➢Assist companies in understanding and
fulfilling the requirements and procedure for
obtaining the import procedure
➢ for obtaining the Certificate of Approval
(CoA) and other related regulatory
requirements

Why COA is required
The objective for the issuance of COA under the
Electricity Regulations 1994 is to ensure that
manufacture, import, display, sale or advertisement
of:
➢ any domestic equipment;
➢ any equipment which is usually sold direct to the
general public; or
➢ any equipment which does not require special
skills in its operation
Meets the specified safety requirements and
efficient use of electricity.
Reference to Electricity Regulations 1994;
Regulation 97
No person shall manufacture, import, display, sell or
advertise:-
➢ any domestic equipment;
➢ any equipment which is usually sold direct to the
general public; or
➢ any equipment which does not require special skills
in its operation,
unless the equipment is approved by the Commission.

Importers
➢ Importers of electrical equipment under sub
regulation 97(1) of the Electricity Regulations 1994
are required to apply for the COA from the
Commission.
➢ An importer shall be a Malaysian company
registered with the Companies Commission of
Malaysia.

Manufacturers who manufacture electrical
equipment under regulation 97(1) of the
Electricity Regulations 1994 are required to
apply for the COA

APPLICATION FOR COA- ST
➢ To import household electrical equipment,
applicants or their local agents need to register
with DagangNet. Once registered, applicants
can proceed to apply electronically - COR
➢ ST will issue the Certificate of Approval (CoA) if
applications are in order (test report and all
required documents submitted and fees paid to
ST).

SIRIM LABEL (1)
Objective and rationale
➢ Labelling of regulated electrical equipment
will enable consumers to differentiate
between the approved and non-approved
regulated electrical equipment.
➢ It also serves as a deterrent and a means
to check for non-approved regulated
electrical equipment in the market.
SIRIM LABEL (2)
There are two types of SIRIM-ST label which
shall be affixed on the equipment.
Batch Consignment scheme
Importer shall purchase SIRIM label
and affix on every unit upon
compliance of Consignment process.
PRODUCT CERTIFICATION SCHEME
SIRIM labels purchased through Product
Certification scheme shall be allowed to purchase
SIRIM labels and affix on model once comply to
requirement.
SUMMARY
➢Importers or manufacturers of regulated
electrical and electronic products need to apply
for Suruhanjaya Tenaga Certificate of Approval.
➢SIRIM labels need to be affixed on every unit of
the model approved before the products can be
sold in Malaysia.
➢SIRIM labels can be obtained through Batch
consignment or Product Certification scheme.

Risk type of Product
➢High Risk Product (Original test report validity
is 5 years)
➢Low Risk Product (Test report can be
accepted > 5 years)
