AECID OVERVIEW
• AECID is a public entity within the Ministry of Foreign Affairs, European
Union and Cooperation .
• AECID is the governing body for Spanish policy on international development
cooperation (Under the International Development Cooperation Act 23/1998, of 7
July 1998).
• AECID follows the guidelines of the Fifth Master Plan for Spanish Cooperation,
focusing on three cross-cutting elements: gender perspective, environmental quality,
and respect for cultural diversity, in accordance with the new 2030 Agenda for
Sustainable Development.
• AECID works on contribution to:
o Achieving development results favouring poverty reduction, social
cohesion, and equal rights for people in partner countries.
o Providing access to and protection of the essential rights of populations
that fall victim to humanitarian crises.
o Building a society aware of the importance of development.

WATER, A PRIORITY FOR SPANISH
COOPERATION
Water has been mainstreamed into
practically all of the 17 SDGs. However, it
is explicitly stated, on its own, in SDG 6,
which reads: “Ensure availability and
sustainable management of water and
sanitation for all.”

PROGRAMME
It is an important precedent
with regards to Spanish
Cooperation in the
Mediterranean.
Designed to develop local
populations and improve
their living conditions;
protect the environment and
conserve natural resources;
and to strengthen
organizations and institutions
in the regions falling within
its scope.

AECID EXPERIENCES ON WATER: THE FCAS
INITIATIVE
The Water and Sanitation Cooperation
Fund (FCAS) is an instrument of
Spanish Cooperation.
The main goal is to ensure access to
drinking water and sanitation to the
populations of Latin America and
the Caribbean.
FCAS began its activities in October2009, and since then has mobilisedalmost 1.6 billion euros, of which over50% are a direct contribution from theGovernment of Spain.

WATER IN THE MEDITERRANEAN: SPAIN AS A PARTNER
Water resources are identified as the most restrictive factor for the
sustainable development in the Mediterranean Region.
This region suffers the greatest water scarcity in the world—60% of its
population lives in areas subjected to water stress.
Climate change aggravates the situation: increased of droughts and floods; the
complex relationship between water, energy, and food; water quality problems;
competition for water resources..
Spain shares hydrological conditions and water governance mechanisms, with
the Southern Mediterranean countries, with historical roots common to all of
them.
Spain has the potential to provide support by sharing its own experience in
implementing the solutions that have proven to be most effective in this regard.

REGIONAL CONTEXT
The 5+5 Water Strategy in the
Western Mediterranean seeks the
promotion of sustainable growth in
the region, social prosperity,
preservation of water quality, and
access to water for all, through
cooperation and the sharing of
knowledge.
The Union for the
Mediterranean’sWater Agenda.
On 27 April 2017, in Valletta (Malta),
the Declaration of the Ministerial
Meeting of the European Union and
Mediterranean Water Ministries laid
the foundations of the Water Agenda
of the UfM.

To contribute to sustainable water
management in the North of Africa and
Nearest East.
The programme has three specific objectives:
1. Promote sustainable management and
governance.
2. Improve water and sanitation services
3. Promote efficient use of water resources in
agriculture.

SUPPORTING ACTORS
Multiple line actions: the proposals of projects and actions susceptible of
support respond to the demands of the own institutions and organizations of
the partner countries of the Spanish Cooperation.

MODALITIES AND INSTRUMENTS.BILATERAL COOPERATION
Priority activities will be determined with competent authorities in each of the
Programme target countries.
Programme activities will mainly involve technical cooperation and support for
the different administrations responsible for water management:
• conducting specific studies before investment plans are implemented; institutional
capacity-building and strengthening ;
• technical assistance;
• pilot projects that contribute to identifying best practices;
• feasibility studies and infrastructure design,
It will seek also to promote and facilitate investment in infrastructures and
services for water access and distribution, sanitation, and irrigation. Funding for
this infrastructure will require additional resources, mainly from FINANCIAL
instruments (FONPRODE…)

MODALITIES AND INSTRUMENTSREGIONAL COOPERATION
Besides carrying out specific projects, the aim
is to provide the Programme with a region-
wide dimension, given that these countries
face similar challenges.
To this end, different training activities, regional
workshops, debates, and exchanges of
experience will be organised, creating
complementary meeting points to the projects
and supporting their implementation.
