Department of Tourism, as well as the Wisconsin ATV Association. I coordinate the “Celebrate Wisconsin Snowmobiling” event, which is in its fifth year. It has been a priority for me to get the minutes and other information out to directors, representatives and members as quickly as possible, to keep everyone up to date on what’s going on within and involving the Association of Wisconsin Snowmobile Clubs.

As Secretary and Membership Chair of my own club, Cozy Corner Trails, since 1995, and now treasurer for the past several years, I understand very well what goes on at the local level. I also serve as treasurer for one of our two county alliances, Burnett County Snow Trails, so know what needs to happen at the county level.

I hope I can count on your support and vote for Secretary of the Association of Wisconsin Snowmobile Clubs for the 2018-2019 season.

Morris Nelson Memorial Scholarship $2,000 Brooklyn Bingen

Brooklyn is a member of the Kohlsville Kruisers Snowmobile Club in Washington County and will be graduating from Slinger High School in June of 2018. Brooklyn plans on attending Marian University to study Early Childhood and Elementary education. Brooklyn is the daughter of William and Debra Bingen.

$1,500 AWSC Scholarship Megan Van Ruiswyk Megan is a member of the Waupun Drift Jumpers Snowmobile Club and will be graduating from Waupun Senior High School in June of 2018. Megan plans to attend UW Platteville in the fall and study Business Administration. Megan is the daughter of Brad and Dawn Van Ruiswyk.

$1,000 AWSC Scholarship funded by liberty mutual insurance Grace Stefonik Grace is a member of the Sugar Camp Snowmobile Club in Eagle River and is currently attending Three Lakes High School. Grace will be graduating in May of 2018 and plans to attend UW-Stevens Point to study Dietetics/Nutrition. Grace is the daughter of Brian and Julie Stefonik.
