With a total development cost of $152 million, the project will build 240 units of affordable rental units, while creating approximately 860 union construction jobs. The Charlesview Apartments, which will be built in Boston’s Brighton neighborhood, will replace an older 213 unit apartment development of the same name located approximately two blocks away. The new development will also have 213 units of affordable housing while adding another 27 housing units. The new complex features townhouse and mid-rise apartment buildings, as well as parking and over 23,000 square feet of retail and community space. Current tenants will be relocated to the new development. “This substantial new investment from the AFL-CIO Housing Investment Trust will help Boston address the ever-growing demand for high quality, affordable housing,” said Boston Mayor Thomas Menino. “We value the commitment the HIT has demonstrated over the years to meeting the diverse housing needs of our residents, especially low-income households and working families.” John J. Sweeney, Chairman of the HIT and President Emeritus of the AFL-CIO, said, “The HIT is proud to be part of the Charlesview development team that is working to maintain good, affordable housing in Boston.” Of the Charlesview’s 240 units, 221 will be set aside for households that meet Section 8 or Low Income HousingTax Credit eligibility. The remaining 19 will be reserved for current Charlesview residents without income restrictions. To help finance the project, the HIT has partnered with The Community Builders, the largest nonprofit urban housing developer in the country, and MassHousing, the state housing finance agency. The HIT is providing bridge loans through the purchase of $34.7 million of tax- exempt bonds and $23.5 million of taxable bonds from MassHousing. “The HIT’s investment has helped leverage additional capital to make this much-anticipated housing project a reality,” saidTom O’Malley, director of the HIT’s New England Regional Office in Boston. All on-site construction work at Charlesview Apartments will be performed by 100% union labor. Massachusetts Senate proposal makes slight changes to House’s municipal health plan The Massachusetts State Senate approved legislation to the its proposed state budget last month that moves to curb collective bargaining rights over health care for municipal workers. Two days of debate led to the approval of the legislation. Some last-minute changes were approved including requiring cities and towns to prove how moving to the state health insurance plan would save more money than by creating their own plan. In a statement released by the Massachusett’s AFL-CIO, President Robert Haynes explained that achieving savings and maintaining collective bargaining rights are not mutually exclusive. “While certainly not perfect, this Senate proposal is fair and goes a long way to proving that point,” said Haynes. The senate released its $30.5 billion yearly budget proposal prior to the debate which includes similar limits to public employee’s collective bargaining rights over health care as the approved House budget did. Unlike the House’s budget that gives local officials unilateral authority to change health plans regardless of 30-day negotiations with unions, the Senate proposal calls for a three-member committee that would vote on health care changes if no agreement was met during the 30-day negotiation period. The three-member committee would be made up of a union representative, a management representative and someone appointed by the governor’s budget chief. Then Senate proposal gives more savings back to union members due to health care changes than the House budget did. The proposal also requires local public unions to join the Group Insurance Commission, the state’s insurance benefits, or agree to a health plan that does not cost more than the GIC. The Massachusetts AFL-CIO explained in a public statement that the Senate proposal does include protections for workers and retirees regarding shifting health care costs. “We appreciate the thoughtful approach of the Senate to this complex issue,” said the Massachusetts AFL-CIO in a press release. Haynes expressed that while he is willing to make sacrifices in cost shifting in tough times, collective bargaining is not something that will be sacrificed. “In the final analysis we hope the Conference Committee, Governor, and the legislature will build on this fair proposal and choose to deliver savings through collective bargaining,” said Haynes. The Senate debate began May 25 and will be followed by the Senate and House coming to a compromise in the coming weeks. Governor Patrick is expected to approve a final budget by July 1. futureofthelabormovement. We have seen some anti-union legislation in Wisconsin and now Massachusetts recently. Why do you think this anti-union sentiment exists among some legislators? Ithinkthereissomeanti-unionsentimentamongcertainlegislatorsbecausethereisuneaseinthesedifficulttimes,andtheyseeagroupthathassomethinggood,namelygoodunionbenefits,andinsteadoftryingtoraiseallothersuptothosestandardstheywanttobringthemdown. Wehaveanunprecedentedfiscalcrisisatthestateandlocallevelallacrossthiscountry.Thiscrisiswasnotcausedbyunionmembersmakingdecentwagesandbenefits,butbyWallStreetinvestorswhousedtheAmericanpublicasagiantcasinotomakespeculativebetsonoureconomywheretheycouldn’tlose.NowthosebetsarecomingdueandWallStreethaspassedthetabontothegovernment. Howcouldunionmembersmaking$35,000-$50,000ayearonaveragehavecausedmulti-millionandbilliondollardeficitsacrossthecountry?Theansweristheydidn’t.Itwastaxbreakstothewealthyintheformofincometaxcuts,capitalgainstaxcuts,corporatetaxcuts,taxincentivestocorporationsforjobsthatnevermaterialized.UnionmenandwomenwhohavefaithfullyworkeddayinanddayouttomaketheircommunitiesbetterforeveryoneshouldnotbetheonestoshouldertheburdensofWallStreet. IthasbeenaconcertedeffortoftheRightWingoverthepast30or40yearstoteardowntheAmericanlabormovementandgreedisthedrivingforcebehindthiscorporateledmovement.Howdoyouthinkcommongroundcanbefoundbetweenpublicandprivatesectorunionsandtheirnon-unioncounterpartsintheworkforce?Thereisplentyofcommongroundtobefoundbetweenunionworkersandnon-unionworkers.UnionmembersareaverageRhodeIslandcitizenswhowantthesamethingsfortheircommunitythatnon-unionRhodeIslanderswant.Howisyourneighborthatisafirefighter,nurse,schoolteacher,supermarketworkerwhojusthappenstobeinaunionanydifferentfromanyothercitizen?Theypaytheirtaxes,sendtheirchildrentopublicschools,coachintheLittleLeague,attendchurch,volunteerattheseniorcenter,vote,andwantthebestfortheircommunity. Unionmembersareaveragemiddle-classAmericanswhoseuniongivesthemtheopportunitytobandtogetherandhaveavoiceintheirworkplace.Thereismuchmoreincommonamongunionandnon-unionmiddleclassRhodeIslandersthanthosewhowanttodemonizethemforhavingrightsonthejob,decentwagesforhardwork,goodhealthcareforwhentheyortheirfamilymembersgetsick,andamodestpensionsotheycanhavepeaceofmindwhentheyretireandlivewithdignity. How have unions helped the every-day non-union Rhode Islander who works just as hard as a union member does each day? Unionshavealongtraditionofstandingupforallworkerswhetherornottheybelongtoaunion.TheRhodeIslandAFL-CIOhasconsistentlystoodupforallRhodeIslandersthroughoursupportofminimumwageindexing,whichtiestheminimumwagetotheCPIsoit

increasesautomaticallyeveryyearwithouthavingtogetlegislationpassed;astrongandrobustworkers’compensationandTemporaryDisabilityInsurancesystemsothosethatareinjuredatworkreceivefairtreatmentandcompensationfortheirinjuriesaswellaspayforlostdaysofwork;theweeklypayrequirementthatinsuresemployeesgetpaidinapromptmannerfortheirhardwork;unemploymentinsuranceforthosethathavelosttheirjobs;smart,strategicandfocusedeconomicdevelopmentthatwillallowRhodeIslandtoprosperasnewindustriesandsectorsoftheeconomycomeintoourstate;fightingforfairandequitabletaxpolicies;increasedenforcementofhealthandsafetyregulationssoRhodeIslanderscangotoworkinasafeenvironment;andmanymoreissuesthatimpactallRhodeIslanders.Allworkersbenefitfromastronglabormovement,notjustthosethatbelongtounions. Many people claim that unions are the reason for our state’s financial situation. What do you tell people who claim this? How have unions helped our state in the past and what will they do in the future to help our state financially? Injustthepast5yearstheRhodeIslandstateemployeeshavehadtheirpensionschanged3times,givenupnegotiatedraises,takenunpaidfurloughdays,workedwithseverelyunderstaffeddepartments,andcontinuetogotoworkdayinanddayouttodotheirjobs. Onthemunicipalside,thestoryisthesame.Therehavebeencontractsrenegotiated,lay-offs,staffreductions,increasedhealthcareco-pays,etc.RhodeIsland’spublicemployeeshaveavestedinterestinseeingourstatesucceedandwantRhodeIslandtothriveasmuchasthenextperson.RhodeIslandunionmemberswillcontinuetoworkwithourelectedleaderstomakesurethatRhodeIslandisingoodshapefinanciallywhilestillprotectingtherightsandbenefitsthatsomanyhavefoughtforsolongtoachieve.Where do you see the labor movement 10 years from now? Iseethelabormovementmuchstrongerthanitisnowin10years.Ibelievethatpeoplewhodonotbelongtoaunionwillgetfedupwithbeingaskedtodomoreforlessandtheywillstandupanddemandavoiceonthejob.ItismyhopethathardworkwillberespectedagainandleadtoarebuildingoftheAmericanmiddleclassthroughincreasedwages.USmanufacturingwillmakeacomebackwhencorporationsrealizethatoutsourcingcostsmorethanmakingitinAmerica-wearealreadyseeingthishappeninhighendmanufacturing.ItwillcontinueasournationalleaderschangeourtaxandtradepoliciestoremovetheincentivesUScompanieshavetomovetheirjobsoverseas.Laborwillcontinuetobuildrelationshipswithimmigrantandminoritycommunitiesmakingthemovementmorediverseandreflectiveofsocietyasawhole. ItismyhopethatintenyearsfuturelaborleaderswillnolongerhavetonegotiatehealthcarebenefitsfortheirmembersbecausetheUSwillhavejoinedtherestoftheindustrializedworldandwillprovidecomprehensiveuniversalhealthcareforallAmericans.

Arecentnationalsurveyofhumanresourcesprofessionalsrevealedthatalthoughsubstanceabuseandaddictionareamongthemostseriousproblemsfacedintheworkplace,employersarenotfullyaddressingtheproblem.Thesurvey,conductedbytheHazeldenFoundation,foundthatmanyemployersdonotproactivelydealwithsubstanceabuseissuesanddonotreferemployeestotreatmentprograms,althoughmanycompaniespayforthem. “Addictionisthiscountry’snumberonepublichealthproblem,”said

JillWiedemann-West,SeniorVicePresidentofClinicalandRecoveryServicesattheHazeldenFoundation.“Weknowthattreatingdrugandalcoholaddictionresultsinmorepeoplefindingtheirpathtorecovery,itresultsinmoreresilientfamilies,moreproductiveworkplacesandhealthierandsafercommunities.” Accordingtothesurvey,morethan67percentofHRprofessionalsbelievethatsubstanceabuseandaddictionaresomeofthemostseriousissuestheyfaceintheircompany.Themajorproblemsstemmingfromsubstanceabusethataffectcompaniesareabsenteeism,reducedproductivity,andlackoftrustandobviouslyadiminishedbottomline.However,lessthan22percentofHRprofessionalssaytheircompaniesopenlyandproactivelydealwiththeiremployee’ssubstanceabuseandaddictionissues.Thisisastaggeringfigure–consideringthefactthatithasbeendocumentedforyearsthattherearesimplestepstofollowwhenitcomestodealingwithaddictionintheworkplace.Granted,thosearesomeofthemostdifficultstepstotakeifyou’retheaddict;however,tonotbeprovidingasimplepathtorecoveryforyouremployeesisdifficulttounderstand. Morethanhalfofthesurveyedprofessionalsbelievethebiggestchallengeisgettingemployeestoacknowledgeandtalkabouttheirsubstanceabuse.Inaddition,abouthalfidentifiedfourmajorhurdlesinhelpingtheiremployees:lackofexperienceinidentifyingsubstanceabuseandaddiction;lackofinformationregardingtreatmentoptions;personaldiscomfortinapproachingemployeesabouttheissue;andnothavingenoughtimetodealwiththeissues. Therealityisthereisnogoodreasonfornothavingaplaninplace.WhatanamazingjobbytheHazeldenFoundationtoilluminateanissuethereissimplynoexcusefor.Therearesomanyoptionsforemployerswhenitcomestoprovidinghelpfortheiremployeesthatnoexcuseisacceptablefornotprovidinghelp.AtTreatmentSolutionsNetwork,wehavebuiltourvastnetworkaroundprovidingtheseveryservicestoemployersandemployeesonanationalscale.Weareheretohelpyouhelpthepeoplewhoyoucareaboutandseetoitthatyourbusinessthrivesasaresult. OnCapeCodandinSoutheasternMA,communityhospitalsplayavitalroleinkeepingourcommunitieshealthyandsafe.However,communityhospitalsarefacingseveralchallenges,andunionmembersatthesefacilitiesarefacingriskstoqualitycare.Thatiswhytheyhavekickedoffthecampaigntoprotectandstrengthenjobsandcareatourcommunityhospitals.Together,theysavelivesandkeepourcommunitieshealthy.Now1199SEIUmembersaremobilizingcommunitysupportandunityforcommunityhospitals. TheUnitedforCommunityCarecampaignincludesprioritiessuchasadequatefunding,regulationsthatgivepatientsmorepriorityandcreatingstrongerjobs. Electrical workers’ union put charge into Rebuilding TogetherBy Paul V. Palange

PROVIDENCE–Fueledbythedesiretoassistpeoplewholacktheresourcestokeeptheirhomessafe,membersoftheInternationalBrotherhoodofElectricalWorkers(IBEW)Local99arecarryingonthetraditionofhelpingRebuildingTogetherrepairareadwellings. TheIBEWistheonlyuniontoformallyworkwithRebuildingTogether,saidJaneC.Eskelund,thenonprofit’sexecutivedirector.“They

arejustamazing.Theyaresogenerous,”shesaidoftheelectricalworkers.“Wehavehadupto75electriciansworkingatonceonhouses.” OneoftheleadersoftheIBEW’svolunteereffortisMichaelD’Amico,whoservesontheunion’sexecutiveboard.“He’satiger,”EskelundsaidofD’Amico,whocoordinatestheIBEWparticipantsandsolicitsandcollectsmaterialsnecessarytodoelectricalworkatthehomestargetedbyRebuildingTogether. WhileRebuildingTogetheroperatesyear-round,theorganizationconductsanationwideAnnualRebuildDay.The18thconsecutivecampaignwasconductedinGreaterProvidencethispastApril30,whenhundredsofvolunteersrenovated12homesandnon-profitsites,accordingtoEskelund. SheexplainedRebuildingTogetheristhenation’sleadingnonprofitorganizationworkingtopreserveaffordablehomeownershipandrevitalizeneighborhoodsbyconductingextensiverehabilitationandmodificationprojectsatnocosttothoseinneed.Someprojectsareaimedatseniorcitizenssotheycanliveinasafeenvironmentwhileaginginplace. “Wehavenotseenonehousethatdoesn’tneedelectricalwork,andwewanttomakesurecriticalrepairsaredone,”Eskelundsaid.TheonlyvolunteersallowedtodotheelectricaltasksaremembersoftheIBEWteams. “Wearehelpingpeoplewhocan’thelpthemselves,”D’Amicosaid.“Manyofthemareelderly.Theylivealoneanddon’thavetheresourcestohavetheworkdone.Someofthemthankyouwithtearsintheireyes,andthatputsatearinmyeye.” D’Amico,whoistheheadelectricianattheRhodeIslandConventionCenterandDunkin’DonutsCenter,saidIBEWvolunteershavereplacedwiring,installednewlightfixturesandsmokedetectorsandcompletedotherworktoensurehomeownersaresafeandcomfortable. Beforetheworkisdone,D’Amicospends100hoursormorecontactingelectricalsupplycompaniestosolicitmaterials;collectingthedonations;andorganizingthesuppliesforeachlocation. AddressingtheimpactRebuildingTogetherhasonpeople,Eskelund

said:“Wejustdon’trebuildtheirhomes,werebuildtheirlives.Wearerebuildinghomes,livesandhopethatwecanreachoutandhelponeanother.…Wedoanythingyoucanthinkofthatwillallowpeopletostayintheirhomes.” Thelargestofthisyear’sprojectswasa“cluster”inEastProvidence,wherevolunteersfromLocal99,theMetLifeFoundation,SearsHoldings,FureyRoofing,TextronInc.,GilbaneBuildingCo.,BlueCrossandBlueShieldofRhodeIsland,RhodeIslandHousingandothercommunitypartnersmadecriticalrepairsforfamilies,theCapeVerdeanCommunityCenterandtheWhiteknactElementarySchool,Eskelundsaid. IntheRiversideareaofEastProvidence,employeesfromtheWashingtonTrustCo.repairedanelderlyperson’shomewhileevenmorevolunteersstartedrenovationsattheOldhamElementarySchool. Theseniorcitizenisfromamilitaryveteranfamily,whichalsoqualifiedherforassistanceunderRebuilding’sHeroesatHomeproject,accordingtoEskelund.Theseniorisaperfectexampleofahomeownerwhodesperatelyneededhelp. Shehaslivedinherhomefor38yearsandwitnessedherhusband’sdeathwhenhefellofftheroofofthehousetryingtomakerepairs36yearsago,accordingtoEskelund.Shewasleftwithfourchildrenandprovidingforthemwasastruggle,puttinghomerenovationsandsomerepairsonthebackburner. Volunteersguttedherkitchenandbathroominpreparationfornewfixtures;putincabinetsandfloors;installeddoors;replacedceilings;madecriticalelectricalsystemrepairs;andbuiltasafehomeentryplatformandstairs. Massachusetts Nurses Association reaches agreement with Tufts Medical Center and St. Vincent Hospital

ThenursesofMassachusettsNursesAssociationworkinginbothTuftsMedicalCenterandSt.VincentHospitalhavereachedanagreementwithmanagementavertingstrikesatbothinstitutions. TuftsMedicalCenternurseswithdrewitsstrikenoticeandratifiedtheagreementaftera15-hournegotiatingsession.Theagreement,whichrunsfromMay18,2011toNov.19,2011,includeskeyprovisions. Thefirstkeyprovisionistolimitpatientassignmentsfornursesworkingonthemedical-surgicalfloorstosixpatientsonthenightshift,andtonomorethantwopatientsintheintensivecareunits.Thehospitalhasalsoagreedtoconvertanumberoftemporarytravelnursespositionstocorestaff. Theadditionofchargenurseswithlimitedassignmentstoanumberofthehospital’sbusiestmedicalsurgicalfloorsondayandeveningshiftsisanotherkeyprovision.Strictlimitsonmandatoryovertimeisakeyprovisionofthenewagreement.Nonursewillbe

requiredtoworkmorethan16hoursinasingleshift,andcannotbeassignedmorethan12hoursofmandatoryovertimeinacalendarquarter. Theagreementprovidesforprotectionfornurseswhoareaskedtofloattootherunits,withguaranteesthattheywillreceiveappropriateorientationandarecompetenttopracticeinthoseareas. Afinalkeyprovisionallowsforatwopercentwageincreaseacrosstheboardforallnurses. BarbaraTiller,RN,co-chairofthenurses’localbargainingunitatTuftsisproudoftheagreementandwhatitwillmeanforpatients.“Ournursesmadeacourageousstandforsafestaffingandworkingconditions,andthehospitalfinallyrespondedwithimprovementsthatwebelievewillenhanceourabilitytodeliverthecareourpatientsexpectanddeserve,”saidTiller. InWorcester,atSt.VincentHospital,nursesandmanagementagreedona3yearpactafter6hoursofnegotiating.Theagreement,similartoTufts,calledforamodestwageincrease,andfocusedonpatienttonurseratiosaswellas

staffingincreases.Staffingincreasescomeintheformofaddinga“resourcenurse”withalimitedtwo-patientassignmenttoallmedical-surgicalandtelemetryfloorsondayandeveningshifts.Thecontractalsosetsasafelimitoffourtofivepatientspernurseondaysandeveningsandnomorethanfivepatientsonthenightshift. “Thenursesspokeandthehospitalwasforcedtofinallylistentous,”saidMarlenaPellegrino,RN,co-chairofthenurses’localbargainingunitinWorcester. Republicans feel voter heat over plan to end MedicareBy John A. Pernorio Inback-homemeetingsduringthetwo-weekcongressionalrecess,HouseRepublicanswhowanttokillMedicareandreplaceitwithanunder-fundedvouchersystemarefindingoutfirst-handwhatthepollsaretellingus.Anoverwhelmingnumberofvoterssay“No.”HereishowTheNewYorkTimesdescribesit:“After10daysoftryingtosellconstituentsontheirplantooverhaulMedicare,HouseRepublicansinmultipledistrictsappeartobeincreasinglyonthedefensive,facingworriedandangryquestionsfromvoters.” TheschemetoendMedicare,whichprovidesguaranteedhealthcarecoverageforallseniors,andturnitovertoprivateinsurancecompaniesisakeypartoftheHouseRepublicanbudgetplancraftedbyRep.PaulRyan(R-Wis.)andpassedearlierthismonth.

AccordingtotheCenteronBudgetandPolicyPriorities(CBPP),theplanwoulddoubleasenior’shealthcarespendingoverthenextdecade.ThenonpartisanCongressionalBudgetOfficeprojectsthatRyan’splanwouldhaveseniorspaying$20,000ayearforMedicarein2030,or68percentofthetotalcostoftheircoverage.Thatamountiscurrently25percent.Inaradiocommercialairinginseveralstates,theAllianceforRetiredAmericanssaystheRepublicanswillusethemoneyslashedfromMedicare—alongwithhugecutsinMedicaidcontainedintheRyanbudget—“togivemoretaxbreakstomillionairesandcorporations.”RepublicansplantoendMedicareasweknowit,puttingusatthemercyofinsurancecompanies.WithRepublicanprioritiesupsidedown,it’stimeforustospeakup.

SeniorsandotherotherschallengedRyanatatownhallmeetinginKenosha,Wis.PoliticoreportsthatRyanwasmetbyanoverflowcrowdthatwasoverwhelminglyopposedtohisplantokillMedicare. Atleast200peoplewereleftoutsideoncethe300-seatauditoriumfilledtocapacity.ThepeopleinthecrowdlargelyopposedtheRyanplan,holdingsignssuchas“RyanCare=DyingBare,”“LeaveMedicareAlone”orsimply,“SaveMedicare!” WhileRyanspokeinside,thegroupralliedoutsideandironicallyplayedShaniaTwain’s“Ka-Ching,”whichcriticizessociety’sobsessionwithmoney.AsRyanwasleaving,theychanted,“Taxtherich,too!” John A. Asrecentlyassixyearsago,alargeswathofdowntownBaltimorelayfallow.Nothingtransformationalwashappeningandnotmuchappearedtobeonthehorizon.AnimaginarylineseparatedeastandwestBaltimore.Neighborhoodssatbalkanized.Unemploymentspiked.Traditionalindustrydriftedaway,andmuchoftheregion’sinfrastructurefrayed.Theindicatorswereheadinginthewrongdirection–untiltheacademic,civic,medical,businessandpoliticalleadershiptookcharge.Thedrivetoreinvestwasmultifaceted,andtheresultswerewhattheRhodeIslanddelegationwitnessedupclose. ThefirstitemontheagendawasanoverviewoftheUniversityofMarylandMedicalSystem,aprivate,not-for-profitnetworkof12academic,communityandspecialtyhospitals.ThedelegationaskedquestionsoftheirinstitutionalleaderswhospokeabouttheUniversity’sintegrateddisciplinesincludingnursing,medicine,dentistry,pharmacy,socialworkandlaw.Theyexplainedtheirmissiontoservethelocalcommunitywithafullrangeofcareoptions,toeducateandtrainthenextgenerationofhealthcareproviders,andtobeasiteforworld-classclinicalresearch.Thedelegationalsometsomeofthemorethan1,200biomedicalresearcherswhosejobsaresustainedbythe$567millioninextramuralfunding. ThedelegationwalkedthegroundsoftheUMBcampusandwatchedconstructionworkersbuildingtheMedicalCenter’snewestteaching

facility–TheShockTraumaCriticalCareTower.Hundredsofpeoplewerevisibleonsiteerectingtheelaboratenine-story,175,000squarefootstructure--providingarealboosttotheconstructiontrades.Approximately250newjobswillbecreatedoncetheprojectiscompletein2014.Interestingly,alargepercentageofthefundingiscomingfromtheStateofMaryland–$50millionoverfiveyears. Next,thegroupmetwiththeUniversity’seconomicdevelopmentteamwhotalkedaboutthevisiontounifythedistrictbystretchingtheinstitutionalboundariesandseedingnewcapitalinvestment.TheWestsideDevelopmentmodelsparkedtheimaginationofthedelegationbecauseitshowedhowboldactionscouldquicklychangeneighborhoodsandgeneratejobs. MovingacrossthestreettotheUniversityofMarylandBioPark,theysawacommunityofinnovativebiosciencecompaniesandacademicresearchersin475,000square-feetofwetlabandofficespace.Twenty-fivetenantsemploying550peoplepopulatetwolargebuildingsonthewestsideofMartinLutherKing,Jr.Blvd.UniversityPresidentJayPerman,MDsetuptheinterplaywhenhesaidthatUMBis“committedtogrowingdiscoveries”incampusresearchbuildings,andthediscoveriesthen“willcometothemarketplace”intheBioPark.Morethan$180millionincapitalinvestmenthasbeengeneratedinthelastsixyears,withanadditional$67millioninnewlabfacilitiesbeingbuiltrightnow. UniquetotheBioParkistheembeddedpresenceoftheBaltimoreCityCommunityCollege(BCCC)whichrunsatwo-yearlifesciencestrainingprogram.Theworkforcetraininginstitutefeaturesopenenrollmentandstudentsareactivelyrecruitedfromtheneighborhoods.Theremarkablepartisthat100percentoftheirgraduatesgetjobsorgoontopursuefour-yeardegreesinsomeaspectofthehealthsciences.Baltimore’sresearch-driveneconomydoes,infact,createjobsacrossallpointsoftheskillsspectrum. Afewlessonscanbelearnedfromthedelegation’svisit.Beginbyputtingyoureconomic

fateinyourownhands.Purposefullybuildonyourcompetitivestrengths.Assembletherightcoalitionofpeopleandpower.Andmovequicklybecauseit’sallaboutactuallygettingitdone. Theuniversities,collegesandhospitalsarehugeeconomicgenerators.Forevery$1inpublicinput,$15ineconomicoutputisgeneratedtobenefittheresidentsofMaryland.ThatkindofeconomicvibrancycanbegeneratedhereinRhodeIsland. Youcanmovetheneedlefast,ifthecollaborationisreal.ThecityofBaltimorewasdecayinganditsworkforcewaslagging.Passionatepeoplesteppedinwithavisionandturnedthingsaround.ThatkindofcollaborationispresentinRhodeIsland. TheBioParkwasplanned,zoned,permittedandlicensedinunderoneyear–averyimpressivetimetable,forsure.Thedelegationgaspedwhentoldabouttheaggressivescheduling.RhodeIslandcancommittothatkindofdevelopmentexpediency. Buildinginthecommunitycollegetrainingprogramstothestart-upenvironmentwasastrokeofgenius.TheBCCCofficialstoldthegroupthattheirtraineesarescoopedupimmediatelyforjobsandthatthelevelofproficiencyisenviable.ThesamecanbedonewithourcommunitycollegeassetshereinRhodeIsland. Andfinally,civicandgovernmentleaderswerecognizantthatthewindowofopportunityindowntownBaltimorewouldnotbeopenforever.Withanenergeticvisioninplace,privatecapitalonthesidelinesandcourageouspublicleaderswillingtotrustandcollaborate,theyplungedforward.RhodeIslandcandothesame. Just10daysafterthedelegation’seconomicdevelopmentmissionBaltimoreleadershipdecidedtheywillbepayingavisittoProvidence.Morebrainstormingwilloccur.Asaresultoftheseeffortstherightcoalitionofpeopleandpowerisnowinplace,andthesmartandstrategicbuild-outoftheKnowledgeDistrictisactuallygoingtogetdone. “Ivy” is about 8 years old. She is a little doll! She loves to cuddle and go for nice walks. She seems to do very well with most dogs. Like most Chihuahuas she does get a little scared around high activity. She loves to play and loves to be held. She’s a true lap girl! She would make an excellent companion.

“Buster Brown” is a very young (maybe about 6-8 months old) multi breed mix that makes him his unique self. He’s a very loving, friendly adorable boy! He’s a great boy to be around, and you can really have fun with him. Buster loves to go for walks and loves to snuggle up.

“Carlos” is only about 5-6 months old. Carlos loves to play and is a fun loving energetic boy. He loves to go for nice walks and is very good with kids. Carlos would love a home that has the time to teach him all the good doggy things. He will be neutered and will have all his shots at the time of his adoption. We are now accepting application on this very handsome little man.

“Mya” is around 3 years old and is slightly on the shy side. She does well with most dogs but is not crazy about female dogs. She would be good as the only pet because she loves to get all the attention. “I do have a minor skin issue on my back but the nice people here at the shelter are taking care of it. My hair is coming in very nicely, and I’m starting to look as beautiful as I should. I love to go for walks, and I’m very good about getting a bath.” She would do best in a home with no small children, but older children 10 + are okay. Sometimes she gets jumpy with sudden loud bangs or noises. She is very well behaved at the shelter. She would love a home where she can go for walks and a family that would enjoy spending time with her.

We all own a piece of the bullying problem By Russell Irving Bullyingdoesn’ttakeavacation.AndweallownapartoftheBullyingPhenomena,whetherwewerethebully,bullied,orthepersonwhojoinedintheharassingsothatweremained“cool”withourfriends.Wemighthavebeentheoneswhohungbackandwatchedwithmorbidcuriosity;gladwewerenottheonegettingkickedorverballybeaten-up.Ormaybeweweretheteenwhosimplydidn’tcareaboutanythingthatdidnotdirectlyinvolveus.Orworse,maybewehavebeentheteacheroradministratorwhodidnothingbecauseoffearoflawsuitsorbecausewetrulyhadnoideawhatshouldbedone. WhereIgrewupIwasamemberofthatneighborhood’sracialandreligiousminority.Peoplewatchedmyharassmentanddidnothinguntilabuddyofthesebullies,whoalsohappenedtobehugeinsize,cametomydefense.This“gentlegiant”hadmoregutsandheartthanteachers,administrators,orpeersdid.Thepointofthistripdownmymemorylaneissimplythis:Wehaveallbeenpartofthe‘Bullying&Harassing’problem,onewayoranother.Butweallcouldbelikethatgentlegiantanddosomething. Whetherornotyouhavechildreninschool,youownthisproblem.Bulliesarethetypetobevandalsinyourcommunityortobetherude,loud,andobnoxiousneighborsyoudetest.Thosewhoarepickedoncouldsomedaybeyourgrandchildren,niecesornephewsortheyalreadyare. Youneedtolettheschoolsknowthissituationisnotacceptable.Whenadultsseefightsorthreats,theyneedtoactswiftlywithoutcowardice,fearinglawsuitsfromthebullies’parents. Administratorsneedtopunishthebully

differentlythanthebully’svictim,ifthebullybeginsafightandtheotherstudentissimplydefendingthemselves.Schoolsneedtodomorethanhaveyearly2hourassembliesdiscussingthesituation.Theyneedtoutilizestudent-runskitsandplaysregardingbullying,harassment,andtolerance.Weneedschoolsbringingin‘kids-now-adults’whocanletthebulliedknowthatlifedoesgetbetter.Weneedschoolstooffer‘LifeSkills’classeswheretheylearnwhatisneededtosurviveintherealworldofadulthood.Weneedtoaddbookson‘LifeSkills’tosummerreadinglists. Summervacationhasthepossibilityofallowingbulliesmoretimeandopportunitiesformakingothers’miserableand,possibly,suicidalwiththeextrauseofinternet.Facebook,Twitter,andcountlessothersocialnetworkingsitesprovideapowerfultoolforspreadingrumorsandharassinginnocentteens.Yourresponsibilityasaparentistokickitupanotch.Safeguardyourkids.Showthemyoucareandthatyoudonothavetobeamiserableauthoritarian.Butneithershouldyourelinquishyourresponsibilityandactasifyouwereyourteen’sbuddy.Beaparent,firstandfriend,second.Ifyourchildisbeingajerk,thencallthemonit.Donotassumegirlsarenotbulliesbecausesomeare. Bullyingcanalsofollowusintotheworkplace.Toomanyofushavehadbosseswhoarereallyjustadultversionsofthe‘meankid’inschool.Theyenjoyfindingfaultwithyourworkevenwhenthequalityisthere.Maybeyouhavetheco-workerwhosetsyouuportakescreditforyourwork. Whenthathappens,showcourage.Ifatalkwiththemdoesnotgetresults,gotoyourunionsteward.Ifthereisnounion,gotoyour

bosses’bossoryourco-worker’ssupervisor.Donotbetheheroicpoliceofficerwhotoleratestheirpartner’sharassmentofminorities,youth,orothers.Ittakesawayfromyour“badge’sshine.”Standupforyourco-workerwhenyouhearthembeingputdownoversomethingtheydidnotdo.Thebottomlineatworkisthatwearenowadults.Weneedtostandupforourselvesandothers.And,thus,setanexampleforourchildren.Bullyinghasbecomemoregrotesqueanddestructivethanithaseverbeen.Andit’suptoustospeakoutforthosewhocannotorwhodonotknowhowto. Weshouldnottolerateanymoreteensuicidesduetoapatheticorlawsuit-wearyadministrators.Youneedtocontacttheschoolsinyourdistrict,theparent-teacherorganizations,andthepoliticalpowersinyourarea. Astriteasitsounds,thebulliesoftodaycangrowuptobethe‘worktyrants’oftomorrow.Unlesswebehaveasgrownupsshould.And,takeastandforthosetooweaktodosoontheirown.Itispartoftheobvious—thingswetoooftenignoreorpurposelychoosetooverlook.Youhavethepowertomakeadifference.Useit!‘Nuffsaid. AtFuerzaLaboral,aworkerassistancecenterlocatedinCentralFalls,RI,weseedozens,ifnothundreds,ofworkerseachyearwhohavelosthard-earnedincome,becausetheyweremisclassifiedasindependentcontractorsinsteadofW-2employees.Wehaveseenthedevastatingeffectsonourmemberstimeandagain,whenfamiliescannotpayforfood,shelter,orclothingduetomisclassification,whichweviewaswagetheft.Manypeoplearenotsensitivetothisissue,becausetheythinkitdoesnotaffectthem,butinfactmisclassificationaffectsallofus.Workermisclassificationnotonlydeprivesworkersoftheirlegallyentitledwages,italsostealslegallyentitledrevenuefromthetaxpayersoftheStateofRhodeIsland.Infact,accordingtoareportissuedbytheSpecialJointLegislativeCommissiontoStudyEmployeeMisclassificationandtheUndergroundEconomyinJuneof2009,workermisclassificationstoleapproximately$50millionoflegallyentitledrevenuefromtaxpayersin2008alone. Andwhileyoufacestrongpenaltiesforstealingcandyfromastore,therearecurrentlynosuchdeterrentsfortheunscrupulousemployerswhoknowinglymisclassifytheirworkersandwithholdproperpaymentfromthestate.Worseyet,thoseaffectedhavenolegal

righttocollecttheirhardearnedwages.Theseunscrupulousemployerstakeadvantageofalackoflegalclaritytoexploitpeoplewhoaredesperateforwork. AlsoaccordingtotheCommission,nineteenstatesandthefederalgovernmenthaverecognizedtheissuewithatleastsixstatesenactinglegislationtocombatmisclassification.Andthelegislationhasproducedresults.Forexample,Massachusettscollectedmorethan$8millioninlegallyowedrevenuein2010aloneduetomisclassificationlegislationthatwasenactedintolaw.Connecticutissued220stopworkordersinatwoyearperiodthatcollectedmillionsinnewrevenue. Wecannotallowunscrupulouscontractorsandbusinessestocontinuedenyinglegallyentitledwagesfromourcitizensandrobbingourtaxpayersofrightfullyowedtaxdollarsanymore.ThatiswhyweareurginglawmakerstopasstheOmnibusFairContractingStandardsAct(H5936/S416),sothattherewillbemoreprotectionsinplacetopreventthisunfairandunacceptablesituation.Who,youmightask,wouldopposesuchlogicallegislationthatwouldensurethatworkersarepaidtheirlegallyentitledwages,returnrightfultaxrevenuetothestate,andleveltheplayingfieldforlawabidingcontractors?LedbyFederalExpress,severalentities

whoconsistentlyclassifytheirworkersasindependentcontractorstocutcostsinformedthegeneralassembly(throughtheirhighpoweredlobbyists)thatmanypeoplecouldlosetheirjobsifthislegislationpassesintolaw.WeworkhardatFuerzaLaboraltoprotecttherightsofworkers,andwedonotwanttoseeanyonelosetheirjob.However,thisobjectiondoesnotringtrue.Infact,whentheCommonwealthofMassachusettspassedsimilarlegislation,noonefromFedExlosttheirjob.Instead,FedExpaidthetaxpayersoftheCommonwealth$3.0millioninasettlement,acknowledgingthatithadbrokenthelawbymisclassifyingitsemployees. Whenanemployermisclassifiesanemployeeasanindependentcontractor,theresultisbadforworkersandforbusinessesthatworkhardtoplaybytherules.Itistimetobuildaneconomythatworksforallofus,insteadofonethatlowersourqualityoflife.WeurgeyoutocallyourrepresentativeandsenatortotellthemsupportS-416andH-5936tomakesurethatourworkersreceivetheirlegallyentitledwages,ourtaxpayersreceivetheirlegallyentitledtaxrevenue,andthebusinessesthatworkhardtoplaybytherulesarerewarded. LastmonthRhodeIslandwasawardedtwoimportantgrantstotalingover$9millioninfundsandtechnicalassistancetoaidinimplementingprovisionsoftheAffordableCareAct(ACA),alsoknownasthenationalhealthreformlaw. Earlyinthemonth,TheRobertWoodJohnsonFoundation(RWJF)announcedthatRhodeIslandhadbeenselectedasoneoftenstatestoreceiveapproximatelyonemilliondollarsintechnicalassistanceeachyearforthenextfouryears.Thestate’sprogresstodateinworkingtofulfillACArequirementswasacontributingfactorintheFoundation’sdecisiontoincludeRhodeIslandinits“StateNetwork.”Assistancewillbeprovidedintheformoftechnicalhelp,research,andconsumerengagementtomosteffectivelyexpandandincreasehealthcarecoverageforRhodeIslandresidents. “Expandingandimprovingaccesstohealthcare,andprovidingstable,affordablecoverageisnowinthehandsofthestates,”saidRisaLavizzo-Mourey,M.D.,M.B.A.,presidentandCEOoftheRobertWoodJohnsonFoundation.“Inthecomingmonths,statehealthleaderswillformstrategiesandconsideroptionsthatbestmeettheiruniquecoverageneeds.It’simportantthattheseideasbeshared,sothatstatescanlearnfromeachother.” TechnicalassistanceofferedthroughtheStateNetworkwillfocusonsettingupinsuranceexchanges,institutinginsurancemarketreforms,expandingMedicaidtonewlyeligiblepopulations,streamliningeligibilityandenrollmentsystems,andusingdatatodrivedecisions.Technicalassistancewillbeprovidedbyleadingnationalorganizationsandexpertsinthefieldofhealthpolicyandcoverage. RhodeIslandwasselectedthroughacompetitiveprocesstoensurethat,asawhole,participatingstatesrepresentdiversityintermsofgeography,demographics,coveragestatisticsandprogress-to-dateonimplementationofthereformlaw’sprovisions.InadditiontoRhodeIsland,othersselectedincludeAlabama,Colorado,Maryland,Michigan,Minnesota,NewMexico,NewYork,Oregon,andVirginia. “WearehonoredtobeselectedbyRWJFasoneofonly10statestoreceivethisinvaluabletechnicalassistance,”saidLt.GovernorRoberts,ChairoftheRIHealthcareReformCommission.“Aswecontinuetobeanationalleaderinfederalhealthreformimplementation,RhodeIslandfamiliesandbusinesseswillshareinthebenefitsofexpandedaccesstohealthcarecoverage,withimprovedhealthandwithcarethat’sdeliveredmoreefficientlyandaffordably,”saidRoberts. Latelastmonth,RhodeIslandwasalsoawarded$5.2millioninfederalfundsfortheLevelIExchangeEstablishmentGrant,oneofonlythreeawardedbytheU.S.DepartmentofHealthandHumanServices.ThegrantwillbeadministeredthroughRhodeIsland’sOfficeoftheHealthInsuranceCommissioner,andwillprovideconsiderableresourcestoaidinthetaskofcreatingthemechanisms,technologicalsystems,andconsumersupportthatareimperativetoestablishingthestate’shealthinsuranceexchange.Healthinsuranceexchangesareenvisionedasnewmarketplacesforhealth

insurance.UndertheAffordableCareAct,eachstateistoestablishoneormorehealthinsuranceexchanges,ordelegatetheactivitytothefederalgovernment.RhodeIslandplanstousethesefundstohireinitialexchangestaffanddevelopdetailedpurchasingspecificationsforinformationtechnology,consumerassistanceandbusinessoperationsservicesthattheexchangewillpurchase. “ThenumberonepriorityoftheHealthReformCommissionthisyearistoestablishahealthinsuranceexchangeinRhodeIsland,”saidLt.GovernorRoberts.“Thisfederalgrantacknowledgesandrewardstheprogresswearemakinginachievingthatgoal,towardexpandingaccesstoaffordable,highqualityhealthcarecoverageforallRhodeIslanders.” InJanuary,GovernorChafeeestablishedbyExecutiveOrdertheRIHealthcareReformCommission,chairedbyLt.GovernorElizabethRoberts,toaddressimplementationofhealthreformundertheAffordableCareAct(ACA).TheCommission’sHealthInsuranceExchangeSubcommitteehasbeenplanningfortheestablishmentofthestate’sexchangemarketplace.Supportingthissubcommittee,aninteragencyworkgroupstaffedbytheOfficeoftheHealthInsuranceCommissioner(OHIC),theExecutiveOfficeofHealthandHumanServices(OHHS),andtheDepartmentofHealth(HEALTH)hasbeenworkingtodesignanddevelopastate-basedhealthinsuranceexchange.

BeingGreenduringtheconstructionphaseisanopportunitytodirectlyaddressthehealthandenvironmentalimpactofstationaryequipmentandmotorvehicles,ofdustandsilicateexposures,andtointegrateworkerandcommunityhealthintoaseamlesspackage.Inaddition,thisapproachwillachievereductionsingreenhousegasemissions. TheRICommitteeonOccupationalSafety&Health,incoordinationwiththeInternationalBrotherhoodofElectricalWorkersLocal99,RIBuildingTradesCouncilandtheOSHAProvidenceareaoffice,hasbeenworkingtoinformandeducationallpartiesabouttheproject.Thefundamentalgoalofthisprojectistoencourageinstitutions,developers,designers,

andprofessionalorganizationstoadoptaGreenDuringConstructionpledgeandincludekeyparametersofallthreemetricsinbidandcontractspecsforconstructionprojects.GreatstrideshavealreadybeenmadeinadoptingtheGreenDuringConstructionpledge.TheCityofProvidencehaspassedanordinancemandatingadoptionforprojectsoveracertainamount.RIPublicTransitAuthorityandBrownUniversityhavealsovoluntarilyagreedtoadopttheprotocols,andtheRIDepartmentofEducationwillincludethemintheirCollaborativeforHighPerformanceSchools(NECHPS)regulations,towhichallnewschoolconstructionmustcomply. ImprovingtheAirQualityduringconstructionisimportantbasedonconcernstoworker’shealth.Oneconcernarethecarbonmonoxide,fineandultrafineparticles,polycyclicaromatichydrocarbons(PAHs),sulfurandnitrogenoxidesthatareemittedinsignificantamountsbydieselandgasoline-poweredvehiclesandequipmentonconstruction

sites.Gasolinepoweredvehiclesandequipmentproduceprodigiousamountsofcarbonmonoxide(CO),alethalgas.TwothousandsevenhundredCOemergencypoisoningsfromworksitesoccureachyear.Gasolineemissionshavebeenshowntoexceedoneinonehundredthousandcancerriskthresholdsinnortheasturbanareas.Prolongedexposuretodieselexhaustcanexacerbateasthmaandotherlungandcardiovasculardiseases,probablyincreasingtheriskoflungcancer. Anotherairqualityconcernforworkers’healthisthecrystallinesilica(sand)createdduringconstructionbythedigginganddrillingofsoil,granite,andconcrete.Occupationalexposuretocrystallinesilicaproducessilicosis,achronic,disablinglungdiseasecharacterizedbynodulesofscartissueinthelungs.Eachyearnearly300workersdiefromsilicosisintheUS,hundredsmorearedisabled.Between3,000and7,000newcasesoccureachyear.Construction,morethananyotherindustry,leadsinprematuremortalityfromsilicosis.

Creating a Metropolitan Public Health Commission OverlayamapofchildhoodasthmacasesinProvidencewithchildhoodleadpoisoningcasesandtheywillsharemanyofthesameaddresses.Alltoooftenweisolateeachissueandpresssolutionsthataredirectedtowardsthatissuealone.Butiftheyareintertwinedperhapsamorecomprehensivepublichealthapproachiscalledfor. Thegeneralmetropolitanarea(Providence,Pawtucket,EastProvidence,Cranston,CentralFalls)hasaconcentrationofnaggingpublichealthproblemsandconcerns(preventablelungdisease,leadpoisoning,asthma,airquality,communicablediseases).ThesamemetroareacontainsacriticalmassofhealthinstitutionssuchasRIHospital,Miriam,Women’sandInfants,RogerWilliams,Memorial,BradleyandButler,Brown’smedicalschool,nursingschoolsatRhodeIslandCollegeandCCRI,healthcenters,theDepartmentsofHealthandEnvironmentalManagement,andvariousfreestandinghealthprojectsandprograms. Ifcoherentstrategiesarelackingtoresolvevariousmetropublichealthproblemswhatmaybemissingisacoherentandunifiedmetrosystem.Ametrosystemthatcouldfocusondistinctmetroissuesandthatdrawsonthestandinginstitutionalhealthagenciesthatexistwithinthemetrorealm. Boston’sPublicHealthCommissionoffersamodelforourownsituation,aMetropolitanHealthCommission.Forexample,manyelderlyresidentsareathighriskforheatrelatedillnessduringheatwaves.FireDepartmentsandEmergencyRoomsarethehealthagenciesthatshoulderthisissuenow.AMetroHealthCommissioncouldformulatea

policytoanticipateandpreventheatillness(bylocatingthoseathighrisk,locatingairconditionedareas,ordistributingairconditioners)and,inconjunctionwithprimaryresponders,explorewaysandmeanstofulfillthepolicy.Thisway,aunifiedandsystematicapproachisdevelopedtoaddressapublichealthconcern. AMetropolitanHealthCommissionwouldbeengagedwithdistinctmandatestoformulatespecificmetropublichealthpoliciesinareaswithhighratesofillnesssuchasasthma,leadandimmigranthealth;tocoordinatespecificmetropolitanhealthinitiativesandtotapintostandinghealthresourcesforspecificmetroprojectsandprograms. TheMHCwouldbemadeupofpoliticalrepresentativesfromeachpoliticaljurisdictionaffected,healthcareinstitutions,communityresidentsandstateandlocalhealthofficials(aseparatehealth/technicaladvisorycommitteecomposedofhealthprofessionalswouldprovidescientific,medicalandtechnicalsupport). AMetroHealthCommissioncouldpursueafewkeythemes.Theycoulddeveloptargetedpublichealthstrategies.Clearlythereisarealneedtodevelopcoherentmetrostrategiesforleadandasthma.Thesewouldautomaticallyinvolverelationshipswithhousingandhousingagencies.Healthytransportationchoicesandhealthyhousingcanbeacomplexmix(especiallyinthoseurbanareasmostimpacted).Thecommissionwouldpresentastrongpublichealthvoiceinthatarena. TheMHCcouldalsoevaluatecurrentpublic

healthstrategies.TheproposedMHCwouldbeanopenvenuetofranklydiscusswhatworksandwhatdoesn’t,andtohelpformulatemorepracticalandstrategicprogramsbasedon“evidencebasedmedicine”toworktowardsprimarypreventiononawiderangeofpublichealthinitiatives. Theycouldassistandsupportpublicagencieswheneverbroadpublichealthissuesareinvolved.Thereareobviouslyseveralpressingissuesrelatingfromconcernaboutdeliberatebiologicalterroreventsandnaturaloutbreaks.Evenasidefromthehighorlowprobabilityofsuchdeliberateevents;therearenationalmandatestoprepareforthem. AMHCcouldfunctiontocoordinatevariouselements:roundingupinfectiousdiseasehealthprofessionalfromvarioushospitals,developingvaccinationsites,screeningorarrangingforcoordinatingdataandoutcomes. AnotherkeythemeaMHCcouldpursueistoserveasaclearinghouseforseparateanddistincthealthprograms,projects,andagencies(HealthyHousingHealthcommunities,Asthmainitiates,Brownmedical/environmentalprojects)currentlyunderwaythatimpactthemetroarea. Finally,aMHCcouldsupportandfundresearchprojectstobetterassessandevaluateprogramsandinitiatives. TheRhodeIslandCommitteeonOccupationalSafetyandHealthhasnotaddressedfundingandfinancialissues.Thisismeantonlytostimulatethoughtanddiscussionontheideaandseehowfaritcango.
