VI. PROJECT DESCRIPTION Located at the mouth of the Marina Channel is the boldest undertaking by PUB Singapore’s Marina Barrage which has been conceived as a Reservoir in the City with its uniqueness being the 3-in-1 key functions within a single development, namely: - additional fresh water supply to complement the water sources in Singapore. - flood control measure to alleviate flooding in low-lying area in Singapore. - attraction to a new life style of water-based sports and recreation linking the downtown business district. The Design Concept The design for the Marina Barrage is to create a distinctive landmark set in nature, a focal point where the channel meets the sea as well as an icon for Singapore amidst the calm water surface of Marina Channel, the proposed greenery of Marina City Garden by the Bay and the magnificent skyline of Marina Downtown Area. This is realized by adopting the concept of a graceful mound of ‘green’ turf-covered roof rising gently and gracefully out of a park-setting to camouflage the large Pump Station, Visitor Centre, and Electrical Building. The entity is being connected through seamless integration with its natural attributes of water, plants, earth, and sea. The mound’s entrance is aligned to an existing road on one side while the sea-front facade is an extension of the downtown Marina Basin promenade. Its form resembles a sea-shell while gracefully exposed its beauty. A dynamic geometry is created by a pair of double helix ramps bringing people gradually up their slopes to the mound’s apex and back down to an open central court. Also the resemblance of the numeral “Nine” represents longetivity. A discharge channel is featured in the courtyard as part of the complex’s theme of water-management processes. With an extensive breezeway and orchestrated landscape, the area can be used for outdoor concerts, exhibitions, sun basking, impromptu performances as well as outdoor dining. The facade of the pump station facing the bay is an inclined fascia that resembles a sailboat which provides a sweeping view across the bay in a gentle curved profile following the mound. The fascia’s semi-floating effect, with strong buttress columns, appears like a cliff rising from the sea. Perforated white aluminum is used for the facade of the pump station, while glass curtain wall covers the visitor centre. The finishes to the rest of the building is very basic in off-form concrete and natural material. The Marina Barrage also represents an integrated approach to sustainable architecture. Technical and innovative solutions have been incorporated to make the building a green and sustainable one. The installation of solar

panels on the roof to harness solar energy for supplementary power to various areas of the facility. The composite turf system on the roof allows grass to grow thus providing cooling effect to the building. The Marina Barrage can be approached from multiple directions. Visitors can approach from the Marina Bay promenade, go up the gentle mound to the turfed roof or enter via the breezeway under the mound to the central courtyard. The formal entry point is from the road on the land side, which is connected to the building perpendicularly. As the visitors approach the building, the entrance way creates a strong sense of arrival. The dramatic entrance is attributed to the tapering form of the entrance wall, finished in ribbed off-form concrete. This is the delightful beginning of a journey through a narrow passage, chasm like, finished in a gabion wall. Venturing further, the visitors are engulfed in a widening space, and is guided further into the interior towards the axis of the Barrage, spanning the Marina channel, and the Marina Bridge which connects the Marina Barrage to the Marina East.

3588.SIN The walkway moves seamlessly through spaces filled with a subtle blend of solid and transparent planes onto a elliptical landscaped Courtyard open to the sky, flanked by the Pump Station on the left and the two storey Visitor's Centre on the right. The site of the Visitor's Centre is deliberately placed at the water's edge to capitalise on the stunning views. Lifestyle activities are also placed strategically to enjoy the scenery of the sea. From the central Courtyard, proceed up the helix ramp to the turfed mound's apex. At the top, a panoramic view opens out to the water and surrounding skyline. Visitors can walk around the entire mound to observe the vista extending to the channel, barrage and open sea, breathtaking from every viewing angle. The Marina Barrage stands elegantly as a beacon, to portray inventiveness, vision and innovation to fulfill the nation's plan to make progress as a liveable city, economically sustainable and viable. 3588.SIN VIII. PROJECT SIGNIFICANCE AND IMPACT Public hot spot in a bustling metropolis. An iconic structure in Singapore’s downtown landscape, the project visually and functionally links the east and west arms of the Marina Reservoir shoreline. Attracting 40,000 visitors during its opening weekend, the site has proven a popular destination for local residents and tourists alike. Its premier location makes the reservoir an ideal venue for international water sport competitions, cultural performances, and recreational activities. Stability brings recreation and revitalization. The barrage steadies the upstream waterways of the Singapore and Kallang rivers, significantly enhancing urban development and shoreline recreational activities. Some US$7 billion of development is underway in the immediate neighborhood—all enhanced by the ability of the barrage to stabilize water levels. Enhancing Singapore’s downtown area. A concurrent redevelopment project includes live-work-play communities with shops, restaurants, and parks. Through this initiative and others, the barrage attracts business and advances economic growth in urban Singapore. Promoting public interest in clean water. Taken together, the grass-covered roof ramp, the 360-degree views of city and sea, and the attraction of the reservoir for water sports or water taxi rides all serve to advance Singapore’s strategic goal of bringing residents closer to water, encouraging protection and appreciation of national water resources.

Programme The Marina Barrage spans Singapore’s Marina Channel to form a freshwater reservoir while also providing flood control and, by regulating the channel’s water height, an ideal venue for water sports. Associated facilities - a pump station, visitor centre and electrical building - are housed in a distinctive sea shell-like form that rises from the bank to create a turf covered mound with double helix ramps encircling an elliptical court. While providing a setting for outdoor performances and other alfresco events, this complex encourages Singapore’s residents to appreciate water as a resource. The turf roof provides insulation and solar panels harness energy.
