Good afternoon. I am Delegate Anne Kaiser, Majority Leader of
the Maryland
House of Delegates.
I would like to start by weloming Go!ernor Larry Hogan and his
Administration to
the Maryland "tate House. In the Maryland General Assembly, we
are used to
working aross #arty lines. In fat, the !ast majority of
legislation that #asses
through ommittees and the floor of the House and "enate is
su##orted by both$e#ublians and Demorats.
As Majority Leader, I look forward to working with the Go!ernor,
Minority Leader
%i Ki#ke, and all of my olleagues in the House and "enate, to
takle the issues
faing our great "tate.
Maryland is a growing and thri!ing "tate, boasting one of the
the best eduation
systems in the ountry and being among the wealthiest states in
the &nion for the
last fi!e years in a row. 'e belie!e that suess is tied diretly
to ha!ing a well(eduated workfore. As Marylanders, we #ride
oursel!es on ha!ing a )uality K(*+
eduation system and affordable aessible higher eduation at both
the ommunity
ollege and four year ollege le!els.
As Demorats, we belie!e the most im#ortant in!estment go!ernment
an make is
in a well(eduated, well(trained workfore. 'hen you ask
businesses why they start
or stay in Maryland, the number one reason is a highly eduated
workfore and
)uality shools for their em#loyees and their families.
he &" -hamber of -ommere has ranked Maryland as the best
state in the ountry
for entre#reneurshi# and named Maryland one of the net ten boom
states in the
&". 'e are home to the most utting edge tehnology om#anies
in the ountry. 'e
are )uikly beoming the national hub for yberseurity, with the
%"A, /ort Meade
and other federal intelligene resoures head)uartered in
Maryland. In my home
ounty, we are building a world(lass biotehnology orridor, with
the #ri!ate
setor, higher eduation and go!ernment agenies working together
to dri!e
biotehnology ad!anements and new eonomi de!elo#ment.
0ut we annot grow our eonomy, boost #ri!ate setor onfidene to
in!est,
e#and, or attrat new business to Maryland without a strong,
eduated workfore1
today, tomorrow and beyond. 'e ha!e ahie!ed a reord high shool
graduation
rate, with 234 of our students graduating on time and an om#ete
in a global
eonomy. 0ut, as &ni!ersity of Maryland -ollege 5ark
5resident Dr. 'allae Loh
said1 we need to 6out(eduate, out(inno!ate, and out(om#ete our
global
om#etitors.7

o #romote #ros#erity in Maryland, we must lose the ahie!ement
ga# for #oor
and minority students by fully funding and moderni8ing e!ery
lassroom in the
"tate. 'e must also restruture the "tate9s eonomi de!elo#ment to
better hel# the
#ri!ate setor na!igate "tate go!ernment and im#ro!e ustomer
ser!ie deli!ery to
e!ery ta#ayer in the "tate.
'e take seriously our role as the stewards of the -hesa#eake 0ay
: anen!ironmental jewel, but also an engine for Maryland9s eonomy.
'e ha!e made
signifiant #rogress o!er the #ast deade in reseeding oyster
beds, u#dating
wastewater treatment #lants, and urbing stormwater runoff into
the 0ay and loal
waterways but we annot mo!e bakwards. 'e must maintain this
ommitment to
ensure that watermen and boaters and all Marylanders an enjoy
our waterways for
generations to ome.
o build a better Maryland, we must lean u# the -hesa#eake 0ay
with our federal
and ounty #artners.
Maryland also has the best healthare deli!ery system in the
ountry. ;ur "hok
rauma system is re!ered around the world. If you or your lo!ed
