FAMILIES in the outer eastern suburbs arebeing forced to live in unsound and dangerousplaces while they wait years for publichousing, a local welfare manager says.
Mark Dixon, general manager of homeless-ness services at UnitingCare Harrison, says theissue of public housing waiting lists is onlyintensifying.
‘‘There are lots of families looking for publichousing and some of them have been waitingfor a substantial number of years,’’ he said.
‘‘In the waiting process a lot are being forcedto live in unregistered and unsafe roominghouses. What we’re concerned about is thatmany of these places house people exitingprison, mental institutes, et cetera, and peoplecan leave them more damaged than when theyentered.’’
The comments came as the state government
revealed the eastern metropolitan regionpublic housing waiting list had risen by1.1 per cent (49 applicants) in the Decemberquarter.
Public housing allows low income familiesto live in publicly funded housing where rent isusually a fixed part of your income.
Mr Dixon said the number of applicants atthe Ringwood housing office — 2113 — waslikely to be much higher in reality.
‘‘While waiting for housing, many peopleturn to family members, cars, tents, just wher-ever they can. And they become transient.
‘‘The problem is when they do this manydon’t tell the department their new addressand thus can’t be put on the waiting lists. Sowe suspect [the number] is bigger than thewaiting lists indicate.’’
Mr Dixon said recent federal governmentcuts to single-parent allowances contributed tothe overall struggle. ‘‘When income goes down
and mean rental price goes up, people struggle.‘‘People are cutting back on food, clothing
or entertainment just to get a head start.’’He would not comment on Families Minis-
ter Jenny Macklin’s comment earlier this yearthat she could live on $35 a day.
‘‘All I’ll say is that anyone on Newstartallowance has to be a fantastic financialadministrator and has to manage their dollarsday to day.’’
Mr Dixon said public housing was a ‘‘crucialissue’’ and one that UnitingCare, which helpsthose looking for affordable housing, wouldcontinue to lobby for.
Private rental in the eastern suburbs hasrisen by 94.3 per cent over the past 12 years.The number of affordable private rentalhouses has decreased by 67 per cent over thepast five years.
There are now 37,130 families on publichousing waiting lists in Victoria.

Meeting plannedover Salvo centreMAROONDAH Council will meet with Ring-wood’s Maidstone Street residents to addresstheir concerns about a proposed new SalvationArmy centre.
The Weekly reported on January 22 thatresidents near Tintern private school’s South-wood Boys Grammar — which is set to be takenover by the Salvation Army at the end of 2013 —were concerned about the impact the trainingcentre would have on their street.
After receiving 19 objections to the application,the council decided it would hold a public meet-ing to directly speak with those concerned.
Salvation Army manager of projects DavidSinden said he did not expect there to be anyissues with the application.
‘‘Some people have said they’re worried aboutthe traffic the new centre will bring . . . ourconsultants have shown there will be less trafficthan there is currently,’’ he said.
‘‘It’ll be the army equivalent of a monastery, aquiet place for study and reflection.’’
Mr Sinden said the idea that the centre wouldbe used for other purposes was ‘‘fanciful’’.
He also said work being undertaken on the site— also queried by residents — had nothing to dowith the application before the council.

MAROONDAH mayor Nora Lamont hasthrown open the door to her office andwants you to come in for a chat.
On the third Friday of each month,starting February 15, Cr Lamont will giveresidents the opportunity to attend a one-on-one meeting with her, allowing people anavenue to voice their ideas, questions andfrustrations.
Cr Lamont said it was part of her plan tomake the council more accessible.
‘‘I said when I was sworn in [as mayor inNovember] I wanted people to have moreaccess to us.
‘‘I want us as a council to be more visibleand for people to be able to approach us andsay, ‘What’s going on with this’ or ‘Whycan’t council look at this’.’’
Cr Lamont said the 15-20 minute meet-ings would take the direction locals wanted.
‘‘I don’t have any rules or boundaries onwhat people want to talk about.
‘‘That would be pointless.’’

GOING out and spending time together as afamily should be one of life’s joys, but for theDi Giandomenicos this simple pleasurebecame all too hard.
Don and Angela’s daughter Jess, 27, hascerebral palsy and things others take forgranted — such as accessibility to toilets —often presented a challenge outsidethe comforts of the family home.
‘‘When we went out, we’d have to go insidea disabled toilet and put a towel on the floor.It was pretty difficult,’’ Mr Di Giandomenicosaid.
‘‘This was ongoing for years and some-times it was just easier to stay home.
‘‘It just became too difficult andundignified.’’
Frustrated with the lack of access, MrDi Giandomenico pulled out a piece of paperin 2008 and began designing a mobile toiletand restroom specifically for people with adisability.
The inspiration to help Jess, and his back-ground working with Maroondah Council inparks and sportsfield projects, led to acompletely novel idea materialising.
On last month’s Australia Day, Jess cut thetape for Australia’s first ‘Marveloo’, which isa toilet, change table and ceiling hoist inside acaravan-type arrangement.
The extra space makes life much easierfor people with disabilities and theircarers.
Mr Di Giandomenico described the launchas ‘‘humbling’’ and hoped to see theMarveloo marketed and used more widely.
Maroondah mayor and chairwoman of thecouncil’s disability advisory committee, NoraLamont, echoed his thoughts.
‘‘For Jess to be able to come to events nowis just great,’’ she said.
‘‘They can do things as a family much moreeasily,’’ she said.
‘‘I was a bit overwhelmed to be part of acouncil that is at the cutting edge. We’re allabout accessibility and that’s what we’vegiven here.’’
Maroondah Council is now working withother councils so that more Marveloos can bedeveloped for use at community eventsacross the state.
The Marveloo will be available for use atall of Maroondah Council’s outdoor eventsin the future.

Eastern Health closes bedsEastern Health has been forced to close 26
beds in the wake of an $8 million funding cut
by the federal government. The cuts have led
to the closure of surgical and palliative care
beds, the cancellation of 140 non-urgent joint
and replacement surgeries, and the
suspension of weight loss operations.
Lilydale’s palliative care and outpatient clinic
has also been permanently closed and

New levy for fire servicesThe state government has announced a fairer
and more equitable property-based levy to
fund the Metropolitan Fire and Emergency
Services Board (MFB) and the Country Fire
Authority (CFA). More than $50 million has
been set aside, including $20 million this
financial year to assist the state’s transition
into the new property-based levy, which
begins June 1. Previously, the fire services
were funded largely by contributions made
through the insurance industry and
government. The new reforms are expected to
save more than $100 million every year.
Education cuts condemnedMonbulk MP James Merlino has blasted the
budget cuts to education made by the state
government. Mr Merlino believes parents are
now beginning to bear the brunt of savage
cuts made over the past two years by the
government. “Local families have made it
clear to me that they are struggling to deal with
the $555 million ripped out of education.’’ Mr
Merlino said the cuts meant parents were
missing out on assistance with uniforms,
schoolbooks and excursions .
Elderly man on rape countA 76-year-old man has been charged with
rape following an alleged sexual assault at the
Centro shopping centre in Ringwood. Police
said the attack occurred when a man wrapped
his arms around a 28-year-old woman on
January 27. The Ringwood man has also been
charged with indecent assault. He was bailed
to appear before the Melbourne Magistrates
Court on February 8.
Pavilion revamp under wayReconstruction of Cheong Park Pavilion is
under way. The federal government
contributed $250,000 of the cost, while
Maroondah Council put in $90,000. The
renovations include improved disability
access, new social areas and increased toilet
facilities. The pavilion is expected to reopen to
the public in April.

Mr Kelly also had the support of YarraRanges community health service Inspiroand QUIT Victoria. He took part part in theirfour-week course to help people quitsmoking.

Texting drivers: r u crazy?It’s inter-connected oblivion. More and more people are being caught using their mobile phones or texting while driving.
It costs them a $282 fine. Sometimes it costs them — and others — their lives. CHAD VAN ESTROP reports.

Richard Lee’s job is measuring people fortheir new wheelchairs. Some of them cometo him after diving accidents or falls and
others as a result of car crashes.And a few of that last group come to him
because the person who caused the crash thatcrippled them was talking on a mobile phone ortexting at the time.
Mr Lee can put himself in their place. Tenyears ago he was in a line of slow-moving trafficon a curve on Templestowe Road, Bulleen. Afour-wheel-drive coming in the other directionfailed to take the curve and ploughed into him.Its driver wasn’t looking, too busy chatting on hisphone. He turned Mr Lee into a paraplegic.
So he can honestly tell those clients he knowsexactly how they feel. But recently a man cameshopping for a wheelchair and left Mr Lee lostfor words. He admitted that he had been drivingwhile using his phone, oblivious and distracted,and it cost him the use of his legs.
‘‘He’s the only one I ever had who admitted tothat,’’ says Mr Lee. ‘‘And you have to bite yourtongue really. You might pass a comment like‘Well, that was a bit foolish, wasn’t it’ — hugeunderstatement. But really, what can you say?’’
Mr Lee is not usually so backward in comingforward. When he pulls up beside other driversand sees them chatting on their mobiles — or,worse, texting — he winds down his window andgives them a spray. If they don’t get the messagehe points to his wheelchair on the seat besidehim.
Not that it does much good, he admits. Everyweek more than 1100 drivers are pulled up bypolice and charged with illegal phone use. Duringthe most-recent police safety blitz — SummerStay, which ran from mid-November to January7 — 6077 motorists were charged with mobilephone offences. They face a $282 fine and loss ofthree demerit points.
And worse. Some face a meeting with someonelike Mr Lee, to be measured for a new seat ofwheels: ‘‘Unfortunately, it appears mobiles areincreasingly going to become a much morecommon cause of serious injury on our roads,’’he says. ‘‘And, of course, death.’’
For years, a series of studies has shown thedangers of mixing mobile phones and cars. ABritish study in 2002 found using a hand-heldmobile while driving was more dangerous thandriving with a blood-alcohol content of .08. Itsaid reaction time was 30 per cent slower thansomeone with that level of alcohol and twice asslow as a sober driver.
In 2009, a Virginia Tech study in the USshowed that dialling a mobile while drivingincreased the risk of a crash by almost threetimes. Simply talking on the phone made the riskof a crash 1.3 times as high.
In heavy vehicles the risks multiply. A truckdriver dialling a number is six times more likely
to cause a crash as an undistracted driver andreaching for the phone makes it seven times morelikely.
Text messaging while driving is far worse. Itincreases the risk of a crash by 23.2 times, thestudy found. A simulator study by the MonashUniversity Accident Research Centre found text-ing drivers spent 400 per cent more driving timewith their eyes off the road.
‘‘You cannot read or write an SMS withouttaking your eyes off the road,’’ Transport Acci-dent Commission road safety manager SamanthaCockfield told The Age in 2011. ‘‘In a 100km/hzone, in four seconds with your eyes off the roadyou’ve travelled about 200 metres. That’s a longway to travel without actually having anybody inreal control of the wheel.’’
Yet today the potential for drivers to be
distracted by such devices is at an all-timehigh, with social media, emails, texts and GPStechnology all available on smartphones.
TAC communications adviser Emily Boguesays increased technology and an “it won’t hap-pen to me’’ mentality was fuelling theproblem of driver distraction.
The latest available police statistics show that55,222 drivers — an average of 151 a day —were nabbed for mobile phone offences in 2011.
But much of the problem seems to be attitu-dinal. A TAC survey in 2010 found 43 per cent ofdrivers said they believed driving with a hand-held mobile was ‘‘extremely dangerous’’ andanother 42 per cent said it was moderately dan-gerous — yet, despite knowing the dangers, onein five drivers admitted making calls whiledriving; 34 per cent said they would take a call;32 per cent said they would read an SMS; and18 per cent said they would write one.
Inspector David Griffin of Victoria Policehighway patrol says drivers have an “automaticreaction’’ to reach for their phones while drivingand often disregard the dangers. “There seems tobe this preparedness by drivers, particularlyyounger drivers, to take the risk.
“People don’t seem to understand the risksassociated with using a mobile while driving —or if they do understand they are willing to take achance they might not get caught.”
And even after being caught and fined manydon’t seem to learn. Inspector Griffin says he is
surprised by how many reoffend. “We detect alot of people who have had tickets for using theirphones in the past.”
In Cardinia, highway patrol officers booked446 drivers last year for mobile phoneoffences. ‘‘People don’t like to be out of commu-nication and as a result they are reluctant to pullover and take calls,’’ says Sergeant AllenInderwisch of Cardinia police.
‘‘They see every call or text as the mostimportant one they will receive.’’
Sergeant Inderwisch says he regularly seesdrivers pulling out of car parks and drivewaystalking on the phone. ‘‘We can’t understand whypeople don’t just take that extra few minutes andtake the call while stationary.’’
Inspector Griffin says Chief CommissionerKen Lay has urged all sections of the force toincrease the focus on road safety enforcement.
“More than ever before we are seeing policefrom other areas focus on road policing.
‘‘There is an expectation for other police[outside highway patrol] to deal with road poli-cing matters.’’
This meant phone users were more likely to bedetected: ‘‘We have hopefully moved from thepossibility to the probability of being caught.”
While it is illegal in all Australian states andterritories to use a hand-held phone while driv-ing, many people don’t realise that in Victoriathat extends to using the phone while the vehicleis stationary but not parked, such as at trafficlights, says Inspector Griffin.
But he is also cynical about the selfishness andthoughtlessness of many drivers, saying thatincreasing the $282 fine would not necessarilychange driver behaviour.
“There is no evidence to suggest that if thepenalty was $1000 people would do anythingdifferent.”
While it is difficult to quantify the contributionof mobile phone use to the road toll, InspectorGriffin suggests that anecdotal evidence showsthat distracted drivers might be as responsible foras much as 25 per cent of deaths on the road.
Road Trauma Support Services Victoria, aBlackburn-based not for profit organisation,provides support and counselling for bereavedfamily members, witnesses, drivers and emer-gency service personnel who attend crashes, andalso runs seminars and education for those con-victed of traffic offences.
General manager Cameron Sinclair has nodoubt that there are people on both sides of thatclient-base because of mobile phones. ‘‘We don’ttake a policing role but are concerned at any typeof behaviour, whether it’s speed, alcohol ordistraction through technology that puts passen-gers, drivers or anyone else at risk,’’ he says.
‘‘I have a five-year-old son and I’d hate to thinkthat he is being put in danger — not to mentionmyself — by these people.’’

IF you’ve ever travelled in the UKany time in the past 20 years youwill have noticed dozens, if not
hundreds of vans with LDV badges.Purpose built by Leyland and DAF, thevans had a reputation as honest,though not particularly interestingvehicles.

Dougher wasn’t sure he would continueplaying after college until he received anunexpected email from Harrington, whoneeded a scorer-playmaker for his team’s BigV state championship men’s title defence.
“Coach’s email was exactly what I waslooking for and it could not have come at abetter time,” Dougher said.
“I still have the burning desire to competeand play at a high level; I can’t wait to getstarted.”
Harrington said Dougher was a scoringpoint guard who also had a level head, some-thing he was desperate to find in his import.
“Bryan is a quiet, level-headed guy, hedoesn’t make predictions or like to talkabout himself but he is going to be a very bigpart of any success we have,” Harringtonsaid.
“He has lethal perimeter shot, he is a gooddefender and has great leadership qualities.
‘‘All of these attributes are what we willneed to challenge again.”
The Hawks will also have to defend theirBig V state championship men’s title withoutstar forward Adrien Sturt.
The former Melbourne Tigers NBL playerwas a major playmaker for the Hawks in theBig V play-offs last season, making severalbig shots and providing key points andrebounds.
But the 6-11 sweet-shooting big manspends most of his year playing profession-ally in England and this year he is unable toreturn to Melbourne to play with theHawks.
Sturt missed much of the first half of lastseason as his season in England went longerthan expected.

NORWOOD pulled itself clear of the relegationbattle with a fighting 31-run win over top teamNorth Ringwood in the RDCA Lindsay TrollopeShield on Saturday.
Defending its first-day total of 174, the gamewas in the balance at tea with the Bulls on 3-77.
But the pairing of English import Dave Hesterand evergreen Bruce Sansom (6-43) helped theNorsemen engineer a Bulls’ collapse as the topteam lost 6-19 to be nine down and staring atdefeat.
Yet the yips hit the young Norsemen side, whostruggled to take the final wicket with run-out,stumping and catching chances all missed as thefinal pair of Bulls coach Jeton Rexhepi (38) andLuke Ridgwell (19 not out) put on 45 runs.
Rexhepi was finally dismissed with the Bulls on143.
Norsemen captain Ben Sansom said his side wasrelieved to get over the line and win the MalcolmMoore-Jay Sansom Cup, which the two sides playfor each season.
‘‘We haven’t been able to win those close gamesand that is the difference in the competition thisyear,’’ he said.
‘‘The sides who have won those close games arein the top four; the sides who haven’t are in thebottom six.
‘‘There is not much between the sides. It’s just amatter about how you perform on the day. Hope-fully, this win gives us some confidence headinginto the next few weeks.’’
Sansom said the Norsemen’s bowling tacticshad made the difference. Hester attacked fromone end and Bruce Sansom bowled tightly to adefensive field at the other.
Sansom was also proud his side could win thetrophy, which features the name of his uncle.
‘‘We have been close rivals and those twomen are legends of their respective clubs soit’s always better when you can bring home thecup.’’
Croydon North resumed at 0-40 in reply toBayswater Park’s 172.
The Knights then lost wickets at regular inter-vals to be all out for 158.
Chris Noy (54) top-scored and Josh Temple(4-36) did the damage with the ball.
Batting a second time, Bayswater Park compiled1-85 with Marcus Adams (48no) top scoring.
Protecting 7-241, Ainslie Park got off to a
dream start against South Warrandyte, with MarkArnot (5-77 off 32 overs), taking two wickets inthe first over.
Steve Lindsay (39), Michael Crosbie (35) andDavid Hill (32) all got starts for the Hawks, butno one could continue to the score that countedand South Warrandyte fell 51 runs short to finishall out for 190.
Mooroolbark was in trouble early at 4-60,chasing Wantirna South’s 8-295.
Brendon Ricci (109) then combined with JohnO’Donnell for a fifth-wicket partnership of 72 andwith Matt Whittaker (38) for a sixth-wicket part-nership of 96.
When Ricci’s runner was run out with the scoreon 226 the Barkers’ hopes faded and, despiteDaniel Dimitriou’s late rally of 35no, they were allout for 279 in the last over.
Drew McKay (6-70) once again bowled tire-lessly to take bowling honours.
Warranwood got the start it wanted when AndyWu (52) contributed at the top of the order.
Despite losing 4-41 to sit at 4-106 at tea, theSharks’ batsmen reached South Croydon’s scoreof 179 in the 72nd over to finish at 5-181.
