MASTER FEE SCHEDULE Page 1 INTRODUCTION The City Council has the authority to establish and change certain fees or service charges subject to legal requirements within California State law. The Master Fee Schedule compiles various fees the City charges for its services and products to assist City staff and the public in locating the appropriate fees. The last Master Fee Schedule was adopted in August 2020. Since that time, there were a few resolutions added/modified individual fees for services, which are incorporated in this Schedule. Although most City fees, service costs such as administrative, licenses, permits, rental, inspection, and utility rates are included in this consolidated master fee schedule. This schedule does not show development impact fees, landscape maintenance district, or fees required by a City contract such as franchise fee. The intention for the Master Fee Schedule is for it to be updated annually as part of the budget process. At that time, the Council may consider fee increases to bring the fees closer in line with the actual costs of providing a particular service. The increase could be based on a cost-of-living adjustment calculated since the fee was last set (using CPI or another inflationary index). Every reference in this Fee Schedule to the “Actual Cost” refers to the billing of staff time and materials incurred in order to provide the particular service. The staff time cost is the number of hours by position times the “Fully Burdened Hourly Rates” which consists of salary, benefits and overhead expenses.
