    As a result of the abolition and merger of various divisions, the DBM said that the NBI should scale

    down its number of employees from 1,979 to 1,831.

    "The NBI will be given two months from the issuance of the ISP (indicative staffing pattern) to map

    out its existing positions. The remaining positions that could no longer be accommodated in said ISP

    would be abolished if vacant or marked co-terminus with the incumbent (CTI) if filled; to be

    abolished once vacated by the present incumbent," read the 33-page letter of Abad to the NBI, a copy

    of which was obtained by the Manila Bulletin.

    "Personnel in positions that could no longer be accommodated in the SP (staffing pattern) have the

    option to: (a) retire with incentives; (b) be placed to other agencies needing additional personnel, to

    be handled by the Civil Service Commission (CSC); or (c) their positions would be converted from

    regular to co-terminus with the incumbent (CTI) status, to be abolished once vacated," the letter

    added.

    A source, who requested not to be named for fear of reprisal, confirmed that the NBI plans to

    implement the layoff of at least 148 NBI employees in order to meet the required number of NBI

    personnel that the DBM set.

    The rationalization plan, however, caused demoralization in the NBI.

    Another insider said that only 85 of the 213 casuals, who were hired in the 2005, are still with the

    NBI.

    Despite these, the NBI source lamented that the DBM still wanted to decrease further the number of

    NBI employees.
