Welcome to the I-69, Section 6 Stakeholder Working Group (SWG) meeting!
INDOT appreciates your commitment to making I-69 the best for your community.
Introductions

Two CAC groups: North and South INDOT developed two CACs to provide broad
representation across the project area A Stakeholder Working Group (SWG) has also
been developed. It is composed of technical staff, such as City/County Engineers
Stakeholder Groups

Purpose of a SWG Provide input on potential human and
environmental benefits/impacts Provide feedback to Project Team when
evaluating alternatives Provide input on Purpose and Need/Performance
Measures Contribute to the development of Context
Sensitive Solutions (CSS)

Role of a SWG member Purpose of a SWG member is two-fold:
provide input on project and disseminate information to your respective
organizations
Encourage feedback from your organization’s members.

SWG meeting will be held on a quarterly basis through the issuance of the Final Environmental Impact Statement. They will typically last 1 ½ hours and will not exceed 2 hours.
Agendas will be distributed one week prior to each meeting along with a summary from the previous meeting.
Meetings will be a combination of presentations and interactive working group activities.

Section 6: Project History 2004:
FHWA issues Notice of Intent (NOI), initiating Tier 2 EIS
2005: Draft Purpose and Need circulated; initial alternatives developed Public Information Meeting in Martinsville (600+ people attended)
2006: Major Moves legislation; includes Perry Township restrictions
2007-2014: Section 6 study activities on hold; work focuses on Sections 1-5.
Late 2014: Revised NOI published Oct. 15, 2014, re-starting Tier 2 EIS.

What is an EIS? An Environmental Document is required for
transportation projects which use federal funds. The federal law requiring such documentation is
the National Environmental Policy Act (NEPA). It is a decision-making document, with
opportunities for comment prior to a Record of Decision.
NEPA requires impacts to the natural and human environment to be disclosed in the document.
A Preferred Alternative will be selected based on impacts/benefits for each alternative.

What is a Tiered Environmental Impact Statement? Tier 1 Record of Decision was signed on March 24, 2004 I-69, Section 6 is currently in Tier 2 phase

Tier 1 ROD selected a corridor along SR 37
Alignments within the selected corridor remain under consideration
Alternatives outside the selected corridor may also be considered.

Scope of Tier 2 EIS for Section 6 From the revised Notice of Intent:
Additional scoping will be conducted. “With the resumption of Section 6 studies, the appropriate
federal and state resource agencies will be included in additional scoping activities.”
“The public will also have opportunities to comment during this scoping process and other stages throughout the development of the proposed project.”
Additional alternatives may be considered. “These scoping activities will identify additional alternatives
connecting Section 5 in Martinsville with I–465 in Indianapolis. These alternatives may be outside the Tier 1 corridor for much or most of their length.”
