The resource, a commercial building that once held the Dixie Cream Donut Shop, is located on the northeast side of Rockville Pike(ho 355) in a densely populated commercial and residential area of the City of Rockville, Montgomery County, Maryland. Thisresource was previously surveyed in 1986 and detemined not eligible for listing in the NRHP by Maryland Historical Trust(MI..IT) staff (MCGuckian 1986). This 1963 building is set in the western comer of a 0.89-acre lot that it shares with two otherbuildings, Obsession Motorsports and Limitless Garage, Inc., 1400 Rockville Pike; however, this resource comprises the DixieCream Donut Shop only (State Department of Assessments and Taxation [SDAT] 2018). Situated along the densely developedho 355 corridor, the Dixie Cream Donut Shop is surrounded by commercial and office buildings ranging from one-storycommercial stores to the northeast and southeast to a four-story office building to the southwest.

grassy median line ho 355. The building is currently owned by Mclntyre Family LLC and the building currently houses a Subwaychain sandwich shop (SDAT 2018).

Architectural Description :

The Dixie Cream Donut Shop at 1402 Rockville Pike is a one-story, five-bay, commercial building constructed in 1963 in anindeterminate style (SDAT 2018). The continuous, brick foundation supports an unknown structural system clad in wood wainscotpaneling above and below window openings. The building is covered by a low-pitched, hipped roof sheathed in asphalt shingleswith wide overhanging boxed metal eaves. A hipped metal vent pierces the center of the central roof ridge and a metal turbine islocated in the western comer of the building. A thin brick wall is situated at the western comer of the building connecting thecurrent resource to the building at 1396 Rockville Pike. A backlit sign that reads ``Subway" is situated in the center of the fapade(southwest elevation) and in the south half of the southeast elevation beneath the roof eave. Metal address numbers (1402) are setbeneath the roof eave in the south half of the fapade.

The primary entrance, off-centered on the fapade, is filled with a single-leaf, commercial-style, metal-and-glass door. A secondaryentrance filled with the same type of door is located in the south half of the southeast elevation. Other fenestration includes largesingle-light, commercial-style, metal-frame, fixed windows. A one-story, shed-roofed addition spans the rear, northeast, elevationof the building. The addition is set on a continuous foundation and supports an unknown stmctural system all of which is clad in abrick veneer laid in an irregular bond of six rows of stretchers and one row of Flemish. The roof, which features wide metal boxedeaves, appears to support a utilities system in the north comer and a metal flue (Google 2016). An entrance is situated in thesoutheast elevation of the addition and filled with a single-leaf, wood door with a single-light, boarded transom set above.

Historic Context:

In the mid-eighteenth century, Rockville initially began as a small settlement, known as Hungerford's Tavern, and stopover pointfor farmers transporting tobacco from the town of Frederick, Maryland to Georgetown (then a part of virginia) (Dryden 2009; Cityof Rockville 2018). After it was incorporated in 1860, rail service connecting Rockville and the District of Columbia wascompleted and Rockville saw large-scale growth, as it became a commuter town and a summer resort for those looking to escapethe city (Peerless Rockville n.d). Growth slowed down in the 1920s, but during that time, the town modemized with electricity,telephones, indoor plumbing, and the introduction of the trolley car, the Georgetown and Rockville Electric Railway, that extendedalong MD 355 in this area through the center of Rockville (Dryden 2009, United States Geological Survey [USGS] 1923).However, the outer limits of Rockville remained fairly agricultural in nature and sparsely populated with the exception of severalsuburban neighborhoods such as Autrey Park, Halpine, and Spring Lake Park, (Fava, Jr.1890; USGS 1923).

Along the h® 355 route, particularly to the south of the downtown area, development occurred slowly during the 1930s and 1940s(USGS 1923,1944). The City of Rockville then saw tremendous growth between 1940 and 1960, when the population spiked from2,047 to 26,090 following a large annexation by city officials and the post-World War 11 housing boom (Peerless Rockville n.d).Due to this population growth and push for a more modem building stock, town officials in the late 1950s drafted an urban renewalplan to transform the downtown core. The urban renewal project consisted of a 47-acre area of downtown Rockville in which fourstreets were removed,Ill buildings were demolished, and 165 businesses and 52 families were relocated to make way for newcommercial and residential development.

During the 1950s and 60s, commerce and other services began moving to suburban areas along freeways and other significantroadways (KCI Technologies, Inc. [KCI] 1999:C-17). As the move for more car-centric development continued in Rockville,commercial growth in the form of singular retail shops, service station, convenience stores, and the Congressional Shopping Plaza

was likewise occurring just outside the urban renewal area along the main thoroughfares such as ho 355, Hungerford Drive, andJefferson Street (USGS 1965a). Large residential subdivisions also began to fill in the former gap between Rockville and Bethesdasuch as Rockcrest, Rockland, Montrose, and Halpine Village (USGS 1965a,1965b). Currently, this portion of hD 355 remainsheavily commercialized and is a regional shopping destination with a mix of small-scale commercial buildings and multi-storyoffice or residential building while the downtown Rockville area, which saw exponential development during the 1990s and 2000s,is mainly comprised of multiple high-rise structures to house companies, local government, and residents (Google 1988, 2002,2016; Montgomery County Planning Department 2008). A 1,560 space parking garage was added as well as a short-lived mall thathas since been replaced by the circa-2004, mixed-use Rockville Town Center development (Malouff 2012).

The commercial building at 1402 Rockville Pike, which currently houses a Subway franchise restaurant, served as a donut shop forthe majority of its existence. In 1960, Donald F. and Dorothea C. Mclntyre purchased a lot of land on the northeast side ofWashington and Rockville Pike (hD 355) and bounded on the northeast by the Baltimore and Ohio Railroad from Rebecca L.Tredder, a widow (Montgomery County Deed Book [MCDB] 2753: 1). The 1-acre tract was composed of portions of tracts called``Token of Love," ``Constant Friendship," and "Conjurer Detected" (MCDB 2753: I). Ed Sammons leased the land from the

Mclntyre's in the early 1960s and M. Mclntyre, a mechanical engineer, both designed and served as general contractor for theconstruction of the Dixie Cream Donut Shop (MCGuckian 1986).

The Dixie Cream Flour Co. franchise, the only donut franchise shop in the area at the time, was opened by Mr. Sammons in July1965 upon the building's completion. The Dixie Cream Flour Co., based out of Missouri during the 1960s, had manyadvertisements for franchise opportunities in the late 1950s and 1960s (Garage Sale Finds 2016). However, the Dixie CreaniDonut Shop at 1402 Rockville Pike was not the first of its kind in Maryland. The first franchise location was at the comer ofFranklin and Jonathan Streets in Hagerstown which was opened in 1947 and another opened at 4410 t/2 Reistertown Road inBaltimore (The Daily Mail 1947). These shops boasted ``nutritious-tasty-fresh" "raised and cake" donuts that utilized the "SpecialDixie Cream Donut Flour Famous from Coast to Coast" (The Daily Mail 1947; The Evening Star 1957). Research did not indicatethat the Dixie Cream Donut Shop franchise buildings were constructed a particular style and form.

By 1970, William T. Mayo bought the franchise and equipment from Mr. Sarmons Q4cGuckian 1986). According to the previoussurvey conducted on this resource, ``M. Mayo and his partner Howard A. Cooper had begun their donut business with DixieCream franchise on George Avenue next to Crisfield's Restaurant in Silver Spring in 1946" (MCGuckian 1986). Mr. Mayoeventually remodeled the current resource into a new donut shop called Montgomery Donuts. Montgomery Donuts grew and Mr.Mayo later opened a total of eight shops in Montgomery County and one shop in Beltsville of prince George's County; however,competition from fast food chains and quick-stop gas stations eventually led to their closing in the late 1990s through early 2000s(Hedgpeth 2000). Several Dixie Creani Donut Shops are still in existence today located in Florida, Illinois, and Georgia (Google2018). The Mclntyre's continue to own the building but it is now currently filled with a Subway franchise. Ov4CDB 17701 :651).

Eligibility Assessment:

The Dixie Cream Donut Shop at 1402 Rockville Pike was constructed in 1963 as a franchised donut shop in an indeterminate style.The land on which it currently stands was originally part of the agricultural outskirts of city of Rockville. Although primarilyresidential throughout the first half of the twentieth century, this section of hAI) 355 on which the Dixie Cream Donut Shop islocated experienced a large wave of development in the 1950s,1960s, and 1970s; during this period the landscape was heavilyaltered and became almost exclusively commercial in nature bounded by residential subdivisions (USGS 1923,1945,1965a,1965b). This trend was not uncommon in Maryland along the Washington, D.C. fringes. In fact, this "booming industrial andcommercial growth encouraged a second housing boom in the late 1950s and 1960s" (KCI 1999:8-42). The building has not beenmoved since it was originally constructed and although it no longer houses a donut shop, continues to function as a franchised

restaurant. For these reasons, this resource retains its integrity of association, feeling, and location. Although this section of MD355 between Rockville and Bethesda was already heavily commercial in the early 1960s and continues to be to this day, the builtenvironment around the Dixie Cream Donut Shop is ever changing. The offices, banks, and stores along and surrounding RockvillePike range in construction date from the late-1940s to present-day, which has impacted the resource's setting integrity. The overalllayout and form of the building has not been altered, resulting in a high level of integrity of design. Although some exteriormodifications, including the replacement of fenestration and a rear addition have slightly diminished the Dixie Creani DonutShop's historic integrity of workmanship and materials, on a whole many of the original exterior elements appear to remain inplace.

According to the National Park Service, in order for a resource to be considered under Criterion A, it must "be associated withevents that have made a significant contribution to the broad patterns of our history" (Shrimpton et al.1990: 12). Furthermore, acommercial building within a suburban development and constructed during one of the defined periods of Montgomery and PrinceGeorge ' s counties ' development as established in the Suburbanization Historic Context and Survey Methodology,I-495/I-95Capital Beltway Corridor Transportation Study must "demonstrate a direct relationship with residential development and whichclearly represent commerce in the suburbs of washington, D.C." and `1he historic function and fom of the building must beevident and significant in the commercial history of the community" (KCI 1999:D-44-D-45). The Dixie Cream Donut Shop is oneof many commercial businesses that line ho 355 between Rockville in Bethesda as well as Montgomery County as a whole.Although the resource stems from the Modern period of suburban development in the county, it is not known to be the first of itskind in the area, nor is it known to have greatly impacted the commerce of the area. Therefore, the resource is recommended as noteligible under Criterion A.

Under Criterion 8, properties must be "associated with individuals whose specific contributions to history can be identified anddocumented" and ``important within a local, State, or national historic context" (Shrimpton et al.1990: 14). More specifically, acommercial building within a suburban development in Montgomery County must "represent the significance of the individualwithin the suburban context" such as those "persons associated with the establishment of a major chain store, or the invention ofsignificant innovations in commercial/industrial activities" (KCI 1999:D-45). Although William Mayo operated multiple donutshops in the county, he was not the first to introduce this commerce type to the area nor was he known to be particularly impactfulto the county's economy. As such, the resource is recommended as not eligible for the NRIIP under Criterion 8.

For eligibility consideration under Criterion C, a property must ``embody distinctive characteristics of a type, period, or method ofconstruction, represent the work of a master, or that possess high artistic values, or represent a significant and distinguishal)le entitywhose components may lack individual distinction" (Shrimpton et al.1990: 17). According to the Suburbanization Historic Contextand Survey Methodology, I-495A-95 Capital Beltway Corridor Transportation Study, a commercial resource must "retain thecharacteristics of its style, type, period, or method of construction and convey its role in commercial or industrial history" and "allcharacter defining elements should be present to be eligible under this criterion" (KCI 1999:D-45). The Dixie Cream Donut Shopis not recognized to be a particularly unique or excellent example of its property type during the Modern Period. For these reasons,the resource is recommended as not eligible under Criterion C. As an architectural resource, the resource was not evaluated underCriterion D.

In sum, the Dixie Cream Donut Shop is recommended not eligible for individual listing in the NRIIT under Criteria A, 8, and C.

This small tiny specialty commercial building was designed as a donut

shop and has been so used since its construction. It is

representative of mid-20th century development on the Rockville Pike.

Ed Sammons operated his Dixie Cream Donuts franchise here until 1970,

when W. T. Mayo remodeled the store into a Montgomery Donuts shop.

Montgomery Donuts is a family-run business, with nine shops and 200

employees.

The subject store building faces west on Rockville Pike, distinctive for its diminuitive size in an area of mid-rise commercial and office complexes. It sits on a narrow deep lot, the building to the north flush to the north side of the store. A six-car asphalt parking area is to the south, with additional parking and a service drive and entrance on the west.

This 1960s frame, five-bay by nine-bay one-story rectangular structure has a composition shingled, moderately-pitched hipped roof topped by a open cupola. There is a one story brick and cinder block addition with a low hipped roof on the east facade. The foundation is brick. A large commercial ventilator is located on the north half of the west roof slope, and a commercial air conditioning unit is installed on the roof of the east addition.

One of the early suburban commercial buildings along Rockville Pike, following closely behind P.J.Nee furniture, Food Fair, and Congres­sional Plaza, this original donut store has been extensively remodeled by the addition of modern store windows and doors and decorative half-panels. However, the basic form and structure remains, now somewhat of an oddity on its narrow lot sandwiched by its larger, taller neighbors.

The west (front) and south facades are a modified tri-partite facade. The top is a deep facia panel from the eaves to tops which acts as background for a lighted full facade The middle portion consists of store windows, the bottom plywood panels.

The east facade is occupied by the one-story addition. The south facade is brick, matched to the store trim, with a wood exterior door topped by a glass transom at the eastern end. Three bullet spotlights are under the wide cantilevered eaves on the west half. The east facade is unrelieved painted cinderblock. The north facade of the addition is not visible.

The north facade of the building abuts the neighboring commercial structure and is not visible.

History and Support This tiny specialty commercial building has been used as a donut shop since its construction. It was built for Ed Sammons, wpo owned the Dixie Cream franchise, at that time the only donut franchise in the area. Mr. Sammons leased the land from Donald Mcintyre et. al., who had purchased it from local businesswoman Rebecca L. Tedder in 1960. Mr. Mcintyre, a mechanical engineer, helped to design the building for the donut franchise and also was general contractor for its con­struction. 11 Ed Sammons and Dixie Cream moved in immediately after construction in July 1965. Contemporary buildings on the Pike were McDonalds and the Hot Shoppes Drive-in.

In the late 1960s, Mr. Sammons gradually began selling his Dixie Cream franchises. The tiny building on Rockville Pike was taken over by William T. Mayo.

Montgomery Donuts

Mr. Mayo and his partner Howard A. Cooper had begun their donut business with a Dixie Cream franchise on Georgia Avenue next to Crisfield's Restaurant in Silver Spring in 1946. They parted, Mayo moving his franchise to Arlington, Va. for a while, then returned to Silver Spring (8041 Georgia Avenue). All donuts were made by hand, using Dixie Cream Donut Flour from St. Louis, Mo., and were sent to local outlets by delivery truck.

In 1970, W. T. Mayo bought the Rockville Pike franchise and all equipment from Mr. Sammons and remodeled the store into a Montgomery Donuts Shop; other Montgomery Donuts shops were located in Bethesda and Silver Spring. Long-time Dixie Cream and then Montgomery Donuts employee Al Moschetto recalls that the shop was open 24 hours, with a day and a night crew. There were 10-12 employees, including managers, bakers, helpers, and those at the front counter. There was a window in the back through which customers would watch the bakers; this was closed about 1974 when donuts were no longer baked there. For a year baking was done at the main plant on Old Georgetown Road in Bethesda, then in 1975 it was all moved to the main plant on Derwood Circle off Gude Drive in Rockville.

Montgomery Donuts continues to be a family-run business, although the number of employees has grown to 200. W.T. Mayo has been joined by son W. M. Mayo and grandson Patrick. In addition to the one on Rockville Pike, Montgomery Donuts has shops in rented properties in Olney, Silver Spring, Bethesda, Wildwood, Briggs Chaney, Derwood, Gaithersburg, and the latest in Beltsville (Prince Georges County) for a total of nine. Fresh donuts are delivered to all Montgomery Donuts locations three times a day.

1. Mr. Mcintyre recalls that for a time local people would come to a well behind the donut shop for spring water as had been done for many years before his purchase of the property. The Health Department forced him and Mr. Sammons to cover and seal the well.
