Nearly adecade ago, myson attendedMarylands

hunter education class. A fewmonths later, he killed his firstgoose, duck and deer. Since thenwe have shared the forests, fieldsand marsh together and capturedsome of the most meaningfulmemories of our lives.

My daughter recently decided

that she should join the fraternityof hunter education graduates.However, school, sports and othercommitments in a young adult lifeleft her taking the class online andrushing around for the requisitefield day and shooting exercises.She eventually reconciled thescheduling issues and found aspot in a southern Maryland classand moved over to the new-hunterside of the ledger.

The path that both Peditto

children took to gain entry to thehunting community was similarin the end, but far different in

process. The option to take most ofthe class online was not availableto my son because of his age atthe time. My daughter was able toleverage the online class and foundit adequately worked for her needs.In the end, the two youngsterspassed the written and shootingtests and will no-doubt be lifelongoutdoor enthusiasts.

To create a path for two newhunters is not enough though.

We need to create the same buzzaround hunting as exists for The

Hunger Games or video games.We also need to ensure the processto become a new hunter is notthe reason we fail to generateexcitement.

Several years ago, weconducted a survey of newMaryland hunter education grad-uates. Approximately 75 percentof respondents said that they loveto hunt and want to hunt more,but are often foreclosed fromthose opportunities because their

family or adult mentor has othercommitments or their friendslack the time to attend the tradi-

tional hunter safety class and jointhem afield.

To address the former, we willcontinue to increase opportunitiesto make hunting more accessibleto ensure more Marylanders mayparticipate. Our junior hunterdays and new Hunting 101workshops are just two examplesof our ongoing commitment torecruiting and reinvesting in thehunting community.

To address the latter, we arepleased to announce a new

hunting apprentice program inMaryland. Working with ourpeers in the Maryland NaturalResources Police, we will beginoffering a mentored program thatwill allow a junior or new adulthunter the opportunity to try thesport for three years or one year,respectively. The new hunter musthunt with an experienced adultand must always be in close-contact with the mentor; after thetrial period, the first-timer must

complete the requisite huntersafety requirements.

We are hopeful that this model,

practiced by several dozen jurisdic-tions across North America, willease the path to a solid futuregeneration of hunter educationparticipants without jeopardizingthe remarkable safety record ofMaryland sportsmen. Details onthe new program will be forth-coming in fall 2015. I hope youwill take advantage of this newprogram and introduce someone young or old to the remarkableexperiences we all enjoy afield.

NEW REGULATIONSFOR 20152016

Sunday hunting opportunities have changed for deer hunting on

private and DESIGNATED public lands in Allegany, Garrett and

Washington counties. See pages 36-39.

Additional properties have been added to the list of designated

public lands open for Sunday hunting for all game mammals and

certain game birds in Allegany and Garrett counties. See pages

22, 23, 36-39.

Sunday hunting opportunities have changedfor deer hunting on

private land in Carroll and Frederick counties. See pages 38 & 39.

A free AccessDNR app is available for certain electronic devices

via the iPhone App Store and Android App site on Google Play.

The app offers many services helpful to hunters.

The 2015 General Assembly repealed the extended firearms

deer season previously offered in Charles and St. Marys

counties. Those counties now follow the regular firearms deer

season dates. See pages 3839.

TRAPPER EDUCATION

Any person who traps or attempts to trap furbearers (beaver,coyote, fisher, gray fox, long-tailed weasel, mink, muskrat,opossum, raccoon, red fox, river otter, and skunk) under theauthority of a Furbearer Permit must first obtain a Certificateof Trapper Education from the Department (or a designee of theDepartment), except that the certificate is not required if theperson held a Furbearer Permit prior to August 1, 2007.

However, all trappers are encouraged to participate in a trappereducation course. Trapper education courses are being heldstatewide (see addresses above). Any similar certificate issuedby another state is acceptable as complying with the educationalrequirements if the privileges are reciprocal for Maryland residents.

Hunting licenses are valid from issuance to July 31, 2016, exceptthe Nonresident 3-Day Waterfowl and Small Game License.

HUNTER EDUCATION and SAFETY REQUIREMENT

To hunt or purchase a hunting license in Maryland, State law requires: Presentation of a Certificate of Competency in Firearms and

Hunting Safety (required of all first time hunters), or

Certification that you held a hunting license issued prior toJuly 1, 1977, or

Certification that you hunted on private property prior to July 1,1977, and were legally exempt from purchasing a hunting license, or

Certification that you are purchasing a nonresident license andwill only hunt waterfowl.Exceptions: Compliance with the Hunter Education and Safety

Requirement does not apply to those who are hunting only water-fowl with a Nonresident 3-day Waterfowl and Small Game License(see below) and those shooting under a Regulated Shooting AreaHunting License who are not hunting wild or free flying captive-raised mallards. This stamp (the federal duck stamp) is required for all waterfowl

hunters, including those who are not required to purchase a huntinglicense. Hunters under the age of 16 are exempt. The federal duckstamp must be signed in ink to be valid. If you order your stamponline, http://duckstamp.com , you will receive a purchase code. Ifyou purchase your stamp from a sport license agent, DNR onlinelicensing, or a DNR Licensing and Registration Center, you willreceive a printed receipt. Both the purchase code and the printedreceipt will be accepted as evidence of the purchase for 45 days andmust be possessed while hunting waterfowl and coots. Furbearer PermitWith certain exceptions (see page 12), a person must obtain

or be authorized by a Furbearer Permit to hunt, chase, or trapany furbearer (beaver, coyote, fisher, gray fox, long-tailed weasel,mink, muskrat, opossum, raccoon, red fox, river otter, and skunk),including persons participating in the unarmed chasing of fox andraccoons. It is also required for persons not required to have ahunting license (e.g., landowners hunting on their own property)and holders of any senior hunting license.

There are two types of Furbearer Permits, Individual and Group.Any person desiring to participate in these activities can obtain theIndividual Furbearer Permit. The representative of an association orgroup established for the purpose of chasing or hunting furbearers mayobtain the Group Furbearer Permit. A member or guest of the associa-tion or group who participates in furbearer chasing or hunting with the

association or group is not required to have an Individual FurbearerPermit. A Group Furbearer Permit holder must submit a report to theDNR by September 1 following the end of each permit year. Managed Hunt Permit .....................................................$35.00The annual Managed Hunt Permit (MHP) is required to hunt DNRproperties that charge for managed hunts and covers all such huntson DNR lands. WHO MAY HUNT

WITHOUT A LICENSE

It is unlawful to hunt without a validhunting license in your possession unlessyou are exempt from this requirementas described in this section. You are notrequired to possess a hunting license orstamps (except the Maryland MigratoryGame Bird Stamp, the Federal MigratoryBird Hunting and Conservation Stamp, anda Furbearer Permit) if you are: A resident of Maryland (and their spouse)

who owns property and who hunts only onthat property. This also applies to: (1) thelandowners children and grandchildren

if they are under the age of 16; and (2) thelandowners children and grandchildren,and the spouse of the children or grandchil-dren, regardless of age, if the child, grand-child, or their spouse, lives on the property,has worked on the property for at least 30days during the preceding 12 months, ormanages the property. Each person mustindividually qualify under these criteria.To qualify for this exemption, a landownerdoes not need to live on the property butmust be able to prove ownership.

A person (and spouse) who: (1) holds land

under lease for agricultural purposes (or asharecropper); and (2) lives on this farm-land; and (3) hunts only on this farmland.This also applies to: (1) the lessees chil-dren and grandchildren if they are underthe age of 16; and (2) the lessees childrenand grandchildren, and their spouses, ifthe child, grandchild, or spouse of thechild or grandchild, lives on the property,has worked on the property for at least 30days during the preceding 12 months, ormanages the property.

A nonresident (and spouse) who owns a

contiguous piece of farmland that is inboth Virginia and Maryland may hunton the Maryland portion of the propertywithout a Maryland hunting license, ifthe persons primary residence is on the

Virginia portion of the property. This alsoapplies to the owners children and grand-children if they are under the age of 16.

A Maryland resident serving in the UnitedStates Armed Forces while on officialleave in Maryland (whether stationedin Maryland or outside Maryland). Youmust possess a copy of official leave orders

while hunting. See Hunters in the ArmedForces in the following text.

A person serving in the United StatesArmed Forces who has a serviceconnected disability and possesses a validmilitary identification while hunting.

A person who is a retired former memberof the United States Armed Services and

hunting on farmland that is in activefarming status and owned by the personor the persons spouse, child, childsspouse, parent, grandparent, sibling,niece or nephew. A retired former memberwho hunts on farmland without a huntinglicense must possess the retired militaryidentification card and written permis-sion from the owner of the farm propertyspecifying the relationship of the personto the owner of the property.

Notes:Hunters not required to have a license

must obtain a free DNRid number and afree Maryland Big Game Harvest Record ifthey intend to hunt deer or turkeys. Theseitems may be obtained from a Dnr Serv iceCenter, DNR Sport License agent or onlineat http://dnr.maryland.gov/service. Nonresidents of Maryland who own prop-

erty in the State and hunt on that propertyare required to purchase a NonresidentHunting License.

Individuals who are exempt from Marylandhunting license requirements are subject toall State and federal laws and regulations

relative to hunting and trapping. The Hunter Education and Safety Requirement

applies to all individuals hunting in Maryland,even if they are exempt from the requirementto purchase a hunting license (see page 10).

FURBEARERS WITHOUT A

FURBEARER PERMIT

A Furbearer Permit is not required to huntor trap a fur-bearing mammal if: A person possesses a valid Wildlife

Control Cooperator Permit and is

engaging in the control of fur-bearingmammals in accordance with the termsand conditions of the permit.

A landowner possesses a LandownerWildlife Damage Control Permit.

A Furbearer Permit is also not required for: A landowner to destroy a muskrat

that is damaging an embankment orimpoundment.

A landowner to hunt or trap a coyote,fox or skunk that is damaging ordestroying the personal or real prop-erty of the landowner on their land.

HUNTING REGULATIONS

GENERAL HUNTING REGULATIONS

In addition to the regulations listed else-where in this guide, it is unlawful to: Hunt any game bird or mammal while

under the influence of alcohol or anynarcotic drug.

Hunt or trap on private land withoutwritten permission of the landowner.

Hunt any game bird or mammal on Sundaywith the exception of: (1) a person who

possesses a Falconry Permit, who mayhunt specified game birds and mammalson Sundays during the open season (seepage 16, Falconry Regulations); (2) anunarmed person participating in an orga-nized fox chase, who may chase foxes onSundays; (3) persons hunting on Regulated

Shooting Areas may shoot captive raisedgame birds on Sundays; (4) personshunting deer on those Sundays specifiedon pages 3437, Deer Regulations

and Charts; (5) persons hunting turkeyson those Sundays specified on page 21,

Turkey Seasons & Limits; (6) personshunting those game species on thoseSundays specified on pages 20& 28.

Hunt any animal other than deer on thefirst day of Deer Firearms Season, exceptsea ducks in the Sea Duck Zone.

Have a loaded firearm in, on, or leaningagainst any vehicle. This includes ammu-nition in the magazine or a muzzleloaderready to fire.

Have a loaded crossbow in, on or leaning

against a vehicle. A loaded crossbow isone that is cocked AND has an arrow orbolt in the firing position.

Shoot on, from or across any public road. Hunt, trap or shoot at wildlife within 150

yards of an occupied building or campwithout permission of the owner or occu-

pant. For archery hunters this distance is100 yards in Harford and Montgomery

counties and 50 yards in Carroll andFrederick counties.

Discharge a firearm within 300 yards of a

public or nonpublic school while hunting.

This prohibition only applies duringschool hours or when the building isoccupied. This safety zone does not apply

to colleges, universities, or home schools. Cast the rays of an artificial light from a

vehicle on woods, fields, orchards, live-stock, wild mammals or birds, dwellingsor buildings. However, in Baltimore City,Montgomery and Prince Georges coun-ties, a person may cast the rays of anartificial light from a vehicle for the solepurpose of observing or photographing

wildlife until 9:00pm. A person may not

have a weapon in their possession whilecasting rays of an artificial light. Note:coyotes, foxes, opossums, or raccoonsmay be hunted on foot at nighttimeduring open season with the use of a dogor light, or both.

Target shoot on State lands except indesignated areas.

Construct or use permanent blinds or treestands on State-owned or controlled prop-erties, unless provided by the DNR. Treestands and blinds are limited to those of a

temporary nature which must be removed

at the end of each day. Trap on State lands without written

permission from the controlling agency. Hunt without a form of positive identi-

fication, such as a drivers license, other

photo identification or a secondary formof positive identification.

Tamper with any legally set trap and to

remove the catch from any legally set trap.

Note: The woodchuckand nutriaare clas-sified as unprotected mammals. As such,a hunting license is not required to huntwoodchucks and nutria except in Baltimoreand Frederick Counties. Woodchucks andnutria may be hunted throughout the year,including on Sundays. Hunters must wearfluorescent orange while hunting wood-chucks. All legal hunting devices may be

used to hunt woodchucks and nutria.

FIREARMS, ARCHERY, ANDFALCONRY REGULATIONS

SHOTGUN REGULATIONS

Shotguns may be used to hunt all gamebirds, game mammals (except beavers,weasels, mink, muskrats, and river otters),nutria, and woodchucks. The magazine

and chamber must be capable of holdingno more than 3 shells total except for resi-

dent Canada geese during the Septemberseason, light geese when prescribed inthe annual hunting regulations, or deerhunting (where the number of shells is

restricted to 8). Shotguns larger than 10 gauge may not

be used to hunt migratory game birds. Nontoxic shot larger than No. T (.20

inches in diameter) may not be used tohunt waterfowl and coots.

The possession or use of lead shotgunammunition while hunting waterfowl,coots, snipe, and rails is prohibited.

Deer and bear hunters using shotgunsmust use ammunition that fires a solid,

single projectile. Buckshot may not beused to hunt deer except in Dorchester

County, where #1 size buckshot or largermay be used. The use of shotguns smaller

than 28 gauge for deer and bear huntingis not permitted.

A person hunting turkeys in the Springand Winter Seasons shall be restrictedto only using shot sizes #4 or smaller. Aperson hunting turkeys in the Fall Season

shall be restr icted to only using shot sizes#4 or smaller or a solid, single projectile.

RIFLE REGULATIONS

Air rifles are legal to use for hunting in

Maryland and must comply with the rifleregulations. Air rifles may not be used tohunt turkeys in the Spring and WinterSeasons or migratory game birds. They are

not legal for deer or bear hunting becausethey do not meet the minimum muzzle

energy standard for rifles noted below. Rifles used for deer and bear hunting must

use ammunition developing a muzzleenergy of at least 1,200 foot pounds.

It is unlawful to hunt with an automaticfirearm capable of firing a series of shotswith one continuous pull of the trigger.

Firearms used for deer and bear huntingmay not have an ammunition clip loadedwith more than 8 cartridges or bullets. Ifa clip has the capacity to hold more than8 rounds, the clip does not have to bephysically blocked, but no more than 8

cartridges or bullets may be loaded. It is only lawful to hunt with ammunition

of soft point (expanding) construction.All military, full metal jacketed, incen-

diary or tracer bullets are prohibited. Rifles may be used to hunt all game

mammals (except beavers, weasels,mink, muskrats, and river otters), turkeys

during the fall season only, quail, pheas-ants, ruffed grouse, crows, nutria, andwoodchucks.

Breech-loading rifles are those that arenot loaded from the muzzle and include,but are not limited to, break action, boltaction, pump action, lever action, falling

block, and semi-automatic rifles. Breech-loading rifles may be used to hunt in allcounties EXCEPT THEY MAY NOT BEUSED TO HUNT DEER in Anne Arundel,

Baltimore, Calvert, Caroline, Charles,Frederick (in that portion of FrederickCounty lying south of a line beginning atthe Washington/Frederick County line atUS Rt. 40 and continuing on Rt. 40 eastto Harmony Road, proceeding so
