March 12, 2015

Those in attendance: Joe Bourgeois, Arthur Bowes, Tim Doggett, Steve Falvey, Pat Gentile, Marcia Griesdorf, Susan Jepson, Bonnie Carr (for Cathy Latham), David Manning, Paul Mahoney, Lauren Hubacheck (for Patricia Meservey), Paula Reynolds, Steve Shea, Tracey Sherman, Diane Smith, Sarah Stanton, Jocelyn Tiberii, and Edward Tirrell.

The meeting begins at 8:08 am.

A quorum is present.

Art Bowes entertained a motion to accept the minutes of the January 8, 2015 meeting. Tim Doggett noted that he was marked as not in attendance when he was present at the previous meeting and asked for the minutes to be amended. S. Shea then moved for the January 8 minutes to be accepted as amended. T. Doggett seconded the motion. All members in attendance voted in favor of accepting the minutes as amended.

Workforce Innovations and Opportunities ActWIOA is new legislation that begins July 1, 2016, although some parts begin in 2015. The current law (WIA) requires 30% of the budget be spent on out-of-school youth. The new law (WIOA) requires 75% be spent on the same demographic. We are currently spending about 60-65% on out-of- school youth.

Nancy will be appointing an ad hoc committee to oversee the process to make sure we adjust appropriately.

New GrantsWe have received additional Federal funding to continue our manufacturing program for one more cycle. We are currently in our third cycle at North Shore Community College, Essex Tech, and Peabody Voc. Tech, which is going very well. There are 72 students enrolled (24 from each cycle) with an 80% placement rate through two cycles.

Also, the WIB received a grant to work with Northeast Health Systems and 28-30 of their physicians practices to train their incumbent medical assistants to be ready for what is called Patient Centered Medical Home Model (a cost containment model within the practices). We got a planning grant last year and now are in the process of implementing the training grant. Kate will be managing this grant also.

Governor's budget adjustmentsWe had received another State grant to continue the manufacturing program and that was cut during the recent 9c budget cuts. Several companies have written letters to the Governor and Lieutenant Governor to request participation in the discussion about those cuts. The four WIB directors associated with the grant have a meeting with Secretary Walker to discuss how we can continue this program.

This is the only budget cut that affected the WIB in a major way. There was another cut, the workforce development fund that reimburses community colleges for working with employers on customized training. NSCC was awarded $150,000 but due to the cuts will only receive $50,000 this year and next year the money will be completely eliminated.

Lynn ProgrammingLynn is the largest city in the area. Through the last few years of revisiting our workforce system the decision was made to spend less money on rent and more money on training. Training results in more jobs than any other survive provided through the Career Centers.

The Gloucester center was closed. Due to concerns of the Career Center leaving Gloucester, the Mayor is funding a small space in the Action Inc. office.

We went through a two year process of trying to find cost effective space in Lynn or Salem. We were unsuccessful in finding space in Lynn so the two centers were consolidated into the existing space in Salem. The Career Center is maintaining its presence in Lynn by having two Access Points in the city. One Access Point is located in the North Shore Community College and another in the Housing Authority Family Success Center. Other Access Points are still in the works within the city.

Mary follows a PowerPoint presentation (available at northshorewib.com) showing statistics that support the need to focus services in the city. Some of the major points are highlighted below. ● Lynn has a larger share of younger and older folks in the labor force than across the state or

the country. ● Lynn is less educated than the state or country. ● Lynn has a high immigrant population.● Lynn's weekly wage (people working in Lynn) is slightly higher than the average in our

region. (Possibly due to high concentration of manufacturing jobs in the city.)● Durable goods manufacturing is 30% than the North Shore or Essex County. ● 35% of all jobs in Lynn are in the Healthcare Industry.

CommUniverCity at Lynn - Patricia Gentile, President, North Shore Community College

The Lynn campus is the hub for post- secondary higher education in the community and is running 47 different initiatives in the city but with minimal impact. Many other players also have initiatives in the city.

President Gentile contacted President Meservey of Salem State, Cathy Latham of Lynn Public Schools, Mary Sarris, Mayor Kennedy, and Senator McGee who got together in June 2014 and decided to work together over the next few years to figure out how to integrate their education and workforce development programs to have a better impact in Lynn.

President Gentile followed a PowerPoint presentation (available at northshorwib.com) outlining the objectives of the CommUniverCity at Lynn program and what has been achieved to date.

● Adopt a “birth-to-career” systematic approach to designing education pathways to careers and community partnerships.

● Expand early college/dual enrollment and K-12 partnerships with Lynn public schools.  ● Link to adult basic education and high school diploma resources and English as a Second

Language programs to move worker learners toward acquiring, at a minimum, one-year post-secondary education or career technical training.

● Focus on financial literacy to insure capacity to use knowledge and skills to manage financial resources effectively for a lifetime of financial well-being.  

● Create a University Center where students can earn progressive degrees focused on regional workforce needs in one convenient location. This collaboration allows students to accomplish their associate degree and provide selected 3rd and 4th year degree completion to the baccalaureate and masters level in a seamless path.

● Nurture the urban quality of life for residents and employers in the City of Lynn and beyond by closely linking education with careers of today and the future to insure every student an education that leads to a self-sustaining and fulfilling future and every worker learner entry or re-entry and advancement in the regional labor market .

plus Lynn community organizations:○ Two tracks:  Academic Pathways leading to North Shore Careers; Student support

services in Single Stop Model○ Brought community up to speed on the concept

● Awarded pro-bono research support services:○ Ellucian Strategic Planning Consultants – Drs. Chrissy and Tim Coley to prepare

workshop tracks for Summit, collect community input, provide a qualitative report on outcomes of the Summit.  Completed Nov. 2014

○ SSU Intern, Fall 2014 – to research the Single Stop and Working Families Success Network models of support; find other similar collaborations for further investigation. Completed Dec 2014

○ Harvard Business School – two MBA students completing a Spring semester 2015 marketing research study with potential students on academic pathway interests

○ Community Consulting Team/Boston – Team of Wharton MBA professionals to help develop a framework of best practices in a funding matrix to underwrite activities. Kickoff was January 11, goal is to be completed by June 2015.

● Selected first Academic Pathway: ○ Focus on Information Technology industry and skills/credentials that cut across

industries.  Needs cited in NSWIB Blueprint.○ Spring semester – faculty from LPSD, NSCC, SSU, NSWIB will build this pathway as

the first template.  Adding Employers to the committee – First meeting scheduled for 3/31/15

○ Build IT pathway needs into NSCC Lynn Campus Master Academic Plan and Master Facilities Plan, Spring Semester 2015

● Opened NS WIB Career Center Access Office at Lynn Campus.  Ribbon Cutting!!

A brief discussion of the information presented took place.

Because the last meeting was an informal off-site meeting there was no opportunity to vote on the minutes of the November meeting. T. Doggett moved to accept the minutes. P. Gentile

seconded the motion to approve the November minutes. All members in attendance voted to approve the minutes of the November meeting.

T.Doggett moved to adjourn the meeting at 9:13 am. P.Gentle seconded the motion and all present members voted to adjourn the meeting. The meeting concluded at 9:13 am.

The next meeting is scheduled for May 14, 2015.

School-to-CareerConnecting Activities (program connects students and employers in brokered jobs and internships across the region)

Work and Learning Experiences for High School Youth Connecting Activities (CA) Staff continues to work with school liaisons and students at

our four CA Schools: Peabody Learning Academy, Fecteau Leary Alternative High School in Lynn, Lynn Vocational Technical Institute and Salem High School Vocational Programs. CA staff facilitated 50+ workshops with these schools to assist some 300 students this quarter with their work readiness development and job search activities.

The Youth Works Year Round Grant provided for 43 jobs January through May of this year. We have exceeded our goal and have 45 working with a handful more to come in April. We are continuing to provide Signaling Success training, at the 12 worksites as well as at the Youth Career Center with focus on subjects such as Learning Strengths, Workplace Safety, Professionalism, Communication Skills, Resume Writing, and Mock Interviews.

Our F1rst Jobs Summer Program Responses are due April 24th. The 2015 Summer Youth Employment Application has also been released and marketed through schools, career centers, partner organizations and social media. We have already begun to meet with youth in schools and at the YCC. Focus is on youth eligibility, as well as facilitating the Signaling Success workshop series. The Youth Career Center Staff facilitated additional work readiness and career workshops at several of our member schools and community organizations.

The YCC Staff participated in community activities such aso Lynn’s Shannon steering committee meetingso Facilitated a Youth Career Center Overview workshop for a class at North Shore

Community College. o Staff attended local community meetings at Beverly Resource Group, Salem

Hope and Salem Community Partnership. o Attended a Youth Build status meeting and student ‘open house’ where they

shared their experiences on their first two weeks in the ‘mental toughness’ part of the program.

Employer Outreach: YCC worked with the following organizations for placements of youth as part of the Year

Round Youth Works funding: o Lynn: The Food Project, City of Lynn, YMCA, Couture Planet, Highland

Coalition, Lynn Economic Community o Peabody: Haven From Hunger, Peabody High Schoolo Salem: Boys & Girls Club, EMBARK at Salem State University, YMCA,

Cyberspace/LEAP, New Liberty Charter School YCC staff actively participates in the Career Center Business Services meetings as part of

the main career center and participated in the recent Business Expo hosted by the North Shore Chamber.

The first Professional Development session was held in March for the 2015 Amp It Up Program. This professional development opportunity is designed to improve science and math instruction and at the same time introduce students to careers in manufacturing and other STEM industries. Eight teachers will be partnered with four businesses.

As part of this year’s Amp it Up program, four schools will be partnered with Medtronic in Danvers where high school girls from four selected High Schools will participate in a paid engineering internship next fall.

As part of the North Shore Career Center strategy relating to space consolidation and customer access points, the Youth Career Center moved on March 30th to 20 Wheeler Street, 2nd Floor, Lynn, MA 01902. We are sharing space with the main career center access point and Lynn Housing Authority. This new space is more centrally located and in close proximity to two Lynn High Schools and next door to the YMCA.
