The appli-cant proposes to release treated sewage wastewaters at a rate of 100,000 gallons per day into a water body. Generated sludge from the treatment process is pumped and hauled to R&R Septage Lagoon, permitted by the Virginia Depart-ment of Health. The facility pro-poses to release the treated sewage into an unnamed tributary of Church Prong in Lancaster County in the Rappahannock River watershed. A watershed is the land area drained by a river and its incoming streams. The permit will limit the following pollutants to amounts that protect water quality: organic matter, solids, nutrients and bacteria.

This facility is subject to the require-ments of 9VAC25-820 and has reg-istered for coverage (VAN020114) under the General VPDES Water-shed Permit Regulation for Total Nitrogen and Total Phosphorus Discharges and Nutrient Trading in the Chesapeake Bay Water-shed in Virginia. As a condition of this permit, the permittee will be required to offset in advance, any loads of total nitrogen or total phosphorus that are expected to be discharged in a given calendar year, in excess of those levels previously allowed by the facility’s VPDES permit. The permittee may opt to install nutrient removal treatment that will maintain the existing load of nutrients discharged.

IRVINGTON—Edward W. Truslow, president of the Virginia Society of the Sons of the Ameri-can Revolution, recently delivered his annual report to the Richard Henry Lee Chapter at lun-cheon at Rappahannock Westminster-Canterbury in Irvington.

Truslow said he and his wife, Laura, attended the annual national convention and were greatly encouraged that there are currently 562 SAR Chapters with some 34,000 compatriot members, throughout the U.S.

He said the Virginia Society received both society and individual member awards at the convention too numerous to mention, but he was particularly pleased the Virginia Society received participation streamers for sponsoring entries in six youth contests. The Virginia Society now stands at over 2,000 members in 27 chapters across the state and is the third largest state soci-ety after Texas and Florida.

In addition to its many other community

activities, the Virginia Society raised $25,000 for a donation to the new American Revolution Museum in Yorktown.

Truslow then advised the members of the cur-rent initiatives of the Virginia Society and of the major upcoming events.

“I have been deeply honored to have repre-sented you during my presidential term,” said Truslow. “Laura and I have met many new friends around the state and elsewhere and we will cher-ish these memories forever. I wish your Chapter great success in our collective quest to spread the word about our patriot ancestors and their sacri-fices. We are all in this together.”

A 12th generation Virginian, Truslow grew up in Winchester. After obtaining his undergraduate and MBA degrees, he spent his career in the engineer-ing field. He served as the Williamsburg Chapter president from 2011-2013 and has held the posi-tions of secretary and vice president of the Virginia Society prior to becoming president in 2016.

At ceremonies Decem-ber 19 at Rappahannock-Westminster Canterbury, the newly elected officers of the Richard Henry Lee chapter, Sons of the American Revolu-tion, were sworn in by the state president Edward Truslow.

The officers will lead the chapter towards fulfilling the goals of the national, state and local chapter of the SAR for 2017, reported Albert N. “Spike” Nunn.

The book lists and locates all known patriots current as to date of publication, said Layman.

“This is an ongoing process, locating and documenting the

burial places of our patriotic ancestors whose participation in the Revolutionary War can be documented,” said Layman. “To date, we have located the final resting places of over 4,000 of our courageous patri-ots who, through their sac-rifices, brought into fruition these United States.”

were presented, in a private cer-emony, to retired U.S. Marine Corps Col. Don Shanklin for his many years of dedicated leader-ship to the accomplishment of the goals of the SAR and the local chapter with a presentation by Shanklin for his many years of service to the organization.

KILMARNOCK—The Lancaster/Northumberland Habitat for Humanity held a New Year’s Eve Gala December 31 at the Boys & Girls Club of the Northern Neck, 517 North Main Street, Kilmarnock.

The catered event with entertainment by Lynda Smith and the 7th Street Band was attended by 160 persons and highlighted by the cascade of hundreds of balloons at midnight, reported Habi-tat vice president Bruce Craig.

The event was organized by Habitat executive director Tommy Hemans with the support of Habitat president Kathleen Conroy, building supervisor Bob Kammerer and office manager Nancy Frank, said Craig. The sparkling décor in Habitat’s green and blue was arranged by Donna Kammerer and her committee of board members Anne Haas, Marty Dwyer, Larry Edwards and Vanessa Taylor.

Habitat is grateful to the Boys & Girls Club, Chesapeake Investment Group and Bank of Lancaster for contributing to this inaugural event, said Craig.

Lula and Mason Cole, who enjoyed successful careers and were able to build a substantial amount of wealth, established this foundation by setting up trusts during their lifetime that would pass to a Charita-ble Foundation at their death, reported Chesapeake Trust Company senior vice presi-dent and Chesapeake Trust Company president Jean H.

Newly released figures from Virginia Health Information (VHI) confirm many local hos-pitals across the Commonwealth continue to struggle financially.

The numbers show that 27% of Virginia’s acute care, critical access and children’s hospitals, and more than 43% of rural hos-pitals, operated in the red during 2015. Those figures indicate a slight increase from 2014 data showing roughly 25% of overall hospitals and 42% of rural hos-pitals with negative operating margins.

Data from the past two years reflect the continuation of a pat-tern consistently evident in VHI annual data, reported Virginia Hospital & Healthcare Associa-tion vice president for communi-cations Julian Walker.

While the number of hospitals with negative operating margins can fluctuate from year to year, the ongoing trend of numerous hospitals operating in the red has alarming implications for access to health care and Virginia’s economy, continued Walker.

Financial pressure also can inhibit a hospital’s ability to make facility and equipment upgrades so patients have access to state-of-the-art treatment. It is commonly accepted in the indus-try that achieving a 4% oper-ating margin is the minimum threshold necessary for hospitals to maintain fiscal stability and provide for capital expenditures. Based on VHI’s 2015 data, 16 of 30 rural hospitals fell below that mark. Statewide, 34 of 88 hospi-tals were in that category.

The recent data is evidence of hospitals around Virginia strug-gling with the pressures of long-time federal government care mandates that leave providers to deliver significant treatment vol-umes at free or discounted rates, as well as the pain inflicted by federal funding cuts that affect health care, he said. From 2008-15, the overall annual rate of Virginia hospitals operating in the red has ranged from 25% to 37%. Among rural hospitals, the range is 42% to 63%.

Even at the low end of the range, those numbers would be distressing if they were a one-time event, said Walker. They are not, which is cause for public concern about the conditions that have put hospitals in this bind.

Rating agencies such as Moody’s Investors Service are among the analysts that have tracked these troubling signs for years.

Hospital operating margins are a key measure of profitability which should not be conflated with other hospital assets and investments such as property and complex equipment, he said. The value of such commodities can fluctuate based on market trends and net value. While VHI tracks hospital financial data, its calculations do not capture other care providers that make up the entire health system including physician practices, imaging centers, ambulatory surgery centers, free clinics and other services.

Hospital leaders have respon-sibly managed their organiza-tions by critically assessing staff levels, service lines and other administrative functions with an eye on efficiency. Another response: struggling rural hospi-tals affiliating with larger health systems for survival. Such strategies can create short-term financial flexibility but do not remedy the long-term pressures created by government policy decisions, he said.

Consider Medicare and Med-icaid, the joint federal-state health insurance programs that have been in existence more than 50 years. Reimbursements to hospitals for care provided to patients under those programs fall far short of actual treatment costs. And those pennies on the dollar payments remain inad-equate. For example, the current reimbursement rate for Med-icaid in Virginia is 74%, down from 79% in 2002. Additionally, a federal law Congress passed in 1986 requires all Virginia hospi-tals to provide emergency room treatment to patients regardless of their ability to pay. Virginia hospitals in 2014 provided $584 million in charity care, a 46% increase from 2008 levels.

While some hospitals are prof-itable and others are not, what should concern all Virginians is the fact that negative operating margins are a persistent chal-lenge. Because this is not a fleet-ing problem, it poses risks to Virginians’ access to health care and the entire state economy, said Walker. Is it reasonable to expect that Virginians across

the Commonwealth should have access to high quality health care provided by hospitals?

The Virginia Hospital & Healthcare Association believes the answer is ‘yes.’ Yes for the public good, health care access and the economy, he said. Hos-pitals are among the largest employers in the state, directly supporting 115,000 jobs, gen-erating $36 billion in economic activity and accounting for $17 billion in spending on local goods and services. Hospitals are a top employer in 82% of rural Virginia counties, where each hospital job supports two local economy jobs. Overall, hospitals are a top employer in 44% of Virginia’s counties and cities, he said.

Beyond government health care mandates, cuts related to the Affordable Care Act (ACA) and other actions which are not being offset through other available resources also exist as threats. As of now, overall funding cuts are forecast to deprive Virginia’s local hospitals and health sys-

tems of roughly $1 billion annu-ally by 2022.

The potential impact of those cuts should be a frightening thought for Virginians who value health care access and the importance of hospitals to our economy and well-being, said Walker.

Another complicating factor is what might come next in fed-eral health care policy, he said. More than six years after the passage and implementation of ACA, much uncertainty exists over how the Washington debate to repeal and replace ACA will unfold, and how any decisions made will impact health care access, delivery and the indus-try’s financial stability.
