This week, I am rec-ognizing outstanding volunteer performance by one of my cemetery cleanup volunteer’s, Robert Wayne Beasley. I believe “be the best we can be” should al-ways be an objective to work toward in our per-sonal life, our career, or wherever we work and whenever working with others. Robert believes this too and is a model
volunteer; exceeding his responsibilities in our group. He is dedi-cated, faithful, strong, and very hard working; whether weed eating, re-setting a stone, or cleaning up a dense old graveyard.
Robert begins our Saturday morning cemetery work at 7 20 a.m. by picking up our needed cemetery equipment. He unloads at the cemetery and be-gins the work at hand. Then finishing the
tasks, takes equipment inventory, and loads all equipment back up; returning tools, weed eaters, etc. for safe storage.
Thank you Robert for all your hard work in our cemetery resto-ration group. You are a real team player and a pleasure to work with; we all love and appreci-ate you!

The U.S. Department of Energy (DOE) announces completion of the Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA) Five-Year Review for the Paducah Gaseous Diffusion Plant (PGDP). The review is documented in a final report titled CY 2018 Five-Year Review for Remedial Actions at the Paducah Gaseous Diffusion Plant, Paducah, Kentucky, DOE/LX/07-2426&D2. The purpose of the review is to ensure that response actions taken to date remain protective of human health and the environment and continue to function as designed. DOE served as the lead agency for this Five Year Review. The U.S. Environmental Protection Agency Region 4 (EPA) and the Kentucky Department for Environmental Protection (KDEP) provided regulatory oversight for this review and for the actions themselves, as required by the PGDP Federal Facility Agreement (FFA).
This Five-Year Review assessed the protectiveness of 13 remedial actions and 1 removal action. The Five Year Review then presented protectiveness statements that address whether the response actions are or will be, upon completion, protective of human health and the environment or if additional information is needed to determine the protectiveness. Determinations of the protectiveness are based on document reviews, data reviews, site investigations, and interviews. The Five-Year Review also identifies changes to current response actions that may enhance their protectiveness now and in the future, including recommendations for follow-up actions.
DOE determined that two of the 13 remedial actions were “Protective” (i.e., The remedy is functioning as intended and is anticipated to be under control in the future.). Ten of the 13 remedial actions were determined to be “Short-term Protective” (i.e., Human and ecological exposures currently are under control; however, the selected remedies are not final remedial actions.). One of the 13 remedial actions was assigned the protectiveness determination of “Will be Protective” (i.e., Remedy is under construction and is anticipated to be protective upon completion.). One removal action was determined to be “Short-term Protective.”
EPA concurred with DOE protectiveness determinations for ten of the remedial actions. Three of the remedial actions and one removal action were determined to be “Protectiveness Deferred” (i.e., A protectiveness determination of the remedy cannot be made until further information is obtained.). KDEP concurred with DOE protectiveness determinations for all 13 remedial actions and determined the one removal action to be “Protectiveness Deferred.” DOE invoked dispute resolution on the EPA and KDEP determinations and identification of additional work to be performed. DOE, EPA, and KDEP are working together through the FFA dispute resolution process to reach agreement on the information necessary to support revised protectiveness determinations.
Until a cleanup action allows for unrestricted use, Section 121(c) of CERCLA and the FFA require that the lead agency (DOE) review the selected cleanup actions every five years to ensure that they remain protective of human health and the environment. The next Five-Year Review will be initiated in 2023.
